Collaborative governance innovation in China’s higher vocational education in the digital era: Analyzing the direct and indirect impacts on organizational value creation

This study will explore the direct and indirect impacts of collaborative governance innovation on organizational value creation in higher vocational education in China in the context of the digital era. This paper employs a mixed research methodology to construct and validate a model of the relationship between collaborative governance, digital competence, value chain restructuring, and value creation. This study first adopted an exploratory sequential design. In the qualitative interviews, 15 experts from education, business, and other related fields were used as respondents to explore accurate variable factors and determine the value of the research framework. The quantitative research used structural equation analysis to analyze 979 valid online questionnaires. Finally, the rationality of the research results was verified through case studies. The findings are clear: collaborative governance significantly positively impacts value creation, indirectly affecting organizational value creation through value chain restructuring. Furthermore, digital capabilities significantly contribute to the value chain restructuring process. This paper provides a theoretical basis and practical guidance for higher vocational education organizations to improve their governance and innovation capabilities.

AI powered privacy protection: A survey of current state and future directions

The research is conducted to investigate how AI transforms the notion of protection of privacy through discussing the status quo technologies, challenges, and future directions. All due to the sudden rise of digital data, protection of personal information has evolved as a major concern for which AI-enabled solutions are being introduced. Advanced concepts of AI are therefore marking the paradigm shift in how organizations handle sensitive data, letting more secure and privacy-oriented practices lead the way with notions such as differential privacy, federated learning, and anomaly detection. However, despite these advances, formidable challenges remain regarding the opacity of AI models, possible algorithmic biases, and regulatory compliance. The paper further discusses the future of AI for privacy protection, with new developments: XAI, integration of AI with blockchain, and quantum-resistant cryptography. These advances offer great transparency, security, and responsibility in privacy management. It further underlines that the collaboration of governments, industrial leaders, and researchers is required in providing appropriate frameworks for the usage of AI, given the ethical and regulatory concerns around privacy protection as the influence of AI grows. While AI is indeed very promising in improving privacy protections, the degree to which it can actually function depends on the surmounting of present limitations and harmonization of technological development with shifting data privacy criteria. The AI in this research paper will continue to play a leading role in shaping the future of privacy preservation, with answers continuing to emanate from innovation, security, and ethical concerns. It is through continuous improvement and collaboration that AI can ensure effective privacy measures in an increasingly data-driven world.

Collaborative Governance Assessment Development of Tourist Villages in Patengan Village, Rancabali District, Bandung Regency

The development of tourism villages in Patengan Village, Rancabali District has become the attention of many parties. This can be seen from the many activities that have been carried out to promote this tourism village. This collaborative governance assessment study aims to evaluate the development of tourism villages in Patengan Village, Rancabali District. This study was conducted by involving various parties, including the government, community, and academics. Based on the results of this study, it can be concluded that the development of tourism villages in Patengan Village, Rancabali District has gone well. This can be seen from the collaboration between various parties involved in the development of this tourism village. In addition, there is also a high awareness from the community about the importance of developing this tourism village. However, there are still several obstacles faced in the development of this tourism village. Some of them are lack of human resources, lack of capital, and lack of public awareness about the importance of developing tourism villages

Strategi BNNK Sleman dalam Mengurangi Penyalahgunaan dan Peredaran Gelap Narkoba: Perspektif Collaborative Governance

Drug abuse and illicit trafficking remain pressing issues for Indonesia through 2024. This is evident from the increase in drug abuse prevalence in Indonesia by 1.73%, according to a National survey conducted in 2023. The widespread negative impacts make addressing this issue increasingly complex and multidimensional. Sleman has become one of the districts in Yogyakarta that receives special attention in this matter topic. Factors such as student migration, urbanization, and tourism development are the main drivers of the high risk of drug abuse in this area. BNNK Sleman is responsible for designing and implementing effective strategies to reduce and prevent drug abuse and illicit trafficking in the Sleman District. The primary goal of this study is to identify and analyze BNNK Sleman's strategies through the lens of Collaborative Governance. The research method used in this study is a descriptive qualitative approach, with purposive sampling selected as the sampling method. Data were collected through three main methods: direct observation, in-depth interviews, and documentation. The comparison of observational and interview data reveals that the principles of inclusiveness, transparency, accountability, cross-sector collaboration, face-to-face dialogue, and trust-building have been integrated into effective strategies with varying degrees of success. Active community participation, the use of digital technology, and strong accountability are key elements of this strategy. This study highlights the importance of enhancing transparency and accountability through technology to improve public participation and the sustainability of cross-sector collaboration, while also providing significant insights into the implementation of Collaborative Governance at the local level.

