A Systematic Review of Residential Care for Children and Young People with Disabilities: Towards the Development of Quality Indicators

AbstractConsidering data that suggests an overrepresentation of children/youth with disabilities in Residential Care Homes (RCH), placing them in a situation of accumulation of risk factors and increased vulnerability, this study presents a systematic literature review (SLR) focused on this target group. Research questions address prevalence rates, characteristics and outcomes of children/youth with disabilities in RCH; characteristics and practices of RCH, and evidence-based interventions; and recommendations to improve practices to support the development of quality indicators to improve the experience of children and young people with disabilities in RCH. Methodology followed PRISMA-P and the protocol was registered with PROSPERO. Five databases were used and 31 studies were included. Results demonstrate the need for clear definitions of disability to ensure consistent data and guide policymaking for RCH. Moreover, results show gaps in research on the experiences of children/youth with disabilities in RCH, and on specific interventions for this population. Based on the recommendations offered by the literature, this SLR contributes to the development of quality indicators that consider the needs of children/youth with disabilities in RCH and promote their participation in all areas of life.

Defining Disability in Policy and in Practice in México

In the interest of providing inclusive education for students with disabilities within higher education and vocational formation, it is imperative that we examine how disability is understood by the actors involved. This research examines the definition of disability as it moves from an inclusive policy in México into practice at the macro, meso, and micro levels of implementation. Two key policy documents, one from the United Nations and one from México, were examined for how they define disability. Interviews, in which participants were asked to define disability, were conducted with government workers in key entities, program directors, and students with disabilities. The definitions from both documents and the interviews were categorized by specific constructs used in disability research including the social model, the medical model, the adaptability approach, and the International Classification of Functioning, Disability, and Health. A salient finding is that the construct of disability used within policies does not permeate to the actors involved in practice. To develop a clear understanding of this construct and in the interest of cohesion across implementation, a conversation between all actors would be beneficial.

The Workplace Discrimination Experiences of Americans With Disabilities: An Examination of Pacific and Northwest Regions

Background:The purpose of this study was to increase the body of knowledge regarding the workplace discrimination experiences of individuals with disabilities residing in the Pacific and Northwest (PNW) regions by exploring their allegations filed under Title I of the Americans with Disabilities Act (ADA).Objective:The goals of this article are to describe region- and state-level patterns in workplace discrimination and to provide valuable information to stakeholders to better understand and address job discrimination within their respective areas of practice.Methods:The Integrated Mission System database documents every available closed allegation of job discrimination under the ADA. Data for each state include overall frequencies and proportions. Data are presented as respective national and regional rankings for comparison purposes. Descriptive and nonparametric statistics were obtained for each of the five specific research questions.Findings:Variables selected for study include the frequency of allegations, the impairment of the charging party, alternative prongs of the ADA definition of disability, the nature of the unlawful discrimination alleged (known as issues), and the outcome of the EEOC investigation (known as merit or nonmerit). These are presented in tables for ease of comparison. Finally, the next steps in research and other possibilities for knowledge translation are discussed.Conclusion:The findings suggest that workplace discrimination against individuals with disabilities varies significantly by state in the PNW, highlighting the need for tailored interventions at the state level. Differences in support services, advocacy, and public awareness about ADA protections contribute to these disparities. Future efforts should focus on enhancing ADA literacy and targeted interventions to address state-specific issues in reducing discrimination in the workplace.

User participation in digital accessibility evaluations: Reviewing methods and implications

Although laws and standardization bodies promote user participation in digital accessibility evaluations, people with disabilities still consider themselves excluded from this process. One reason could be the lack of systematized knowledge about evaluation methods involving users. This article seeks to understand how and for what purpose digital accessibility evaluations with user participation were conducted in the scientific literature from 2018 to 2021. Three types of user participation emerged: 1) user-based usability testing to evaluate task accomplishment, user reactions and interface qualities; 2) interviewing users to assess the local and social factors impacting digital service accessibility; 3) using questionnaires or crowdsourcing to check the compliance of certain interfaces with accessibility standards. Participants are primarily chosen based on their functional impairments and, to a lesser degree, their project-related skills, biographical information, technology habits, among other criteria. The comprehensive user insights gained with these methods are judged to be positive whereas the lack of representativeness of the selected user samples is found to be regrettable. The article finally discusses the definitions of accessibility and disability that underpin these methodologies.

