Risk management in the construction industry in Ukraine

The effective functioning and recovery of the construction industry in the face of economic instability and war is an essential task for Ukraine. The destruction of infrastructure, reduced demand for construction projects, and logistical difficulties pose complex challenges that require a comprehensive approach. The recovery of the construction industry contributes to the physical restoration of infrastructure and stimulates the countryʼs economic and social development. Attracting financial support from international partners is a crucial element of successful recovery. This article analyzes in detail the role and structure of the construction industry in Ukraine. After the destruction of infrastructure due to the war, the construction industry has become an essential catalyst for physical recovery and economic growth. To provide financial support for recovery efforts, the government has created several specialized funds to help rebuild the countryʼs economy and infrastructure. These investments are expected to contribute to job creation, increased production activity, and economic development. War damage assessments and recovery plans confirm the importance and potential of the construction industry for Ukraineʼs economic recovery. In particular, the plan of the national recovery program for construction and related services in Ukraine includes the modernization of logistics, housing, and infrastructure directing significant financial resources. This is expected to stimulate growth in the construction industry, providing new business opportunities and creating new jobs. However, there are also risks associated with political and physical insecurity, currency depreciation, supply chain disruptions, and labor shortages. To overcome these challenges, a comprehensive approach is needed, including risk management, stabilization of economic conditions, and support for infrastructure projects. In addition, close cooperation between various institutions is needed to effectively address these challenges and ensure the sustainable development of the construction industry in Ukraine.

Integration of Building Information Modeling and Artificial Intelligence of Things in the Post-War Reconstruction and Renovation of Buildings

The construction industry of Ukraine shall not only recover but also upgrade, enhance and reevaluate existing building projects. Further research raises two pertinent issues for Ukraine - retrofitting and reconstructing destroyed infrastructure. The study's priority objective is to restore damaged and ruined buildings rapidly. It may be achieved using the creation of recovery methods in Ukraine and countries in the post-conflict stage of development. The research involves creating technical specifications for the product of a new version of the automated construction management system, which provides working with the software complexes based on the BIM model. The system implies using Building Information Modeling (BIM) and Artificial Intelligence of Things (AIoT) to make organization of reconstruction faster, better and less costly. The research has been held to demonstrate the viability of the approach. In addition, we acquire a reduction of energy consumption and an increase in the lifespan of the building by choosing retrofitting methods. The efficacy of BIM and IoT technologies enables the integration of contemporary demands to diminish design time and costs. These technologies also optimise design solutions by assimilating knowledge from previous building and structure designs. Additionally, they offer essential information support for the entire investment project life cycle.

Investment policy of construction enterprises under the conditions of marital state

Purpose. Studying the investment policy in construction in wartime conditions, namely: determining the general characteristics of the investment process in construction in wartime conditions; identification of factors affecting investment activity; analysis of the problems of investment activity in these conditions; development of recommendations for improvement of investment policy in construction in wartime conditions. Methodology. In the process of studying the investment policy of construction enterprises in the conditions of martial law, the following methods were used: expert assessment (allowed obtaining conclusions and recommendations regarding the possibilities of investing in construction projects in conditions of military conflict), scenario modeling (development of various scenarios investing in the construction sector made it possible to analyze the possible consequences and results of each of them), system analysis (taking into account the relationships between various aspects of the investment policy of construction enterprises and its impact on the economy and society as a whole) and marketing research (determining the needs and requirements of the market in relation to investments in the construction sector in the conditions of a military conflict). Findings. The authors indicated the main problems of construction financing: lack of long-term loans and investments for construction; high interest rates on loans; imperfect legislation in the field of construction; lack of transparency and efficiency in the management of public finances allocated for construction. It is proposed to take the following measures: to create conditions for attracting long-term loans and investments in construction; to reduce interest rates on loans; to improve legislation in the field of construction; to improve the transparency and efficiency of the management of public finances allocated for construction; to improve mechanisms of public-private partnership in the field of construction; to develop programs to stimulate housing construction for low-income citizens; to create conditions for the development of small and medium-sized enterprises in the field of construction. To form the investment attractiveness of the construction industry in Ukraine, the authors suggest creating a favorable investment climate that will guarantee investors the protection of their rights and interests; developing transparent and effective rules and procedures for regulation of construction; ensuring access to quality construction materials and equipment at competitive prices; improving the qualification and level of professional training of construction personnel. Originality. The article comprehensively researches the investment policy in construction in the conditions of war for the first time. The authors revealed new regularities in the development of the investment process in construction under martial law, developed recommendations for its improvement. Practical value. The results of the study can be used to form an effective investment policy in construction in wartime conditions. They can also be used to develop measures to support investment activities in construction under martial law.

