The role of media communication in building a civil society

The article examines the influence of the media communication on the construction of civil society. The authors come to the conclusion that the presence of independent media is important, but not a sufficient factor for the emergence and development of civil society. The article also highlights the influence of information technologies (IT) for manipulating public opinion on the political behavior of the masses as well as decision makers so far. In the XXI century, the role of the media in the world has greatly increased, where they have great influence on politics and are therefore presented as a source of power. The media can control power and the opposition, trying to make all their activities transparent. Thus, the media communication today is also a large corporation employing people who promote democratic values, but in totalitarian countries the media is still under direct control government. Technological development has brought about a great revolution in social life, and this development has not left aside the media and other forms of human communication.

ФУНКЦІЇ ПОЛІЦІЇ УКРАЇНИ ЯК ЮРИДИЧНА КАТЕГОРІЯ

The article examines the concept of the main functions of the National Police of Ukraine. Understanding the essence of these functions contributes to a clear definition of the role and place of the police in the system of public authorities. Functions are understood as the main directions of influence of law on social relations, which reflect its essence and social purpose in society, as well as ways of organizing social relations. Functions are directly aimed at fulfilling the tasks facing society. The functions reflect the content of the activities of the executive power, to a large extent characterize the essence of the state and its social purpose. The formation of the rule of law, the strengthening of law and order, require the improvement and improvement of the work of the National Police, whose main task is to serve society by ensuring the protection of human rights and freedoms, combating crime, and maintaining public safety and order. Therefore, the functions of the police should first of all be directed to preventive and prophylactic activities of criminal and other offenses. From a scientific point of view, the function of the police is a complex and multifaceted issue, which can be revealed as an independent category of the police, which derives from its essence and reflects its purpose in society. We support the point of view of scientists that the functional purpose of the police has an initial, fundamental character, as it determines its role and significance for the development and construction of civil society and the state itself. The functions of the police are derived from tasks and reveal the content of the activities of the National Police of Ukraine. In this regard, police activity is carried out in two directions: internal and external. It is proposed to define the functions of the National Police of Ukraine as defined and fixed at the legal level the areas of activity of the subjects of police activity, which are interconnected and mutually coordinated and aimed at solving the tasks set before it. Based on the analysis of the Law of Ukraine "On the National Police", it is proposed to distinguish two blocks of the main functions of the police: intra- organizational and external.

ABSTRACT “Re-interpreting Southern Cone Memories” presents a collective and multidisciplinary study of the multi-layered meanings and extended possibilities of memory related to the Southern Cone region of Latin America, with an emphasis on Argentina, Chile, and Uruguay. The group of articles featured in this volume privilege the enduring power of memory, which is shown as an educational force and a significant component in the construction of civil society. Moreover, they highlight how memory was distorted and threatened under dictatorial regimes, heightening the significance of memory and cultural frameworks. Notably, memory is not considered to be a selective sum of past events but as a force to be studied and, above all, as a tool for action. To remember, particularly in the context navigated by these studies, is to respond to what it brings forth and to act being aware of the role that culture gets to play in (re)building and sustaining society.

THE ROLE OF CIVIL SOCIETY IN THE FORMATION OF CIVIL CULTURE OF THE FUTURE FOREIGN LANGUAGE TEACHER

The article attempts to reveal the role of civil society in the formation of civic culture of the future specialist, in particular a foreign language teacher. Legislative documents in the field of education are characterized, the views of scientists on civil society are revealed, the problems of globalization of society development are covered. It is established that the construction of civil society is impossible without the participation of applicants for higher education, who must become real citizens of their country - amateur, independent people who are realized in a civil position. It is revealed that the main principle of the mechanism of formation of civic culture of the future foreign language teacher is the principle of activity. It is proved that the problem of forming the civic culture of student youth is relevant, socially significant and is a reflection of changes in the paradigm of education aimed at the development of the individual as a citizen; the formation of civic culture of youth is the foundation of the development of civil society and a democratic state.

