Legal basis for the implementation of information and innovative technologies in the field of medical care

The article considers the legal aspects of the introduction of information and innovative technologies in the field of medical care and the relevance of the application of information technologies in the field of medical care. The use of new information and innovative technologies will ensure the objectivity of data, contribute to the efficiency of service provision and increase the efficiency of information transfer. The introduction of information and innovative technologies includes three main stages: obtaining primary information (knowledge and technical skills) about technologies, organizing the implementation of technology with the resolution of logistical, legal, financial and personnel issues of service provision, and then after implementation - supporting organizational measures taking into account the introduced technology. The term «medical service», which is first defined in law, is disclosed. A medical service is a service provided to a patient by a health care institution or an individual entrepreneur who is registered and has a license to conduct activities in the medical field, is carried out in accordance with the procedure established by law and is paid for by the customer. The feasibility of using the latest technologies in the medical field is revealed, these include: nanotechnology, biomedical research in combination with mathematical and computer modeling, microanalysis of biological fluids and tissues, creation of artificial organs and tissues. The main areas of application of modern information technologies are: medical information system, telemedicine, medical diagnostics, expert systems, medical equipment and computer systems, innovative technologies in the treatment process, scientific research in medicine. Methods of using the latest technologies in the organizational process are described, namely: the use of interactive technologies, special software and web servers, electronic platforms, creation of an electronic database, etc. The possibilities of innovative technologies are investigated and characterized. «Law on Health Care» dated 19.11.1992 No. 2801-ХІІ and other laws, regulatory legal acts regulate public relations in the field of health care, the legal aspects of the introduction of information and innovative technologies are considered in Law No. 2807-IX dated 01.12.2022 On the National Informatization Program. The use of laws for conducting activities in the medical field is described.

Data-Driven Technologies for Energy Optimization in Smart Buildings: A Scoping Review

Data-driven technologies in smart buildings offer significant opportunities to enhance energy efficiency, sustainability, and occupant comfort. However, the existing literature often lacks a holistic examination of the technological advancements, adoption barriers, and business models necessary to realize these benefits. To address this gap, this scoping review synthesizes current research on these technologies, identifies factors influencing their adoption, and examines supporting business models. Inspired by the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines, a structured search of the literature across four major databases yielded 112 relevant studies. The key technologies identified included big data analytics, Artificial Intelligence, Machine Learning, the Internet of Things, Wireless Sensor Networks, Edge and Cloud Computing, Blockchain, Digital Twins, and Geographic Information Systems. Energy optimization is further achieved through integrating renewable energy resources and advanced energy management systems, such as Home Energy Management Systems and Building Energy Management Systems. Factors influencing adoption are categorized into social influences, individual perceptions, cost considerations, security and privacy concerns, and data quality issues. The analysis of business models emphasizes the need to align technological innovations with market needs, focusing on value propositions like cost savings and efficiency improvements. Despite the benefits, challenges such as high initial costs, technical complexities, security risks, and user acceptance hinder their widespread adoption. This review highlights the importance of addressing these challenges through the development of cost-effective, interoperable, secure, and user-centric solutions, offering a roadmap for future research and industry applications.

Property Virtual Objects within the Scope of Regulation of Property Crimes

In online games, the legal attributes of virtual objects such as equipment, skins, pets, etc., have always been a controversial focus in judicial practice. Regarding the fundamental attributes of these virtual objects, there are two different paths of identification: "property" and "data", leading to disagreements between property crimes and data crimes such as illegally obtaining computer information system data. On the one hand, the traditional concept of property focuses on physical property, making it difficult for virtual objects to fall within the narrow scope of property in criminal law. On the other hand, some scholars and judicial practices believe that although virtual objects in online games do not have a physical existence in the traditional sense, they possess certain market value and disposability, and their status as virtual property should be acknowledged. Based on this, this paper argues that although online game virtual objects cannot fully conform to the definition of traditional "property", they have usage interests for players. The economic value and transactional attributes they display are consistent with the characteristics of property interests. By incorporating property interests, virtual objects on the internet can receive appropriate protection under the framework of criminal law. This expanded interpretation can effectively regulate and combat criminal acts involving virtual objects on the internet.

Sire mating advice framework for cattle to recommend which beef bull to mate to individual dairy females.