229 Evaluation of the Global Matrix of Para Report Cards on Physical Activity of Children and Adolescents with Disabilities

Abstract Purpose Physical activity provides a wide range of health benefits for children and adolescents with disabilities (CAWD). However, despite CAWD being at higher risk of physical inactivity, there is a lack of surveillance systems that capture physical activity data of CAWD. To address this gap, the Global Matrix of Para Report Cards on physical activity of CAWD was set up with 14 participating countries/jurisdictions (Ng et al., 2023) based on the methodology of the Active Healthy Kids Global Alliance’s Global Matrix 4.0 (Aubert et al., 2023). This study aims to evaluate the process, outcome, and impact of the Global Matrix of Para Report Cards. Methods The evaluation was informed by the Global Matrix 3.0 evaluation process (Aubert et al., 2020). Process, outcome, and impact indicators were informed by online surveys, reports/publications, and website analytics of the special issue published in Adapted Physical Activity Quarterly. Results Two online surveys have been completed by 64-71% of targeted respondents. Moderate-to-high satisfaction rates were reported for the development of and participation in the Global Matrix initiative and open-ended comments reported issues (e.g., data availability, inconsistency in definitions) and positive feedback (e.g., networking/collaboration, visibility). The participating Report Card teams assigned and contributed a total of 139 physical activity grades—overall physical activity, organised sport, active play, active transport, physical fitness, sedentary behaviour, family and peers, schools, community and environment, government—to the Global Matrix of which 45% were incomplete. Twelve Report Card teams published a short Para Report Card article for their country. As of February 2024, >47,000 views have been recorded for the special issue comprising the Global Matrix and country Para Report Card articles. Conclusions This evaluation highlights the need for more discussion on the definitions of disability and benchmarks of physical activity indicators to improve the grading process and more support in accessing and synthesising data related to CAWD. These are important steps to support inclusion and representation of CAWD in (inter)national surveillance of physical activity and health.

Towards inclusion: a comparative examination of the status of disability acts in South Asia

ABSTRACT This article compares the recent disability legislation in India, Nepal, Bangladesh, and Maldives after signing the CRPD in 2006. Through a systematic comparative approach, this study identifies and examines the commonalities and differences in the provisions, participation of persons with disabilities (PWD), educational considerations, and rights of women with disabilities within their disability Acts. Qualitative content analysis has been used for thematic analysis of the content of these legal documents. The analysis revealed that a shared philosophical assumption existed across the Acts influenced by the social model of disability, while variations exist in the definition of disabilities across these Acts. It was found that due emphasis was placed on the involvement of PWD in regulatory committees in all Acts taken in the study. However, the level and extent of participation in these committees vary among countries. The nature of the educational provision is more inclined towards inclusive education across these Acts. However, not all of these four practices fully include PWD. Less emphasis has been put on including the rights of women with disabilities in the Acts. This article accentuates the importance of comparative studies for cross-country learning and the potential for adapting ideas to suit respective countries' national contexts.

Employment of Specially-Abled People in the Hotel Industry—An Indian perspective

Abstract A person with a disability implies a personage with a defined impairment of not less than 40% as per the Gazzette of India. Disability is a collective term that covers (1) impairments (a body function or structure problem), (2) limitations on the operation (related to difficulties in performing a task or action), and (3) constraints on participation (an issue found in life circumstances involvement); The International Classification for Functioning (ICF) definition of disability that states “disability is caused by a complex relationship between body structures, functions and impairments, reflecting the circumstances in which a person lives” will be used. Research conducted by the American India Foundation (AIF) identified different career opportunities for specially-abled persons in India, including examples from the hotel and catering industries. The present scenario of specially-abled people in the Indian hotel industry was explored to understand the opportunities and hindrances in the process and how they can be resolved to increase their employment for a dignified life and an inclusive Indian society as a presumed national goal by the NITI Aayog. This study connects the demand for a competent workforce in the Indian hotel sector with the employment needs of specially-abled people.