СТРАТЕГІЯ РОЗВИТКУ ПІДПРИЄМНИЦТВА БУДІВЕЛЬНОЇ ГАЛУЗІ

The prospects for the development of the construction industry in Ukraine depend on many factors, such as political stability, economic growth, social demand, technological progress, investment attractiveness, legislative regulation, state support, etc. According to my search, the construction industry of Ukraine has a great potential for development, as it contributes to meeting the social needs of the population, creating new jobs, developing related industries and the economy as a whole. However, to realize this potential, it is necessary to overcome a number of problems, such as instability, uncertainty, distrust, low transparency, high bureaucracy, imperfect legislation, non-fulfillment of contracts, insufficient public funding and control, low solvency, investment attractiveness, availability of loans, high costs for raw materials, energy, fuel, taxes, inflation, crisis phenomena, obsolescence and deterioration of machinery, equipment, transport, technology, low level of labor discipline, qualifications, motivation, promotion, protection, security, social guarantees, prestige of construction professions, outflow of personnel, shortage of specialists, low wages, irregular employment, high level of injuries, occupational diseases. To overcome these problems and ensure the prospects for the development of the construction industry in Ukraine, it is necessary to apply a set of measures, such as: ensuring political stability, transparency, trust, compliance with contracts, compliance with legislation, fighting corruption, increasing the role of the public in decision-making; stimulating economic growth, increasing solvency, investment attractiveness, availability of loans, reducing the cost of raw materials, energy, fuel, taxes, inflation, preventing crisis phenomena; introducing new technologies, standards, certification, patenting, improving quality, productivity, competitiveness, Safety, Resource Conservation, integration with European and world markets, using renewable energy sources, reducing the negative impact on the environment.

Теоретико-методичні аспекти формування стратегії розвитку підприємств будівельної галузі України в умовах воєнного стану

The article summarizes the theoretical and methodological aspects of the formation of the strategy for the development of enterprises in the construction industry under martial law. It is noted that the consequences of the war were felt globally by all participants in the construction market of Ukraine and European countries. The situation, which has developed primarily due to the military aggression of the russian federation, holds back investors and forces them to reduce funding for projects at different stages of their implementation or abandon them at the pre-investment stage. In addition, many construction companies face problems related to the loss of financial stability, which requires the formation of appropriate financial strategies that must take into account the availability and proper distribution of external and internal resources. It is determined that the main problem for enterprises of the construction industry is the creation of a favorable investment climate in Ukraine and real financial and credit mechanisms to stimulate industrial and residential construction in order to increase the competitiveness of the industry. It is noted that there are many factors that determine the development strategy of a construction enterprise. To determine the strategic directions of development of enterprises in the construction industry, a SWOT analysis and a PEST analysis of the functioning of enterprises in the construction industry were carried out. Within the framework of the formation and implementation of the strategy for the development of enterprises in the construction industry, strategic goals are defined. It is determined that the formation of a strategy for the development of enterprises in the construction industry of Ukraine under martial law requires the integrated use of effective organizational, financial and economic tools to solve problems that have arisen over the years and intensified during the war. An algorithm for forming a strategy for the development of enterprises in the construction industry is developed. It is concluded that the formation of a strategy for the development of enterprises in the construction industry under martial law is based on the use of all available production resources, the formation of an appropriate system of State regulation of investment processes in construction, the use of effective organizational, legal, financial and economic tools for the implementation of strategic goals for the development of economic entities.