A decision support tool or system is a computerized information system used to support decision-making in a business; one central component to profitable dairy cattle production systems is the appropriate mating of bulls and females. While tools have been described to aid mating decisions between dairy bulls and dairy females, or between beef bulls and beef females, there is a void of such tools that recommend which beef bull to mate to individual dairy females. The objective of the present study was to develop and validate a framework, founded on linear programming, to aid herd-level mating decisions where the bull-female mating is tailored based on complementarity and compatibility of both mates; consideration in the process was given to the genetic merit of both mates for a series of traits as well as the life history of the female herself. Traits considered in the linear function to be maximized in the linear programming procedure were those related to calving performance traits (i.e., calving dystocia, perinatal mortality and gestation length) and subsequent beef performance (i.e., docility, feed intake, and carcass merit); each trait was weighted in the linear function by its respective economic importance. First, a calibration and validation data set from a national database were generated using data truncated on calendar year to validate predictions of progeny performance. Expected performance of progeny was based on a combination of estimated genetic merit and non-genetic effects which would be available at the time of mating. The direction of the associations in the validation population was in line with expectations and, in many instances, the extent of the association was close to expectation. Using real dairy cow data of 284,334 cows from 1,535 herds, 6 randomly chosen candidate beef bulls of multiple breeds were selected per herd for mating assignments to all cows, each with an equal number of matings. Bull-cow matings were assigned either at random or using the developed linear programming framework. While the mean expected genetic merit of the hypothetical progeny was the same for both scenarios (as expected), the bull-cow assignments proposed by the linear programming mating framework were assortative in nature. Bulls with a greater genetic risk of dystocia in their progeny were, on average, recommended for mating to cows that, genetically, were less likely to experience calving dystocia based on their direct and maternal estimates of genetic merit. Similarly, where possible, bulls that genetically were expected to produce, on average, heavy and more conformed carcass progeny were mated to cows whose progeny were expected to have lighter and less conformed carcasses based on the genetic merit inherited from the cow. A case study of one large dairy herd illustrating in more detail how the linear programming-based mating algorithm operates is also presented especially in relation to assortative mating for calving dystocia and carcass merit. The validated linear programming-based mating decision support tool presented in this study describes a digital framework for aiding decision making in beef-on-dairy herd breeding programs.

ФОРМАЛІЗАЦІЯ ВЗАЄМОЗВʼЯЗКІВ МІЖ СИСТЕМОЮ-ДАВАЧЕМ І СИСТЕМОЮ-КОРИСТУВАЧЕМ НА ОСНОВІ СТРУКТУРОВАНИХ ДАНИХ ДЛЯ КОНСОЛІДОВАНОЇ ОБРОБКИ

The tasks of consolidated processing of signals, data and information are inevitable because of the development of forms and methods of armed struggle. In systems of systems with flexible architecture, the set of input data will always be different, which makes the task of consolidated information processing in each application case unique. The formalization of the stages of the consolidated processing is the first step to look for an effective information technology for additional aspects in the relevant system of the basic methods and technologies. Modern weapons include computer information systems in which heterogeneous structured and unstructured data are generated and/or stored. The structured datasets are analyzed in a hierarchical multi-positional surveillance system. The article emphasizes information redundancy in the system due to the presence of non-informative or low-informative datasets from the point of view of the functional purpose of the data system. Distinctive features in each of the formalized datasets in the multi-positional surveillance system are also characterized, in particular, data related to registration within the system and data related to an event outside the system are distinguished. Taking into consideration the capabilities of machine learning systems and other artificial intelligence technologies, a place for such data operations as cleaning, classification, augmentation, correlation analysis, etc. is shown and it is the basis for the development of data post-processing algorithms. The design of effective IT for additional implementation in a hierarchical multi-positional surveillance system for the purpose of processing structured data and improving the characteristic description of the situation due to the consolidation of information and data will allow us to increase the effectiveness of functional systems and weapons samples in general.

