Legal regime for waste management in the Republic of Moldova

This article contains a study in the field of interaction and dependence of constitutional guarantees of Human Rights in the Republic of Moldova on power, economy and capital. The author analyzes the set of meanings and forms of this democracy, the measure, level and values of citizens who make up a collective or a lot of people, from the point of view of the means and methods of applying democratic principles through the prism of citizens ' involvement in the leadership of the state. The interaction and direct dependence of the implementation of constitutional norms by the political will, the level of the economy, including the interest and purpose of the dictatorship of capital, is subject to analysis. The real problem of Western-type democracy with regard to the expectations of citizens is also analyzed. The article also provides an assessment of democratic values in their current form and content. The most common and independent opinions, ideas and doctrines are analyzed. Similarly, an analysis is carried out from the general ideological point of view and the achievement of objective effects, including the subsequent occurrence of certain consequences. A comparative analysis is made on the opinions of other famous specialists in this field.

Digital Government: Business Model Development for Public Value Creation - A Dynamic Capabilities Based Framework

Rapid advances and the spread of digital technologies have changed the expectations of citizens, firms and organizations towards government services, which increasingly receive the call to transform services and structures according to changed needs and preferences. The concept of business model development provides a suitable approach for public institutions aiming at adjusting their services and operations. Since government institutions increasingly develop new services and products, this study provides a theoretic foundation to operational readiness as well as a guideline how to set up digital business models in a public sector context. Therefore, a framework is derived from conceptual studies in the field as well as related theoretical concepts such as business model theory in the public sector context, dynamic capacities and public value creation. Building on this foundation this study conceptualizes a process of business model development to create user oriented digital services in the public sector.

Effective local government council leadership: reassessing the facilitative model of leadership

PurposeThis paper utilizes Svara's facilitative leadership model to examine local government council/board effectiveness in Michigan, United States.Design/methodology/approachThis study performs a binary logistic regression to assess the influence of four independent variables–consensus building, cooperative relationship, clarity of responsibility and existence of factions/partisanship on five measures of council/board effectiveness (long-term goal setting, administrative, financial, addressing citizen expectations and overall performance), while controlling for other variables.FindingsOverall, the findings of this study have serious theoretical and practical implications. Specifically, the findings revealed that cooperative relationships, clarity of responsibility, discussion of public issues and partnership influence council/board effectiveness. The findings further support Svara's (2003) model on facilitative leadership and the model's usefulness in understanding local government leadership, i.e. council/board leadership effectiveness.Research limitations/implicationsFirst, survey data contains desirability bias which can affect the results presented in this study. Second, the data does not include socio-demographic variables of the respondents.Originality/valueThe study is original because it utilizes a data set that is not commonly used in understanding local government council/board effectiveness. Furthermore, the study also shows the usefulness of Svara's facilitative leadership in local government.

Human rights challenges in post-uprising Egypt: political actors’ reflections on the years of 2011–2013

ABSTRACT Transitional countries where authoritarian features have long been embedded in state institutions and policies face several challenges that limit their ability to meet the expectations of citizens regarding their rights. This article focuses on the development of human rights in transitional Egypt between 2011 and 2013. It illustrates how political actors perceive and critique the establishment of the legal and institutional framework regarding human rights protection, including constitution-making and transitional justice processes, providing evidence from insights obtained from semi-structured interviews with Egyptian political actors and the analysis of secondary sources. The article demonstrates that the uprisings in 2011 and subsequent developments during the SCAF and Morsi governments show the failure of political actors to protect Egyptians’ rights and meet the demands of the citizens with regard to social justice, economic opportunities, freedom, and dignity. It illustrates that weak or failing institutional capacities, an exclusive approach in establishing an institutional framework, lack of knowledge and experience concerning human rights protection, and the authoritarian features of state institutions strongly affected the promotion and protection of human rights in post-uprising Egypt.

