Second higher education as an important form of training competitive personnel in Uzbekistan

The country's higher education is designed to train highly qualified personnel with subsequent employment in various spheres of social and economic activity. An innovative approach to the process of reforming the second higher education showed that the most important form of expanding the admission of creative youth to study is the awareness of the need to obtain a second higher education. The country has created a legal framework for representatives of all social groups wishing to enter universities to receive education in a second specialty. In order to provide social support for students studying in a second specialty, the use of the services of the information resource center, the issuance of textbooks and teaching aids is free of charge. This is also due to the fact that the country's entry into the world community has shown the shortcomings of higher education and, all the more, it makes new demands on the quality of the higher educational process in the country.

In 2021, BSU celebrates its 100th anniversary, the flagship of the country's higher education, which is the source of medical education in Belarus. One of the founders of the Faculty of Medicine of the Belarusian State University and the Belarusian State Medical Institute was M. B. Krol - Academician of the Academy of Sciences of the BSSR, Corresponding Member of the Academy of Sciences of the USSR, Honored Scientist of the BSSR, Doctor of Medical Sciences, Professor. In the memory of posterity, he remained not only as a scientist, clinician, but above all as a teacher, an effective manager of medical education. M. B. Krol is a complex and controversial figure in the national healthcare, whose years of vigorous activity coincided with a tragic and turning point in the history of the state. M. B. Krol was educated in the Russian Empire, he knew the organization of the scientific and medical process abroad. It was difficult for the scientist to accept the realities of the transitional revolutionary period, when established social values are changing. M. B. Krol was effectively integrated into the scientific and practical health care system of the USSR and left behind a significant legacy: the Belarusian State Medical Institute, the Department of Nervous Diseases. Scientific data, methods of treatment are undergoing changes and are subject to progress, but as a teacher and organizer of medical education, M. B. Krol looked far ahead and admired the understanding of the problems and the foresight of the situation, identified by M. B. Croll 100 years ago, which are still relevant and have not been fully resolved.

Evaluation and improvement of the higher education system

For any country, the higher education system not only plays an industrial role, but also sends a large number of talents to the country's development. This article is based on this, establishing an evaluation model of the higher education system and formulating an improvement policy. Question one requires us to establish a system that can assess the health of any country's higher education system. We select the gross enrollment rate, the proportion of people receiving higher education, the proportion of higher education expenditure in fiscal expenditure, and the proportion of international students to measure the health of the higher education system. Because each indicator has different impacts, that is, the weight is different, we first use the analytic hierarchy process to calculate the weight of each indicator, then use the TOPSIS method to build an evaluation model, combine the weights, calculate the scores of each country, and determine their health status in turn. Question two requires us to apply the model. We chose the data of the United States, Germany, Japan, Australia, and China to analyze and calculate the score. Since China has the lowest score, we selected China as our improvement target. Finally, we summarized the advantages and disadvantages of this model, and the model can be improved through the disadvantages.

Promoting Innovative and Entrepreneurial Talent Cultivation in Cameroon Higher Education: Significance, Challenges and Opportunities

Many African countries are involved in the implementation of numerous strategic programs to achieve national emergence and development. These efforts are encountering many difficulties, especially in terms of the availability of higher-skilled human resources. Cameroon, a Sub-Saharan African country, is not an exception to this situation in this group of countries. Cameroon is making tremendous development-related efforts but the shortage of an innovative workforce is superseding its social and economic growth. One of the core missions assigned to the country's higher education is to produce innovative and entrepreneurial individuals that are valuable assets to the effective development of the country. Based on available research and information, this study focuses on the issue of talent cultivation in Cameroon higher education. It investigates the significance of promoting the cultivation of innovative and entrepreneurial talents in the country's higher education. It further identifies the core challenges faced by the Cameroonian higher education concerning innovative and entrepreneurial talent cultivation. Lastly, it recommends some relevant strategies that involve boosting the cultivation of innovative and entrepreneurial talents in the country's higher education. What do Students Think about Ukrainian Higher Education in the Conditions of the COVID-19 Pandemic