ДОСЛІДЖЕННЯ СУЧАСНИХ УМОВ ПРОВАДЖЕННЯ ДЕВЕЛОПЕРСЬКОЇ ДІЯЛЬНОСТІ В УКРАЇНІ

The article is devoted to the study of current trends in the real estate market, in the construction industry of Ukraine in order to identify the modern conditions in which companies related to the implementation of development projects operate. It has been established that development projects are characterized by particular complexity, and therefore their implementation requires taking into account external factors that can affect the results of the work of developers and other involved persons. The dynamics of the main indicators characterizing the real estate market from the standpoint of market volumes (number of signed contracts) and price changes in the primary and secondary housing markets were analyzed. The study of the number of real estate agreements (agreements on the alienation of real estate, land plots and land shares), including agreements for the purchase and sale of apartments and residential buildings, made it possible to identify the main trends in the real estate market. It was determined that prices on the primary housing market grew at an accelerated pace during the research period, while price fluctuations were more noticeable on the secondary housing market. The volumes of manufactured construction products and their dynamics, the activity of builders and the indicators of acceptance into operation of residential and non-residential buildings were studied. It has been established that the Indices of construction products are unstable in all their types and are characterized by significant fluctuations, that is, the rate of changes in the volume of construction products is characterized by high variability. It has been established that the construction industry and the real estate market are sensitive to changes in the internal and external political situation in the country. It has been proven that the full-scale invasion of Ukraine and the introduction of martial law led to a drop in the real estate market and a drop in construction. Despite the extreme fall of the last year, the housing market. and therefore the development market is gradually recovering, most developers have resumed their activities and are trying to reach the pre-war level in terms of their volumes, companies with unfinished construction have focused on housing completion. A number of construction companies focused on rebuilding damaged housing and real estate. Developers, who at the beginning of the full-scale invasion were in the initial stages of construction, demonstrate positive dynamics of construction work.

Innovative Factors of the State Regulation of the Development of the Construction Industry

A theoretical analysis of the development of the construction industry as an object of state regulatory influence was carried out, taking into account innovative factors. The main factors of such a process, which hold it back, have been clarified. From the standpoint of a systemic approach, the conditions that need to be formed in order to level the impact of negative trends during the implementation of state regulation of the development of the construction industry in Ukraine are highlighted. Areas of improvement of the mechanism of state regulation of development of the construction industry are highlighted. Improving the system of state regulation of the development of the construction industry requires the identification of key factors capable of contributing to the self-organization of the system. At the same time, the following directions for its improvement can be identified: development based on the existing structure, but with the redistribution of individual functions between the system's links; development on the basis of the existing order of implementation of management functions with quantitative combinations in relation to development subjects of the construction industry at all levels; program-targeted, which takes into account the existence of controlled and controlling subsystems in territorial and branch aspects. This direction is closely related to the regulation of the functionality of the control system at different levels. The key condition for improvement in relation to regulation is not only the presence of communication, but also the appropriate functional content. This direction is the most effective for ensuring the improvement of the system of state regulation of the development of the construction industry. It is shown that in the market economic system there is a need to gradually increase the efficiency of the functioning of its subsystems, both the most complex and the simplest (the country as a whole, industry, territory, individual economic entity). In the process of ensuring the development of the construction industry, as well as a separate administrative-territorial unit (region, district, settlement) of the product of construction production in the required time, in the required volume, with the required quality, the specific characteristics inherent in this territory will be inherent, which determine the choice of appropriate effective solutions . Such efficiency must be considered precisely from the standpoint of territorial development. Thus, the strategies of territorial development and development of the construction industry must take into account the means and ways of achieving the goals, as well as the corresponding indicators that will determine the realization of the main goal. Such indicators can belong to various organizational and technological principles of the construction process, types of structures and materials, techniques and technologies that reduce material intensity, labor intensity, energy intensity, as well as indicators that illustrate the level of investment and innovative efficiency of construction, which leads to a decrease in the cost of production, reduction of payback periods.

