Children's Infectious Disease in Moscow: Problems and Solutions

Based on statistical data, a comparative analysis of infectious morbidity and mortality in Moscow in 2015 and 2014 revealed a whole, the decline in these indicators. Made significant progress in reducing infectious morbidity in Moscow due to the vaccination of children, including — increased regional calendar of preventive vaccinations. However, analysis of the work of medical institutions indicates the feasibility of the development and introduction of technologies of management of patients with post-infectious syndromes, as well as improving the health care system for children with infectious diseases based on a multidisciplinary approach in close cooperation infectious disease and pediatricians of different specialties. To solve these problems is proposed a plan to improve the effectiveness of children's infectious diseases services relating to the reorganization of hospital beds and outpatient care, ensure the continuity of the different health facilities, implementation of modern methods of etiological diagnosis of infections, the organization of continuous vocational training of paediatricians in Moscow on a specialty «Infectious diseases».

¿Pueden los centros de Formación Profesional tener un papel en el sistema de innovación? El caso de Navarra

Recent research from the innovation system perspective has dedicated scant attention to the role of VET institutes and workers in innovation processes. This paper, based on a survey to 219 industrial SMEs, looks at the case of Navarre, an autonomous region from Northern Spain which has a long tradition of relationships between VET education and industry. First of all, attention is paid to the firms’ perception of the VET offer and to the different types of relationships between VET institutes and firms. Then an attempt is made to measure the contribution of VET personnel to SME’s innovation activities. Finally, we check whether the more developed forms of relationships between VET institutes and firms can have an effect upon the latter’s innovation activities. Using a logistic regression, it is shown that contracting continuous vocational training activities with the VET institutes has a multiplying effect upon workers’ participation in innovation.

The model of creation of energy-saving competence of students of high school

This article considers the most important conditions for the creationof energy-saving competence of students – undergraduate training. The actualityof the problem is caused by low energy efficiency of industrial production, significantly reduces the competitiveness of the domestic economy and, consequently, the need to intensify activities on the rational use of energy resources. The definition of energy-saving expertise, marked its structural components (value-motivational, cognitive activity-reflexive). Stages of creationof energy-saving expertise in system of continuous vocational training: diagnosis, motivation, learning and reflective-evaluative. The possibilities of educational technology and psycho designed to work with the psychological barriers and resistance to the process of regulation of energy consumption, the production facilities at its energy efficiency and energy saving. In particular, it is recommended to use active learning methods (discussion, games, analysis of problem situations, etc.), Information and communication technologies for the implementation of educational and research projects in the field of energy conservation, the development and implementation of interactive multimedia learning environments.

Continuous Vocational Education of Employees in Conditions of Knowledge Economy: European Trends and Prospects of Ukraine

One of the current trends in the world is formation of knowledge-based economies. A significant role in this process plays continuous vocational education and training of employees of enterprises as the main economic actors. The results of correlation analysis presented in the paper confirm the importance of on-the-job training and its interconnections with development of knowledge-based economy, competitiveness of the country and its economic growth. Considering Association Agreement between Ukraine and the European Union it is advisable to pay special attention to the peculiarities of vocational education and training in EU Member States. The complex study of the relationship between lifelong learning, on-the-job training, employment, development of the knowledge economy, economic growth and competitiveness within each country allows to divide the countries into two groups. This division was implemented according to correlation ties between the selected indicators. Taking into account the limited amount of funds spent on vocational education and training of employees at Ukrainian enterprises it is suggested to focus on creating organisational conditions for stimulating the development of self-education and professional self-improvement of employees. The establishment of the systems of organisational knowledge at enterprises is considered as the foundation for the development of such conditions.

Significance of Further Professional Education in Continuing Vocational Education System

Article deals with problems of further professional education which is regarded from the perspective of domestic and western understanding of the concept of lifelong education. The development of further professional education as part of continuing vocational education is very topical for Russia. This is due to conjunctural changes of personnel policy in the labor market, dynamic changes in the educational market, computerization of society and Russia’s desire to turn to innovative way of development.

The Role of Universities in Promoting Personal Development of the Participants, through Education Programs for Adults

Adult education is not only a temporary aspect of training, but has become a fundamental principle of active participation of the individual in society, throughout his/her life. The content of most programs for adults includes continuous vocational training, closely related to the dynamics of the economy, targeting the completion of professional training, achieving professional reorientation or adapting to activities using new technologies and calls for technical elements and creativity that have not been provided to the adult through initial training. However, universities should also focus on other specific aspects of adult education, which exceed the limits of professionalism, such as promoting personal development. Thus, training courses will not be limited to providing vocational training in line with the foundation provided by the initial education or increased performance at an occupational level, but will also answer to the needs and interests of different learners regarding personal development, ensuring an increased quality of the act of communication and their participation in social life in general, not only on a professional level.

