Community engagement and power dynamics in conservation philanthropy grant making.

Funding decisions influence where, how, and by whom conservation is pursued globally. In the context of growing calls for more participatory, Indigenous-led, and socially just conservation, we undertook the first empirical investigation of how philanthropic foundations working in marine conservation globally engage communities in grant-making decisions. We paid particular attention to whether and how community engagement practices reinforce or disrupt existing power dynamics. We conducted semistructured remote interviews with 46 individuals from 32 marine conservation foundations to identify how conservation foundations engage communities in setting their priorities and deciding which organizations and projects to fund. We found that community engagement in foundation decision-making was limited in practice. Eleven of the 32 foundations reported some form of community engagement in funding decisions. Two of these foundations empowered communities to shape funding priorities and projects through strong forms of engagement. Many engagement practices were one way, one time, or indirect and confined to certain points in decision-making processes. These weaker practices limited community input and reinforced unequal power relations, which may undermine the legitimacy, equity, and effectiveness of conservation efforts. We suggest that foundations aim for stronger forms of community engagement and reflect on how their grant-making practices affect power relations between foundations and communities.

272 Engaging Michigan’s Rural, Upper Peninsula Community in Translational Science to Advance Community Engagement Among Nonprofits

OBJECTIVES/GOALS: The Michigan Institute for Clinical & Health Research (MICHR) Community Engagement (CE) Program fosters translational science and community-engaged research (CenR) through education, connecting, supporting, and funding efforts and opportunities. METHODS/STUDY POPULATION: In Michigan’s Upper Peninsula, CE partnered with the Michigan Health Endowment Fund to develop a 3-hour workshop that consisted of a panel discussion on best practices of community engagement and a presentation on community engaged nonprofit management. The workshop was designed from mapping 60 participants’ pre-workshop survey findings and reviewing themes from a planning meeting transcript with six community partners. Key themes that emerged included participatory budgeting, collaborative governance, communications, and community planning. RESULTS/ANTICIPATED RESULTS: A mix methods post-workshop evaluation feedback survey was completed. The 9-item survey assessed workshop content, satisfaction, and knowledge gained using a Likert scale as well as opened questions about key takeaway and value added. Quantitative results to be analyzed. Qualitatively, some participants described the workshop as helpful and thoughtful about how to strengthen community engagement within their organizations. Others expressed a desire for more time. Regarding impact, CE received an uptake in consultations and inquiries into statewide pilot grants. The workshop facilitated new collaborations with philanthropic and community organizations serving the Upper Peninsula. DISCUSSION/SIGNIFICANCE: Lessons learned highlight trust, understanding community culture, and moving slowly in a newly formed collaboration. The approach utilized in the Upper Peninsula can inform translational methods for additional partnerships underway across the state of Michigan.

Community School Implementation in Rural Vermont

This study highlights the Community Schools (CS) implementation experience of five rural Vermont schools. Principals and CS coordinators participating in a state-funded program aimed at CS establishment were interviewed to understand better their experience with implementing a school/district-wide policy and reform effort. Findings suggest several elements play a critical role in the successful implementation of rural CSs, including leveraging already-present community engagement practices, school leader embodiment of CS values/mentality, as well as collaborative leadership practices that broaden participation and level the field for all parties involved. Implications for community school implementation within rural contexts are discussed.