ERGONOMICS AS A FACTOR IN ENSURING SAFETY DURING THE OPERATION OF CONSTRUCTION MACHINES ON THE EXAMPLE OF EXCAVATORS

Problem statement. To improve the safe working conditions of excavator operators, it is important to effectively manage ergonomic quality indicators, increase the reliability of excavators, and improve the sanitary and hygienic conditions and comfort of operators. The set of ergonomic indicators of the operator–excavator system, including controllability, occupancy, serviceability, masterability and manufacturability, defines the concept of ergonomics (a criterion category of quality management that is also considered as an object of management). Changes in construction affect the efficiency of the operator-excavator system, taking into account specific production and technical, natural and climatic, and socio-economic conditions. The re-equipment of construction sites with new generation excavators equipped with modern control, computer information and diagnostic systems, hardware and software for data transmission, processing and analysis not only improves the efficiency of construction work but also changes the safe nature of human-machine interaction. The purpose of the article. Ensuring safety during the operation of construction machines (excavators), taking into account ergonomics criteria, which is an urgent scientific task, the solution of which will improve working conditions and increase the efficiency of excavators. Conclusion. The conducted research has shown that the ergonomic component “man – machine – environment” on the example of improving excavators allows to increase the safety of machines and improve the working conditions of construction machine operators. The use of the mathematical apparatus of fuzzy set theory to evaluate and manage the ergonomics of excavators is due to the nature and specificity of the functioning of the elements of the “operator–excavator” system. Information about the system elements can be represented by subjective opinions or judgements, inaccurate data or errors in measurements and parameter calculations. Therefore, it is necessary to use mathematical tools that take into account quantitative and qualitative information presented in linguistic form.

Applying a Critical Review of an Online Platform for Nurse Practitioner Regulatory Assessment Using a Human Factors Approach.

Using human factors approaches such as usability and usefulness in the evaluation of computerized information systems is key to the successful adoption for end users. Usability is associated with measuring the ease of use of a system, whereas usefulness is concerned with the accuracy and currency of the system content. At the British Columbia College of Nurses and Midwives, the nurse practitioner peer review incorporates the use of an online platform as part of the assessment process. The technology within this system has experienced challenges since its original deployment in 2012, particularly from an end user perspective. As such, it was important to conduct an evaluation in order to clearly identify the issues and develop recommendations and requirements for enhancements and improvements. A recognized usability evaluation methodology was selected including usability inspection as well as usability testing to ensure a thorough and comprehensive approach to this work. This approach proved highly effective in uncovering system issues within the regulatory health professions domain. Overall, usability evaluation methods were integral to meeting the objectives of this article and in demonstrating the value of applying human factors approaches in this context.

Intensity of nursing work in a primary healthcare center: An observational study

In the sphere of occupational intensity, nursing stands recognized for its inherently demanding nature, marked by a rapid succession of tasks. Our primary aim was to assess the level of job intensity within nursing by analyzing the frequency and duration of activities performed by nurses, instances of task overlap, and the distribution of break times within a primary healthcare center. This study was conducted using a descriptive working method. Nursing activities were recorded with the observation of six nurses, each monitored for 37.5h. We used the Maribor System for measuring Quantity in Nursing Care in Primary Health Care Settings to measure the nursing care activities about direct patient care, indirect patient care, and other unproductive aspects through direct non-participant observations. About 41.5% (n=1,640) of all nursing activities involving direct contact with patients, about 38.2% (n=1,508) was indirect patient care, where a large amount worked with paper files (n=666, 16.9%). In addition, about 15.0% were other nursing activities (mostly computer work), and just 5.3% (n=210) of tasks were unproductive. The observational findings indicate a pronounced level of work intensity experienced by nurses in primary health clinics. Significantly, nurses were predominantly engaged in direct patient care tasks, often managing multiple activities simultaneously. Their transitions between tasks occurred approximately every 3min, frequently without adequate intervals for breaks. This study highlights the need to shift nurses' focus from a task-centric approach to one centered on patient care. The prevailing emphasis on tasks may contribute to enduring fatigue and professional dissatisfaction. Consequently, there is an urgent need to redefine the scope of a nurse's role and implement a comprehensive computer information system as an integral part of this redefined approach.

The high importance and criticality of the efficiency and reliability of the functioning of modern computer information systems require efforts to ensure them, which are no less, than the efforts to develop the systems themselves. Offline and online monitoring and testing of computer information systems, which are often used to ensure efficiency and reliability of functioning, involve the development and implementation of appropriate hardware, software and information tools, as part of automated technical diagnostic systems. Features of both the computer information systems themselves and the means of monitoring and testing are their network distribution, autonomy and at the same time cooperation of all their components. Such features appear already in the system-functional presented systems and impose requirements for a special analysis of all their properties and functions, in that case also energy ones. The proposed work is focused on the implementation of energy-behavioral monitoring and testing of computer information systems, defines a formal presentation of a special analysis of the relevant hardware and software tools and is based on asynchronous-event models of extended Petri nets and behavioral experiments. This representation is based on models of energy-behavioral specification and testing, parallel, associative-evolutionary methods of monitoring and testing with the accumulation of blanks and results that differ in special features. The proposed presentation makes it possible to create a new system energy-behavioral technology for monitoring and testing computer information systems.