Управління будівельними відходами на принципах циркулярної економіки

It was determined that construction belongs to the fundamental structure of economic activity, that is, to the types of activity that are immanently inherent and ensure the existence of humanity. Analysis of the state of the construction industry in Ukraine at the beginning of 2022 revealed that the industry’s contribution to the creation of GDP in the last ten years did not exceed 3%, which is half the average figure in EU countries. It is emphasized that until 2022, the industry demonstrated positive dynamics (except 2013-2014); at the same time, no dependence was observed between the dynamics of the specific weight of the industry in GDP, physical volumes of construction, gross added value, and the contribution of the industry to the amount of taxes paid. A trend in construction industry entities’ organizational and legal structure was revealed: an increase in the number of enterprises and a decrease in the number of individual entrepreneurs. The peculiarities of taxation explain the trend and the institutional structure of Ukraine’s socio-economic and political environment. It is noted that the factors of demand, supply, and institutional environment influence the functioning and development of the construction industry. It was determined that the full-scale Russian military invasion caused enormous damage to buildings and infrastructure, one of the consequences of which was the actualization of the issue of disposal of construction waste. The thesis that construction and demolition waste management should be based on circular economy principles is substantiated. It is proposed to analyze the construction waste disposal process using A. Pigou’s concept of externalities: construction waste is a negative externality, the elimination of which is possible through state regulation using a system of instruments of institutional, administrative, and economic influence. It is noted that construction waste management based on the principles of the circular economy, considering positive foreign experience, will make it possible to effectively use limited financial resources, reduce the negative impact of waste on the environment, and create acceptable social conditions for people’s lives. IMPROVING THE ENVIRONMENTAL SAFETY OF URBAN SYSTEMS IN THE IMPLEMENTATION OF CONSTRUCTION ACTIVITIES ON THE BASIS OF SUSTAINABLE DEVELOPMENT

The article analyzes the main aspects of green building implementation as an element of promoting the achievement of sustainable development goals and improving the environmental safety of urbanized systems. The article highlights the sustainable development goals on which green building has a direct or indirect impact, indicating the criteria for improving the environment, promoting resource conservation and energy efficiency. Today, the construction industry in Ukraine is one of the largest polluters of the environment, along with industrial enterprises and transportation. That is why the issue of minimizing the construction industry's impact on the environment is relevant. To determine the real impact of a building on the environment, it is proposed to use innovative methods, such as life cycle analysis, which is a systematic approach to assessing the environmental and social impact of a building throughout its life, including design, construction, operation, and reconstruction/demolition. This analysis helps to determine the optimal construction solutions, taking into account the requirements of biosphere compatibility and sustainable development. The article describes the main advantages of green building. Green buildings use energy-efficient technologies and materials that help reduce emissions of harmful substances into the air and water. This helps to reduce environmental pollution and improve air quality. Green buildings often use solar panels, wind turbines, and other sources of renewable energy to help reduce dependence on fossil fuel consumption and ensure a stable energy supply. Green buildings aim to reduce the consumption of natural resources, such as water and wood, through the implementation of efficient resource management systems and the use of recycled materials. Green building can contribute to the development of sustainable infrastructure, such as efficient water supply, sewerage and urban transport systems, which ensures the sustainable functioning of urbanized systems. The article highlights the main concepts that contribute to improving environmental safety and achieving sustainable development goals: the use of energy-efficient materials and technologies, the use of renewable energy sources, reducing the consumption of natural resources, and promoting the development of sustainable infrastructure in urbanized systems. The author highlights the limited legal, regulatory and legislative framework for the implementation of green building as one of the elements for further analysis of the possibility of implementing European standards in state legislation. METHODOLOGICAL BASES FOR THE EVALUATION OF BUSINESS PROCESSES IN THE CONSTRUCTION INDUSTRY OF UKRAINE IN THE POST-WAR PERIOD