한 교사교육자의 교육청 협약 기반 교육대학원 전공 설치 및 운영에서의 성장 경험

The aim of this paper is to explore a teacher educator's experience of educational growth in establishing and operating a graduate school of education major based on an agreement with the Office of Education. The research results are briefly presented as follows. Firstly, as a teacher educator, I established and operated a new graduate school major in education while responding to the education system and teacher policy. Secondly, as the head professor of the major, I utilized human and material resources to quickly establish and run the graduate school major. Thirdly, as a teacher educator, I improved the curriculum and classes to manage the quality and sustainability of graduate school major. In the end, this educational experience was an extension of establishing collaborative governance for quality management and sustainable development of graduate school major. The results of this paper will be useful in understanding the reality and issues of continuing education centered on graduate school of education by illuminating the experience of establishing and operating graduate school of education major based on agreements with the office of education in the context of professor. In addition, this paper will serve as a research example for the graduate school of education to strengthen the teacher re-education function of the graduate school of education based on government-academic governance and to promote the development of educational expertise of in-service teachers in graduate school of education.

ECONOMIC VALUE OF CRITICAL LAND IN SEMPAYANG VILLAGE, NORTH KALIMANTAN

This research aims to identify the locations of vulnerable critical land areas and assess the economic value of mitigating agricultural land in critical conditions within Sempayang Village, North Kalimantan, Indonesia. The study employs Geographic Information Systems (GIS) to analyze land distribution and the Contingent Valuation Method (CVM) to estimate the economic value. A purposive sampling method was used to select 51 respondents from local farmers, with a focus on their willingness to pay for land rehabilitation. The results of this research are the largest critical land area was found in Malinau District, covering 54,108 hectares. Farmers showed a willingness to pay between Rp. 26,000 and Rp. 30,000 for land rehabilitation efforts, with a total economic value of Rp. 45,360,000 annually for non-critical land. The study underscores the importance of community and government collaboration for effective land restoration programs.

Aims: This study examines how Karang Taruna functions as a motivator, facilitator, and mobilizer in youth empowerment. Results: A qualitative analysis revealed that Karang Taruna conducts various activities, including sports competitions, training programs, and government collaboration, enhancing youth participation. However, challenges such as resource limitations and inconsistent engagement remain. Novelty: This study provides specific insights into Karang Taruna's multifaceted role in a village setting. Implications: Strengthening partnerships and diversifying programs could enhance the organization’s impact on community development. Highlights: Karang Taruna acts as a motivator by organizing activities to enhance youth participation. Collaboration with local government enables Karang Taruna to function effectively as a facilitator. Meta-Analyzing the Trust-Performance Link in Collaboration: Moderating Effects of Conceptual and Contextual Factors

Trust is vital for effective collaboration, but its impact on collaboration performance has produced inconsistent findings. This study examines the trust-collaboration performance link by testing the moderating effects of diverse conceptual and contextual factors. Through a comprehensive meta-analysis of 31 empirical studies, we synthesize siloed findings and offer a systematic and evidence-based examination of the trust-collaboration performance link. Our findings show that the trust-collaboration performance relationship is positive and stronger when trust is cognition-based rather than affect-based, when performance content focuses on process and outcomes, and when performance is subjectively measured. In addition, trust is more important in low generalized trust countries and in cross-sectoral or nonprofit collaboration. These moderation effects manifest differently in different collaboration forms, with trust playing a less salient role in contracting. These findings unravel the nuanced dynamics of trust within collaboration and have substantial implications for scholars and practitioners in collaborative governance and network management.

