Debt load impact on sustainable development of Russian regions

The paper assesses the level of debt load on sustainable and effective development of the Russian regions under the conditions of sanctions, restrictions, and unstable economic situation. The authors of the study faced the following tasks: to conduct a comparative assessment of regional sustainable development and debt load, to consider the directions for effective management of the load as an element of economic security of the constituent entities, as well as to analyze the economic essence and peculiarities of formation of the Russian regions’ public debt. Various approaches of theoretical and practical plan to the study of the subject of the research have been evaluated and used. The methods and techniques that influence the level of debt load on sustainable development of the constituent entities through the use and application of various innovative technologies, methods, techniques, etc. at the current stage of economic development of the country have been considered and evaluated. The conducted research results can be applied when developing effective directions to reduce the debt load as a factor that affects the regional sustainable development.

International Scientific and Technical Cooperation in the Strategic Development of Russian Regions

The purpose of the work is to identify the interdependence of the level of international scientific and technical cooperation (ISTC) of Russian regions with the level of their economic development.The research methods are correlation and regression analysis, comparative analysis, elements of the methodology of foreign member of the Russian Academy of Sciences, professor of Moscow State University V. L. Kvint.Results: For the full sample of Russian regions, there is no significant correlation between per capita GRP and the level of scientific publication activity, both in general and for publications written jointly with scientists from the USA, Germany, Great Britain and China. At the same time, the share of scientific publications in international cooperation in all of these countries, except the United States, has a slight positive relationship with the level of GRP per capita. For a sample of 76 constituent entities of the Russian Federation (which does not include a number of sparsely populated regions with a high level of contribution to the economy of the extractive industry), publication activity, as well as the relative number of joint publications with scientists from these countries, has a pronounced positive correlation with the level of the economy. The greatest contribution to this influence is made by Moscow and St. Petersburg, while a number of regions (Tomsk, Novosibirsk, Leningrad regions) also demonstrate a high level of international cooperation in science with relatively low per capita GRP levels.The results obtained indicate that a positive relationship between the level of the economy and the number of scientific publications in the regions of Russia was revealed, and the obvious benefits of growing international scientific and technical cooperation between the regions were shown. The ISTS level is secondary in relation to other indicators of scientific productivity, but it can be used to identify the dynamics of scientific development and take it into account in the strategic management of regional development. With the reduction of scientific projects jointly with the countries of the USA and Europe, China is coming to the fore, cooperation with whose scientists is promising for the development of the ISTS of Russia.

Areas and tools for managing the region's investment development

Subject. This article discusses the role of regions in achieving the national development goals of Russia. Objectives. The article aims to identify vectors of management tools influence on the investment development of the region. Methods. For the study, we used the methods of logical, comparative, and content analyses. Results. The article finds that the region's investment development can be influenced by the authorities, which have a wide range of opportunities. To manage the investment development of the region, such tools as assistance in the development and registration of investment projects, consultations on legal, financial, personnel, managerial and other issues, the formation of State funds for the development of industry, etc., are used. Conclusions. The results of the study can be taken into account when developing programmes for the investment development of Russian regions.

Industry specialisation of the Kemerovsk region – Kuzbass: trends and problems that affect economic growth and development of the region

The article is devoted to studying the influence of industry specialisation of the Kemerovo region – Kuzbass on the economic growth of the entity. The purpose of the study is to identify the most significant trends and problems of the industry specialisation that affect the development of the region. Using methods of scientific knowledge – description, synthesis and generalisation of the data obtained; literature review, graphical method – the following has been conducted: analysis of the dynamics of structural changes in the gross regional product (hereinafter referred to as GRP) of the Kemerovo region – Kuzbass; assessment of trends in the movement of main industry indicators and indicators of regional industry. The information base of the study consists of foreign and domestic publications devoted to the analysis of the GRP sectoral structure; statistical data from the Federal State Statistics Service and its territorial authority for the Kemerovo Region – Kuzbass. Based on the analysis of the structural changes dynamics, an increase in the contribution of the raw materials sector to the country’s gross domestic product and an increase in the share of mineral extraction in the industry structure of the GRP of the Kemerovo region – Kuzbass have been revealed. The trend of decrease in the industrial production index is analysed, it is shown that it has a trend similar to the dynamics of the decline in mining production, and the reasons for the decline are described. The strengthening trend of economic growth in the Kemerovo region – Kuzbass based on the raw model has been determined. East Asian models of economic growth are considered. The expediency of using international experience in the design of high-tech industries on the basis of private investment in the research and development sector, and its adaptation to the realities of the development of Russian regions is indicated. A conclusion is drawn about the need to support the technological sovereignty of the country and the transition of the development of the Kemerovo region – Kuzbass to a non-primary model.