The purpose of the work is to develop a methodological approach to the evaluation of business processes of organizations in the construction industry of Ukraine in the post-war period. Methodology. In order to achieve the set goal, the following research methods are used in the work: theoretical generalization - for a deeper study of business process management issues; graphic – for building a methodical approach to the assessment of business processes in the construction industry of the national economy; system approach – when structuring indicators for calculating integral indicators of effectiveness and efficiency of a certain business process; matrix – for forming a matrix of evaluation indicators of effectiveness and efficiency of operational business processes of organizations in the construction industry. Results. The article presents a methodological toolkit for the analysis and evaluation of business processes in the construction industry of Ukraine. The proposed methodological approach provides for the identification of "bottlenecks" of certain business processes by calculating weighted average, integral and general indicators of effectiveness and efficiency. This makes it possible to assess the state of certain business processes of enterprises, as well as their totality, and to determine the priority of management actions for their improvement. Practical implications. Approval of the proposed methodological approach was carried out on the example of the organization of the construction industry. At the same time, within the framework of the proposed criteria (financial-economic, resource-production, external integration, organizational) a list of indicators was formed, taking into account the specifics of the activity of the construction organization. Evaluating the effectiveness and efficiency of business processes according to the specified criteria and indicators allows to monitor the current activity of the construction organization and evaluate the effectiveness of its functioning at any moment. The influence of certain groups of indicators according to each BSC criterion was evaluated and an integral assessment of the effectiveness and efficiency of the studied business processes was carried out. Calculations show that most of the operational business processes of the studied construction organization are performed with an average level of effectiveness and efficiency. The obtained value of the summarizing indicator of effectiveness and efficiency of the set of operational business processes of the construction organization indicates the average level of effectiveness and efficiency. Value/originality. It has been proven that information about the effectiveness and efficiency of the business process is the basis for management decisions by the management and is used for operational control of business processes, analysis and improvement of the activities of the construction organization.

Особливості впровадження Єврокодів в Україні

The paper highlights the importance of the implementation of Eurocodes in Ukraine and the development of its own national regulatory documentation in the field of building structures based on them and its alignment with world standards. The article analyzes a number of studies on the implementation of Eurocodes in Ukraine. A number of main European standards, which are the basis of Eurocodes, are considered. 10 European standards, EN 1990 - EN 1999, containing general approaches to the design of buildings and other construction works and construction products, and are basic in the formation of Eurocodes, were analyzed. The main concepts that are the basis of the Eurocodes are considered, namely safety, serviceability, fire resistance and strength of building structures and materials, requirements for their reliability, service life, durability and quality. The state of harmonization of domestic DSTU and DBN with Eurocodes was studied. unification and harmonization of various design and construction traditions of all EU member states led to their long-term development and implementation. Different environmental conditions and lifestyles in different Member States require flexibility in the national application of Eurocodes. The structure of the Eurocodes, the stages and features of their implementation in the European Community are described. The advantages of Eurocodes for their introduction into the national regulatory framework are revealed. The main provisions on the harmonization of national construction standards with Eurocodes and their implementation in the construction industry of Ukraine are highlighted. In order to bring the domestic construction industry to a new level, Eurocodes should become a standard for it. State norms, which will be adapted to European ones, will allow the introduction of the latest technologies and approaches, which will ensure the compliance of buildings and structures with modern world trends. It will also allow European investors to be attracted to our market, because their standards will serve as a certain guarantee for them that all regulatory provisions will be observed during construction design, and the construction object will be implemented in accordance with current European standards.