A Mismatch in Future Narratives? A Comparative Analysis Between Energy Futures in Policy and of Citizens

In the Netherlands, one of the goals of the energy transition is to expand the energy neutrality of houses up to 1.5 million houses until 2030. Citizens are expected to play an important role in this process, but the implementation is hampering, as citizens do not take up this role, for example, installing solar panels. Policy documents tend to anticipate futures changes from an economic rationale, which tends to align more clearly with the anticipated futures of higher educated, financially wealthy households. So, in a broader perspective, it is unclear how the future desires and expectations of citizens are represented in policy. Often, policies focus on the implementation of best-practices, in contrast, this study investigated in the potential mismatches between futures of citizens and environmental policies. As (policy) narratives of the future are performative, excluding certain stakeholders' perceptions might lead to energy injustice and could jeopardize the implementation of the energy transition. Indeed, expectations and desires of citizens seem not to be considered as they are based on different rationales (e.g., clean, green, safe living environment). This paper aims to analyse the future “narrative mismatches” (Ottinger, 2017) in the context of the energy transition in the Netherlands. Therefore, we combine a futures perspective, which distinguishes between expected, desired, and strategic future; and an energy justice perspective as we want to analyse how different issues of energy justice are recognized in these future narratives. Our research question is “How do policy future narratives on energy relate to future narratives that are important to citizens' everyday life in the Netherlands?” A narrative approach had been chosen to conduct a comparative analysis between a set of policy documents and the narratives of 30 local citizens. We identified several future narrative mismatches, which can be distinguished in two main types: (1) opposing mismatches, where policy narratives and narratives of citizens anticipate antagonistic futures, and (2) disconnected mismatches, where the mismatch emerges because narratives do not engage with each other and focus on different issues. These mismatches of anticipated futures might create challenges for the implementation of the energy transition characterized by just decision-making and a fair distribution of burdens and benefits.

Inflation Expectations and Inflation: Nowcasting and Forecasting

Improving the mechanisms for forecasting inflation is an important part of economic science. National central banks, which monitor and manage the dynamics of the price level in the economy, use and develop these mechanisms in practice. Scientists and bank analysts have developed an impressive variety of ways to obtain estimates of inflation expectations of professional economists and ordinary citizens, as well as models for predicting future inflation values. In the last ten years, big data obtained from the Internet has been increasingly used for nowcasting inflation expectations and forecasting price dynamics. In this article, using the methods of correlation and regression analysis, it is demonstrated the validity of measuring the inflation expectations based on queries in Google Trends. In addition, these data turned out to be a fairly good predictor of the CPI level with a one-month lag. And combining the traditional CPI with a one-month lag and query statistics gave the lowest forecast error of all the model specifications considered. The resulting model is more flexible than the classical methods of forecasting inflation, including by taking into account the psychological aspects of economic behavior.

ACCESS TO JUSTICE - TRUST AND PERCEPTIONS OF THE ROMA MINORITY

Discrimination and inequality for various reasons continue to be a reality of everyday life throughout the European Union, as confirmed by the results of surveys and various national studies and research published in recent years. At the level of vulnerable groups (including people in poverty, ethnic minorities, young people, the elderly or women) discrimination and inequality are more pronounced. Access to justice for these disadvantaged groups should contribute toincreasing inclusion, increasing socio-economic integration, but barriers (lack of education, information, lack of identity documents, lack of material resources, etc.) in the way of access to justice are sometimes too extended for these people. Thus, theinability of disadvantaged people to access legal services is both a result and a cause of the low degree of inclusion and development, as well as the high degree of vulnerability. This article highlights the trust and perceptions of Roma minority in Romania in the justice system in the context in which justice is still far from meeting the expectations of citizens, access to justice being unequal especially due to geographical, economic, cultural, social, psychological / temporal barriers. The article makes an important contribution to a broader understanding of the size and nature of the legal needs of members of the Roma minority and the obstacles they face in seeking legal protection in general, but especially for guiding public policies in the field ofjustice based on reality perceived by those involved in this complex phenomenon.

