Increasing access to public libraries for children with special needs and their families

The Adelaide Hills Council Library Service has introduced a story time session for children with special needs and their families. This article highlights the reasons why the Adelaide Hills Council Libraries took this step as part of a greater concern for access to public libraries for children with special needs and their families. The article details the process involved in the development and implementation of the program. A description of the program, its goals and the benefits realised are outlined. The article raises the issue that access to public libraries for people with disabilities is predominantly focused on adults with physical and sensory disabilities. Understanding and awareness of the access issues to public libraries for children with special needs and their families need further research.

Web Accessibility Assessment of Urban Public Library Websites

In an age of ubiquitous information and communication technologies, urban public libraries are some of the only places to provide free Internet access for all members of the community regardless of ability or disability. This study provides a website accessibility assessment of the 127 U.S. public library members of the Urban Library Council, using the World Wide Web Consortium’s Web Content Accessibility Guidelines to establish the level of Web readiness of urban public libraries to meet the needs of individuals with disabilities. Findings suggest these libraries require additional and ongoing maintenance to be digitally inclusive.

Classic Papers: Feinstein Lecture Series

The Rosaline and Meyer Feinstein Foundation Lecture series was introduced in 1996 by the Council of Archives and Research Libraries in Jewish Studies (CARLJS) and its sponsor, the National Foundation for Jewish Culture (NFJC). The lectures are presented during the annual convention of the Association of Jewish Libraries (AJL), addressing any topic within the broad scope of Judaica bibliography. The first four lectures were published by the NFJC in a pamphlet series. Through an agreement with CARLJS and NFJC, these four annual lectures and subsequent ones are to appear in Judaica Librarianship (JL). While JL does not normally republish works, the journal offers greater access through indexing and abstracting services as well as microfilm and online services that will enhance access to these important contributions to Judaica librarianship through the profession's most gifted and esteemed colleagues The lectures were not reedited.

Reviews of Science for Science Librarians: Best Botany and Plant Science Books 2008–2012

This article highlights significant books in English in botany or the plant sciences published from 2008 through 2012. Selections were based on consultation with a variety of botanical and plant science literature experts as well as generally positive reviews in book selection sources such as Choice or leading journals of biology, botany, and the plant sciences. Books covering any form of green plants as well as algae were eligible for selection. Those dealing with fungi were not included, nor was landscape architecture. The resulting list may complement the annual roster of winners and nominees of the Council of Botanical and Horticultural Libraries for science librarians making book collection development decisions.

Status and Pattern of Financing the Public Libraries in Kerala

Adequate levels of funding are crucial to the success of a public library to fulfill its objectives. This study traces the various sources of finance of the Kerala State Library Council. The State government‟s contribution and cess collected as per the provision in the Act are the primary sources of revenue of the public libraries in Kerala.It depicts the total revenue and per - capita revenue of the Council over a period of ten years from 2001 to 2011. It also depicts the total expenditure, annual grant to the affiliated public libraries, and per-capita expenditure of the Council for the users. The expenditure of the Council towards various services of the public libraries is presented in this study. This study makes an attempt to discuss the important critical issues in the public library finance and conclude that it is the duty of the government to give due importance for the development of the public libraries with the provision of more funds.

All Together Now: Planning for Shared Print Archiving at Canada's Western Universities

The Council of Prairie and Pacific University Libraries is a consortium of twenty-two university libraries in western Canada. Planning for a regional shared print archive has included the formation of several task groups, the engagement of a project consultant, and local development of a holdings registry tool. The original impetus for the project was to clear maximum shelf space at member libraries quickly. The planning challenge that has emerged is to design a project that meets this short-term regional need for repurposed space in member libraries, while building in scalability to address a broader preservation mandate, and that allows linking to related initiatives in other jurisdictions.