The role of the factors determining national character in building civil society

The article deals with the mechanism of impact of sociopsychological phenomena such as the national character and the political mentality in the construction and functioning of civil society. It aims to show the impact of climate, religion, and the perception of happiness on the state of civil society through details of a national nature. The main research method is to compare data from global research on the state of civil society with data from climatic conditions, dominant religions, and happiness indices. The article proves coincidently that these factors are reflected in such essential characteristics of civil society as "openness" and "closed-mindedness". The interaction between the national character and the construction of civil society has two stages. It is concluded that the results obtained are important to evaluate the prospects for the construction and development of civil society in different countries and regions of the world. Further research in this direction involves the study of other aspects of the impact of national character and political mindset on the functioning of civil society.

Тенденции гражданского общества в Узбекистане. Некоторые взгляды на создание общественной палаты

Analyzed are trends in the construction of civil society in Uzbekistan. Examined is the structure of the Public chamber, described are its tasks, functions and responsibilities. Noted is, that in recent years a number of regulatory documents were adopted in Uzbekistan in this regard, and in some cases they contradict each other. The article recognizes not only organizational and legal aspects of formation of civil society, but also the need to strengthen its ideological foundations, increase civic engagement and introducing of democratic values. It is specially noted, that indicator of the mature level of civil society is not number of public organizations or official membership in them, but the level of citizens’ involvement in these organizations, i.e. social base of civil society, that determines socio-political stability in the country.

Declaration of State Sovereignty of Ukraine: Historical Significance and Challenges for the Present (to the 30th Anniversary of the Declaration)

Introduction. 30 years after the adoption of the Declaration on State Sovereignty of Ukraine, its relevance and socio-political interest have not diminished. The potential of its importance and the impact on state-building processes in Ukraine are not fully understood and used to build a modern, modern independent state in Ukraine. All this encourages scientists to re-analyze one of the main acts of our country. Of particular importance for the further progress and development of Ukraine is the analysis of the ascending legal principles that laid the foundations for the revival of national sovereign statehood in Ukraine. The purpose of the study is to understand the basic principles of the Declaration on State Sovereignty of Ukraine, their importance for the development of modern state-making process, its deepening, which will contribute to building a European democratic, legal, social state in Ukraine, solving problems of securing state sovereignty of Ukraine in modern conditions violating its territoriality . The aim of the article. The article raises the problem of conceptual essence of the main provisions of the Declaration on State Sovereignty of Ukraine, the problems of their realization in the legal, political, economic spheres, national security and protection of statehood, implementation of foreign policy and European orientation of Ukraine, and their influence on the development of the state-making process and the sovereignty of Ukraine. Results. The factors of acceptance of the Declaration on the Proclamation of Ukraine's Sovereignty, the doctrinal principles of state sovereignty and their implementation in the state-making practice of Ukraine in the main spheres of state and public life before the proclamation of independence on August 24, 1991 are revealed in the article. The generator of ideas of sovereignty and the driving force behind the adoption of the Declaration were national-democratic forces. The declaration was adopted by more than a constitutional majority, which confirmed the nationwide support for the ideas of Ukraine's sovereignty. Conclusions. The Declaration became a fundamental act, which had the meaning of a constitutional act. It was a revolutionary document that declared a radical change in worldviews and values ​​for society and defined the ways of its development and strategic directions of building a sovereign state in Ukraine. The Declaration laid the legal foundations of statehood: the rule of the Constitution and laws of Ukraine, its right to its own Armed Forces, security bodies, inviolability of its territory, right to its own citizenship, right to free national and spiritual development of the nation, independently determine the economic status and pursue foreign policy, etc. It marked the birth of modern constitutionalism in Ukraine and became the basis for the development and adoption of a new democratic Constitution. It was a strategic document that embodied the conceptual foundations of state-building, the construction of civil society and their purpose.