SUSTAINABLE SUPPLY CHAIN PRACTICES: A REVIEW OF INNOVATIONS IN THE USA AND AFRICA

This paper provides a comprehensive overview of sustainable supply chain practices, focusing on innovative initiatives in both the United States (USA) and Africa. As the global community grapples with environmental challenges and seeks to create a more sustainable future, the supply chain industry plays a pivotal role in driving positive change. This review explores key sustainable supply chain practices, shedding light on the distinctive approaches taken by businesses in the USA and Africa. In the USA, sustainable supply chain practices are characterized by a growing emphasis on environmental responsibility, ethical sourcing, and corporate social responsibility. Companies are increasingly adopting eco-friendly logistics strategies, such as the use of renewable energy in transportation and distribution networks. The integration of advanced technologies, including Internet of Things (IoT) devices and blockchain, is facilitating transparency and traceability throughout the supply chain, ensuring that sustainable practices are upheld from production to delivery. In contrast, Africa presents a unique landscape where sustainable supply chain practices are often influenced by socio-economic factors, resource constraints, and the need for inclusive development. Initiatives in Africa focus on promoting local sourcing, community engagement, and fair trade practices. Innovative approaches include the use of alternative and locally sourced materials, as well as the development of eco-friendly packaging solutions. Additionally, collaboration between businesses and local communities plays a significant role in fostering sustainable practices and creating a positive impact on the social and environmental aspects of the supply chain. This review also highlights challenges faced by both regions, such as regulatory frameworks, infrastructure limitations, and the need for capacity building. Exploring Ubuntu Philosophy as a Foundation for Holistic School Social Work in South Africa

Unpacking the complexities, challenges, and nuances of museum community engagement practitioners' narratives on knowledge production in Scotland

AbstractThis paper explores how community engagement practitioners understand their knowledge production work in facilitating and choreographing dialogical spaces (Freire, 2005) within which “organic intellectuals” (Gramsci, 1971) and “alternative” knowledge emerge. Using a qualitative, phenomenological research strategy, data were generated through semi‐structured interviews with community engagement practitioners in Scotland. Practitioners emphasize the importance of equity in the relationship with project participants in knowledge production. Practitioners' narratives reveal how those relationships are realized and how these inform their own and the museum institutions' practice. We acknowledge that community‐based project participants' expertise is prioritized by practitioners as critical to effective community engagement. We argue for a nuanced conceptualization—and appreciation—of the complexities inherent in museum community engagement practice, which is often absent in museum studies work. This conceptualization is embedded in practitioners' subjective experiences and reflections, as well as structural contexts, which simultaneously enable and constrain meaningful community engagement work.

Engagement of vulnerable communities in HIV prevention research in India: a qualitative investigation

BackgroundMeaningful community engagement (CE) in HIV prevention research is crucial for successful and ethically robust study implementation. We conducted a qualitative study to understand the current CE practices in HIV prevention research and to identify expressed and implicit reasons behind translational gaps highlighted by communities and researchers.MethodsFor this exploratory qualitative study, we recruited a purposive sample of participants from Indian government-recognised key populations such as men who have sex with men, transgender women, people who inject drugs and female sex workers; general population adults and adolescents/youth; and researchers. We conducted 13 virtual focus groups (n = 86) between July and October 2021. Data were explored from a critical realist perspective and framing analysis (i.e., examining how the participants framed the narratives).ResultsParticipants reported that study communities, especially those from key populations, were primarily involved in data collection, but not necessarily with optimal training. Involvement of communities before the start of the study (e.g., obtaining feedback on the study’s purpose/design) or once the study is completed (e.g., sharing of findings) were highlighted as priorities for meaningful engagement. Participants suggested meaningful CE in all stages of the study: (1) before the study—to get inputs in finalising the study design, drafting comprehensible informed consent forms and culturally-appropriate data collection tools, and deciding on appropriate monetary compensation; (2) during the study—adequate training of community field research staff; and (3) after the study—sharing the draft findings to get community inputs, and involving communities in advocacy activities towards converting evidence into action, policy or programs. Timely and transparent communications with communities were explicitly stated as critical for gaining and maintaining trust. Mutual respect, reciprocity (e.g., appropriate monetary compensation) and robust community feedback mechanisms were considered critical for meaningful CE. ConclusionsThe findings highlighted the translational gaps and priority areas for capacity building to strengthen CE in HIV prevention research. It is not only important to engage communities at various stages of research but to understand that trust, dignity, respect, and reciprocity are fundamentally preferred ways of meaningful community engagement.

Mental health and Multiracial/ethnic adults in the United States: a mixed methods participatory action investigation.