학생의 자아 탄력성 신장을 위한 사서교사와 학부모의 협력 관계 활성화 방안에 대한 연구

사서교사와 학부모의 협력 관계는 학교도서관의 학습 공동체적 성격과 경영의 확대 측면에서 매우 중요한 경영 요소이다. 이러한 협력 관계는 학생의 스트레스와 위험요소를 완화함으로써 학생의 자아 탄력성을 활성화하는데 기여한다. 본 연구에서는 10명의 현직 사서교사를 대상으로 학부모와의 협력 관계를 통한 학생지도 사례를 분석하고, 관계 형성에 어떠한 공식 또는 비공식 커뮤니케이션 채널을 활용하고 있는지 알아보았다. 분석 결과 사서교사는 학부모와의 협력이 필요하다고 인식하고 있으며, 학생의 생활지도, 진로지도, 독서상담 및 담임교사와 학부모 간의 갈등 조정 등의 경험이 있는 것으로 나타났다. 그리고 사서교사와 학부모의 공식 커뮤니케이션은 학교도서관운영위원회와 같은 제도적인 협의체 보다는 함께 참여하는 독서프로그램인 것으로 나타났다. 또한 사서교사는 학교도서관에서 이루어지는 학부모 모임이나 연수를 통해서 학부모와 비공식적으로 만나고 있다. 학부모를 위해서 학교도서관이 제공하는 정기 프로그램은 독서관련 행사와 연수이며, 주요 홍보 수단은 가정통신문과 학교홈페이지인 것으로 나타났다. 사서교사와 학부모가 협력을 통해서 학생의 자아 탄력성 강화에 기여하기 위해서는 학교도서관운영위원회에 학부모를 참여시킴으로써 공식적인 커뮤니케이션 채널을 확보해야 한다. 그리고 학부모의 도서관 운영 참여를 단순한 일손 돕기 보다는 책 읽어주기, 도서관 이용 안내, 사서교사의 도서관 활용수업 보조, 교수매체 제작 등으로 확대하는 것이 바람직하다. Collaboration between teacher librarians and parents is one of the very important elements for school library management in characteristics of learning communities and expanding its' administration. These partnerships are necessary to relieve stress and risk conditions and improve ego-resilience of students. This study analyzed cases of student guidance within the partnerships between teacher librarians and parents and then inquired into formal or informal communication channels for their partnerships through written interview with 10 teacher librarians. The results of analyses teacher librarians have appreciated the necessity of collaboration with parents, and they have experienced student guidance, career guidance, reader's advisory and balancing acts between classroom teachers and parents. It turns out that reading programs with parents are formal communication channel rather than institutional committee such as School Library Council and Parents' Library-Assisting Volunteers and Parent Association and Training in the school library are informal communication channels. The teacher librarians also provide periodic reading events and training for parents and they utilize the School Homepage and Educational Newsletters as the main ways of public relation. In order to promote students' ego-resilience through their collaboration, parents should involve in School Library Council as an essential way for formal communication. And parents' role in school library management should be expanded from offering helping hands to activities to read book, library instruction, assisting teacher librarians in the Library-Assisted Instruction and production of teaching mediums.

Building Our Future: The Public Library Leadership Fellows Program

As the 21st Century unfolds, public libraries and their leaders will face unique issues that warrant focused thought, research, discussion and visioning. The Canadian Urban Libraries Council (CULC), in partnership with the iSchool Institute, University of Toronto is seeking to help prepare leaders with the launch of the new executive Public Library Leadership Fellows (PLLF) program. The goal of the PLLF program is to contribute to the vitality and success of public libraries and the diverse communities they serve by positioning public library professionals to be proactive, effective leaders in the global information environment. The Public Library Leadership Fellows program (PLLF) is about the future of public libraries and the changing communities they serve.

Public Library Clients Prefer Formal Classes for Initial Training on Library’s Online Resources and Informal, On-Demand Assistance for Further Training

Abstract
 
 Objective – To discover public library clients’ needs and preferences for modes of training on the use of the Internet and the libraries’ online resources and to apply these findings to improve training offered by public library staff. 
 
 Design – Multiple exploratory case study. 
 
 Setting – Two public libraries in New South Wales, Australia: a regional library (Mudgee Branch of the Mid-Western Regional Council Library Service) and a metropolitan library (Marrickville Central Library).
 
 Subjects – A total of 24 public library clients. The participants were split evenly between the two libraries, with 12 from the Mudgee Branch and 12 from the Marrickville Central. The respondents were further subdivided into two groups based on age (35 to 44 years old and 65 or older) and evenly distributed by sex within the groups.
 
 Methods – This study used naturalistic inquiry to frame the multiple exploratory case study of two public libraries. Ruthven used maximum variation sampling to guide the selection of participants. Library staff helped the researcher to identify possible participants at Marrickville, while the researcher advertised for participants at Mudgee Library and at an Internet/database course taught at the Mudgee Business Enterprise Centre. She used snowball sampling to find additional participants at both sites. Ruthven conducted semi-structured interviews with the participants, with questions covering their preferences, recommendations, and needs for online resource training. The data from the interviews and search logs were analyzed using inductive data analysis. 
 