Conceptual approaches to state regulation of the construction industry: the experience of Ukraine and EU states

Ensuring sustainable development of the construction industry is one of the priorities of state policy, and in conditions of socio-economic and socio-political instability the relevance of this issue is particularly exacerbated. The purpose of the study is to substantiate the main conceptual approaches to the state regulation of the construction industry in Ukraine and the European Union. The study uses such methods of economic analysis as analysis, synthesis, abstraction, comparison, analogy, observation, monitoring, systematization, generalization, graphic and tabular analysis. As a result of the study it was established found that the state regulation of the construction industry consists of a complex of legislative and regulatory acts, through which the state has a regulatory influence and determines the main strategic priorities of the construction industry. Among the main problems of state regulation of the building branch weakness of institutional and legal provision, discrepancy of normative-legal and legislative acts to the norms of international and European law in the building sphere, imperfection of technical regulation of town-planning activity, process of licensing and technical supervision, and also insurance of building activity has been determined. It has been cleared out, that in European Union countries the state regulation of the building branch is more perfect and effective than in Ukraine.

CALCULATION METHODS OF MONOLITHIC REINFORCEDCONCRETE STRUCTURES WITH POST-TENSION REINFORCING ROPES

In Ukraine, the use of "post-tensioning" technology, which consists in the use of monolithic structures with pre-tensioned ropes, is growing. Domestic construction practice uses the term "prestressed reinforced concrete structures with tension of cable reinforcement on concrete." Post-tensioning technology is a modern approach to construction that allows you to create monolithic structures with great strength and stability. Its main advantage is the use of pre-tensioned ropes, whichprovide additional structural strength.In this article, the main methods of calculating such monolithic reinforced concrete structures are presented and the experience of using this technology in the construction of public buildings in Ukraine is presented.The use of prestressed reinforced concrete structures with the tension of cable reinforcement on concrete has numerous advantages. They are more durable, resistant to deformations and able to support large loads. Such structures are used in the construction of bridges, overpasses, high-rise buildings and other industrial and civil structures.Ukraine is increasingly adopting modern and efficient construction methods, which is confirmed by the increased use of this technology. This helps to improve the quality and reliability of building structures, and also ensures optimal use of materials and resources.In general, the article aims to promote the popularization, study and development of monolithic structures with pre-tensioning of cable reinforcement on concrete, as well as the creation of an appropriate regulatory and legal environment for their design and construction. This will help improve the quality and safety of building structures and ensurefurther progress in the construction industry of Ukraine.

Implementation of european regulations of green building in the construction industry of Ukraine

Construction is an example of anthropogenic activity that not only harms the environment, but often causes the destruction and even destruction of ecosystems. The threat is posed by all stages of construction from design and survey work to maintenance of the finished building and its disposal at the end of the housing cycle. By creating an additional environmental burden, the construction industry has a negative impact on human health. Instead of natural ecosystems, as a result of construction activities, urban areas are created – a zone of continuous development within the city or urban agglomeration. Whether the urban environment will be comfortable for a person or, on the contrary, a person will feel ecological discomfort depends on the work of architects, builders, and the quality of building materials. The ecological state of cities can be attributed to the global environmental problems of mankind. The desire to reduce the impact on the environment encourages the search for ways to improve, innovative methods, the latest technologies, safe for the environment and human health building materials. Current trends in the implementation of green building standards are promising for overcoming the environmental crisis of cities, and make it possible to reduce the impact of the construction industry on the environment. In order to accelerate the pace of implementation of aspects of "green building" it is necessary to implement European environmental standards in the legislation of Ukraine. The introduction of mandatory environmental certification of buildings at the legislative level (starting with new buildings) is one of the most important steps in this direction. The basis is the already popular and time-tested British international certification system BREEAM, the rating system for energy efficient and environmentally friendly buildings LEED (Leadership in Energy and Environmental Design, USA), or DGNB (Deutsche Gesellschaft für Nachhaltiges Bauen, Germany).