Development of Public English Teachers in Chinese Vocational Colleges via the Mechanism of “One Body, Two Wings and Three Parties Collaborations”

A good public English teaching faculty is an essential requirement for the development of high-quality vocational education and is urgently needed to achieve the objectives outlined by the “New Curriculum Standards” in Chinese colleges. The current challenges faced by the construction of the public English teaching faculty in the colleges include improper professional development orientation, unreasonable teacher structure ratios, imbalanced teacher ability development, indistinctive faculty characteristics, and inadequate fulfillment of moral cultivation objective. To address these issues, this study based on the questionnaire survey and cases collected mainly from higher vocational colleges in Jiangxi’s province explores repositioning the new professional role of public English teachers under the “New Curriculum Standards” by implementing the working mechanism: “one body (public English teachers), two wings (recruiting & training public English talents), and three parties (government, schools and enterprises) collaboration.” It aims to comprehensively enhance the integrated qualities of “professional knowledge + foreign language skills + cultural literacy” among teachers, thus improving the moral and intellectual nurturing capacity of public English courses in higher vocational education.

The Role of Government and Community Collaboration in the Implementation of Waste Management Policies in Palu City

Waste management is a crucial issue for the growing city of Palu. Collaboration between the government and the community is the key to effective and sustainable waste management policy implementation. This study aims to describe the collaborative role between the government and the community in the implementation of waste management policies in Palu City. The method used is descriptive, with data collection through observation, in-depth interviews with relevant parties, and analysis of waste management policy documents. The data obtained was analysed qualitatively to provide an overview of the dynamics of collaboration that occurred. The results showed that the Palu City government has played a role in formulating policies, providing waste management facilities and infrastructure, and building a supportive regulatory framework. The government also initiated waste management programmes such as waste banks and temporary disposal sites (TPS)). On the other hand, the role of the community is seen through active participation in these programmes, as well as involvement in waste reduction and recycling activities in their respective neighbourhoods. Nonetheless, challenges are still faced, including the low level of public awareness, the lack of supporting facilities, and inadequate law enforcement. This study concludes that good collaboration between the government and the community is essential in achieving more effective waste management in Palu City. Strengthening collaboration through education, improving facilities, and consistent law enforcement are needed so that waste management policies can be implemented optimally.

Public Budgeting Best Practices for Cross-sector Collaborations: Emphasizing the Values of Social Equity, Transparency and Accountability, and Ethics

Cross-sector collaboration has become a major emphasis in collective action as governments, private corporations, and nonprofits work together to tackle today’s complex issues. The existing cross-sector collaboration literature primarily addresses major events like natural disasters, e.g., hurricanes and wildfires, and the COVID-19 pandemic. However, there is a significant gap in the public administration literature regarding cross-sector collaboration in addressing underlying social and financial issues. This paper discusses the need for public budgeting best practices through cross-sector collaboration in three areas: (1) equity; (2) transparency and accountability; and (3) ethics. Through the collaborative governance theory, each sector—public, private, and nonprofit—can contribute to the integration of resources, networks, and approaches for the benefit of citizens. This paper concludes by highlighting key implications for theory and praxis, including an increase in public trust and a greater emphasis on inclusivity in the budgeting process.

Can Faith be the Key to Environmental Stewardship and Sustainable Development in Nigeria?

Nigeria confronts a dual challenge: pressing environmental degradation and the urgent need for sustainable development. This research explores the underutilized potential of religious institutions, a powerful force in Nigerian society, to champion environmental responsibility. Utilizing Social Ecology theory, the study examines the current engagement of religious bodies through interviews and a targeted survey of 390 participants. The findings reveal a critical need for collaboration between religious institutions, government, and civil society. Overcoming identified barriers is essential for progress. A significant portion (72%) of respondents highlighted a lack of environmental awareness within their communities, while nearly half (46.5%) cited insufficient government support and funding as roadblocks. This study proposes a novel approach: leveraging the moral authority and extensive community networks of religious institutions. The research underscores that there is need for urgent unified action. The paper argues that by addressing environmental challenges through collaborative efforts, religious institutions, government, and civil society can secure a sustainable future for all Nigerians. This study offers a beacon of hope, suggesting that faith-based solutions can be a powerful force for positive environmental change in Nigeria and even to third world nations that are grappling with this challenging phenomenon.