 Main Results – Participants preferred small group, face-to-face, formalized instruction for initial training on online resources. For further training, participants preferred individualized assistance and immediate support instead of formal classes. They noted a lack of training opportunities and a lack of help from library staff as sources of frustration when trying to learn to use online resources at the public libraries. 
 
 Conclusion – Public library staff should offer formalized classes for those beginning to learn about using online resources, and focus on ad hoc, individualized assistance for more advanced learners. Since offering this type of instructional program is dependent on staff knowledge and staff availability, library staff members need to be trained in the use of online resources and classroom presentation skills.

Fine Art Collection Management in Urban Public Libraries

In addition to print, audio-visual, and electronic materials, many American public libraries own and manage museum-quality fine art collections. This descriptive study was designed to investigate collection-management practices employed by urban public libraries. For the purpose of this study, data were gathered from select library members of the Urban Libraries Council to investigate cataloging and collection-management methods. Data about presenting collection images online, within in-house exhibitions, and in traveling exhibitions were also collected. The research results indicate that urban public libraries managing fine art objects generally are not employing industry best practices for handling museum-quality fine art objects. The study results are significant because extensive research on fine art collection management in urban public libraries has not been conducted to date.

Libraries and the Local Economy: Partnerships for Economic Growth (A Presentation to the Oklahoma Library Association, March 30, 2011)

Academic and public libraries are facing the challenge of finding new avenues of service and of creating value for their constituencies. This value is in the form of outcomes that result in bettering the people who use libraries and the community at large. The authors feel that librarians must find creative ways to make their communities better and more prosperous. Two reports from the Urban Libraries Council and one report from ACRL echo these challenges and provide good ideas as to where librarians may start their community service efforts. Examples of community based projects from the Tulsa City County Library system are included. This paper was presented to the Oklahoma Library Association on March 30, 2011.

A Seventeenth-Century Doublet from Scotland

In December 2004, a local family donated a cream silk slashed doublet to Perth Museum and Art Gallery.1Stylistically, the doublet is given a date between 1620 and 1630, but the family story is that it was a gift to one of their ancestors about the time of the Battle of Killiecrankie in 1689. The donation stimulated a programme of investigation centred on the doublet’s conservation, curatorial research, the production of two replica suits and the mounting of an exhibition. This project won the United Kingdom Award for Conservation 2007. The Institute of Conservation, the Museums, Archives & Libraries Council and the National Preservation Office support this nationwide award. This essay reflects four different specialists’ engagement with the doublet: historical context, tailoring, conservation and reconstruction.

María Moliner y las bibliotecas públicas: un compromiso con la democracia republicana y la difusión de la cultura

Castellano: En este artículo se estudia la trayectoria profesional de la bibliotecaria María Moliner, incidiendo en el período republicano, donde realizó su trabajo más original y fructífero desde el Patronato de Misiones Pedagógicas en Valencia, culminando con la elaboración del Plan de organización general de Bibliotecas del Estado en 1938, aunque nunca pudo ponerse en práctica por la retrógrada política del franquismo. El  período republicano supuso un punto de inflexión en la valoración social del libro y la lectura porque se pasó de la lectura popular a la lectura pública. Esta transformación se plasmó en la política bibliotecaria del régimen democrático, en las estrategias editoriales y en la actitud del público hacia estas iniciativas. La socialización del libro y la lectura se abordó desde distintos ámbitos: por un lado las políticas estatales, a través de las bibliotecas escolares y municipales, destinadas fundamentalmente al medio agrario. Asimismo María Moliner durante la guerra civil alcanzó las máximas responsabilidades en materia bibliotecaria. Por esta actuación fue represaliada por la dictadura y consagró sus energías hacia la redacción del magno Diccionario del uso del español. English: This article looks at Maria Moliner's career as a librarian, with particular attention to the Republican period, when she did her most original and fruitful work at the Patronato de Misiones Pedagógicas in Valencia. This period culminated in her drawing up the General Organization of National Libraries Plan in 1938, although it was never put into practice owing to the Franco régime's retrograde library policy. The Republican period was a turning point in the value that society placed on books and reading, as popular reading became public reading. This transformation acquired a definite form in the Republican government's library policy, in the publishing houses' strategies, and in the attitude of the general public towards these initiatives. The socialization of books and reading was approached from a number of directions: public policy, through school and council libraries, mainly targeted at the rural world. During the Civil War, María Moliner was entrusted with top-level responsibilities in library matters. As a result, she suffered reprisals at the hands of the dictatorship and devoted her energies to the great dictionary for which she is best known, the Diccionario de uso del español.
