Abstract
The article examines the formation of a mechanism for strategic regulation of imbalances in the socio-economic development of Russian regions. The existing disproportions in the socio-economic development of Russian regions are characterized by a discrepancy in the main indicators of regional development, quality of life, environment for conducting economic activities relative to the average indicators for Russia. The dynamics of regional development are constantly changing, which requires the development of a strategic approach to regulating socio-economic imbalances in each of them under different conditions. To do this, it is necessary to conduct modeling and create strategic regulation scenarios, taking into account the type of impact and areas of development. Traditional methods, such as targeted elimination of depression in territories, stimulation of growth points and structural changes, can only give a temporary positive effect, since an integrated approach to the analysis, assessment, grouping and forecasting of growth rates of asymmetries is not taken into account. At the moment, the urgent task is to develop the right regulatory tools that will take into account the diversity of regions and their differences. This problem can be effectively solved using scenario modeling