The article analyzes a number of empirical studies on the modification of educational systems in the world and in Ukraine during the COVID-19 pandemic and the introduction of quarantine restrictions, including the transition to distance learning. A generalization is made about the dispersed non-systematic nature of these studies and their lack of representativeness due to online methods prevalence, their focus on studying the state of education in primary and secondary education etc. The answer to this was the implementation of a comprehensive representative study «How Does the Youth of Ukraine live during COVID-19» where an author of this article participated as an analyst. The article contains a presentation and an interpretation of the youth attitudes, in particular students, to changes in education during the pandemic in April-June 2020. The main trends of evaluative judgments were identified, the individual experience of students in terms of adaptation to new learning conditions was highlighted and their ideas about opportunities in the field were analyzed. It consists in the respondents' statements about the insufficient preparation of the country's higher education system for the new force majeure situation of distance learning, as well as in the unpreparedness of some students for the new educational requirements. The manifestations of social inequality in receiving a quality education by its recipients have been recorded. At the same time, it was emphasized that in Ukraine the negative impact the pandemic on education was the lowest for students since they showed a higher degree of adaptation to new learning conditions. The article contains a number of suggestions to improve the quality of the educational process in case of new COVID-19 outbreaks.

The Discussion on the Management Strategies of Education and Teaching Quality in the Popularization Stage of Higher Education

Talent training is the responsibility of higher education institutions, and the key to talent training lies in the quality of the talents cultivated. It is generally believed that the quality of the talents cultivated reflects the teaching quality of higher education institutions, the foundation for the long-term development of college students, and the core of quality education after the new curriculum reform. As our country's higher education has entered the stage of popularization, higher education institutions have provided a steady stream of human resources for social construction. However, due to the influence of some objective factors, some higher education teaching has appeared the phenomenon inconsistent with modern education goals. This paper will start with the connotation of the quality standards of higher education, analyze the problems in education and teaching in the stage of popularization of higher education, and give corresponding solutions.

Influence of Competitiveness Factor towards Graduate Competency Level

Intensity to produce a quality human capital is not sufficient by having basic skills for certain field only. The need to have a competitive attitude to enhance their level of competency is much concern for many employers nowadays. Hence, this study is conducted to identify the competitiveness factors that influence the level of competency among graduates, especially who employed in the service sector in Malaysia. This study used survey methods by distributing questionnaires for data collection. The study used stratified purposive sampling by distributing a questionnaire to 450 graduates from 13 services sectors based on a statistic from the Ministry of Higher Education 2016. The finding from the exploratory factor analysis found that seven competitiveness factors were consisting of 47 items that form the competitiveness attitude among graduates. However, based on multiple linear regression analysis, only five models of competitiveness factors have a significant relationship with graduates’ competency which are job competitiveness, organizational management competitiveness, dominant competitiveness, goal competitiveness and self-improvement competitiveness. In fact, aggressive competitiveness and general competitiveness does not influence graduates’ competency level significantly. Thus, the more competitive attitude of graduates such as emotional control, innovation, and competitiveness to be the best is vital for their future marketability. In addition, it is hoped that their level of competence can be enhanced through the development of competitive factors for the advancement of the country's higher education talent.

Innovative-entrepreneurial universities in the postmodern world concept: possibilities of implementation

In the article, they analyze the concepts of innovation and entrepreneurship in the transformation of universities into entrepreneurial institutions, understanding university institutions as organizations that, in a macro concept of their management is represented in its most general expression; that is the production and application of knowledge. In this sense, the characteristic features of commercial, academic activities in innovative and entrepreneurial universities are analyzed, and the optimal organizational and economic mechanisms for the development of this model are studied, in order to use even more positive experience in systems of higher education in countries with less innovative-entrepreneurial development.

