Study on the Participation of Environmental Protection NPO in Air Pollution Prevention and Control

Environmental NPO can effectively make up for the absence of government i n the prevention and control of air pollution, and play an important role in environmental protection rights protection, citizens' awareness of environmental protection, environmental conflict regulation and environmental protection international cooperation. At the same time, there are some problems in the participation of environmental protection NPO in the prevention and control of air pollution. In this study, 36 environmental protection NPOs were selected from East, central and Western China by using probability random sampling method, and analyzed by means of triangulation and in-depth inter views. There were some problems in the current environmental protection NPOs' participation in air pollution prevention and control, such as low professional level, lack of organizational resources, laws and regulation lagged, lack of external supervision and voluntary participation. Therefore, it is necessary to further strengthen the professional capacity building of environmental NPO, improve the laws and regulations system, optimize the internal self-discipline mechanism and external supervision mechanism, and construct the integrity evaluation system and information disclosure system, so as to effectively play the role of environmental NPO in environmental protection, and promote the construction of a community of human destiny to deal with climate change.

Assessment of Environmental Degradation Costs: A Case Study of Beijing and Tianze Agricultural Parks

Nowadays, the community of human destiny has gradually become the consensus of people. The pursuit of economic benefits and the neglect of ecological benefits will bring serious consequences. Therefore, predicting the cost of environmental degradation for managers is an urgent problem we need to solve.We establish a mathematical model to predict the cost of environmental degradation. And we ignore some insignificant factors and choose seven factors as indicators in our model under the consideration of actuality. To make the model more intuitive, we transform environmental degradation costs into ecosystem services values and calculate the value of each service in the ecosystem separately. At the same time, we use Analytic Hierarchy Process to calculate the weight of each service according to the judgment matrix. Then we introduce a concept in economics “Weighted Average Cost of Capital (WACC)”. Hence, we can derive the final cost of environmental degradation. Next, we take Beijing’s construction as an example of a large national project and Tianze agricultural park as an example of a small community-based project to estimate their respective degradation costs.As for the effectiveness analysis, we use polynomial 7-th approximation to fit curve and prove its effectiveness successfully. According to the data we get from fitting curve, we analyze the ideal environment level of 2020. The result shows that land use projects exist many shortcomings and we give land use project planners and managers some advice to help them reach the ideal environment level in 2020.Since ecosystem service valuation is pretty complex and some indicators are influenced by humanity factor, we cannot ensure the accuracy of our calculation. We improve our model and add fuzzy mathematic method into AHP. By using Fuzzy Analytic Hierarchy Process, we can let the weight change automatically over time. Therefore, we success in improving our model and adding time factor into our improved model.Finally, we analyze our works and then discuss strengths and weaknesses of our model.

Impact of market misallocations on green TFP: evidence from countries along the Belt and Road.

Based on the idea of a "Community of Human Destiny," the Chinese government proposed the "Belt and Road" initiative, and clearly proposed to promote green development and strengthen ecological environmental protection. However, a considerable number of countries are resource-rich economies with serious market misallocations. Using the stochastic frontier analysis (SFA) combined with the directional distance function (DDF) framework, this paper measures the green total factor productivity (GTFP) and its items (i.e., technical change and efficiency change) of 33 countries along the Belt and Road in 1995-2012, and then the impact of market misallocations on GTFP is analyzed. The following conclusions are drawn: (1) The main driving force for GTFP promotion in Asian countries came from technical change, while in European countries, it came from efficiency change. (2) Market misallocations had significantly hindered the GTFP of these economies. Countries with greater market misallocations have smaller GTFP. (3) Results based on counterfactual measures showed that GTFP could be increased by up to 4.04% and the average can be increased by 1.24% after eliminating market misallocations.

Optimization of CCUS Source-Sink Matching for Large Coal-Fired Units: A Case of North China

Climate change has become an important part of the human destiny community, China faces dual pressures both at home and abroad for carbon dioxide (CO2) emission reductions, and the clean coal utilization and low-carbon development in China will be the key development direction in the future. This study takes the city or country with a coal-fired unit above 300 MW in North China as a CO2 source and the basin in North China and its surrounding area as a CO2 sink, and estimates distances between sources and sinks by ArcGIS. Through modelling and optimizing the cost of carbon capture, utilization and storage (CCUS) source-sink matching for North China in the next 30 years, it results that the best solution for source-sink matching is obtained, the total CO2 capture volume from coal-fired power plants reaches approximate 22.8 billion tons, the total CCUS cost is about $1.78 trillion, the unit cost is about $78/ton CO2, and the CO2 transport pipeline network is about 52,876 km, which provides a data support and methodological reference for further research on China’s CCUS source-sink matching.