Universal Design for Learning and writing centres in South African higher education

Could a transformative, inclusive and emancipatory educational framework like the Universal Design for Learning (UDL) advance academic success for all? Could racism and dis/ableism be dismantled through such an emerging educational trend that offers a redefinition of dis/ability abolishing oppressive pedagogical practices that perpetuate constructed views of special needs, often negatively correlated with racial and intellectual superiority? Could such a framework that foregrounds physical, cognitive and linguistic injustices advance achievement beyond merely meeting academic literacy standards within higher education settings like writing centres in a post-Covid 21st-century South Africa? These critical questions are some of the tensions raised in this paper proposing a compelling, yet controversial attempt at advancing student learning and achievement within an expanded definition of disability offered by the UDL framework developed by Rose and Meyer at the Center for Applied Special Technology at Harvard University. While Covid-19 centred around a pandemic, this global catastrophe accelerated the technological thrust into virtual and blended learning mediums of learning and engagement. Yet, given the technological explosion of the mid- and late 20th century, in many ways education have headed towards this direction. Now more than ever, the awareness of the Universal Design for Learning within the role of the writing centre and academic literacy is especially critical, given the drive for technologically driven approaches to address issues of social justice. This paper seeks to understand the obstacles and opportunities of the UDL framework within the role of writing centres in post-Covid 21st-century South African higher education. Through professional insights as a qualified practising writing consultant both locally in South Africa and in the United States, this reflective critique on the emerging vociferous dialogue around the adoption of the Universal Design for Learning framework at higher education institutions in South Africa, and its implications for the role of the writing centre, are based on this author’s pragmatic, commonplace experiences as well as research studies conducted on UDL and the Harvard Review. It is hoped that this reflective paper may make visible some of the inherent juxtapositions Universal Design for Learning may hold for meeting individual students’ learning needs principled on its universal approach to learning success for all, affording opportunities for further research and critique.

Sosialisasi Penyelenggaraan Pendidikan Inklusif Di SMK Negeri Rawas Ulu Kabupaten Musi Rawas Utara

Purpose – This activity aims to provide information and increase understanding to students and schools about inclusive education, as well as provide support for the implementation of inclusive education programs in schools. Design/methodology/approach – The implementation method uses socialization, with several stagncluding the planning stage, preparation stage, implementation stage, and evaluation and mentoring stage. Socialization activities were carried out at SMK Negeri Rawas ulu, North Musi Rawas Regency, attended by all grade X (ten) students from various departments. Findings – Results The inclusive education program aims to increase access to quality education services that are appropriate for children with special needs and are able to guarantee children the right to education that is equal to other children. The transformation of the education system towards inclusive schools in all regular schools is one of the government programs that is currently being pursued so that it can be implemented properly, including at SMK Negeri Rawas Ulu in North Musi Rawas Regency. With the socialization activities, students can find out information about the inclusive education system and the concept of children with disabilities including the definition of disabilities, various disabilities, facilities and infrastructure that are accessible to people with disabilities, characteristics of children with disabilities, obstacles experienced by people with disabilities; as well as introducing an inclusive environment that is friendly to children with disabilities without discrimination at school. In addition, schools will support and encourage the implementation of inclusive education by developing policies, training teachers, providing infrastructure, developing curriculum and developing an inclusive culture. Originality/value – Overall, socialization activities have a positive impact not only for schools but also for students, one of which is fostering students' concern for people with disabilities in the school environment and residence and manifesting a disability-friendly school environment.

Analysis of the world experience on the approaches to the definition of disability: on the way to reforming the system of medical and social expertise

The Ukrainian system of medical and social expertise needs to revise its conceptual and methodological foundations in accordance with the realities of the current development of social sciences in the world and demand of the state regarding the modern understanding of disability. The purpose of the study was to analyze international experience and legislation on policy towards persons with disabilities and systematic approaches to the criteria of violation of functioning and the possibilities of determining the status of "person with disabilities" using the basic principles of the International Classification of Functioning (ICF), Impairment and Health to create optimal approaches to determining the criteria for disability in Ukraine. The study was based on the analysis of available scientific literature and legislative documents of developed countries on the understanding of the concept of "person with a disability". The scientometric databases used were Scopus, Web of Science, Google Scholar, and MedLine. Data from the official websites of the Political Department of the European Parliament, WHO, the United Nations, UNICEF, the World Bank. According to the results of the study, it is determined that a single state body is responsible for determining the status of a person with a disability in sustainable development countries using a multidisciplinary approach. The author identifies 3 main components that most developed countries assess when determining disability: economic, medical and social. At the same time, the main criterion is decreased performance. It has been established that since 2022, Spain has completely switched to the criteria of the International Classification of Functioning in determining the signs of disability, basing the severity of a person's condition as a degree of disability on a percentage decrease in the person's functioning. Some European countries use selective categories of the ICF.