PROBLEMS OF CHILDREN-ORPHANS IN CONDITIONS OF THE CIVIL SOCIETY BUILDING IN UKRAINE

Problem setting. The problems of the phenomenon of social orphanhood, its causes, negative consequences, external and internal factors of appearance are highlighted; promising directions for improving the lives of orphans and children deprived of parental care in Ukraine are identified.Recent research and publications analysis. These problems attract the attention of many scholars. The analysis of their research allows to distinguish several approaches in modern scientific research, which determine the essence of social orphanhood: socio-economic; psychological and pedagogical, legal; sociological. Ukrainian sociologists study the problem of homeless children as a consequence of family disadvantages, consider the social consequences of deprivation of parental children, and analyze the relationships between children and parents, the place and role of the family in the life of the child.The purpose of the article is to analyze some actual issues of social protection of children-orphans and children deprived of parental care.Рresenting main material. The dynamism of social processes during the period of building civil society in Ukraine, the crisis situation in many spheres of public life, economic, social, environmental and other issues affected, first of all, the most socially unprotected category of people - children, especially children- orphans and children deprived of parental care.The level of orphanhood, and especially social, is an important key strategic indicator of the transformation of family values and relationships, state family policy, and the general demographic situation in the country.One of the highest social value of the state is the social protection of orphans and children deprived of parental care.The study of nature, causes, consequences, trends of this social phenomenon has both scientific and practical significance. It should be the basis for the improvement of social relations and institutions of civil society, social norms and practices of their application, to strengthen the system of social control, the consistent implementation of measures of moral and legal education, social prevention and responsibility.All of them are aimed at ensuring maximum protection of the individual, satisfaction of the interests of citizens, democratization and humanization of our society.In Ukraine, for a long time now, there is an urgent need to develop an effective strategy in the field of social protection of orphans and children deprived of parental care.Conclusions of the research. In the conditions of the establishment and development of a democratic rule of law, the construction of civil society in Ukraine, social protection of orphans and children deprived of parental care is one of the main directions of the country's domestic policy. It is about influence on processes that have an exceptional significance for the future development of society.

The role of freedom of word and information in the construction of civil society and the problems of securing information security

Relato de experiência: o tema da cidadania em questão. Elaboração de uma sequência didática por etapas sobre filosofia política.

Este relato de experiência é resultado da participação de uma licencianda do curso de psicologia no PIBID de Filosofia na Universidade P. Mackenzie em São Paulo, cujo objetivo é de promover o ensino de filosofia por meio da sensibilização estética. Na escola parceira Major Arcy, escola pública da cidade de São Paulo, foi desenvolvido um projeto sobre cidadania que deu origem a uma sequência didática por etapas. A primeira consiste na implementação (planejamento, apresentação da proposta à equipe gestora e alunos), a segunda, na realização de várias dinâmicas de grupo, a próxima configurou-se pelo aprofundamento do referencial teórico, a quarta dedicou-se à produção estética pelos alunos. Houve um momento cultural que perfez a quinta etapa e por fim, a vivência do sociodrama fechou a sequência didática. Destarte, os alunos envolvidos passaram a valorizar o estudo de filosofia e se conscientizaram quanto à necessidade de sua participação na construção da sociedade civil. Além disso, puderam expressar-se por meio de manifestações artísticas. Este projeto permitiu revelar que a interconexão entre Filosofia e Psicologia pode promover resultados. O planejamento cuidadoso de cada etapa impactou estudantes, licenciandos e professores e contribuiu para a formação enquanto seres humanos e cidadãos[1].[1] Este trabalho foi aceito no SIMFOP 2016, ocorrido em Tubarão – SC, entretanto não pudemos apresentá-lo no evento.

The history of civic education in Russia

The future of Russian society largely depends on what civic ideals, know-ledge, social beliefs will be guided by the younger generation in his life. Without full civic education it is impossible to build a civil society. Russia is particularly in need of modern educated, moral, enterprising people, the ability to make correct decisions in different situations, have a sense of responsibility for the fate of the country, to be full members of civil society. Appeal to the genesis of domestic experience of civic education appears therefore as one of the essential conditions for the effective construction of civil society in Russia.