Development strategy on the basis of corporate competence system related to all personnel of higher education institution is a key success factor, providing the scientific and intellectual leadership of this institution in continuous vocational education area. It reflects the international trend, where strategic development of successful organizations is impossible without the use of modern technologies related to human resources management.
 The relevance and lack of consideration of problems, connected with development and implementation of higher educational institution’s corporate competence model have determined the choice of scientific research’s goals and tasks. However, the current market situation requires a comprehensive analysis of competence model implementation in the modern innovative university management in order to achieve the strategic goals, gain the competitive advantages, and use the human potential more effectively and sustainably in the conditions of dynamically developing information society. This article is devoted to analysis of basic approaches to the definition of corporate competences as exemplified in Moscow State University of Economics, Statistics and Informatics.

Governance and industrial relations in the Italian system of continuous vocational training

This paper analyzes the role of social partners in the governance of the Italian systems of continuous vocational training. Despite the relevance of the social dialogue approach emphasized at the European level, few empirical studies address the issue of the interactions between the social partners in planning and developing training programs. Through focus group and individual and collective interviews with 42 Italian social partners representatives of the metal-machinery industry, this study provides evidences about the quality of the interactions between trade unions and employer associations in the design, implementation and evaluation of training programs funded by the Italian bipartite body Fondimpresa. The main results show that at the national level the interactions between the social partners seem to work in a quite effective way, while at the territorial and company level the training issue remains a prerogative of the employer. These results are partially determined by the lack of technical skills of the trade union representatives in the workplace, which often results in a concessive approach to training negotiation with the employers. Finally, the interactions between the social partners are negatively affected by the low level of strategic and operational coordination among the various levels of action of the actors themselves.

Varieties of Capitalism and financial cooperation between employers: The initial and continuous vocational training in comparison

According to theorists of Varieties of Capitalism, employers can achieve strong decentralized cooperation on vocational training when there are institutional devices encouraging workers and firms to co-invest in the skill production. Yet numerous European countries, including those where such institutional devices exist, do not rely on ‘spontaneous’ co-investment but operate compulsory training funds and levies which establish obligatory mutualization between employers.The objective of this article is to show that the rationalist theoretical framework of Varieties of Capitalism theory is capable of accounting for such collective financial schemes in the apprenticeship field, but is less suited to capture the compulsory contributions for continuing vocational training.

Welche Betriebe in Deutschland Sind Weiterbildungsaktiv? Nutzung Des Cvts Datensatzes Zur Analyse Der Betrieblichen Weiterbildung

Auf der Basis einer vergleichenden Literaturanalyse und der empirischen Daten der europaischen Betriebsbefragung CVTS2 von 1999 wird der Frage nachgegangen, welche Betriebe in Deutschland weiterbildungsaktiv sind. Es werden verschiedene multivariate Analysen (Clusteranalyse, Probit-Schatzung) durchgefuhrt, die zu dem Ergebnis kommen, dass die betriebliche Weiterbildungsaktivitat primar von dem Ausmas des betrieblichen Qualifikationsbedarfs, der formalisierter Personalarbeit, den technologischen/organisatorischen Innovationen, der Betriebsgrose und der Branche abhangt. Besondere hervorgehoben wird die Bedeutung einer formalisierten Personalarbeit. Based on a comparative literature analysis and empirical data of the European enterprise survey CVTS2 from 1999, this paper discusses which German enterprises are active in offering continuous vocational training. Different multivariate analysis (cluster analysis, probit regression) are run, which lead to the conclusion that enterprise-based vocational training is primarily influenced by qualification analysis on enterprise level, the level of formalised human resources management, technological/organisational innovations, the enterprise size and the economic sector. The importance of a formalised human resources management is especially stressed.

An Evaluation of Public-Sector-Sponsored Continuous Vocational Training Programs in East Germany

This study analyzes the effects of public-sector-sponsored continuous vocational training and retraining in East Germany after unification with West Germany in 1990. It presents econometric estimates of the average gains from training participation in terms of earnings, employment probabilities and career perspects after the completion of training using a matching approach. The data is from the German Socio Economic Panel (GSOEP, 1990-1996). The GSOEP allows the author to observe individual behavior on a monthly, respectively yearly, basis. The results suggest that despite large public expenditures, there are no positive effects in the first years after training.