Impacts of Long COVID on workers: A longitudinal study of employment exit, work hours and mental health in the UK.

The COVID-19 pandemic has had enormous implications for the world of work. However, there has been relatively little focus on the employment and workforce challenges of the virus in relation to workforce health, beyond the immediate management of the spread of the disease. There is an important gap in understanding the ongoing workforce issues created by the significant incidence of Long COVID in the population. This paper examines the effects of Long COVID on employment and workers' mental health to contribute to understanding of work-limiting health conditions and to offer policy implications for COVID-19 and similar health conditions on employment and the workforce. A large national panel study for the UK is used to estimate the likelihood of exiting employment as well as on changes in working hours and general mental health and happiness of those who remain in work. The sample includes individuals 16 years and older who were in employment in January/February 2020 and followed during the pandemic 2020-2021. Long COVID is self-reported in the data. Informed by conceptual consideration of employment protection in the UK, two groups of individuals with Long COVID are defined based on the duration of symptoms. Group 1 has Long COVID 5-28 weeks after an infection with COVID-19, which is up to the maximum length of Statutory Sick Pay in the UK. Group 2 has symptoms for 29+ weeks, which is beyond the statutory entitlement to sickness pay. Panel regression models are fitted both with fixed-effects and random-effects. Individual and job characteristics are used as controls Those with no COVID-19 symptoms are the reference group. In between-person comparison, Group 2 is at higher risk of exiting employment compared to those with no COVID-19 symptoms. Between-person estimates of mental health and well-being show negative effects of Long COVID for both groups but these are greatest in Group 2. Within-person estimates suggest that factors associated with earnings mediate the negative Long COVID effects on mental health in Group 1 and that Group 2 adapts to working with Long COVID. Group 1 is at risk of working zero hours (i.e. being on sick leave) but neither Group 1 nor Group 2 have a higher probability of working fewer hours compared to those with no COVID-19 symptoms. The negative impact of Long COVID on working hours stems primarily from working zero hours (sickness leave) rather than working fewer hours, suggesting a lack of accommodation by employers of Long COVID at work. The extension of Statutory Sickness Pay and greater flexibility to manage partial (returns to) work would help preserve employment and mental health. Those with Long COVID for 12 months are likely to meet the definition of disability and so have a right to receive reasonable workplace adjustments.

Disability Associated with Chronic Graft-Versus-Host Disease After Allogeneic Hematopoietic Stem Cell Transplantation: Analysis of a Cross-Sectional US Patient Survey.

Chronic graft-versus-host disease (GVHD) following hematopoietic stem cell transplantation (HSCT) is associated with poor health-related quality of life (HRQoL) and functional status. However, few studies have evaluated chronic GVHD-related disability and specific activity limitations from a patient perspective. The objective of this analysis was to assess physical, cognitive, and work disability, and describe factors predictive of disability in patients with chronic GVHD in the potentially employable general workforce. The cross-sectional, online, Living With Chronic GVHD Patient Survey was administered in 2020 to adult US patients who reported an active chronic GVHD diagnosis (i.e., within the previous 5years) following HSCT. Data included demographics, diagnosis, work status, chronic GVHD symptoms per the Lee Symptom Scale (LSS), and effects on daily living activities. Descriptive and correlational analyses informed composite disability definitions: (1) severe cognitive disability, (2) severe physical disability, and (3) work disability. Of 137 respondents with GVHD included in this analysis, 47.0% reported severe cognitive disability, and approximately two-thirds each reported severe physical disability (67.4%) and work disability (62.8%). Chronic GVHD severity/duration, symptoms (Lee Symptom Scale), and number of transplant specialists consulted were associated with all types of disability (univariable analyses). Severe cognitive disability was associated with the number of transplant specialists consulted, severe physical disability with female sex, and work disability with nonwhite race. In this analysis, we found that the presence of specific symptoms and the number of transplant specialists consulted were associated with all types of severe disability; female sex was predictive of severe physical disability and nonwhite race of work disability. These findings add to the understanding of chronic GVHD-associated disability, suggest a need for improved social support for patients, and highlight potential indicators for those most in need.