INFORMATION OPENNESS AS A MEANS OF INCREASING THE QUALITY OF LEGISLATION IN THE SOCIO-ECONOMIC SPHERE

In modern conditions, the paternalistic type of relations between the state and the person, between the state and society, is being replaced by a new type of relationship between these subjects. The growth of legal culture, legal consciousness of citizens is changing the previously established paradigm of relations: the number of people who recognize themselves as full-fledged subjects of the political process is growing. Sustainable socio-economic development of the state is directly dependent on the extent to which rule-making and law enforcement effectively affect social processes, to what extent the expectations of citizens from the activities of state authorities are justified.The development of information technologies significantly changes the role of citizens, public organizations in making government decisions, and has a significant impact on this process. State administration is carried out through the adoption of legislative acts and law enforcement. Information openness (transparency) of actions in these areas is an important factor in the legitimacy of public authorities.

Cloud doctrine: impact on cloud adoption in the government organizations of India

PurposeGovernment is the biggest spender on cloud computing technology but a very limited study and data sets are available to assess the cloud adoption trends in government organizations in India. As India is ushering towards “Digital India” it becomes essential for the government to embrace the cloud to enhance governance and meet the citizen expectations. This paper aims to discuss the evolution of cloud computing (Meghraj) in government organizations by examining the various information technology (IT) and cloud policies, thereby focusing on the policy gaps. The second part of this study assesses the cloud adoption trend by analyzing adopted cloud services, deployments models, leading sectors in cloud adoption and cloud approach. Eventually, in consultation with experts, a conceptual framework for cloud adoption in the government organizations of India is developed for wider cloud adoption.Design/methodology/approachThe authors reviewed various IT/cloud policies and related literature to find the policy gaps for slow cloud adoption in government organizations. Authors have researched to collect the data from the various government procurement portals and analysed the tender and contracts of 500 organizations for cloud requirements to infer the cloud adoption trends. Based on the review of policy gaps, adoption trends and by consulting the experts a conceptual cloud adoption framework has been developed for wider cloud adoption in government organizations.FindingsThis study can be a pathfinder where the most innovative findings are about the cloud adoption trends in the government organizations in the time frame from 2013 till 2020. Several key findings are – the public cloud are the most widely adopted, infrastructure as a service model is the most used services, the majority of the applications migrating to the cloud are legacy applications, the leading sector in cloud adoption are – IT, transport and education. It is observed that the pandemic Covid-19 has acted as a catalyst and accelerated cloud adoption in government organizations. Eventually, a conceptual cloud adoption framework has been suggested addressing the policy gaps, deficiencies, overcoming the gaps and their related outcomes for the wider cloud adoption in the government organizations.Practical implicationsThe findings of this work highlight the cloud adoption trends in government organizations which can prove vital to the policymakers. This work will assist policymakers, government organizations, researchers, IT professionals and others interested in analyzing the state of cloud adoption. The conceptual cloud adoption framework developed endeavours to uncover the policy gaps, suggest the gap resolution mechanism and outcomes which may assist the organization for wider cloud adoption. This research work effectively connects the policies to practice by stimulating the interest in understanding the policies, strategies and thereby creating the enabling environment for cloud adoption. This study provides feedback on cloud adoption trends which can assist in policy refinement and further strengthen policy/strategies.Originality/valueAs of date, there is limited data available for cloud adoption in government organizations. This work uniquely presents the cloud projections which helps to gain insights on cloud adoption trends in government organizations. This study is the first of its kind, focusing on cloud adoption in the unexplored government sector. This study provides a comprehensive summary of adoption statistics, policy analysis and practice in government organizations of India.

