The Urgency of Legal Protection by Child Protection Institutions for Children as Workers

This research is legal research that examines the urgency of legal protection by child protection institutions for children as workers. The objectives of this research include: 1) to evaluate the implementation of the position and authority of the Bima City LPA in handling cases of children as workers in Bima City; 2) to evaluate the handling of legal protection by LPA Bima in cases of children as workers in Bima City. The research method used is a normative-empirical type of legal research, namely a type of normative legal research that is supported and equipped with empirical data relating to the position and authority of the Bima City LPA in dealing with children as workers in Bima City. The research results found that cases of children as workers in Bima City are still widespread. Bima City LPA in its position and in its authority carries out child protection and fulfillment of children's rights as well as providing the widest possible services for children as workers to grow and develop optimally both physically, mentally and socially and have noble morals to realize the welfare of children as workers by providing guarantees for the fulfillment of their rights and treatment without discrimination so as to create the welfare of children as fair and independent workers.

Legal Regulations for Children Involved in Narcotics Crimes in Indonesia

Norms that protect children as perpetrators or victims, especially narcotics, are basically complete, namely the application of Law No. 35 Of 2009 On Narcotics Against Children Involved In Narcotics Crimes After The Birth Of Law No. 11 of 2012 on Child Protection. Seeing the verdict against the child offender who should be given protection, on the other hand the child protection rules strongly emphasize that children should not be reduced let alone deprived of their independence. The research method uses empirical juridical approach, the data used is secondary data and primary data. The interviewees in this study consisted of interviews with judges, investigators, child lawyers, social workers from Child Protection institutions. The data analysis used is qualitative. The provisions stipulated in law No. 35 of 2009 this of course applies in general but if involved in narcotics crime is a child then it is mandatory to use the Child Act. Before the birth of Law No. 11 of 2012 on the juvenile criminal justice system, the law used in the event law is law No. 3 year 1997 namundalam practice when the procedural law is regulated in the Narcotics Crime Act then used by investigators is the Narcotics Act while the Act No. 3 of 1997 on Juvenile Court impressed only as a companion to the law.

Review of Sexual Violence Against Children: Reality, Impact, and Protection Efforts

The reality of sexual violence against children in Indonesia has become a serious issue that requires joint attention and action. Data shows a high number of cases, although many incidents are not reported. For example, the case in Way Serdang, Mesuji Regency, where a father had sexual intercourse with his pregnant biological child, illustrates the complexity of this problem. The impact of sexual violence on children includes profound psychological, social, and physical consequences, such as PTSD, behavioral disorders, and social stigma. Protection and prevention efforts must involve the government, child protection institutions and the community. Education, strong regulations and changing social norms are key to creating a safe environment for children. Early detection, the role of child protection institutions, and collaborative efforts across sectors are important strategies in overcoming the complex challenges of preventing sexual violence. Education and increased awareness are needed to change public perceptions, as well as investment in resources and research to support effective prevention efforts

The Primary Reading/Writing Education Process in Light of the Views of Mothers, Who Learn Reading/Writing in Turkish, and Their Children

The primary reading and writing education process is one of the most crucial experiences that shape individuals’ future lives and influence their achievements throughout life. With the help of acquired reading and writing skills, individuals learn their societal values and ensure that the society, in which they live, will look toward the future more confidently. Today when information is intensively produced and consumed, whether a person’s existence is acknowledged and whether a person continues to succeed are directly connected to whether a good quality reading and writing education was received by the person in the past. The goal of this research is to evaluate and analyze the views of mothers, who participated in the primary education course on reading and writing in Turkish at the Turkish Cypriot Child Protection Institution in the Turkish Republic of Northern Cyprus approximately for five months in the spring semester of the 2022-2023 academic year, as well as the views of their children, who closely followed up the process. With this goal, a study was carried out with 15 mothers, who participated in the above course, and 15 children, who stood by their mothers during this process. Mothers and children participating in the study were asked to narrate the memories of their experiences during the primary education course on reading and writing in Turkish. The research data were collected via face-to-face interviews and written documents. The thematic analysis method was used in the analysis of research data, and themes produced from written documents were categorized into sub-themes and were evaluated.

Management System in Strengthening Women's Empowerment and Child Protection Institutions in the Child Friendly City Program in Makassar

The aim of the research is to strengthen the Women's Empowerment and Child Protection institution in the child-friendly city program in Makassar from management system indicators. This research method uses qualitative methods. The research results show that the role of management is also very important in measuring institutional indicators because when talking about management we will of course always mention resources, budget and organizational culture. At the DP3A institution, human resource capacity building has begun to be carried out by involving and including in training or technical guidance for each staff in accordance with their field and main duties and functions. Meanwhile, in terms of financial management or what is usually called the budget, of course at DP3A it has been accommodated according to its function. Some are aimed at agendas or programs that relate to the KLA, some are aimed at increasing HR effectiveness such as training, and there are also activities related to policy making or the latest innovations.