Continuing Vocational Education in UK Higher Education Institutions: Organisation and management

This article reports on Continuing Vocational Education (CVE) in higher education in England. The findings described here were collected from interviews, documentary evidence and observations of activity. The evidence suggests the importance of a 'supply-side' model to chart the development of CVE. First, HEIs must audit and then use the resources they have to best effect. Second, HEIs must have effective managerial systems in place. Third, the organisation of the HEI will determine the development of CVE. Complementary to these stages is the capacity and willingness of HEIs to undertake economic evaluation of their provision. Internal and external efficiency must be considered. This model is, we argue, particularly important when set within the current policy context for HE.

An Evaluation of Public-Sector-Sponsored Continuous Vocational Training Programs in East Germany

This study analyses the effect of public sector sponsored continuous vocational training and retraining in East Germany after unification with West Germany in 1990. It presents estimates of the average gains from training participation in terms of earnings, employment probabilities and career prospects after the completion of training. The data is from the German Socio-Economic Panel (GSOEP, 1990-1994). The GSOEP allows to observe individual behaviour on a monthly, respectively yearly, basis. The results suggest that despite public expenditures of more than DM 25 bn (1991 to 1993), there are no positive effects in the first year after training, but that participants expect positive effects over a longer time horizon. The latter however is beyond the sampling period.

Nonparametric bounds on employment and income effects of continuous vocational training in East Germany

Not available in German. This paper explores the potential of an approach suggested by Manski of obtaining nonparametric bounds for treatment effects in evaluation studies without knowledge of the participation process. The practical concern is the effects of continuous vocational training in East Germany. The empirical application is based on a large cross-section that covers about 0.6% of the total population in 1993. The results are rather mixed. The large width of the intervals obtained emphasise the fundamental problem of all evaluation studies without good knowledge of the relationship between potential outcomes and the participation process. However, in some cases suitable exclusion restrictions are indeed capable of bounding the treatment effects strictly away from zero. Download Supplement: (pdf, 977 kb)

Portability of qualifications: an answer to the qualificational demands of globalisation?

The article introduces the concept of the “portability of qualifications” as a framework for discussing the consequences of globalisation for labour markets and for the systems and agencies of initial and continuous vocational education and training. It defines the concept in relation to terms such as “mobility”, “flexibility”, “core skills” and “key qualifications”. It provides examples from industry and from the craft trades in Europe. It discusses the role of “portability of qualifications” in developing regions through inward investment and the benefits and risks of “portability of qualifications” from the perspective of the company, the individual worker and labour markets of Europe. Finally, it looks at pathways to foster and maintain the portability of qualifications in vocational education and training.

Structures and Systems in Higher Education Institutions for the Promotion of Continuing Vocational Education

SUMMARY Four organizational models for the promotion of Continuing Vocational Education (CVE) in the UK higher education sector are examined through a case‐study approach. The respective strengths and weaknesses of these models are analysed with reference to strategic planning, product development, promotional activity, internal commitment, integration and financial regimes. The paper is based on interviews with a number of higher education institutions which include ‘old’ and ‘new’ universities and institutions, both in receipt and not in receipt of CVE development funding. The characteristics underpinning effective promotion of CVE and good practice in the management of consumer relationships are identified. The influence of previous research and guidance is assessed.

Marketing Continuing Vocational Education to Small and Medium Sized Enterprises: Key Issues for Higher Education Institutions

SUMMARY Higher education institutions (HEIs) are increasingly being encouraged to develop links with and address the lifelong learning needs of small and medium sized enterprises (SMEs). Experience to date suggests that HEIs find this a particularly difficult task. This paper sets out to raise some of the issues which need to be considered when marketing continuing vocational education (CVE) to SMEs. It draws on the University of North London's (UNL) own experience of working with SMEs, and the results of a UNL survey of other institutions and focus group discussions with managers and employees from a range of small businesses. The paper also looks at the reasons why HEIs should be working with SMEs, and which SMEs are most likely to be interested in CVE. It highlights some of the barriers which need to be overcome, and suggests strategies which HEIs can adopt to develop closer links with SMEs. Key aspects of programme design are covered, including price, content, structure and accreditation, and a variety of successful promotional strategies are described. Finally, the paper suggests that the issues raised have important implications for the funding of work with SMEs, and argues for a more coordinated approach to the funding and delivery of work in this field.