Accountability intensity and bureaucrats’ response to conflicting expectations: a survey experiment in China

Grassroots bureaucrats are confronted with multiple accountability pressures which result in diverse or even conflicting expectations. Based on a survey experiment conducted in China, this study examines how bureaucrats respond to the divergent expectations of upper-level authorities and local citizens and how the intensity of such accountability influences those responses. The findings show that although bureaucrats tend to put more effort into tasks that are aligned with citizens’ interests, over-stringent accountability may crowd out their intrinsic motivation to serve the public and push them to follow top-down instructions mechanically. Intensified accountability may not necessarily lead to better policy outcomes.

Expectations of citizens from the government in response to COVID-19 pandemic: a cross-sectional study in Iran

BackgroundThe government is the main body in charge of controlling epidemics; hence, expectations from the intention and capacities of the government would affect the flexibility and behaviors of citizens. Given the severity of COVID-19 pandemic and the urgent need for cooperation of people in the prevention and combat processes, understanding the public perspectives would be crucial and instructive. This study aimed to explore such perspectives towards the current pandemic among the Iranian. Indeed, we sought to provide a favorable platform for effective policies in the face of the COVID-19 pandemic through recognizing public expectations.MethodsThis cross-sectional survey used an open-ended online questionnaire to investigate the common perspectives of the Iranian towards the response of government to COVID-19 pandemic. The participants were selected using snowball and convenient sampling techniques across the country. The collected data were analyzed and described using a thematic analysis.ResultsIn general, 2547 participants agreed to participate in this study and completed the online questionnaire. According to the findings, the Iranian exhibited several expectations regarding the response of the government to COVID-19 pandemic. Three main themes were extracted based on these expectations: (1) health-related expectations, (2) policy-related expectations, and (3) Information-related expectations. In this study, a majority of participants highlighted the need to consider and follow-up the patients and their families, providing the financial and hygiene support during the pandemic, applying strict restrictions, and using close monitoring and controlling procedures. Furthermore, they mentioned that authorities and news agencies should observe the principals honesty and transparency.ConclusionsOur findings revealed that people expect the government and other responsible institutions to minimize the burden of this pandemic through adopting effective policies. Also, they could help policy-makers become aware of the expectations of people and develop better strategies.

Industrial heritage preservation and the urban revitalisation process in Belgrade

ABSTRACT Urban regeneration is often driven by economic interests, while the preservation of the meaning and memory of a place is neglected. This could be considered as a reason a series of civil initiatives emerged in Belgrade to prevent damage to the built heritage and to indicate the need for stronger citizen involvement in the city’s development processes. This paper will focus on the issues of the Belgrade waterfront industrial heritage protection process by exploring eleven case studies, observed through a framework that includes key actors in the protection process. In order to determine the level of citizen participation in this process, the degree of their activity was studied by analyzing the social media content through which they communicate about this particular topic. Furthermore, possibilities of different approaches in presentation and utilization of the abandoned industrial heritage will be investigated, in order to define common procedures that will be in line with the city development goals, citizen expectations and heritage protection measures.

Prioritization of public services for digitalization using fuzzy Z-AHP and fuzzy Z-WASPAS

In this paper, public services are analyzed for implementations of Industry 4.0 tools to satisfy citizen expectations. To be able to prioritize public services for digitalization, fuzzy Z-AHP and fuzzy Z-WASPAS are used in the analysis. The decision criteria are determined as reduced cost, fast response, ease of accessibility, reduced service times, increase in the available information and increased quality. After obtaining criteria weights using fuzzy Z-AHP, health care services, waste disposal department, public transportation, information services, social care services, and citizen complaints resolution centers are compared using fuzzy Z-WASPAS that is proposed for the first time in this paper. Results show that health care services have dominant importance for the digitalization among public services.

