Foreign policy priorities of the Czech parliamentary parties (following the 2017 elections)

The analysis of sections on the foreign policy of the official programme documents of the Czech parliamentary parties is given. A wide range of preferences has been revealed – from adherence to «a hard core» in the European Union, to calls for reforming the EU and for a referendum on the withdrawal from it. It is noted that the Czech voters are quite pragmatic about the foreign policy orientation of the Czech Republic. This was indicated, in particular, by the results of the presidential elections held in January 2018. The right to occupy the highest state post was granted to Miloš Zeman, who adheres to the concept of the multi-vector foreign policy of the Czech state.

Quality parameters of curd

The aim of this work was measurement of the curd firmness prepared by different volume of rennet solution and comparison of differences of curd firmness between these volumes. Further, it was observed the influence of different volumes of rennet up to thevolume of whey release, curd firmness, dry matter of curd and dry matter of whey. The composition of milk was determined according ISO and Czech state standard. Dry matter content (%) was determined by gravimetry, in drying oven at 102 °C to constant weight (ISO 6731:2010), the protein content (%) by Kjeldahl´s method (EN ISO 8968-1:2002), content of fat (%) by Gerber´s acidobutyrometric method (ISO 2446:2008), content of lactose by polarimetry, titratable acidity by titration Soxhlet-Henkel method, pH and calcium content in milk (g.L-1) was determined by complexometric titration with flueroxone as an indicator according to Czech state standart No 57 0530. For coagulation was used microbial rennet CHY-MAXRM 200. There were measured: curd firmness, rennet coagulation time, curd quality, volume of released whey, weight of curd, dry matter of curd and dry matter of whey. Different volumes of rennet solution had influence on curd firmness. Curd firmness (volume of rennet solution) had no significant influence on curd quality (five grade scale). Curd firmness had influence on volume of whey release (mL) out of the curd. With the increasing curd firmness s increased the volume of whey released from the curd. The volume of rennet solution had an influence on weight of curd. Curd dry matter raised with higher volume of rennet solution. Volume of added rennet solution had no statistically significant effect on the change of whey dry matter.

The European Court of Human Rights on planned home birth: resolution of a paradoxical ruling.

On November 15, 2016, the European Court of Human Rights issued its judgment in the case of Krejzova v. the Czech Republic, which concerned the policy of the Czech State not to provide skilled attendance by midwives at planned home births. The issue was whether this policy violated Article 8 of the European Convention on Human Rights: “Everyone has the right to respect for his private and family life, his home and his correspondence.”(1) The Czech health policy before the Court did not prohibit unattended planned home birth but it created technical requirements for attendance at planned home birth that had the effect of prohibiting attendance by midwives. The book concerns the problem related to the circumstances of the receipt of the royal crown by the Přemyslid dynasty rulers and rooting a hereditary monarchy in the Czech State. Referring to the concept of Kantorowicz, the author puts the question about the nature of the first Czech kingdom. Whether it was a pragmatic or self-consciously-charismatic product and how the idea of the kingdom was perceived by the Czech elite. M. Wihoda tried to present the circumstances in which the idea of the kingdom emerged in the Czech State, the kingdom which is a value in itself and did not depend on the uniqueness of the person who currently served on the throne. The author also pointed out howthese new ideas about the State and power are viewed by the Czech political elite.

Active surveillance study of adverse events following immunisation of children in the Czech Republic

BackgroundDespite the undisputed public health benefits of routine vaccination, adverse events following immunisation (AEFI) remain a concern. As most adverse events are mild, they may be under-reported; this may underlie the wide range of AEFI rates reported in the literature. We investigated the rates of AEFI related to routine vaccination of children 0–10 years old in the Czech Republic.MethodsThe study reviewed patients’ records in a sample of 49 paediatric GP practices covering all 12 administrative regions of the Czech Republic between 2011 and 2013. Adverse events following routine immunisation of children aged 0–10 years were identified and recorded.ResultsThe overall rate of AEFI was 209/100,000 doses; this was 6 times higher than the rate reported to the Czech State Institute for Drug Control (34/100,000 doses). Over two fifths (44%) of all AEFI occurred after the booster dose of the combined diphteria, tetanus and pertussis vaccine in 5-year old children. The vast majority of AEFI were non-serious local events (e.g. redness) and fever. Most AEFI occurred the second day after the immunisation, lasted 4 days on average, and were treated by cold therapy, antipyretics and analgesics.ConclusionsThe rate of AEFI identified in this study was considerably higher than the officially reported rate. Although the vast majority of AEFI were non-serious, health care providers and the public should be educated and encouraged to report AEFI to address the issue of underreporting, to increase the safety profile of vaccines, and to improve public confidence in immunisation programmes.