DISTINGUISHABLE HARDSHIPS FOR A SAMPLE OF MIDDLE SCHOOL STUDENTS FROM VRANCEA COUNTY

The present research is part of the project “Sustainable social and educational integration by sport activities”. The project aims to lower truancy rates and enhance educational attainment up to ISCED3 levels. Vrancea county is characterised by a prominent level of impoverishment (below the national level) and a notablerate of school dropout during the middle school years (above the national level). Our study aims to outline the multifaceted difficulties experienced by middle school students in Vrancea County, which can be categorized into eight distinct groups. These categories include Roma students, students with one or both parents working abroad, remigrated students, students from disorganized or single-parent families, students from child protection institutions, student coming from a family of immigrants/refugees in Romania, students with disabilities, and students at risk of early school dropout. This research is of an applied nature and was carried out over a period of 3 years, focusing on students enrolled in two schools with a moderate ISCED3 transition level, comprising a total of 204 students, including 124 boys and 80 girls. It is worth noting that specific difficulties and vulnerabilities differ between genders. The risk of early school leaving, mainly due to poverty, is more prevalent among g, while belonging to the Roma ethnicity poses a greater challenge for boys. This article reviews Eszter Varsa's book Protected Children, Regulated Mothers: Gender and the ‘Gypsy Question’ in State Care in Postwar Hungary, 1949-1956. The volume scrutinizes everyday practices of child protection institutions in postwar Stalinist Hungary embedded in the politics and social tensions of the emerging state socialist regime, such as catch-up industrialisation, women’s rising employment rate and an accompanying restructuring of the relationship between paid work and care work, state intervention in the private realm and an assimilationist policy towards those identified as ‘Gypsy’, meanwhile providing a comparative international perspective. In this regard, Varsa’s book dovetails with ongoing academic discussions of recently renewed political interest in children and parental practices evidenced in the collection of articles in this special issue.

Hidden aspects of child abuse

Child abuse related to witchcraft and exorcism phenomena is not limited to specific cultures, religious beliefs, races and geographic areas and it can be seen in all periods of human culture and civilization. Despite the widespread consequences of harm, due to the limited reports and announced statistics, the scope of the problem in comparison to other forms of child abuse seems minor. The legal and judicial services are often unaware of these cases and it is not highlighted in police and social service databases as a significant factor in child abuse. In spite of global programs on children's peace and activities of child rights committee of United Nations, this type of hidden child abuse continues. In this study, we have discussed seven cases of child abuse related to these phenomena and address the psychological dimensions of the injury by The Revised Children's Anxiety and Depression Scale and Subscales (RCADS) that showed clinically significant anxiety and depression. In addition, we have tried to look at the historical background, risk factors, extent of damage and challenges in the reporting field. Children are the future makers of the world, and any type of child abuse has adverse effects on their growth, physical and mental health. To confront this issue, strengthening partnerships between child protection institutions and multimodal approaches in collaboration with local, national and international organizations also imposing strict punishment on the people who played a role in this action should be pursued more seriously.

PROTECTION OF CHILDREN VICTIMS OF VIOLENCE IN THE FAMILY PERSPECTIVE OF ISLAMIC FAMILY LAW AND POSITIVE LAW (Study at the Lampung Province Child Protection Institute, the Damar Lampung Child Advocacy Institute and the Regional Technical Implementation Uni

A child protection refers to any efforts aimed at ensuring and protecting children and their rights so that they can grow, develop, and contribute to their full potential while remaining safe from violence and discrimination. Child protection is handled by a number of organizations, namely the Child Protection Institute, Lampung, the child advocacy institution of Damar Lampung, and the Technical Implementation Unit for the Protection of Women and Children, Lampung. Despite the fact that these three organizations exist and operate, family violence against children continues to rise. The conclusions are (1) Threats, compulsion, fear, opportunity, power relations, economy, patriarchy, lack of morals, inability to control themselves, retribution, and lack of attention from biological moms to children's behavior are all prevalent reasons of violence against children in three institutions. The difference is that there is a sexual disorder, husband is afraid of his old wife, lack of communication between children and mother, home environment, access to meet is cut off, mother dies, revenge, persuasion, habit of having sexual relations. Study/add insight into Islam and practice it, learn and practice good morals, hang out a lot with pious and pious people, exercise self-control, psychological approach, intensity of education are some of the solutions to decrease them. (2) The types of services provided by child protection institutions, child advocacy institutions, and the Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) are similar in terms of type of service, legal basis, service principle, Standard Operating Procedure (SOP) for mentoring, code of ethics, and ethics, but each has its own characteristics in terms of technical assistance, human resources, funding sources, and facilities. (3) The hadhanah concept (care, care, and education) is reflected in the perspective of Islamic family law and positive law on child protection carried out by three institutions, referring to Law No. 4 of 1979 concerning Child Welfare, Law No. 35 of 2014 on Child Protection, Law No. 11 of 2012 on Child Criminal Justice, Law No. 23 of 2004 on Marriage, Compilation of Islamic Law leading to District Courts (Criminal), Religious Courts (Civil), and Mediation.

