The objective of this study was to assess the state of zakat management in a test region and to subsequently develop the most effective management system. The study, a first of its kind, afforded the opportunity to continually evaluate and adjust zakat management protocols and models and was conducted in a geographic area of the Inland Empire; a region of Southern California, the United States, with a population of approximately 4 million. The initial assessment of institutional management demonstrated that zakat management has taken a low priority within institutions and the existing models were individually autonomous with notable deficiencies in three fundamental areas; collection, handling, and distribution. A centralized model was initially created and assessed, however yielded dismal results. Subsequently, a hybrid cooperative model was ultimately created and tested capitalizing on the respective strengths of both the localized and centralized models. The cooperative element materialized in the syndication between institutions, enabling resources, such as knowledge and funds, to flow between organizations. The notable features of the cooperative model included local application, review, and distribution coupled with a region-wide standardization of policy, procedure, platform, which hinged upon communication. This study determined that a hybrid cooperative model was the optimal zakat management system which would guarantee the right of the zakat beneficiary and payer, who were previously deprived of their respective rights. Suggestions were made in order to further the development of the cooperative zakat model: (1) the continued expansion to include more institutions; (2) the incorporation of social service agencies; (3) systematic communication; (4) training as well as procedural elements to help identify and overcome the most common challenges experienced by administrators. Despite being limited to zakat management; the practical implications of this study could conceivably progress other areas of Islamic institution management.