Behind the curtain: exploring the inter-governmental collaboration mechanisms for e-governance platforms

PurposeTo fill the gap, this article examines the inter-governmental collaboration mechanisms behind the platform curtain.Design/methodology/approachBehind the curtain is to look at what makes things happen backstage. For collaborative e-governance platforms, scholars have assumed that technological factors and user characteristics are the determinants for platform success. Little attention has been paid to the issue of how multiple governments, acting as platform co-builders and co-operators, interact and collaborate backstage to provide integrated e-services.FindingsBased on data from survey questionnaires sent to government employees, the results show that governments’ information processing capacities cannot directly affect collaboration; however, these capacities can impact collaboration via the mediating variable of horizontal relations. In addition, we found that higher-ranking authorities are better suited to intervene once horizontal relations have been established and that more adaptable organizations are better at forming horizontal relations with peers. For governments participating in collaborative e-governance platforms, our findings are practically applicable.Originality/valueThe research question reads as: How do various government departments acting as platform co-builders and co-operators judge their collaboration performance, and what collaboration mechanisms contribute to it? We study this research question by constructing a conceptual model based on the Organizational Information Processing Theory (OIPT) and the Collaborative Governance Theory (CGT), both suggesting information processing capacities, organizational flexibility, horizontal relations and vertical intervention as indispensable factors influencing collaboration performance in ICT-supported groupwork. We propose and test four hypotheses on the relationships among these four factors to reveal the inter-governmental collaboration mechanisms for cross-government platformisation projects.

What roles can democracy labs play in co-creating democratic innovations for sustainability?

This perspective essay proposes Democracy Labs as new processes for developing democratic innovations that help tackle complex socio-ecological challenges within an increasingly unequal and polarised society, against the backdrop of democratic backsliding. Next to the current socio-ecological crisis, rapid technological innovations present both opportunities and challenges for democracy and call for democratic innovations. These innovations (e.g., mini-publics, collaborative governance and e-participation) offer alternative mechanisms for democratic participation and new forms of active citizenship, as well as new feedback mechanisms between citizens and traditional institutions of representative democracy. This essay thus introduces Democracy Labs, as citizen-centred processes for co-creating democratic innovations to inspire future transdisciplinary research and practice for a more inclusive and sustainable democracy. The approach is illustrated with examples from a Democracy Lab in Lisbon, reflecting on requirements for recruiting participants, the relevance of combining sensitising, reflection and ideation stages, and the importance of careful communication and facilitation processes guiding participants through co-creation activities.

Collaborative Governance To Increase The Absorption of Alumni of Job Training Participants Into Industrial World

UPTD BLK Kuningan Regency is committed to improving professionalism and workforce competence in Kuningan Regency through the implementation of skills training, but besides this, UPTD BLK Kuningan Regency also plays a role in fostering alumni of job training participants, one of which is in the form of facilitating job security for alumni participating in job training. Starting from this, collaborative governance is an absolute thing that must be done by UPTD BLK Kuningan Regency. The type of research used is descriptive research with a qualitative approach. The focus of the research uses the theory of the collaborative governance process according to Ansell and Gash (2007) which consists of Face to Face Dialogue, Trust Building, Commitment to The Process, Shared Understanding and Intermediate Outcome. The results of the study show that 5 indicators of the collaborative governance process proposed by Ansell and Gash (2007:228) have been carried out by each stakeholder.