Toward greater access and impact: Directions for a sociological understanding of Philippine higher education

In the Philippines and many other developing countries higher education has a special function, not only with regard to educating students for jobs but also with regard to partnerships for industry growth, research for national development and the formation of critical leaders in society. However, these aims are impeded by issues of access and the unclear impact of higher education and society on each other. In this conceptual study, the authors highlight four directions for a sociological analysis of Philippine higher education: students’ access to higher education, its organization and whether it promotes or impedes access, institutions’ responses to social, economic and technological changes, and their active influence on society. By reviewing and organizing different frameworks and empirical studies, the authors suggest ways of understanding higher education in the Philippines and how a sociological perspective can clarify postsecondary institutions’ role in promoting access for students and having a greater impact on society. Having this sociological consciousness can help administrators, instructors, students and industry leaders to be aware of how higher education in developing contexts can be leveraged for societal development.

Professionalism in Academia; The Role of University Teachers in Sri Lanka

Universities in Sri Lanka are facing radical expansion and changes. The increasing numbers of students entering the country's limited universities mandate a higher calibre of professionalism among the academic staff. The country's academics, however, face several problems that hinder professional development. The majority of the teaching load is carried by senior and probationary lecturers, thereby limiting their potention for personal development through research and publications. A dearth of qualifies teachers signifies that only a linited number of students receive quality education. Furthermore, there is an uneven distribution of academic staff within the country's universities. The result is a convergence of students, funding and resources on only a select few universities. While Sri Lanka's free education system can and should be considered a national asset, more needs to be done to ensure that the standards of the country's higher education institutions remain competitive in a global context. A motivated and productive teaching staff will lead to effective learning by the students, which then will lead to a qualified and valuable workforce. This article begins by analysing the role of teachers in Sri Lanka's higher education system. It then considers certain universal, professional standards of university teaching that should be employed to enhance the quality of eucation students receive. Finaly, several recommendations are offered for broad changes to organizational structures and traditional practices that relate to the professional development of academics.

Research on Curriculum Reform of Local Undergraduate Universities under the Background of Transformation and Development

<p>In the era of continuous innovation of higher education, in view of the social positioning of various institutions of higher learning, the role and responsibility of the differentiation, so the local ordinary undergraduate colleges and universities have regional characteristics. To strengthen the innovation of the local ordinary undergraduate course colleges and universities, higher education can shift focus to cultivate applying professional knowledge and skills to do a special talent of professional social practice and students can use their own technology in the working practice and ability for practical talents. This is our country's higher education system on the level and type of the main development goals. The transformation and development of local undergraduate universities should be carried out from theory to practice. This paper tries to explore the reform and innovation in teaching curriculum from the innovative strategy of local universities.</p>

The Great Proletarian Cultural Revolution, Disruptions to Education, and the Returns to Schooling in Urban China

In determining whether a country's higher education system should be expanded, it is important for policymakers first to determine the extent to which high private returns to post-secondary education are an indication of the scarcity of graduates instead of the high unobserved ability of students who choose to attend post-secondary education. To this end, the paper identifies the returns to schooling in urban China using individual-level variation in educational attainment caused by exogenous city-wide disruptions to education during the Cultural Revolution from 1966 to 1976. For city-cohorts who experienced greater disruptions, children's educational attainment became less correlated with that of their fathers and more influenced by whether their fathers held administrative positions. The analysis calculates returns to college education using data from the China Urban Labor Survey conducted in five large cities in 2001. The results are consistent with the selection of high-ability students into higher education. The analysis also demonstrates that these results are unlikely to be driven by sample selection bias associated with migration, or by alternative pathways through which the Cultural Revolution could have affected adult productivity.

Higher-Order Learning Outcomes in an Undergraduate IT Project Management Course

Achieving higher order learning outcomes may be normal in developed country higher-education institutions, but it may not so for most of those in developing countries with resource poverty which manifests in high student-teacher ratios for instance. Lecturers in developing countries tend to use less student-centered teaching methods which hamper the achievement of higher order learning outcomes. Unfortunately, this issue has been ignored in the general information systems education literature. This article therefore explores the relationship between teaching methods and the achievement of higher order learning outcomes by presenting and evaluating evidence of changes a lecturer made in delivering an undergraduate IT Project Management course over two academic years in a developing country context. Two lessons emerge. First, lecturers in developing country contexts should focus on turning out graduates with higher order thinking skills. Second, such educators should consider using contextually relevant teaching methods that lead to higher learning outcomes.