Development of the Social Environment and Economic Activity in the Subjects of the Russian Federation

Russian scientific publications regularly publish materials, the authors of which explore the differences in the levels of socio-economic development of Russian regions. The problem is considered in various aspects, including from the point of view of determining the ability of regional economies to meet the needs of the population living within the borders of the subjects of the Russian Federation. The article presents the results of the rating of the subjects of the Russian Federation for 2019–2023 on the basis of the author’s methodology. With minor changes to the methodology, she continues a series of previously published papers. It is shown that during 2019–2023, for most subjects of the Russian Federation, there was an unstable trend in all three key components of the final index (social, economic, budgetary). There is no pronounced connection between the dynamics of the indicator of the Social Block and the degree of economic activity in the region. The vast majority of regions as a whole successfully overcame the crisis recessions of 2020 and 2022, but in 19 subjects of the Russian Federation the precarious values of the final index were not exceeded in 2023. The drop in the indices of the Social Block in 2020 was less significant than after the start of the support for the social sphere during the pandemic. In 2023, for most subjects of the Russian Federation, there was an upward trend in the Final Index and overcoming the recession associated with sanctions pressure. The response of the regions to this crisis varied, which was reflected in the different dynamics of all three components of the final index (Social, Economic and Budgetary blocks). A pronounced and growing dependence of the dynamics of the Social Block on federal transfers is shown both for regions with a downward trend in the index of the Economic block and for regions with an increase in economic activity.

Railroad transport is the main element of economic development of Russian regions; it ensures reliable communication between industrial enterprises and raw material supply bases in Russia. Transportation of enterprise employees and freights is an integral part of the successful functioning of any industrial company. Ensuring safe conditions of train traffic is a matter of high priority for all participants in the transportation process. The article provides external and internal parameters affecting the safety of rolling stock. The impact of external factors, such as weather conditions, optical visibility, illumination, and air transparency on the operation of technical vision systems when driving a train in automatic mode have been analyzed. Taking the impact of these factors into account is necessary to limit the speed of rolling stock in the sectors of low visibility and sharp reduction of visibility range of obstacles, which is crucial to ensure safe train movement when calculating the braking curve. Such a dependence requires the introduction of correcting coefficients into algorithms of the train movement model and considering the correction when calibrating and configuring computers and devices of the technical vision system. In order to determine the internal parameters of rolling stock, an algorithm for the calculation of the coordinates of a technical object has been proposed. For a moving object, the coordinates are calculated on the orthodromic trajectory using the existing dependence between the current longitude and latitude of the object and the speed projections measurements of the rolling stock on the axis of the geographic coordinate system. The proposed options to determine the rolling stock parameters improve the quality and accuracy of determining speed and coordinates and reduce computing and hardware costs aboard a locomotive, which, in turn, affects the time of decision-making to ensure optimal control of rolling stock and prevention of accidents and emergencies.

The development of the Eastern Polygon is a priority of the Russian economy in the context of a turn to the East

The article shows the importance of the Eastern Landfill modernization project for the development of Russian regions and the country's economy. The chronology of the implementation of the Eastern Landfill modernization project and its prospects are given, taking into account existing plans for the development of freight capacity, as well as the forecast of demand for domestic, export-import and transit cargo transportation. The influence of the curtailment of Russia's cooperation with Europe and the turn to the East on the change in the dynamics and structure of Russian rail freight transportation is analyzed. It is shown that the project of modernization of the Eastern Polygon in the context of the observed fragmentation of the global economy will enhance Russia's role in the promising Asia-Pacific region and strengthen long-term cooperation with its strategic partner, China.

The article examines the formation of a mechanism for strategic regulation of imbalances in the socio-economic development of Russian regions. The existing disproportions in the socio-economic development of Russian regions are characterized by a discrepancy in the main indicators of regional development, quality of life, environment for conducting economic activities relative to the average indicators for Russia. The dynamics of regional development are constantly changing, which requires the development of a strategic approach to regulating socio-economic imbalances in each of them under different conditions. To do this, it is necessary to conduct modeling and create strategic regulation scenarios, taking into account the type of impact and areas of development. Traditional methods, such as targeted elimination of depression in territories, stimulation of growth points and structural changes, can only give a temporary positive effect, since an integrated approach to the analysis, assessment, grouping and forecasting of growth rates of asymmetries is not taken into account. At the moment, the urgent task is to develop the right regulatory tools that will take into account the diversity of regions and their differences. Regional Differences in Life Expectancy in Russia Through the Lens of Epidemiological Transition