Addressing gaps in the integration of justice, diversity, equity, and inclusion (J-DEI) in public health research and practice, this study investigates the mental health of Multiracial and multiethnic adults in the United States (U.S.). A rapidly growing racial/ethnic group in the U.S., Multiracial and multiethnic populations are often excluded or underrepresented in standard public health research and practice, and little is known about their mental health or associated risk and protective factors. To investigate this knowledge gap, an electronic cross-sectional survey was conducted in two waves in 2022, pulling from various community sources, with 1,359 respondents in total. Complementing this, seventeen semi-structured interviews were performed with a subset of survey participants. Data were analyzed using a mix of statistical methods and staged hybrid inductive-deductive thematic analysis. Findings indicate over half of the participants endorsed at least one mental health concern with prevalence of anxiety, depression, post-traumatic stress disorder, and suicidal thoughts and behaviors surpassing available national estimates. Exposure to trauma, discrimination, and microaggressions were found to play a significant role in these outcomes. Conversely, strong social support and strong ethnic identity emerged as protective factors. Qualitative insights brought forward the challenges faced by individuals in navigating bias and stigma, especially in the context of mental health care. Despite these barriers, emerging themes highlighted resilience, the importance of secure identity formation, and the critical role of community and cultural support. The marked prevalence of mental health concerns among Multiracial and multiethnic populations emphasizes the pressing need for tailored interventions and inclusive research methodologies. Recognizing and addressing the unique challenges faced by these communities is imperative in driving mental health equity in the U.S. The findings advocate for community-engaged practices, interdisciplinary collaborations, and the importance of addressing mental health challenges with cultural sensitivity, particularly in historically oppressed and marginalized groups. Future efforts must focus on refining these practices, ensuring that public health initiatives are genuinely inclusive and equitable.

Renewable energy sources: global implementation experience

A Seat at Whose Table? Analyzing Detroit’s Community Benefit Ordinance as a Tool for Environmental Justice

The Environmental Protection Agency defines environmental justice as the “just treatment and meaningful involvement” of all people in the decisionmaking that affects the environment and human health. Since the origins of the modern American environmental justice movement in the 1980s, activists have emphasized the importance of self-determination. Environmental justice requires that decision making processes center the voices of the individuals impacted by decisions made about the distributions of environmental assets and harms. There is a significant challenge, however, in designing community engagement practices that meaningfully involve community members. Since the 1990s, community benefits agreements have been heralded as an effective tool of community and grassroots control over development projects. In 2016, Detroit became the first city in the country to adopt an ordinance mandating the use of community benefits agreements in qualifying developments. This Note endeavors to analyze Detroit’s community benefits ordinance as a tool for achieving environmental justice by examining where the ordinance succeeds in empowering community control over environmental decision making and falls short of this potential. Examining Detroit’s community benefits ordinance in the context of the larger environmental justice movement provides a rich opportunity to consider what communities stand to gain, and lose, when public participation is funneled through formalized legal processes, and what avenues environmental justice activists can explore to ensure that community members are meaningfully involved in decisions that intimately impact them.

Seva +: A Framework for ASLCE Practice and Research

In this manuscript, the author shares a theory-building approach by tracing the development of the seva + framework as a call for a necessary epistemological redefinition, with which to approach the practice and research of academic service-learning and community engagement (ASLCE). In tracing the inspiration and intention of the seva + framework, the author calls attention to the imperative for broadening the golden standards, against which most traditional research, scholarship, and service are measured. The seva + framework connects ancient wisdom with current research to argue for a different paradigm for service-learning, one that acknowledges and makes possible mutually liberating, relationally focused collaborations, and actively resisting ways of being and doing that are shaped by dominator systems. In addition, the manuscript offers guidelines for adapting the seva + framework so as to reflect the unique positionalities, experiences, and agency of the person/community adopting this ASLCE framework.