MODERN ECONOMIC AND ORGANIZATIONAL IMPERATIVES OF CONSTRUCTION DEVELOPMENT IN PROJECTS FOR THE ADMINISTRATION OF STRATEGIC CHANGES IN ENTERPRISES

The article is devoted to the study of modern concepts that influence the cognitive mechanisms of project management in construction. The conducted analysis proved that obtaining a greater effect from the use of the knowledge of the participants in the implementation of the construction project is possible under the condition of the joint implementation of three modern concepts: enterprise integration, information modeling in construction and big data management. In addition to an effectively working communication system within the project, an important condition is the availability of effective knowledge management tools. Knowledge management tools are technologies used to improve and ensure the implementation of knowledge management sub-processes. Information modeling technologies in construction can become an important tool for analyzing big data, generating information and knowledge, because after the completion of each stage of the implementation of a construction project, large data sets remain. Accumulated data can be a corporate asset, the acquisition and use of which allows you to make better forecasts and make the right management decisions. In addition, the knowledge that arose in the project and was tested by practice can be considered more reliable in comparison with data from experiments or simulations, because they contain more fundamental knowledge about reality. The developed methods and models allow: solving the task of choosing the optimal network organizational structure based on the criterion of maximum efficiency in the use of information connections between project participants; carry out an assessment of the effect of the joint introduction of information modeling in construction and the integrated implementation of the construction project; to carry out a comprehensive study and optimization of the information and communication network of the participants in the implementation of the construction project; start the process of introducing information modeling in public procurement in the construction industry of Ukraine. The obtained results can be used by scientific institutions, enterprises and organizations - key participants in the implementation of construction projects, authorities at various levels, and also form the basis for further theoretical, methodological and applied research.

The construction industry is a strategically important component in the development of the national economy and the development of the country's social infrastructure. The variability of the conditions of production activities of construction companies leads to fluctuations in physical and financial results obtained by enterprises. The relevance of the topic is emphasized by the importance of the development of the construction industry due to its impact on the efficiency of the functioning of the entire economic system in the country. The issue of financing the construction industry requires special attention. The level of investment in construction determines the ability of enterprises to receive a number of benefits. To create a favorable investment climate in Ukraine, it is necessary to develop real financial and credit mechanisms to stimulate industrial and housing construction in order to increase the competitiveness of the industry. The analysis of capital investments in construction in comparison with other spheres of activity for three years is carried out. Deterioration of the situation in 2020 compared to previous periods has been identified. To determine the prospects of the construction industry, the index of business activity of construction companies in 2021 was considered. In connection with the change in the level of investment, its relationship with the index of construction products is considered. Identified similar trends in the change of these indicators. Assumptions are made about the impact of inflation on the volume of construction output and its corresponding reflection on the index of construction output. Factors that hinder the activities of construction companies are listed. The increase in the cost of construction works due to higher prices of raw materials was especially noted. The measures taken by the government to create an attractive investment climate in Ukraine are indicated. The need for more thorough development of strategies for attracting domestic and foreign investors in the construction industry of Ukraine and finding new sources and forms of financing was also noted.

CONSTRUCTION INDUSTRY OF UKRAINE: CONSEQUENCES OF THE PANDEMIC AND PROSPECTS FOR FURTHER DEVELOPMENT

The article is devoted to the analysis of the functioning of the construction industry in Ukraine. The aim of the article is to analyze and assess the current state of the construction industry of Ukraine, the financing of state housing programs and compare on this basis the domestic construction sector with European trends in real estate. The study found that the biggest decline in 2020 was in the housing construction sector, while the volume of construction of non-residential buildings has not changed, and the construction of engineering structures is even ahead of the pace of 2019. It is established that in 2020 the trend of reducing funding for public housing programs, including the program «Mortgage Available 7%», launched in March 2021. It was established that in most EU countries the mortgage rate does not exceed 3%, which is much lower than the preferential 7% in Ukraine. It was found that industry expects rising prices for construction products, coinciding with the European trend housing prices. Thus, the pandemic 2020 posed several challenges to the construction industry, but also opened new prospects for further development of the industry: new materials, 3D printing, information modeling technology, decarbonization, energy efficiency. And Ukraine has every chance not to stay away from the latest trends in the construction industry. Domestic construction companies do not stay away from the latest technological trends in real estate. Thus, changes to the Procedure for developing project documentation for the construction of facilities that allow the use of VIM technology have come into force. This opens extremely wide opportunities for designers. In Ukraine, there are projects where the principle of mixed-use development is implemented – a combination of residential, commercial, and industrial sectors in one space, energy-efficient technologies are increasingly used, and some new buildings are certified according to BREEAM, LEED and ActiveHouse standards, combining environmental friendliness, energy saving and comfort. BALANCED SCORECARD OF SAFETY-ORIENTED MANAGEMENT FOR THE CONSTRUCTION INDUSTRY ENTERPRISES