Application of a comprehensive disability measure: Disability prevalence among US Veterans and non-veterans from the National Health Interview Survey Data from 2015 to 2018

BackgroundCurrent measures of condition-specific disabilities or those capturing only severe limitations may underestimate disability prevalence, including among Veterans. ObjectivesTo develop a comprehensive measure to characterize and compare disabilities among US Veterans and non-Veterans. MethodsUsing 2015–2018 pooled cross-sectional National Health Interview Survey data, we compared the frequency and survey-weighted prevalence of non-mutually exclusive sensory, social, and physical disabilities by Veteran status. We developed a measure for and examined the frequency and survey-weighted prevalence of eight mutually exclusive disability categories—sensory only; physical only; social only; sensory and physical; social and sensory; physical and social; and sensory, social, and physical. ResultsAmong 118,818 NHIS respondents, 11,943 were Veterans. Veterans had a greater prevalence than non-Veterans of non-mutually exclusive physical [52.01% vs. 34.68% (p < 0.001)], sensory [44.47% vs. 21.79% (p < 0.001)], and social [17.20% vs. 11.61% (p < 0.001)] disabilities (after survey-weighting). The most frequently reported mutually exclusive disability categories for both Veterans and non-Veterans were sensory and physical (19.20% and 8.02%, p < 0.001) and physical only (16.24% and 15.69%, p = 0.216) (after survey-weighting). The least frequently reported mutually exclusive disability categories for both Veterans and non-Veterans were social only (0.31% and 0.44%, p = 0.136) and sensory and social (0.32% and 0.20%, respectively, 0.026) (after survey-weighting). ConclusionsOur disability metric demonstrates that Veterans have a higher disability prevalence than non-Veterans, and a higher prevalence than previously reported. Public policy and future research should consider this broader definition of disability to more fully account for the variable needs of people with disabilities.

Preliminary analysis of the disability landscape on Roatán, Honduras

Understanding the needs of persons with disabilities (PWDs) is vital to improving targeted healthcare and resources. The project seeks to assess the prevalence of disabilities, resources used, and care and treatment needs for PWDs on Roatán, Honduras. There is little to no prior research about disabilities on the island of Roatán, and few disability studies available in the country of Honduras. We surveyed 581 community members on the island of Roatán over a period of 6 weeks, on questions surrounding the disability status of themselves and their family members, and resources used by PWDs. Interviews were conducted with physicians, promotoras (community health promoters), and staff at the local Rehabilitation Clinic to assess the social experiences and resource needs of PWDs on the island. Of the 613 subjects obtained from our surveys, 258 (42%) had one or more disabilities. The most common disabilities were vision impairment, mobility impairment, and diabetes. 44.98% reported that the PWD did not visit any medical care facility to receive treatment. We found that there was a lack of disability-specific resources on Roatán, and no consistent definition of disability among community members and healthcare providers. Barriers to care include discrimination; caretaker burden; lack of medications, assistive devices, and specialists; and transportation. Our research highlights the need for more education on disabilities within communities, as well as increasing the amount and depth of disability-specific resources accessible on the island. This study was conducted at the request of Clinica Esperanza to determine how it could better support PWDs on Roatán, and the potential benefit of developing a day home for PWDs.

Liberating the Colonized Body and Mind

AbstractThe interstitial space at the intersection of race and disability is primed for a decolonial analysis. By examining the colonial history of Indigenous people and Black chattel slaves in North America, this paper will show how the contemporary definitions of race and disability are inherited social constructs created for the colonizer's utility to control the bodies and minds of those occupying and working the land the colonizer seeks to control for the private accumulation of imperial wealth. I will give examples of how socio‐cultural institutions like the church have inherited the logic of colonialism, creating ideologies of domination that must be challenged by a robust decolonial theology. Racism and ableism are the direct end product of a colonial view of the world that sees land and people as exploitable and expendable. A theology of liberation must grapple with the demands of decolonization to produce a just and equitable society.

The bidirectional relationship between activities of daily living and frailty during short-and long-term follow-up period among the middle-aged and older population: findings from the Chinese nationwide cohort study.