Semantic Web Enabled GUI SPARQL CRUD operation on VPS with Integration of Apache Jena Fuseki Server

The most important affecting factors to World economy include knowledge, proficiency and inventiveness of people. Education is allied with improved skills, and better human capacity to progress the quality of life. The development of country depends on the status of higher education in country. Every year, MHRD, India collects details about Higher Education from universities using AISHE Portal to plan National Policy on Education but in the existing AISHE system, user interface is not provided to the users; they are downloading PDF file from Portal and then after entering necessary details in PDF file offline they upload PDF file on portal. Here we have implemented Semantic Web Enabled System on Apache Jena Fuseki Server using Virtual Private Server (VPS). Researchers provide knowledge based AISHE user friendly system with GUI interface & implemented CRUD operation on VPS. Proposed AISHE system provides benefits of SW such as machine understandability, reusability, interoperability, inference of new knowledge, reduces development time etc; as Ontology is used for development.

HIGHER EDUCATION OF SWEDEN: EUROPEAN STANDARDS AND SCANDINAVIAN STYLE

The article analyzes certain aspects of the development of higher education in Sweden in the context of modern globalization and integration of socio-economic processes in the countries of the European Union. The article studies the position regarding the features of modern higher education, connected with its output beyond the limits of individual states and transformation into an international institution. It is proved that this circumstance determines significant achievements in the integrated development of the European higher education, leaving, at the same time, the risks of losing its national features and dropping the level of higher education in countries that are not well targeted for the welfare of the population. The necessity of taking into account the essence of these risks has been substantiated in order to increase the competitiveness of Ukrainian higher education institutions in their interrelation and cooperation with universities of Europe. The expediency of studying and introducing the best foreign experience in the national higher education system of the Scandinavian countries in particular and, namely, of Sweden, has been proved.

Modern problems of education in Central Asia

Key transformations in the development of higher education in the countries of Central Asia, conditioned by the processes of globalization, are studied. The general tendencies of the modernization of higher education in Central Asian countries are revealed: the restructuring of the university system, the expansion of the mechanisms for assessing and monitoring the activities of higher education institutions, the practical orientation of education, the expansion of the network interaction of higher education institutions and the formation of university associations, the internationalization of educational activity, the virtualization of the educational process. In conclusion, the main problems of cooperation in the formation of the educational landscape of the Central Asian countries are considered and ways of their solution are suggested.

Map of the Aspirations of Higher Education in Paraguay

The development of higher education in Paraguay has been exponential in terms of the number of institutions and academic programs offered. This growth, however, is under evaluation to ensure the quality of the programs and institutions. In the context of the examination, this article analyzes the main commitments of universities towards the academic community through the systematic analysis of public statements, classifying the universities mission and vision into an ontology of higher education. This technique allows to visualize those areas of greater or lesser emphasis in the development strategies declared by the Paraguayan universities. The systematic description of the impact aspiration of universities fosters the discussion around the key areas for the effectiveness in the execution of the strategic development plans of the country, the measurement of quality of the academic activities, and the main differences regarding the higher education in countries with greater socioeconomic development.

As a virtual learning environment, e-learning has emerged in the field of higher education in countries throughout the world, including Jordan, a developing country. To evaluate the effectiveness of the e-learning program implemented in Jordan, a sample study is presented in this paper to examine the students' perceptions and attitudes related to the courses offered at the Faculty of Information Technology in Zarqa University. This study aims to evaluate the students' satisfaction and measure the influence of using an e-learning system (Moodle) on their achievements. Statistical analysis showed that the use of e-learning technology had a major effect on the students' achievements.