CZECH-SLOVAK COMPARATIVE STUDIES “REBORN”. A NEW ASSOCIATION ON THE WAY

The paper conveys information on the current state of Czech and Slovak comparatist thought as regards its methods, thematical orientation and institutional base. Czech and Slovak comparative research has always been a complementary whole embracing, on the one hand, the tradition of Slavonic studies grounded in structural aesthetics (S. Wollman) and, on the other, the endeavour to develop the theory of interliterarines and interdisciplinary study of the world literature (D. Ďurišin). Much to our regret, the disruption of this “symbiosis” at the turn of 1990s resulted in losing contacts with the rest of the world. Therefore the prime objective of the newly established Czech-Slovak Association of Comparative Literature, based in the Institute for World Literature SAV, Bratislava, is to encourage Czech and Slovak literary research. The constitutive members of this association already in 2013 participated in the 20th World Congress of Comparative Literature in Paris (AILC/ICLA) so as to present the English version of their World Literature Studies journal under the title Comparative Literary Studies as Cultural Criticism. The first joint conference of Czech and Slovak comparatists (Slavica Litteraria 18, 2015, No. 1) was held in Bratislava in February 2015. For our next event, the 21st AILC Congress in Paris 2016, Czech and Slovak scholars, together with their foreign colleagues, have prepared a joint panel presentation Old and New Concepts of Comparative Literature in the Globalized World. Convinced that theoretical and methodological discourse is carried on in various languages and power stands, present-day Czech and Slovak comparative research, while following the pillar traditions of the past, espouses modern inspirations that obviously relinquish historical poetics and the theory of interliterariness, bound for exploring new cultural identities, post-colonial and area studies.

Pluralization of Security Education in the Czech Republic

In this article, we argue that although the Czech state may still be the dominant player in the Czech security field, its cultural power is continuously eroding due to the ongoing process of pluralization of security education. While in communist-era Czechoslovakia, only persons enlisted in service in the security forces could obtain military-oriented security education at state-run military and police schools, nowadays virtually anyone living in the Czech Republic has access to a wide variety of security studies programs at both public and private universities. This relatively quick and spontaneous transition has brought about both opportunities and dilemmas, which jointly highlight the importance of control over the institutional structures of security generation and the production of security knowledge when it comes to actors’ ability to successfully operate in the security field.

ON OPERATION OF 740 M LONG FREIGHT TRAINS ON CZECH TEN-T RAILWAY NETWORK

Regulation (EU) No 1315/2013 defines actual scope of core and comprehensive TEN-T network, including both networks for railway freight transport. For the core network, possibility to operate 740 m long freight trains is required. The aim of this paper is to analyse availability of appropriate overtaking tracks for 740 m long freight trains. Due to ETCS braking curves and odometry, such trains, after ETCS implementation, will require 780-800 m long overtaking tracks. For practical reasons (e.g. bypass lines), whole Czech railway TEN-T network is analysed. The overtaking track, whose occupation means influence on scheduled traffic or threat to boarding passengers, are excluded. The data was collected from station schemes from Collection of Official Requisites for 2015/16 Timetable, issued by SŽDC, Czech state Infrastructure Manager. Most of appropriate tracks are over 800 m long, but their density in the network and in particular directions varies considerably. For freight traffic, gradient of the line is important, so in the resulting figure, there are marked significant peaks for particular lines as well. Czech TEN-T lines are further segmented on the basis of number of tracks and their traffic character. Then, specific issues on overtaking or crossing of 740 m long freight trains are discussed. As a conclusion, for long-term development of Czech TEN-T lines, targeted investment is recommended not only for passenger railway, but also for freight railway. An attractive capacity offer for railway undertakings, which can stimulate freight traffic on European Rail freight corridors, can be represented by network-bound periodic freight train paths with suitable long overtaking tracks outside bottlenecks. After the overtaking by passenger trains, a freight train should run without stop through large node station or a bottleneck area. Before the sections with high gradients, coupling of additional locomotives should be connected with the overtaking process. Next suitable overtaking tracks should be available behind every significant peak of the line.

Staging and Treatment Response Evaluation in Malignant Lymphomas – Czech Lymphoma Study Group Recommendations According to Criteria Revised in 2014 (Lugano Classification)

Recent advances in the use of the imaging modalities, especially PET/CT, and their utilization for determining clinical stage (CS) and assessment treatment response (TR) in malignant lymphomas, along with development of prognostic tools and new treatment modalities, formed the basis for the revised criteria for evaluating CS and TR (published as the Lugano classification, 2014). The authors summarize the new Lugano recommendations (published in 2014) and the changes from the criteria published in 2007. Moreover, discussion of the changes places emphasis on practical use. The practicality of the Lugano classification, 2014 was the subject of consensus meeting at the annual meeting of the Cooperative Lymphoma Study Group (CLSG) in March 2015. This study reports the final consensus. The CLSG recommends use of the Lugano classification, 2014, but recommends some modifications. Standardization of the criteria used to determine CS and TR in malignant lymphomas has led to improvements in initial staging and assessment of TR. The criteria are helpful for unifying response assessment in clinical trials and simplify the work of regulatory agencies (e.g., the EMA and the Czech State Institute for Drug Control) when registering new drugs. Velvet Disillusionment: Czech Performing Arts and Twenty-Five Years of Transition, 1989–2014

ABSTRACTThe performing arts sector of the Czech Republic faces significant challenges twenty-five years after the Velvet Revolution, which ushered in swift and dramatic political, social, and economic change. Early policy decisions, subsequent privatization efforts, and neglect, compounded by the country's foray into the muddy waters of the free market, have left artists and administrators seeking solutions and searching for solvency. Empirical research, primarily in the form of surveys, site visits, and interviews with prominent Czech artists and administrators, significantly informs this article, which explores the state of Czech performing arts twenty-five years after the fall of Communism.