Study Implementation Task Child Protection Agency Indonesia (LPAI) West Sumatra In Protecting Children Becoming Victims of Violence. This study aims to gain anything just as well as procedures for the implementation of tasks Child Protection Agency (LPA) West Sumatra in protecting children who are victims of violence, and whether it has been implemented according to its function. In this study, the problems studied were: (1) How Implementation Child Protection Agency (LPA) West Sumatra, (2) constraints faced by the Institute PerlindunganAnak (LPA) West Sumatra, (3) What efforts do Child Protection Agency (LPA) West Sumatra. The research method used is descriptive method of qualitative research in the form of words written or spoken of those who observed. Based on the results of this study concluded that the task of Child Protection Institution (LPA) West Sumatra in protecting children who are victims of violence carried out by means of advocacy or legal channels, Mediation, Rehabilitation. LPA Sumbar've done our best efforts, although not all cases are handled (from 57 cases were observed only 32 were handled), due to various constraints. To the Child Protection Agency (LPA) West Sumatra has attempted to overcome these constraints, such as the cooperation with relevant agencies, such as social Department. Perlindungan Hukum Anak Korban Kekerasan Seksual

Child protection law is a state policy in guaranteeing the rights and obligations of the child itself, both regulated in private law and in public law and formal law in the sense of the process of enforcing the protection of the child. Child protection is an effort to maintain children's human rights so that they can continue to grow and develop into the hope and successor of the nation and state. Legal protection for victims is an obligation of the state and society that must be sought, be it government institutions, be it the police or child protection institutions or the community itself. This study aims to find out how to realize legal protection for child victims of sexual violence, to find out the obstacles faced in implementing legal protection and to find out what efforts are being made to overcome obstacles in the legal protection process for victims of child abuse so that justice and legal certainty fully implemented. This research was conducted using descriptive analysis method, namely providing researched data about the condition of the object under study, namely victims of sexual violence associated with statutory regulations, and normative juridical methods. The data obtained from library research is supported by field research, namely conducting interviews, then analyzed qualitatively. This research was conducted at Komnas Perempuan, the Center for Integrated Protection for the Empowerment of Women and Children (P2TP2A), and the Institute for Child Rights Advocacy (LAHA), the Indonesian National Commission for Child Protection. Based on the results of the study, it was concluded that legal protection for child victims of underage sexual abuse has not been fully realized because there are still children who have not received the rights regulated by law. Such as the rehabilitation process and getting the progress of the case and the resolution of the case. Constraints faced are obstacles regarding legal protection for child victims of sexual violence, namely legal protection for child victims of sexual violence in the form of obscenity, namely the process of completing difficult case investigations, low level of public awareness and lack of facilities in the investigation process. Meanwhile, efforts that can be done are to resolve cases quickly and according to the law, increase public awareness and coordinate with institutions that are related to the legal protection process for victims of sexual abuse as a form of sexual violence.

Representaciones de infancia en el Chile dictatorial (1973-1980): Articulaciones con la política neoliberal y la mercantilización de las instituciones de cuidado

This article analyses representations of childhood in the Chilean press between the years 1973–1980. Both the newspapers «La Tercera» and «El Mercurio» displayed political, economic and symbolical precedents that fostered the application of a subsidiary policy in which the state itself created a market for child protection institutions. The proposition is that the representations of childhood in the public sphere at that time provided ideological support for the political process of remodelling this institutionalism of childhood, since it facilitated the construction of a new rhetoric of privatization of the responsibilities for children and justified its merchandization. Finally, we examine the way in which the distinction between childhood and youth concepts allowed Pinochet´s dictatorship to build an institutionalized structure in which there was ideological control of children and families through scholarly institutions, and of disadvantaged minors through the creation of publicly financed private residential and child protection institutions.