However, there are still some issues in practical applications that need to be overcome. This paper summarizes experiences and studies the current application status and problems of big data technology in computer network information security, hoping to provide assistance for future practical work.

Identification of digital device hardware vulnerabilities based on scanning systems and semi-natural modeling

Objectives. The development of computer technology and information systems requires the consideration of issues of their security, various methods for detecting hardware vulnerabilities of digital device components, as well as protection against unauthorized access. An important aspect of this problem is to study existing methods for the possibility and ability to identify hardware errors or search for errors on the corresponding models. The aim of this work is to develop approaches, tools and technology for detecting vulnerabilities in hardware at an early design stage, and to create a methodology for their detection and risk assessment, leading to recommendations for ensuring security at all stages of the computer systems development process.Methods. Methods of semi-natural modeling, comparison and identification of hardware vulnerabilities, and stress testing to identify vulnerabilities were used.Results. Methods are proposed for detecting and protecting against hardware vulnerabilities: a critical aspect in ensuring the security of computer systems. In order to detect vulnerabilities in hardware, methods of port scanning, analysis of communication protocols and device diagnostics are used. The possible locations of hardware vulnerabilities and their variations are identified. The attributes of hardware vulnerabilities and risks are also described. In order to detect vulnerabilities in hardware at an early design stage, a special semi-natural simulation stand was developed. A scanning algorithm using the Remote Bitbang protocol is proposed to enable data to be transferred between OpenOCD and a device connected to the debug port. Based on scanning control, a verification method was developed to compare a behavioral model with a standard. Recommendations for ensuring security at all stages of the computer systems development process are provided.Conclusions. This paper proposes new technical solutions for detecting vulnerabilities in hardware, based on methods such as FPGA system scanning, semi-natural modeling, virtual model verification, communication protocol analysis and device diagnostics. The use of the algorithms and methods thus developed will allow developers to take the necessary measures to eliminate hardware vulnerabilities and prevent possible harmful effects at all stages of the design process of computer devices and information systems.

Optimisation of Inventory Management Through Time Series Analysis of Inventory Data with Double Exponential Smoothing Method

Stock forecasting is very useful for companies in knowing the trend of inventory needed in the next period, with time series data often forecasting can be a solution in supporting decision making. Excess or lack of stock of goods is often caused by a less than optimal record management process and often relies on personal intuition. In this study, the Double Exponential Smoothing method is applied in analyzing time series data and forecasting stock data. This method is used because it is in accordance with the company's sales data which is up and down. In addition, this forecasting calculation does not escape the error rate of forecasting calculations, therefore this system is also supported by the MAD (Mean Absolute Deviation), MSE (Mean Square Error) and MAPE (Mean Absolute Percentage) methods to calculate the error rate of the forecasting results. The forecasting results show that this method is able to provide fairly accurate predictions with a MAD value of 5.2475, MSE of 43.009, and MAPE of 26.307%. By using DES, companies can perform better stock planning, reduce the risk of over- or under-stocking, and improve inventory management efficiency. The DES method is proven to be flexible and easy to implement in computerized information systems, so it is recommended to be used more widely in corporate inventory management.

This study uses a systematic literature review. The results to find out the research aimed at the results of system development, the role of users of accounting information systems, analyze the impact of accounting system performance and the user's ability to work on projects, and provide empirical evidence. This research method uses the systematic review method (SLR) to analyze journals and articles. In addition, the purpose of this study is to determine the impact of user understanding level, peak management support, and user interest in performance. By analyzing journals and articles published between 2015 and 2024, the study focuses on the impact of key management systems that help users participate in the performance of accounting systems. Fifty journals are used as sources in this journal research. The impact of the accounting information system and the user's ability depends on the business's motivation for the process. RESOURCES’ IDENTIFICATION IN EDUCATION SYSTEMS