In the group of Central Asian countries, the Republic of Kazakhstan appears to be scientifically best communicated with Europe. Thus it has raised an increasingly strong interest – also on the part of comparative law researchers. The subject matter of this article is an attempt to reform territorial administration and to establish territorial self-government in Kazakhstan. The reforms have not been implemented without any resistance or mistakes, it is important, however, that the need to change and modernize local government structures is discerned. The debate over the constitutional reform of the local political system favours the construction of social awareness of the fact that a clear distinction between the territorial government administration and territorial self-government as well as the latter’s independence, determines the construction of civil society and democratization of social life.

Mengusung Masyarakat Madani Melalui Radio Komunitas

This article is about the phenomenon of community radio in Pantura Area, West Java. Radio communities maganed by, for and about the community are rapidly developing among the farmers and fishermen, including in Pantura Area, West Java. The focus of the study is the formation of civil society by standing firmly on communicative actions of Jürgen Habermas. By using qualitative method with case study design, a finding would be produced that community radios implement participatory paradigm and manage community cohesion. We will discuss in details on: (1) initiators of the establishment of community radio, (2) forms of community participation, (3) the financing source of community radio, and (4) the construction of civil society through community radio. This article also covers about how the people see the world of life, that there is social transformation through emancipatordialogs, which then produce community’s selfconsciousness as individuals and community members in demanding a domination-free communication process. This reality creates the origination of civil society.

Are Civil Technologies Needed? <i>(On the Accents in Economic Analysis of Civil Society)</i>

The author criticizes the position of A. Ausan and V. Tambovtsev presented in their recent paper (VE, 2005, No 5). He argues that the idea of construction of civil society by governmental structures is not the right one because that position presumes the rationality of civil society. He offers more fruitful approaches to analyzing civil society based on socioeconomics and "old" institutionalism. The author concludes that civil society will be vital only if it provides the alternative to "power vertical" and market ethics expansion.

Hegel's Württemberg Commentary: Intellectuals and the Construction of Civil Society in Revolutionary-Napoleonic Germany

G. W. F. Hegel's “Commentary on the Published Proceedings of the Estates Assembly in the Kingdom of Württemberg, 1815–1816” is the notoriously recondite philosopher's most lucid account of Germany's political transformation after the French Revolution and the Napoleonic wars. Written in a punchy, polemical style, yet brimming with philosophical distinctions, the 130–page essay features concrete analyses of political institutions, social groups, and parliamentary debates in Hegel's home state. He published it in the 1817 Heidelberg Yearbooks, hoping to reach the educated public and influence the shape of Germany's constitutional order after Napoleon's defeat. The work has never been fully translated or adequately interpreted; it earns but a few, albeit astute, remarks in Terry Pinkard's recent biography. The 1999 Cambridge edition of Hegel's Political Writings omits it entirely, citing its focus on “esoteric and antiquarian matters peculiar to the political history of Württemberg.” As Hegel himself realized, however, Württemberg's experience dramatized the most profound civic upheaval of the age: the shift from a corporate society composed of particular estates (Stände) to a civil society governed by universal precepts and a “rational” state.

Gender and Civil Society in Central and Eastern Europe

In the immediate aftermath of the fall of state socialism in Eastern and Central Europe, many western observers eagerly awaited the justification of the liberal democratic/capitalist model in the emerging social and political environments. The concept of "civil society', idealized by both western and eastern European political theory, was central to the discourse of transformation, and the voices of hitherto marginalized and repressed peoples were expected to emerge from the ruined regime of state-organized collectivity. The mobilization of women in particular, disproportionately affected by the social and economic hardship of transition, was keenly anticipated. This article looks at the ideological construction of civil society, which provided the context in terms of the language and identities available for political activism. It explores both the material and the ideological conditions that affected women's ability to mobilize and to form political and/or feminist identities during the process of transformation. It also contextualizes women's activism in relation to liberal-democratic politics and feminism. Two country case studies, Poland and Yugoslavia, provide empirical examples of the ways in which women formed groups and the kinds of political questions they posed. Further, they illustrate the impact of cross-currents, in which the transformation from socialism to democracy and a market economy met the ideological constraints of religious traditionalism and nationalism respectively. Placing the concepts of civil society and political identity in specific historical and cultural contexts in this way will help to explain the perceived "absence' of a women's movement in the region at this time.