DETERMINANTS OF FEMALE WORKERS ON ECONOMIC GROWTH

Introduction: This study aims to find out what influences the Provincial Economic Growth in the Java Island if seen from female workers through the some variables, namely life expectancy of female, female's income contributions, and female as professionals.Methods: In this study using secondary data for 8 years from 2011 - 2018. The data analysis method used in this study is panel data regression analysis method. There are independent variables consisting of female's life expectancy, female's income contribution, and female as professionals. While the dependent variable is economic growth.Results: Based on the results of this study, it can be concluded that life expectancy has no significant effect on economic growth. The contribution of female's income has a significant effect on economic growth. Female as professionals has an insignificant effect on economic growth.Conclusion and suggestion: The central or regional government, the ministry of manpower and the ministry of female's empowerment and child protection or related institution to conduct training and human resource development for female by means of development activities in creating employment expansion, improving the quality of productive workforce and increasing the welfare of the workforce.

Implementation Of Risk Management In Management Of Waqf Assets

The understanding and empowerment of waqf property among Muslims has undergone significant changes. From time to time, the understanding of productive waqf is increasingly developing and comprehensive which aims to develop the economy, for the social benefit of the community. Therefore, Muslims have found a new economic face that emerged from waqf, namely by establishing foundations or economic development institutions oriented to community service. This shows how important it is to empower productive waqf assets to improve the people's economy. The wider understanding and empowerment of waqf assets is very important, especially if it is associated with the concept of developing productive waqf in improving the people's economy. The procedure used to collect data in this study is in the form of documentation, namely guidelines used in the form of notes or quotes, legal literature searches, books and others related to the identification of problems in this study both offline and online. Analysis of legal materials is carried out using the content analysis method (centent analysis method) which is carried out by describing the material of legal events or legal products in detail in order to facilitate interpretation in the discussion. In fact, most of the currently established social institutions are funded by waqf and are engaged in productive waqf management in order to provide guidance and protection to the community, such as orphanages, child protection institutions, educational institutions, health institutions, distribution of clean water throughout the world. city and various other social activities. The role of waqf managers is also getting wider, not only maintaining and doing routine things, but also looking for new innovations in order to develop and empower these waqf assets. For this reason, there needs to be improvement efforts aimed at fixing waqf management and eliminating the causes of the deterioration of waqf management due to nazhir's actions and negligence, through the application of risk management.

ANALYSIS ON THE VULNERABILITY OF THE MIDDLE-SCHOOL POPULATION IN VASLUI COUNTY

The present research is part of the project called “Sustainable social and educational integration through sports activities”, which is focused on increasing both the school attendance rate for students in lower secondary education and the ISCED 3 transit rate. Vaslui county has a wide range of vulnerabilities affecting this segment of the school population. Our study aims to highlight the structure of these vulnerabilities, which are divided into 8 categories as follows: Roma students, students with one or both parents working abroad, re-migrating students, students from disorganised or single-parent families, students from child protection institutions, students whose parents are immigrants/refugees in Romania, students with special educational needs, students at risk of early school dropout. This applied research was carried out over a period of 3 months. The participating subjects are students enrolled in two middle schools that have an ISCED below 50%; their total number is 190, of whom 105 boys and 85 girls. The research methods used are: scientific documentation, survey, mathematical and statistical method, graphical method. The results of the research are reflected in the identification of vulnerability structures for students in lower secondary education from Vaslui county. The research actually makes an X-ray of the social problems faced by middle-school students in rural areas.

Toplumsal Anımsamanın Millî Bayramlar ile Gerçekleşmesi: 23 Nisan Ulusal Egemenlik ve Çocuk Bayramı Örneği

