The article considers issues related to industrial development of hydrocarbon resources of the Arctic territories of Russia in the context of socio-economic significance. The purpose of the research is to analyze the factors of influence of the implementation of oil and gas projects on the socio-economic development of regions, taking into account the transition to the domination of resource-innovative economic model, with priority of social interests. The conducted study justifies the need for an active public policy, based on comprehensive and systematic solutions to the problems of organizing the rational use of the existing resource potential of the Arctic zone of the Russian Federation, on the basis of linking economic, innovative, social and environmental factors, taking into account well-defined and structured benchmarks. It was noted that in order to achieve high indicators of development of the Arctic zone of the Russian Federation, to improve the level and quality of life of the population, to increase the production and technical potential, to replenish financial regional resources, environmental protection requires the targeting of oil and gas projects aimed at ensuring the priority of social and economic values. The urgency of the application of integration and cooperation in related sectors of economy on the basis of advanced scientific achievements and innovations has been established, a prerequisite for industrial companies to achieve social security and improve human habitats is the practice of corporate social responsibility.