An immense territory of Russia with several climatic zones and, accordingly, a fundamentally different styles of life, inevitably results in pronounced varieties in the levels and structure of mortality across the regions of the country. Since the scale and sustainability of differences in mortality in Russia can be considered an entire epidemiological epoch, the evaluation of them through the lens of epidemiological transition seems methodologically appropriate. Regional differences are regarded as a kind of projection of evolution in time, though taking into account modern realities. The analysis of regional differences in mortality is based on such indicators as life expectancy, structure of mortality, i.e., predominantly endogenous to exogenous causes of death ratio, as well as the average age of death from predominantly endogenous causes calculated on the basis of life tables by cause of death. The study showed that according to the periodization of epidemiological transition only Moscow and St. Petersburg are at the final phase of the 3rd stage and are moving to the 4th stage of epidemiological development. Meanwhile, the burden of exogenous and preventable pathologies precludes the completion of the 3rd stage in the regions with high life expectancy according to Russian criteria. The stadial nature of epidemiologic development of Russian regions is currently conditioned by socio-economic and medical determinants, with more pressing medical determinants in regions with high and medium levels of life expectancy and socio-economic factors prevailing in regions with low life expectancy.

The Use of Content-Marketing in Complex Development of Non-Urbanized Territories in Russia

The article deals with practical aspects of using content-marketing to improve social and economic appeal and complex development of non-urbanized territories in Russia. The author showed that the process of business climate development on territories with low population density is a whole complex of measures. In practice they are connected with target positioning of each region and spot lighting of its concrete benefits for potential partners and economically active people, who would like to swap their megalopolis for more placid life and realize themselves beyond big cities. It was shown that content-marketing can serve as a universal tool for resolving problems of regional development in Russia. It is based on approaches of step-by-step bringing the target audience to decisionmaking about buying goods, services or taking part in an investment project. In case of Russian regions it means a decision to invest in the region, set up highly-technological enterprises or business connected with agriculture. At the same time entrepreneurs could get an additional incentive for realizing their ideas in the form of state support with a broad range of tax privileges and subsidies and as maximum – availability of a preferential zone in the region, where state is interested in creating jobs and intensive development of a concrete territory. It was underlined that in Russia preferential zones are mainly arranged on non-urbanized territories far from big cities and agglomerations. The article provided examples of content-marketing functioning in promotion of existing highlytechnological enterprises and business-projects being developed now in every region of the country. The use of successful experience in developing regions was studied also on less successful territories, which require operative alterations in their positioning. A conclusion was drawn that high-quality positioning of the region is a secure investment in its development and a universal tool for sustainable development of non-urbanized territories in Russia.

The potential of public organizations in creating conditions of healthy aging for sustainable demographic development of the Russian regions

The article considers issues of potential of public organizations to develop conditions for healthy aging in order to ensure sustainable development of Russian regions differing in their socio-economic, socio-cultural and demographic characteristics. It is established that individual approach is to be applied in developing and implementing measures, since elderly Russians constitute very heterogeneous social demographic group, characterizing by differences in age, health condition, social, economic and professional status, life motivation, family/single/nursing type of residence, etc. It is indicated that work will require time, financial expenses and labor costs. The achievement of sustainable development of Russian regions depends on ability and readiness of regional and municipal authorities, public and commercial organizations and entire population. It is determined that age-related stigmatization and ageism can not be overcame through decisions made by persons of power. No less significant is public opinion, determining position of employers, physicians, teachers and other specialists on whom healthy longevity of population depends. The conclusion is made that present demographic changes are a predictor of development of position of state authorities and public opinion that needed attention is to be paid to promoting of healthy aging, to expending necessary financial, infrastructural, informational and human resources. Only in this case Russian regions can count on social dividends that will follow preliminary comprehensive investments into developing conditions for healthy aging of local residents.

Исследование неоднородности социально-экономического пространства России на уровне макрорегионов