Bayramlar, toplumsal anımsamanın meydana geldiği önemli alanlardır. Aktarılan bilgi, deneyim ve geleneğin karşılığı olan kültürel bellek, bayramlar aracılığıyla geleceğe aktarılır. Bu aktarımda bayramların sahip oldukları işlevler toplumsal anımsamayı sağlar. 23 Nisan 1920’de TBMM’nin açılması uyanış hareketinin ve rejim değişikliğinin en önemli sembolüdür. Verilen mücadele ve meclisin kuruluşu bir sembolizm yaratır ve düşünceler sisteminin bir unsuru haline gelir. Bunun devamlılığı için de törenlerin kutlanması kararlaştırılır. Bu yüzden kuruluştan bir yıl sonra mücadeleyi meşrulaştırmaya yönelik olarak “Hâkimiyet-i Milliye Bayramı” adında bir millî bayramın kutlanması kararlaştırılır. Daha sonra 1917 yılında kurulan ve 1921 yılında da Ankara’da kurumsallaşan “Himaye-i Etfal Cemiyeti”nin çabalarıyla bu bayram çocuklarla anılmayan başlar. 1981 yılında da bugünkü 23 Nisan Ulusal Egemenlik ve Çocuk Bayramı” adına kavuşur. Bu bayram sahip olduğu politik işlevler, kültürün aktarımını sağlaması, kültürel ve toplumsal kimliklerin inşasına destek vermesi ve eğlendirme işlevi ile toplumsal anımsamayı sağlar. Millî iradeye meşruiyet kazandırması ve bu yolda verilen mücadelenin Türk çocuğuna anımsatılması bayramın politik işlevleridir. Bayramdaki icralar, Türk kültüründen taşıdığı izler, sürekli olarak “millî” değere yaptığı göndermeler, toprak ve vatan hassasiyeti, atalarla ilgili saygı tamamen Türklerin eski kültürlerindeki kült tasarımları ile ilgilidir. Bayramın sahip olduğu ortak simgesel sistemi kullanmak toplumsal kimliklerin inşasına destek olur. Okunan şiirler, düzenlenen yarışmalar, yapılan geçitler, sergilenen temsiller katılımcıların eğlenmelerini sağlar ve bir sonraki bayrama katılımcı sayısını artırır. Söz konusu bu işlevler toplumsal anımsamanın gerçekleşmesini sağlar.

Participation of Children Involved in the Child Protection System \u2013 Validation of the Meaningful Participation Assessment Tool (MPAT)

Children have the right to participate in child protection investigations. Although research suggests that participation is related to positive outcomes of children in the child protection system, children’s participation is not always facilitated in practice. Therefore, it is important to validate tools that can be used to further investigate children’s participation. We examined the psychometric properties (i.e., reliability, internal validity, and external validity) of the Meaningful Participation Assessment Tool (MPAT), which measures the degree in which child protection professionals enable children’s participation in child protection investigations. The MPAT is based on the Model of Meaningful Participation (Bouma et al. 2018) and distinguishes three domains of children’s participation in child protection: 1) informing, 2) hearing, and 3) involving in decision-making. It consists of 13 items. We validated the MPAT based on data from 292 child protection cases. We concluded that the MPAT was reliable, internally valid and externally valid. The MPAT’s reliability was reflected by substantial Cohen’s Kappa coefficients ranging from .63 to .92. The Mokken scale analysis revealed a strong scale of 8 items (H = .70, Rho = .89). Items on seeing and hearing children about child protection topics seemed relatively more easy to achieve compared to items on providing children with information, which suggests that child protection workers may struggle most with informing children. Lastly, we concluded that the MPAT might be externally valid because we found higher MPAT scores for subgroups based on child protection institution, age, and gender, which was in line with our expectations.

Manifestations of Institutional Aggression in the Practice of Child Protection Workers

Studies show that practice in some professional fields may be socially and morally unattractive: employees working with stigmatized groups have to use methods, related to aggression and confrontation, which leads to stress and reduces their professional well-being. This applies to child rights and protection institutions which have a responsibility to take a child out of the family in the case of a threat to their safety. Problems related to workplace quality lead to a lack of qualified employees in this sector, and this problem is emphasized not only in Lithuania. Institutional aggression is typical of institutions to which the state attributes certain functions of abuse (e.g. public safety). Employee’s intervention into the family can also be regarded as aggression performed by institutions, and the nature of work in these institutions may be associated with the problem of workplace aggression. However, in the research on workplace quality among the indicators of workplace aggression we do not find the indicator of employees’ aggression against clients. We presume that an employee’s function to take a child from a family (the use of coercion) can affect their well-being. So, in the context of workplace quality, the concept of workplace aggression has to be re-conceptualized by including institutional aggression enforced by an employee.

Enacting the utopia of eradicating homelessness: toward a new generation of activity-theoretical studies of learning

ABSTRACT Eradicating homelessness is one of the most pressing challenges for efforts aimed at equity and social justice in the world. Many people who experience homelessness have histories of violence, growing up in child protection institutions, involvement in criminal activities, and mental and health problems connected with substance abuse. Homelessness is, therefore, a phenomenon which requires coherent and consistent cross-sectoral service integration and interorganisational service production. The way this challenge has been addressed so far in Finland may be interpreted as enacting a utopia when compared with other realities and the predominant views of impossibility to eradicate homelessness which stem from them. The article drafts an agenda aimed at disclosing how the utopia of eradicating homelessness is being enacted, what learning this involves, and how research on work and learning can concretely mediate and support the enactment processes.