Contesting Liberal Citizenship

Political and social research on populism has discussed its development in the framework of modern constitutional democracies. Populism thrives as ‘parasitic’ to those democracies by addressing their unfulfilled promises. Citizens’ loss of trust in the system opens the way for varied forms of ‘populist ruptures’, facilitating the construction of the category of ‘the people’, through which leaders and their followings claim to stand for all citizens and embody the common will. This article analyzes how, both discursively and performatively, populism addresses major parameters and antinomies of Liberal democratic citizenship, e.g., by recalibrating representation and mass participation. Analysis indicates that by impacting the contours of collective identity as much as citizen expectations, entitlements and commitments, populism challenges the Liberal conceptions of citizenship that uphold modern constitutional democracies.

ОБРАЗ БУДУЩЕГО В МАССОВОМ СОЗНАНИИ ГРАЖДАН КАК ФАКТОР УСТОЙЧИВОГО СОЦИАЛЬНО-ПОЛИТИЧЕСКОГО РАЗВИТИЯ ОБЩЕСТВА

The article analyzes the socio-political views of Russian citizens about the future of the Russian state and Russian society. Analyzing the dynamic data series of the monitoring “How do you Live, Russia?” and its last wave of November–December 2020, the authors consider the changes in mass consciousness in terms of assessing the effectiveness of the government’s efforts to ensure the most important rights, freedoms and norms of the social state and the democratic regime, which manifests itself in the attitude to the existing political system and affects the level of trust in the government, where the executive power traditionally leads. Identifying the expectations of Russian citizens about the possible development of the country in the political, economic and cultural spheres, the authors conclude that the level of socio-political optimism allows one to describe the existing political system as fairly stable, on the one hand, with a high level of legitimation, on the other with a high level of alienation of citizens from power

Міждисциплінарний підхід: сутність і роль у контексті модернізації системи публічного управління економікою

Management of the national economy is based on the use of the appropriate to historical context approach: procedural, system, situational, synergistic, interdisciplinary, or network one. The article substantiates the need and disclosure of the essence of the interdisciplinary approach to economic management research. Consideration of public management as a special field of knowledge objectively requires research of public management in the field of economics in connection with other sciences. Economic management has direct «intersection zones» with macroeconomic analysis, philosophy, sociology, political science, ecology and law. Only under the balanced influence of social, economic, political and legal spheres is formed a democratic system of development of the country and society. To ensure this direction of social relations movement, social actions of public management entities should be the result of close interaction of legally enshrined political and economic processes and meet the expectations of citizens. The interdisciplinary approach in public management research contributes to the transformation of the State administration system into modern models of public regulation of society, in particular a network model. The network approach develops tools for analyzing dynamics and changeability in the process of making and implementing the State level decisions, conceptualizes traditional organizational parameters in a new way: information, resources, knowledge, experience, values, etc. A striking example of the network approach is the introduction of various forms of public-private partnership, which becomes relevant in modern conditions and becomes an important direction for improving public management. In today’s environment, the interdisciplinary approach should be widely used in public management of the national economy, thus it needs further development and improvement in order to obtain an effective economic policy as result.