Thug Realism: Inhabiting Fantasy in Urban Tanzania

One of more compelling developments in contemporary sociocultural anthropology is its increasing attention to the imagination. From most spectacular fantasies to most mundane reveries, imagining world as it is and as it might be seems to be a rapidly expanding form of activity. Such imaginative acts are now held to be relevant-indeed necessary-not only to such predictable endeavors as consumption and leisure but to fields as diverse as construction of civil society (Comaroff and Comaroff 1999a), production of biomedical knowledge (Martin 1998), and nuclear proliferation (Gusterson 1999). This move towards all things has further been characterized by an important kind of reflexivity, as exploring complexities of imagined requires exercise of imagination. Indeed, even a cursory review of current ethnographic observations might lead us to conclude that nothing is now unimaginable. In this article I will examine imaginative implications of contemporary Tanzanian economy and society for a select, but by no means peripheral, group of young men living and working, mostly in barbershops, but also in other businesses in city of Arusha, one of largest cities in Tanzania. The expansion of this informal sector in urban Tanzania and diverse modes of imagining that characterize it are clearly emergent under conditions of what has been described as globalization, and it is intersection of these rubrics-the imaginary and the global-that I intend to explore. I would suggest as a point of theoretical departure that analytical coupling of to processes of globalization has often obscured ways that imaginative acts are in fact materially grounded in social activities. While calls for localization and attention to lived experience have been legion, too often act of imagining is unmoored from specific forms, times, and places through which persons project their possible lives. Thus, it is possible for Abu-Lughod to insist that viewers of Egyptian soap opera are part of same cultural worlds we inhabit-worlds of mass media, consumption, and dispersed communities of imagination (Abu-Lughod 1997:128). Religious Liberty, New Religious Movements and Traditional Christian Churches in Eastern Europe

The new political, economic and cultural situation in Eastern Europe after 1989, and the radical and dramatic transformation towards democratisation, deeply affected all strata of society. Inevitably, the search for new foundations of public and private life and for new spiritual orientations came to the fore, together with a suddenly emerged cultural pluralism and religious diversity, unknown under the confines of MarxistLeninist dogma. Initially, this process was connected with a fresh experience of openness and freedom for religion after the old restrictions on religious activity were abolished. Later, a feeling of cultural shock, a growing sense of insecurity and a loss of orientation among a considerable part of population (to a great extent arising from the lack of deeply-rooted unifying public ideas and shared values in postcommunist society on the one hand, and the challenge of the new religious groups to the traditional Christian churches on the other) brought about the urgent need for redefinition of the public place and role of religion. This redefinition has several aspects: the relations between the state and religious organisations both mainstream churches and new religious movements (NRMs); the interaction between religion and politics; the institutional and spiritual influence of the 'national' churches, and interreligious relations. The question of religious liberty includes as well specifications about the extent to which the state should be involved in attempts to resolve disputes between NRMs and other groups and institutions. The NRMs in Eastern Europe are not an isolated phenomenon which might be investigated in isolation from the overall state of affairs in society; they are to be seen as a focus for a wide range of problems, currents and controversies of very various backgrounds. They are a conflict-engendering field, but in a restricted sense; much more are they to be conceptualised as indicators of societal difficulties and tensions which already exist or are in the process of emerging. They might be discussed from different perspectives: sociological, historical, psychological, theological. The pre-eminently cultural-critical approach of this study places NRMs in the conceptual and socio-political framework of the right to religious liberty in its interconnectedness and interrelatedness with cultural-religious pluralism, as long as these two principles are among the conditions indispensable for the (re )construction of civil society and real democratisation. The fulfilment of the political project of civil society in Eastern Europe is not an easy task and will take much more effort and time than was supposed in the euphoria of the first years after the fall of the Berlin