Introduction. This article examines the problem of differentiation of the economic space of Russia. This problem originates during the collapse of the Soviet Union, when, during the transition from a command economy to a market economy, the state was faced with an uneven distribution of natural, territorial, demographic and other resources across the country's regions. The destruction of industrial, financial and social ties of the regions occurred as a result of the policy pursued by Yeltsin B., who pursued a course of strengthening the sovereignty of the subjects of Russia. In the Decree of the President of the Russian Federation No. 803 dated 06/03/1996 "On the main provisions of regional policy in the Russian Federation", the task was set to smooth out significant imbalances in the socio-economic development of the regions. In this paper, the question is considered: has the task regulated by the decree of the President of the Russian Federation been achieved? The purpose of the work is to assess the differences in the socio-economic development of Russian regions grouped into federal districts.Materials and methods. The information base of this study consists of the works of domestic authors and data from the State Statistics Service (Rosstat). The Thale index, its structural decomposition, and the Atkinson index were used to analyze the socio-economic inequality of the regions.Results. The article provides a structural analysis of the socio-economic development of Russia (at the level of macro-regions) from 2000-2020 using the above indices. The results of the study showed significant intergroup differences in the macro-regions of Russia, as well as increased regional inequality in most of the considered indicators. An analysis of the regions within the federal districts showed that the regions of the Central Federal District differ significantly in terms of socio-economic development. In other federal districts, there is a low level of regional inequalityConclusions. As a result of the study, proposals were developed to reduce the socio-economic differentiation of the regions. The conclusions of this work can be used to improve the state regional policy in the field of balanced development of territories.

At the present stage of development of the services market, tourism is becoming one of the most developing areas of activity, which requires constant improvement of quality, diversity of tourism offer and modernization of tourism infrastructure. In the context of scientific and technological progress, tourism, as an area that affects many different industries, serves as an important factor in the economic and socio-cultural development of rural areas. Russia occupies a minor position in the global tourism market. Despite the great tourism potential, its competitive advantage lies in the unique objects of architecture, culture, history and natural heritage, as well as in the national flavor of the country. Rural tourism can become one of the most important areas of economic development, which will contribute to the social, spiritual and economic development of Russian regions and the country as a whole. There is a necessity and need to bring domestic tourism services in line with modern world trends, to increase the competitiveness of Russian travel companies in the tourism services market. The Russian Federation has significant territorial potential and enormous opportunities for the development of large-scale tourism activities. According to the Strategy for the Development of Tourism in the Country until 2035, the main goal is the comprehensive development of the key competitive advantages of tourism in the Russian Federation, due to the presence of many points of attraction for domestic and inbound tourist flows. Due to the presence of a larger number of monuments of cultural, historical and natural heritage in Russia, there are prospects for the development of almost any type of tourism. In this situation, agricultural tourism is of particular importance as one of the most important factors in the sustainable development of rural areas and the agricultural sector.

A Complex of Management Tools to Overcome Differentiation of Region’s Spatial Development

A key direction of the state regional policy is sustainable socio-economic development of the regions of the Russian Federation. However, the solution of this issue is significantly complicated by a number of problems associated with the spatial heterogeneity of the country and further inequality in the level of socio-economic development of Russian regions. The relevance of this study is determined by the necessity to solve the problem of systematization of theoretical approaches to the description of mechanisms of socio-economic development of the subjects of the Russian Federation, aimed to overcome the spatial differentiation of territories by basic indicators. The object of the study is the regions of the Far Eastern and Siberian Federal Districts. The aim of the study is to develop the principles of systematization of tools for spatial development of the subjects of the Russian Federation depending on the level of differentiation of regions by basic principles. To achieve the aim, the authors used the following research methods: comparative analysis, empirical analysis, synthesis, statistical method, graphic research methods. Based on the comparative analysis of the existing causes of differentiation of spatial development of the subjects of the Siberian and Far Eastern Federal Districts, the objective and subjective factors of regional inequality were identified. The analysis of existing mechanisms of spatial development of the regions of the Siberian and Far Eastern Federal Districts revealed their insufficient efficiency in solving the problem of smoothing regional socio-economic inequality. The author’s approach to the formation of a set of management tools to overcome the differentiation of spatial development of regions on the example of the Siberian and Far Eastern Federal Districts on the basis of grouping the subjects according to the studied groups of basic indicators is proposed. The paper proposes the definition of individual characteristics of each subject of the Russian Federation as a basis for the formation of tools for spatial development of the region.

Correlation between income inequality and economic growth in Russian regions: new results based on the Granger causality test

The issue of income inequality is highly relevant in scientific literature. It is caused both by the population’s pursuit of achieving an acceptable level of social justice specific to a particular society and by the property, which is often attributed to income inequality, to negatively influence economic development and growth. This article conducts an analysis of cause-and-effect relations between income inequality in the Russian regions (measured by the Gini index) and the level of gross regional product (hereinafter referred to as GRP) per capita. The primary research method employed is the Granger causality test. The research is based on data from the Federal State Statistics Service on the socio-economic development of Russian regions. Direct and reversal causality tests were performed, revealing that GRP per capita influences income inequality, but not vice versa. Moreover, the logarithm of GRP per capita exhibits a bidirectional relationship with the Gini index for Russian regions. On the basis of the obtained results, it is concluded that for effective management of the issue of regional income inequality, it is advisable to use indirect methods of financial regulation instead of the direct ones and influence income inequality through indicators of GRP per capita in Russian regions, thereby creating conditions for an increase in the standard of living and average income.