The article is devoted to the study of the theoretical and methodological foundations for the development of a balanced scorecard for ensuring safe-oriented management of enterprises in the construction industry. The subject of the research is a set of theoretical, methodological and practical aspects to ensure the formation of the balanced scorecard development to ensure safe-oriented management of enterprises in the construction industry. The purpose of the article is to develop theoretical and methodological provisions and substantiate practical recommendations for the formation of a model of a balanced scorecard for ensuring safe-oriented management of enterprises in the construction industry, taking into account the interests of all groups of stakeholders. Objectives of the work: to analyze modern trends in the development of enterprises in the construction industry in Ukraine; to generalize approaches to the definition of the concept of safety-oriented management; explore and organize the elements of safety-oriented management; to develop a model of a balanced scorecard for ensuring safe-oriented management in the corporate security system of enterprises in the construction industry. In the course of the study, the following methods were used: abstract-logical analysis, theoretical generalization and systematization, system analysis. The paper analyzes the dynamics of the development of enterprises in the construction industry in Ukraine in the context of the introduction of quarantine measures related to COVID-19. Factors constraining construction activities have been identified, which include financial constraints, insufficient demand, labor shortage, and weather conditions. Approaches to the definition of security-oriented management have been generalized and the definition of security-oriented management in the corporate security system has been improved. The elements of safety-oriented management are systematized with the specification of such components as risk assessment, development and implementation of security policy, definition of requirements, establishment of control and monitoring of the external and internal environment. A model of a balanced scorecard for ensuring safe-oriented management of enterprises in the construction industry has been developed. Conclusions. In the course of the study, the expediency of forming a balanced system of indicators for ensuring safe-oriented management of enterprises in the construction industry was substantiated, taking into account the dynamics of the performance of construction work during 2019-2021. The elements of the system of safe-oriented management are presented in detail and the expediency of the formation of a balanced system of indicators for ensuring the safe-oriented management of enterprises in the construction industry is substantiated. The sequence of the formation of a balanced scorecard for ensuring safety-oriented management is detailed with the specification of a scorecard for assessing strategic goals for the components of a balanced scorecard: finance, customers, internal business processes, training and development.

CLASSIFICATION OF LEVERAGES OF STATE REGULATION OF THE CONSTRUCTION SECTOR OF RESIDENTIAL REAL ESTATE

The construction industry in Ukraine is an important component of social production and a key basis for improving the quality of life and accelerating innovative economic development. State regulation of the construction sector of residential real estate can be carried out with the help of certain leverages. The effectiveness of public policy depends on the correct choice of a leverages or a combination of several tools. State regulation of the construction sector of residential real estate can be carried out with the help of certain leverages. The purpose of the study is scientific and theoretical substantiation of the leverages essence and leverages classification generalization of the construction sector state regulation in residential real estate, considering their impact. According to the results of the study, the peculiarities of the state regulation leverages of the construction sector in residential real estate are given and the concept of «leverages» is clarified, by which they are understood the means of direct and indirect influence of state authorities and local governments within their powers through the prism of the regulatory field in the context of the implementation of state housing policy. The leverages have the following characteristics: 1) the basis for the use of leverages is regulatory and legal support; 2) state regulation leverages are aimed at a specific object, process to achieve a certain result; 3) are used by public authorities and local governments. The prospect of further research may be to determine the impact of environmental factors on the use of leverages of state regulation of the construction sector of residential real estate.
