We propose a two step description of deep inelastic electroproduction and formulate here the ideas within the framework of the quark parton model. A generalization of the ideas of Mueller is used to describe the interaction of partons to form the final state hadrons. It is predicted that at ultra-highenergies (2 Mv + q 2) → 0(10 2GeV 2 − 10 3GeV 2). Bjorken scaling will be violated, but only by factors of ln(2 Mv + q 2). Predictions for inclusive current-hadron production are also given.