The Performance Indicators for The State Health-related Expenditures: Lessons from OECD

The paper deals with the weakness of the Czech public finance - the lack of performance information. The budgeting in the Czech Republic still relies on the incremental method and omits using of performance indicators. On the contrary, most of the OECD member countries has adopted some type of performance budgeting. The paper focuses on the healthcare expenditures of the Czech state budget, analyses long-term experience with performance budgeting in the U.S.A., Australia and New Zealand. It also identifies opportunities and suggests the specific quantitative performance indicators for suitable programmes and organisations of the Ministry of Health.

Dramatic decrease in muscular fitness in the Czech schoolchildren over the Last 20 years.

Obesity and physical inactivity had already reached epidemic, becoming one of the leading causes of death and disability worldwide. The objective of this study was to investigate the current level and a nearly three decades' trend of muscular fitness (MF) and the nutritional state of Czech children. In 2013, cross-sectional epidemiological survey was conducted in schoolchildren with examination of the anthropometric characteristics and measured MF using a UNIFIT test, which normative for MF categories was given as results of national monitoring data collected in 1987. In total 896 current schoolchildren (472 aged 8-9 years and 424 aged 12-13 years) were examined from selected children through stratified sampling from the Czech Republic. Against 31% of children from 1986 there were 74% of current children classified as "poor" or "below normal" in the MF category (p<0.001). MF was inversely associated with BMI. Poor posture was diagnosed in 24% of children, more frequently in overweight (OW) and obese (OB) children in comparison to normal body weight children (p<0.001). In comparison to 10% of OW and OB children in 1991, using these cut-off points for body mass index references, the current prevalence of OW and OB doubled (19.8%). Current Czech schoolchildren showed a doubled prevalence of OW and OB during the last two decades and simultaneously during nearly three decades there were more than doubled prevalence of "poor" or "under normal" MF of children, with overall dramatic decrease of MF in current schoolchildren.

History of and popular attitudes towards names for the Czech-speaking territory

This article deals with the issue of establishing and officially using the short (geographic) names Česko (in Czech) and Czechia (in English), which are one-word equivalents of the political names Česká republika and the Czech Republic. The history of naming the territory inhabited by the Czech speaking population focuses on the period of Czechoslovakia (1918–1992) and the independent Czech state since 1993. The debate about using the short names Česko and Czechia is analyzed. The article explains (1) reasons for the usefulness and practicality of using short country names in appropriate contexts; (2) correct and incorrect short names for the Czech Republic; (3) inapplicability of the long political name Česká republika / (the) Czech Republic in historical context; (4) the ongoing and present state of the dispute between the supporters and opponents of the term Czechia. <b>K vývoji názvů českého teritoria a postojů k nim</b> Článek pojednává o vývoji názvů pro území obývané příslušníky českého národa od r. 1918 (s krátkým exkursem do vzdálenější historie) a zaměřuje se především na krátké, zeměpisné jméno a postoje k němu, jak se odrážejí v tisku, politice, ekonomice, vědě, na sociálních sítích a v dalších oblastech veřejného života. Z tohoto hlediska je pojednáno období Československa (1918–1992) a samostatného českého státu (1993–). Je analyzována diskuse o jméně Česko a jeho anglickém ekvivalentu Czechia. V článku jsou objasněny důvody pro užívání krátkých jmen Česko a Czechia v kontextech, které ho vyžadují, a poukazuje se na neudržitelnost dvouslovných politických jmen v těchto kontextech a na příčiny a důsledky neznalosti, a tudíž neužívání anglického jména Czechia.

Tracing the Footsteps of the Fathers: The History of the Acta Unitatis Fratrum

ABSTRACT In 1840 the Moravian Church purchased a set of thirteen volumes of historical records relating to the ancient Unity of Brethren. This article discusses the content and origins of these so-called Lissa Folios and describes efforts made to translate them into German and their use in the historiography of the Unity of Brethren. In 1945 the Lissa Folios were brought to Prague and are today preserved under the best archival practices at the Czech State Archives.

Supply Chain Planning for a Timber Harvesting Plus Sale Tender

Since 2010, the Czech State Forest Enterprise has been inviting timber-harvesting tenders while insisting on the forestry company purchasing the timber from the felled trees as well. To win, a tender must offer the greatest difference between the price of the timber purchased and the cost of the operations. Thus, the forest companies are now facing new problem: apart from minimizing the logging costs they are searching for a cross-cutting and mill-distribution strategy that maximizes the selling price of the harvested timber. The optimization model devised by the present paper provides support for finding an optimal timber selling strategy and, as an important contribution, include a detailed plan for cross-cutting the logs and assign them to the particular customers. We keep the support accessible via common office software and the cross-cutting and customer-assigning problem is formulated as a linear programming model for EXCEL, a particular real-world problem is solved and, using expert comparison, the model appears to provide very good results.