Community Engagement from Theory to Practice: Co-design and Implementation of Inclusive Language Principles in a Community-based Organization Serving People with Disabilities

Introduction: March of Dimes Canada (MODC) is one of the largest non-profit organizations in Canada that provides programs and support services to people with disabilities. MODC is in the process of transforming all its programming and services using co-design to better meet the needs of people with disabilities. The Empowering Client Voices (ECV) initiative was designed to create a co-designed community engagement framework to center the voices and ideas of people with disabilities in how the organization engages with its community and provides services. This project looks to fill a gap in knowledge of how community-based organizations can move from theory to praxis when using co-design and community engagement.
 Methods: The initiative is a three-phase process: (1) internal review of current organization engagement practices; (2) external environmental scan and a rapid review; and (3) two advisory committees to develop the principles for greater community engagement. The purpose of the co-designed community engagement framework is to create actionable principles based on the guidance of our advisory committees and other research tools. Phases 1 and 2 will create foundational themes to be discussed with our advisory committee made of people with disabilities. These themes will help provide initial guideposts for discussions about what community engagement should be within MODC. Language will be the first theme to be explored with the advisory committee to create recommendations and guidelines for better communication and inclusive language across the organization. 
 Results: The inclusive language recommendations and guidelines developed by the ECV Advisory Committee will initiate the development of an inclusive language toolkit by the research team. The inclusive language toolkit will be shared throughout the organization as a template to follow when discussing disability and people with disabilities using language that represents our community in their own words. Before the start of the ECV Initiative, inclusive language guidelines did not exist within the organization requiring the development and implementation of a change-management process at the Micro (MODC staff members) and Meso (Organization) to ensure the guidelines will be adopted across a national community-based organization.
 Discussion and Conclusion: This poster presentation will outline the development of the co-designed inclusive language toolkit and change management process for our organization to adopt standardized inclusive language through all forms of community engagement and communication in collaboration with people with disabilities in our communities of operation. International audiences can use our project as a case study of how co-design can inform and drive organizational change. This case study will highlight the implementation factors that were found to be advantageous in a community-based organization, factors that hindered organizational change, and mitigation techniques used to make lasting change across the organization. 
 Lessons and Future Research: Future research for the ECV Initiative will continue to implement the additional themes within the ECV community engagement framework with the intention of making the additional toolkits based on co-designed themes and change management knowledge products publicly available to help other community-based organizations improve their own community-engagement practices.

Theorizing architectural research and practice in the metaverse: the meta-context of virtual community engagement

PurposeThis article explores the implications of virtual social spaces for conceptualizing community engagement in the practice of architecture and design by critically analyzing multidisciplinary approaches to conceptualizing community namely space, place, and context to envision social spaces of virtual community engagement by architects and designers.Design/methodology/approachThis conceptual article utilized narrative literature review as the primary method for conducting a transdisciplinary theoretical integration. First, the authors defined the metaverse as all manner of human-technological interaction. Second, the authors discussed theories of place from architecture, social geography, and human ecology and employed neoecological theory to describe the interactional processes inherent in research and practice with virtual communities. Finally, the authors documented specific types of virtual engagement strategies in architectural research and practice.FindingsVirtual environments provide varied opportunities for effective collaborations among architects, designers, and community members. The primary strategies identified by the literature review of virtual community engagement were collaborative, augmented reality, and situated digital experiences. In addition, researchers have found that the most effective community engagement bridges interactions in the physical space and digitally mediated interactions.Research limitations/implicationsThe authors advocate for increased research towards understanding how the expanded availability of more complex technological tools, such as future versions of artificial intelligence (AI) software, may further layer the landscape of community engagement in ways that may be unpredictable and currently less understood. Additional research is also needed to address participants' perspectives in virtual community engagement and explore how the building of communities in the meta-context is felt, lived, and understood by those who act in them.Practical implicationsThe availability of new technological tools and digital platforms challenges diverse professionals to expand their community-engaged practice into the metaverse. Although not every community has broadband Internet or software access, many physical locations whether community centers, libraries, schools, or one’s own home may serve as safe spaces for novel virtual engagement experiences by individuals and groups. Digital engagement can increase opportunities for involvement from persons who are home-bound, lack transportation or child-care to attend in-person community events, or may desire the anonymity afforded by virtual engagement.Social implicationsVirtual environments can provide varied opportunities for effective collaboration among architects, designers, and community members by overcoming physical or nonphysical barriers to in-person engagement. For example, recent case studies of civic and community organizations have successfully integrated physical and virtual community engagement during the global COVID-19 pandemic by overcoming physical or nonphysical barriers to in-person engagement. Community development theorists have referred to such contexts as a “post-place community” in which individuals find solidarity through digital global networks.Originality/valueThis article theorizes virtual community engagement in the metaverse from a transdisciplinary perspective and coins the innovative concept of meta-contexts to describe a global “post-place” community. Integrating theories of place from architecture, social geography, and human ecology guides an original review of effective strategies for meta-contextual digital community engagement by architects and designers.