The use of computers and internet for sharing information has proved to be reliable and cost-effective. Therefore, use of ICT in education systems is likely continue increasing in contributing to the efficiency of educational record keeping. However, it is necessary to secure computer equipment and information systems. Consequently, proactive measures to ensure security of data in education system is extremely important. This means education systems administrators, education policy makers and stakeholders need to have standard safety measures. The core governing principle for good standing information security posture in modern organization is confidentiality, integrity and availability (CIA). First, confidentiality is make data available or disclosed to authorize users only. Second, integrity is to preserve the accuracy and completeness of data both at rest and on-transit. Third, availability is to make information in education systems timely and reliably accessible to authenticated and authorized users. These security goals relies on adequate identification system. Identification is the key that verifies the authenticity of users and evaluate if a user is authorize to access the system. This paper provide identification technologies for both human and material resources in education systems. Since education data are stored in database, identification is a fundamental aspect of database system to create, retrieve, update and delete a record. El derecho informático y la influencia en los sistemas de información: un análisis bibliográfico bajo la perspectiva jurídica y tecnológica en Ecuador

This research focused on computer law and information systems in Ecuador. The aim was to analyze the legal and technological perspectives of computer laws and their influence on information systems in the Ecuadorian context. A PRISMA review protocol was established to obtain the bibliography, and advanced techniques such as Word2Vec and cosine similarity analyses were applied to two different linguistic corpora (Spanish and English). Hierarchical dendrograms provided a visual representation, highlighting groups of articles and the complexity of the relationship between computer law and information systems. The comparison between the corpora showed similarities and differences, such as the more marked connection between two of the articles in the Spanish corpus. The study revealed a significant connection between computer law and information systems, underscoring common themes such as cybercrime, data protection, and intellectual property. Links supported by Ecuadorian legislation were identified in areas such as software protection and e-commerce. However, the need to effectively implement the laws and broader international cooperation to address challenges such as cybercrime is emphasized. The study demonstrated disparities and connections between Ecuador's computer law and information systems. The need to adopt an interdisciplinary approach for future research is underlined.

The Effect of Electronic Banking on the Performance of Deposit Money Banks Listed in Nigeria

Despite the relatively recent arrival of electronic commerce in Nigeria, its popularity is snowballing. Over the years, it has steadily risen, advancing rapidly throughout the spectrum of financial intermediation and markets. Having a high-speed telecommunications network or a computerized information system has undoubtedly allowed banks to deliver new products and services by using new channels. In this study, we aimed to determine whether electronic banking affects the performance of Nigeria’s deposit money banks. We examined the audited financial statements of 10 deposit money banks listed on the Nigerian Stock Exchange in 2011–2020 to extract secondary data. As well as journals, textbooks, and the CBN Bulletin, other public resources were used for the study. The findings revealed that e-banking had a positive and significant effect on the performance of listed Deposit Money Banks in Nigeria, as measured by Automated Teller Machines (ATMs), Point of Sales (POS), Internet Banking (IB), and Mobile Banking (MB), as measured by return on equity (ROE) and return on assets (ROA) (ROA). On the other hand, e-banking does not significantly affect Earnings per Share (EPS). The study recommends that for effectiveness in electronic banking, there should be rigorous campaigns and awareness for clients to patronize e-facilities. Banks should further invest in Information technology given the disruptive trend of emerging financial solutions in Fintech.

Design of an information-computer system for the automated modeling of systems for automatic orientation of production objects in the machine and instrument industries

An information-computer system has been developed for the automated modeling of systems for automatic orientation of production objects, which is one of the most important and complex creative flexible production systems of machine and instrument engineering. The proposed information-computer system for automated modeling of systems of automatic orientation of production objects is an effective tool for solving an important task of a scientific and applied nature. Its use makes it possible to increase the speed and efficiency of information processing and to make correct and well-founded decisions when determining the composition and method of organization of systems of automatic orientation of production objects. The structure of this information-computer system is a specific set of software and hardware and information and telecommunication tools and interactive functional modules. This structure reproduces a certain paradigm that conditions the integrity and integration of the information-computer system for automated modeling of systems for automatic orientation of production objects in flexible production systems. In addition, uniformity, extensibility, the possibility of modernization and changeability of software components, protection of information from unauthorized access and preservation of commercial secrets are ensured according to international criteria for evaluating the protection of the computer system. Neuro-fuzzy network information processing and computer vision algorithms have been implemented for automatic identification of production objects and orientation devices, which are components of automatic orientation systems of production objects.