Frailty and activities of daily living (ADL) disability are common conditions among older population. Studies on the bidirectional relationship between frailty and ADL are limited. The current study examined the cross-sectional and longitudinal associations between frailty and ADL in middle-aged and older Chinese individuals. The data was collected through the China Health and Retirement Longitudinal Study (CHARLS), conducted in 2011, 2013, and 2015, encompassing 17,284 individuals aged ≥45 years. We excluded individuals without follow-up data. 2,631 participants finished the baseline survey. The definition of ADL disability encompasses difficulty in engaging in either basic activities of daily living (BADL) or instrumental activities of daily living (IADL). Frailty was assessed according to the Fried criteria. Logistic regression was utilized to examine odds ratios (ORs) and 95% confidence intervals (CIs) for assessing the cross-sectional relationships between ADL with frailty at baseline. The prediction effects were explored using Cox proportional hazards analysis, testing hazard ratios (HRs) and 95%CIs. In cross-sectional analysis, BADL [OR = 6.660 (4.519-9.815)], IADL [OR = 5.950 (4.490-7.866)], and ADL [OR = 5.658 (4.278-7.483)] exhibited significant associations with frailty; frailty demonstrated significant associations with BADL [OR = 6.741 (4.574-9.933)], IADL [OR = 6.042 (4.555-8.016)] and ADL [OR = 5.735 (4.333-7.591)]. In longitudinal analysis, IADL and ADL were significantly associated with frailty in participants without baseline frailty in the short-term period [IADL: HR = 1.971 (1.150-3.379), ADL: HR = 1.920 (1.146-3.215)], IADL exhibited a significant association with frailty in the long-term period [HR = 2.056 (1.085-3.895)]. There was no significant link observed between frailty and an elevated risk of disability onset in BADL, IADL and ADL during the short-term period. When considering the long-term perspective, frailty exhibited a significant association with an elevated risk of disability onset in BADL [HR= 1.820 (1.126-2.939)] and IADL [HR = 1.724 (1.103-2.694)]. In middle-aged and older adults, ADL and IADL disability predicted frailty after 2-year follow-up, IADL disability predicted frailty after 4-year follow-up. Moreover, frailty did not predict BADL, IADL and ADL disability after 2-year follow-up. However, frailty predicted BADL and IADL disability after 4-year follow-up.

Specjalne potrzeby edukacyjne i niepełnosprawność w edukacji dzieci i młodzieży w Polsce z perspektywy glottodydaktyki

The presented article is analytical in nature, and its main purpose is to collect and detail the information scattered in the pedagogical and legal discourse on the topic signaled in the title. Thus, the authors focus on discussing the basic problem areas that dock the contemporary picture of the system of foreign- language education of children and adolescents in Poland, in which the issues of disability and special educational needs of students have been gaining importance for years. The starting point for consideration is the genesis and international context of special education. The readers' attention is then directed to the definitions of disability and special educational needs crystallized against this background. This is followed by an analysis of the ever-changing, but at the same time already constituted legal and competence framework of the national system of education and support for students with disabilities and/or special needs. While estimating its potential, the authors at the same time point out the difficulties that exist at the level of implementation of glottodidactic practice with this group of learners.

Attention to disability in child protection policies across four liberal welfare regimes

ABSTRACT How child protection and welfare policies address the disability community is a matter of utmost importance and urgency in the context of well-established inequalities. We present a policy content analysis of national policy documents across the United States, Northern Ireland, Australia, and the Republic of Ireland through the theoretical frame of a welfare regimes typology. Key findings include the conflation of disability with vulnerability in all but one context. Also evident is a lack of overt definition of disability, and opportunities for developing specific jurisdictional guidance and regulations focussed on embedding best practices in supporting disabled clients at all system levels.

Energy inclusiveness intensity among persons with disability: Evidence from an emerging crude oil producing country

Although Ghana has made great strides in ensuring that its citizens have access to energy, evidence of the inclusion of people with disabilities in policy contexts offers a chance to examine other crucial but less well-known factors that influence energy accessibility. Due to this, a thorough search and scoping evaluation of energy policies/reports from the websites of the Ghanaian government and other relevant sources was carried out. The Energy Policies/reports were chosen and reported following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) criteria for scoping reviews. The framework for policy assessment and policy creation was used for the content analysis. The analysis included seven policies and reports with a total of 13 indicators. Although different institutions and organizations worked together to establish and implement these policies and reports, the level of inclusion of Persons with Disabilities (PWDs) and issues linked to them was relatively low. Only one of the seven (14%) policies/reports examined took PWDs into account. This was due to a limited definition of disability, which shows a low level of inclusion. It is advised that ensuing energy policies/reports should incorporate extensive involvement and participation of PWDs from the conceptual design stage through to implementation to achieve the Sustainable Development Goal (SDG) 7, the United Nations Convention on the Right of Persons with Disabilities, and the Disability Act 715 of Ghana.