Community engagement and policy making matrix: insights from Cape Town Metropolitan Municipality, South Africa

Extant literature has addressed some components of community engagement with little or no connection with the dynamics of policymaking. Hence, the current paper explains the matrix of policy-making using the practice of community engagement with insights from Cape Town Metropolitan Municipality in South Africa. It discusses the theories of community engagement in policy formulation at the local level. An empirical nature of community engagement and policy formulation is subject to analysis with particular reference to the Cape Town Metropolitan Municipality in South Africa. Secondary data were sourced from the existing literature. The paper relies on the data suitability of extant studies. It reveals the policy-making matrix within the community engagement sphere. It therefore concludes that the City of Cape Town Metropolitan Municipality should view community engagement in public policy formulation as a tool to increase the legitimacy, transparency, accountability, support, and responsiveness of a particular policy.

Community Engagement in Implementation Science: the Impact of Community Engagement Activities in the DECIPHeR Alliance

Background The translation of evidence-based interventions into practice settings remains challenging. Implementation science aims to bridge the evidence-to-practice gap by understanding multilevel contexts and tailoring evidence-based interventions accordingly. Engaging community partners who possess timely, local knowledge is crucial for this process to be successful. The Disparities Elimination through Coordinated Interventions to Prevent and Control Heart and Lung Disease Risk (DECIPHeR) Alliance aims to address cardiopulmonary health disparities by engaging diverse community partners to improve the implementation of evidence-based interventions. The goal of the Community Engagement Subcommittee is to strengthen community engagement practice across DECIPHeR. This paper presents the subcommittee’s “Why We Engage Communities” statement that outlines why community engagement is critical for implementation science. The paper also provides case examples of DECIPHeR community engagement activities. Methods To develop the “Why We Engage Communities” statement, we conducted a literature review, surveyed subcommittee members to assess the importance of community engagement in their work, and integrated community partner feedback. We synthesize the findings into three key themes and present examples of community engagement activities and their impact across DECIPHeR projects. Results The statement presents three themes that illustrate why community engagement increases the impact of implementation and health equity research. Community engagement (1) engages local knowledge and expertise, (2) promotes authentic relationships, and (3) builds community and researcher capacity. The statement provides a guiding framework for strengthening DECIPHeR research and enhancing community partnerships. Conclusion Community engagement can improve the implementation of evidence-based interventions across diverse settings, improving intervention effectiveness in underserved communities and furthering health equity.

Teaching Community Engagement Through an Anti-Racism Lens: Lessons Learned From a Pilot Micro Course in Public Health and Health Care

Growing appreciation of the necessity of, and evidence-based strategies for, working collaboratively with communities in health promotion and related fields have been well documented. Yet community engagement, the umbrella term for many of these efforts, is rarely taught as a standalone course, nor is a critical component of community engagement –antiracism practice—typically included. Following a review of the literature, we discuss the contexts, pedagogical grounding and strategies, learning objectives and piloting of a “micro course” on community engagement using an antiracism lens at UC Berkeley’s School of Public Health. Designed for graduate students interested in community-based participatory research and practice but unable to take a full academic course in this area, the 30 hour pilot course drew a diverse mix of 16 students. Focused attention on racism, systematic racism, and antiracism practice was provided through lectures, in-class exercises, homework reflections, and the course final. Case-based examples of the critical role of antiracism practice in community engagement, particularly in and with BIPOC communities, were shared, and a range of strategies explored for building and maintaining cross-cultural partnerships and transforming our own institutions to better reflect antiracism practice. Challenges faced are highlighted, and lessons learned shared, including the imperative of creating, in both course planning and teaching, sharing our positionality and creating safe spaces for discussing any tensions that may arise.