Regional features of modern Russian science (on the example of the republic of Bashkortostan of the Russian Federation)

The article analyzes the regional peculiarities of modern Russian science. In the course of the research the works devoted to the training and reproduction of scientific personnel, as well as to improving the quality and efficiency of scientific activity have been studied. The general trends in the scientific personnel formation system have been revealed, and the factors and indicators that influence science development in the regions identified. A comparative analysis of scientific personnel training in Russia and abroad has been carried out, the distinctive and similar characteristics identified. The data on domestic universities publication activity have been presented. In the Russian universities subject rating the Republic of Bashkortostan universities are mainly in the third ten, which indicates the need to strengthen scientific programs financing, increase salaries and improve working conditions for researchers. An important factor in science successful development in the region is creating attractive conditions for young scientists, who play a key role in science and innovations development, as their participation is considered a scientific progress driver. The author emphasizes the importance of strengthening the science development in Russian regions, which requires not only financial investments, but also systemic changes aimed at supporting researchers and creating favorable working conditions.

Comprehensive analysis of regional disparities in the distribution of income and welfare of the population in the Russian regions

The modern Russian economy is characterised by considerable regional disparities concerning distribution of incomes and well-being of the citizens. These imbalances can be especially noticeable when analysing various sectors which play an important role in the economic progress of the regions. Within the framework of this study, based on a comparative analysis, the degree of dependence of the living standard on the electromechanical industry is assessed. The hypothesis is advanced that the outstripping growth of this sector has a significant positive impact on indicators of employment, income, and quality of life. Testing this hypothesis will make it possible to create a state policy for equalising the socio-economic development of Russian regions with consideration to the industry specialisation of their economies. Statistical data on personal income, quality of life indices, as well as specific indicators of industry progress in different regions of the Federation were used for the study. The employed methods of correlation and regression analysis identified the links between the level of sectoral development and economic well-being of the territorial units. The analysis showed that such regions as Moscow, St. Petersburg, where an infrastructure sector leads, and a number of oil-producing Siberian regions demonstrate higher indicators of income and quality of life. At the same time, subjects with a less developed sector, for instance some areas of the North Caucasus and Siberia, are experiencing difficulties in achieving similar levels of welfare.

Forecasting estimates of the economic complexity of Russian regions

Subject. This article discusses the issues of technological development of Russian regions and their differentiation by economic specialization. Objectives. The article aims to develop a methodology for analyzing the level of development of the region based on data on the volume of production by sector of the economy and type of economic activity. Methods. For the study, we used a regression analysis. Results. The article presents the results of a comparison of indices of economic complexity, built on the basis of data on the volume of production by sector, and indices built on the basis of data on types of economic activity. Relevance. The developed methodology for assessing the economic potential can be applied at the level of the constituent entities of the Russian Federation when determining the most important areas of economic diversification.

Innovative Development of Russian Regions: Assessment and Dynamics in the Context of Sustainable Development

Innovative development of regions is a key factor that determines the level of competitiveness of the economies of all countries in the world. This article uses statistical tools to assess the level of innovative development of the regions of the Russian Federation. The purpose of the work is to assess the innovative development of the subjects of Russia for the period 2010–2020. Objectives of the study: (1) to study the main parameters of innovative development of the subjects of the Russian Federation; (2) to conduct a typology of Russian regions by the level of innovative development on the basis of cluster analysis. The selected time interval (2010–2020) was a period of increasing turbulent flows of development of socio-economic processes at the global, national and regional levels. Cluster analysis was used to identify spatial and functional features of innovative development of Russian regions. The obtained analytical calculations confirm a high degree of differentiation between the Russian regions by all key indicators of innovative development. The results of grouping regions on the basis of cluster analysis showed that there are four clusters based on the sum of normalized indicators, reflecting different levels of innovative development in Russian regions. The analysis revealed that most of the regions belong to the groups with moderate and low levels of innovative development. The regions of the Central and Volga Federal Districts have the highest level of innovative development, while the regions located in the north of the European part of Russia, the North Caucasus, the south of eastern Siberia and the Far East, as well as “new” regions, have a low level. The results of the study can be implemented by regional authorities for systematic monitoring of the level of innovative development of regions, making managerial decisions and developing mechanisms to ensure innovation activity in the regions.