Conjunctive use in water resource management: current trends and future directions

ABSTRACT Water scarcity and the nееd for sustainable water management practices are pressing global challenges. Conjunctive use, a united management of both surface water and groundwater resources, is being progressively considered as one of the fundamental approaches to solving these issues. This paper gives a detailed overview of the conjunctive use in water resource management considering the present tendencies and directions of development in this sphere. The present study relies on a diverse variety of literature resources which integrate the new techniques, equipment, and policies in respect to conjunctive use. It covers important issues like hydrological modeling, innovative groundwater recharge methods, and integrating conjunctive use techniques into adaptive management system. Moreover, the review also evaluates the roles of different parties, such as government agencies, communities, and industries, involved in the conjunctive use approaches and the promotion of collaborative governance mechanisms. This review identifies that while the conjunctive use approaches are very promising for solutions to water security, fragmented management and poor data integration constrain them. The paper conducts an all-embracing analysis that pinpoints the upcoming problems and solutions, and discovers the need for extensive research and innovation to make the conjunctive water resources management more efficient and resilient.

Collaborative Governance Structures for Interoperability in the EU’s new data acts

Abstract This contribution analyses the EU’s new data acts. Interoperability is a common denominator of the EU’s new data acts. This paper demonstrates that the new data acts provide various approaches or concepts of collaborative governance to regulate interoperability. Although the EU’s new data acts are far from a uniform governance concept, we detected certain institutional arrangements organising the collaboration between private self-regulatory bodies, other private stakeholders and public bodies to lay down rules for interoperability.

Collaborative Policymaking: a qualitative systematic review of advice for policymakers

Background Complex policy problems are not amenable to simple solutions by a few powerful policy actors in one central government. They require collaboration across government and between actors inside and outside of government. However, this requirement for collaboration is no guarantee of collective action. Further, it is difficult to know how to collaborate effectively. We searched the academic and grey literature for advice on how to foster collaborative policymaking. Methods We conducted a qualitative systematic review (2024) of peer reviewed journal articles (Web of Science) and grey literature reports (Policy Commons). Each article or report had to inform advice on collaborative policymaking. We used an immersive and inductive approach to identify key themes and relate the results to well-established insights from policy theories. Results 86 texts meet the inclusion criteria (49 Web of Science, 37 Policy Commons). Most provide broad definitions of collaborative policymaking, which are similar to definitions of collaborative governance (and connected aims such as policy co-creation). Many assert or assume that greater collaboration, across and inside/outside of government, will improve policymaking and policy. Few individual studies give advice on how to collaborate effectively, but they combine to identify common features of collaboration. Conclusions We synthesise the available advice to identify five main features of collaborative policymaking: plan and prepare to collaborate, such as by designing rules and allocating resources; create a sense of collective purpose, such as by setting a boundary around the collaboration and co-producing a common vision; foster creative methods to visualise collaboration and design policy; create new forums to supplement formal collaboration; and clarify the roles and skills essential to each collaborative task.

A Systematic Scoping Review of the Collaborative Governance of Environmental and Cultural Flows

This study systematically reviews English-language papers about the collaborative governance of environmental and cultural flows. With mixed-methods analyses, we illustrate that the determination of environmental flow needs is common, with authors in 42 countries across 112 watersheds describing their management. In contrast, cultural flows (characterized by attention to both ecological and non-ecological needs, decision-making authority of Indigenous Nations, and Indigenous rights) were reported only in papers by authors in commonwealth, colonial countries: Australia, Canada, and New Zealand. Evaluated against the Organisation for Economic Co-operation and Development’s (OECD) Water Governance Principles, we found that the literature reported efforts that considered appropriate local and regional scales, information and data, regulatory frameworks, and capacity building of communities and authorities engaged in environmental and cultural flow initiatives. However, there was limited consideration of the roles of communities in policymaking, which was more common in jurisdictions with decentralized governance. In jurisdictions with democratic community-based initiatives, environmental and cultural flows have not been approached in merely technical processes to communicate hydro-social-ecological information to decision-makers. Instead, the initiatives have created the context for evaluating new developments at the watershed level in light of communities’ social and ecological water goals, collaborating during unique drought and flooding conditions, working to rebalance power in decision-making through water justice, creating ecological and Indigenous reserved water rights, granting legal personhood for rivers, and protecting water for the environment and dependent people in water markets. Going forward, we identify a need for greater attention to community roles in environmental and cultural flows protection in water governance including policy creation and evaluation, regulatory initiatives, strategic planning, and impact assessments.
