ANALISIS EFISIENSI DAN EFEKTIVITAS PENGELOLAAN ANGGARAN DANA DESA DI DESA TAMBAK BITIN KABUPATEN HULU SUNGAI SELATAN TAHUN 2016-2017

This research was conducted (1) for local governments to analyze the effective value of village fund budgets managed for community empowerment and development. (2) for the community, which is to know good results regarding village economic growth, regional and effective village fund centers (3) as a reference for further research on the management of village funds for the empowerment and development of rural communities.The scope of this study is to analyze the efficiency and effectiveness of managing village budget funds for 2016-2017 in the Tambak Bitin village of Hulu Sungai Selatan Regency. The data analysis technique used in descriptive research is collecting, dividing, exposing and deciphering data, so the objective results of the problem are obtained from an analysis of the results of monitoring data. This research also uses quantitative analysis and the result is a percentage. The results of this study are that the efficiency of village funds in Tambak Bitin village is in the inefficient category, this is because village infrastructure is inadequate and population density is high. The level of effectiveness of funds in Tambak Bitin village is included in the category of very effective and effective, influenced by the success of the village government in regulating village income and prioritizing community needs and services provided and felt by the community.Keywords: Efficiency Analysis, Effectiveness, Village Fund Budget

Design of Carita Beach Coastline Tourism Area at Pandeglang Banten

Waterfront area currently has a potential as a face of the city, it should not only being the behind area of the city. Waterfront area can be a tourist destination and a place that create social interaction, so that area can be the center of economic growth for the city especially in the field of tourism activity. Waterfront development experience many problems such as the loss of place quality. In the other side, private investment is not clearly regulated and causing the privatization of land in the shoreline area that should be the public space. Communities that received the impact of the development in the shoreline area are not to get involved in the planning process. This study formulates the design of tourism public space in a seaside area with attention to the image of an area and have the quality of public space. By analyzing design area both regionally and environmental context, in the findings obtained several principles that need to be considered to create a coastal tourist area as public space. In this study, planning and designing is required to involve the growth of coastal resorts can be run as a shared vision that avoids conflicts of interest.

KUALITAS HIDUP DAN PERTUMBUHAN EKONOMI, STUDI KASUS DKI JAKARTA DAN DAERAH PENYANGGANYA

This study aims to analyze the phenomenon of urban sprawl development from aspects of value added, quality of life and economic growth to sub urban area of DKI Jakarta. The city are Bekasi City, Bekasi Regency, Depok City, Bogor City, Bogor Regency, Tangerang City, South Tangerang City, and Tangerang Regency. The research method was desk study with variables population, typology of city, Human Development Index (HDI), Gross Regional Domestic Product (GRDP), education level, proportion of labor, access to Jakarta and distribution of settlements. The results of this research are (1) urban sprawl increases the population and the development of regions around the city including economic agglomeration to the sub urban area. It can be seen from the change of land use in each region become an area of settlement, commercial, industrial, or service and the development of new infrastructure and centers of economic growth. (2) economic growth in the sub urban area have an increase in GDP per year. Based on this, there is no competitiveness between the DKI Jakarta sub urban areas developing not based on competition but complementary. (3) The city of South Tangerang is considered to have the best quality of life. This is seen from the highest value of South Tangerang City HDI compared to other regions.

Penguatan konsep patung catur muka sebagai landmark Kota Denpasar

Strengthening the concept of the catur muka statue as the landmark of Denpasar. Denpasar is a city onthe island of Bali and at once becomes the capital of the province of Bali, Indonesia and becomes economicgrowth centers in Bali. Such growth is supported by the existence of improvements in all sectors, includingthe landmark of Denpasar, The catur muka statue still can be strengthen by improving the internal andexternal quality. This study aims to explore the internal and external quality as well as the plannedstrengthening of the concept of the catur muka statue as the landmark of Denpasar. The research methodused was survey method with techniques of observation, questionnaires, and supporting data through literature studies. Research results are processed by using the method of tabulate and descriptive analysis.The result of the analysis of the study showed the catur muka statue has all the internal and external qualityrequired by a landmark, but not yet developed optimally. Strengthening planning concepts through designconcepts, lighting and planting is required to improve the internal and external quality of the catur mukastatue as a landmark of Denpasar.