CONNECTION OF THE WORLDVIEW EXPECTATIONS OF CITIZENS TO THE HOUSING POLICY OF THE STATE

The development of worldview expectations of citizens is a natural, orderly and inevitable changes in the perception of the subject, to have the right to the object, due to the tendency of constant social transformations. The worldview expectations of citizens for the realization of their right to housing combine the theory of the nature of things, the philosophy of values and the theory of forms of being as phenomenological concepts of law and consist of the legal consciousness of each individual separately and society as a whole. When analysing studies of the worldview expectations of citizens with any state policy, including housing, one should consider the natural duality of each person, which requires an integrated approach to considering the problem of the functioning of interrelated factors, namely: society, the system of legal norms, personality, human internal perception of real and the actual actions of the subjects of the relevant regulations. In modern conditions, the worldview and legal thinking in Ukrainian society is undergoing a process of transformation from a system of socialist perception of mutual obligations to democratic principles of the development of political perception, considering the European integration course of the country, therefore, it is at a transformational stage. Insufficient housing has traditionally been a powerful potential source of dissatisfaction for citizens living in post-Soviet countries. This is largely due to the legacy of the Soviet system when the state provided housing to families based on non-market principles. Another reason is the traditional shortage of housing in the Soviet era. One way or another, the housing affordability situation remains a pressing political issue. People who are dissatisfied with their housing situation are more likely to be critical of the country's government, while home and apartment owners are more susceptible to government support. Among the potential sources of instability in post-Soviet Eurasia, researchers have traditionally paid much more attention to general economic problems and political conflicts. However, the tension created by the unresolved housing issue is a long-term challenge, which is dangerous to ignore. The paternalistic hopes of a large part of the population of Ukraine (as well as the entire post-Soviet space) for the decisive role of the state in providing citizens with housing are still preserved. To some extent, such sentiments are supported by the social orientation of the current Constitution of Ukraine, adopted in this form in 1996 as a political compromise. Nevertheless, the norms of the Basic Law are the norms of direct action. Whether the state creates such conditions in practice can be asked of families who for decades have been almost without advancing in the queues for housing in local authorities.

ПРАВОВА ВИЗНАЧЕНІСТЬ У КОНТЕКСТІ РЕФОРМИ МІСЦЕВОГО САМОВРЯДУВАННЯ

The article addresses the analyses of adherence to the legal certainty principle while the local government exercises its powers, which are enlarged during the reform of decentralization. It is stated that while the powers belonged to state government, the adherence of the legal certainty principle was found as very important to protect citizens from unpredictable and unequal treatment. So as soon as the powers were handed over to local government the protection of legal certainty principle still remains actual. Legal certainty requires clarity and legibility of legal provisions, limitation of discretive powers, promulgation and publication of legal acts in advance etc. These elements must be adhered realizing local powers. One of the elements legal certainty requires is protection of the legitimate expectations of citizens. A number of court decisions which are analyzed in the article prove that breaking of legitimate expectations happens frequently. Emphasis is made on preventing such practices and on the need to respect legal certainty as a mandatory requirement of the rule of law. The necessity of observance of the requirements of legal certainty at promulgation of acts by local self-government bodies and making the citizens know about them is determined.

Forecasting personal response to economic state crises

The article examines the concepts of "crisis", "crisis state", "economic crisis", the main characteristics of the crisis, considers the possible options for the behavior of the subject in a crisis state, namely constructive and destructive. The course of the 2008 economic crisis, which manifested itself in a massive drop in production, a drop in demand and prices for raw materials, an increase in unemployment, and a spread to the monetary, fiscal, and social areas, has worsened the social welfare and expectations of businesses and ordinary citizens have been analyzed. The crisis affected not only the economic structures but also all branches of Ukrainian society, social groups, and almost everyone, which significantly affected social relations and the psychological state of people.It should be noted that the crises of economic, political, and social nature inevitably affect public health. Especially strongly such processes determine the emotional and stress response of a person, which is the basis for the formation of pathological processes and in particular diseases associated with mental disorders. Therefore, to avoid negative personal reactions due to the economic crisis, it is important to be able to adapt to a crisis state, to control one's emotions, to have a balanced mental state, a sufficient level of resilience, to use constructive strategies of coping behavior to resist psychological stress without negative consequences and this requires the implementation of specific government programs.It is determined that under the conditions of long-term military aggression, deepening and expansion of negative trends in the economy, low level of confidence in the system of public administration, weak financial discipline, high corruption, unsatisfactory attractiveness of investments, and excessive debt burden, the current economic dynamics of Ukraine are extremely weak, that demonstrates the high risk of crisis recurrence. Therefore, overcoming the risks of new crisis trends, ensuring long-term macroeconomic stability, and preventing negative personal reactions resulting from the crisis remains one of the main tasks of the economic policy of Ukraine.