Achieving the spatial development goals using the human-driven approach

Efficient implementation of the Spatial Development Strategy is necessary to solve the accumulated problems, and this requires defining a new methodological approach. Relying on the review of modern anthropocentric development theories, the author suggests the types of management models in terms of several elements. They include the goal setting with the focus on the human development, the goal adjustment among the stakeholders, the application of human capital characteristics as the key development factor, and the formation of management mechanisms based on the differential approach. This study explains the decision making to achieve strategic goals of the spatial development with the methodical complex within the human-oriented (human-driven) approach, comprising the method of assessing the human-oriented development, regression models of the human capital growth due to migration and reproduction processes, and the method of the regional typologization in terms of objective and subjective characteristics of the territory attractiveness for population. The method tested in this work focuses on achieving one of the most important goals of the spatial development of the 1st level on the example of the subjects of the Ural Federal District (UFD). During the test, this method allowed assessing not only the level of the human-oriented development, but also the degree of its balance in terms of the standard deviation of the structural indicators of the development components, including the economic, socio-natural and inclusive components. The results obtained allowed defining the positions of regions in the matrix “human-oriented development level — balance of components”. Combination of the matrix analysis of subjects of the UFD with the results of the typologization of these regions showed the dependence of the degree of the migrants’ reaction on the changes in the quality of life and the human-oriented development. The performed study provides the evidence towards the need to increase the level and improve the balance of components of the human-oriented development of regions from the viewpoint of the management efficiency of the human capital accommodation. This is essential for creating new centres of economic growth and ensuring the demographic security of Russia.

An Empirical Study on R & D Incentives and Innovation Relation in OECD Countries

Bilgi ekonomisi çağında Ar-Ge faaliyetleri yapmak bir ihtiyaçtan ziyade zorunluluktur. İnovasyonun ve teknolojik gelişmenin ekonomik büyümenin merkezine taşınmasıyla birlikte Ar-Ge göstergeleri bir iktisadi gelişmişlik ölçütü olarak kullanılmaktadır. Firmaların ve ülke ekonomilerinin güçlü olması yeniliği ne kadar iyi ve ne kadar kısa zamanda yakaladıkları ile orantılıdır. Günümüz dünya ekonomisinde önemi her geçen gün artan yenilik faaliyetlerini teşvik etmek amacıyla devlet, özel sektöre doğrudan ve dolaylı yolla destek sağlamaktadır. Bu çalışmanın amacı, söz konusu teşviklerin ulusal bazda geliştirilen inovasyon üzerindeki etkisini OECD ülkeleri için 2016 yılı verilerini kullanarak yatay-kesit analiz yöntemi ile ölçmektir. Çalışmadan elde edilen ampirik sonuçlara göre, OECD ülkelerinde Ar-Ge teşviklerinin inovasyon üzerinde istatistiksel olarak anlamlı bir etkiye sahip olmadığı bulgusuna ulaşılmıştır.

City Profile: Batangas City, Philippines

Cities have always been the predominant centres of political power, economic growth, educational and cultural advancement and technological innovation. However, rapid urbanization and growth of metropolitan cities, especially in developing countries, have resulted to various challenges that national and local governments and institutions fail to address completely. Against this background, small- and medium-sized cities are becoming the new growth nodes of the country. Batangas City in the Philippines is a medium-sized city located in the proximity of the Metro Manila region. This article provides an overview of the urbanization of Batangas City with special reference to its social, economic and urban characteristics along with its pressing challenges. The study highlights the current state of Batangas City with an emphasis on Sustainable Development Goals (SDGs) on health, education and urban sustainability. Finally, the article attempts to conclude on whether the city is gearing towards a learning, healthy and sustainable Batangas City.

An ecological-thermodynamic approach to urban metabolism: Measuring resource utilization with open system network effectiveness analysis

Cities have evolved as centers of economic growth and often described as open systems where the intake of resources is heavily dependent on flows imported from the external environment. The question is, how much of the resource available in cities is effectively utilized? In response, this paper develops an ecological-thermodynamic approach to assess the ability of a system to make full use of the resources available and reduce the demand for new resources. In this work, open system network effectiveness analysis is introduced as a novel assessment method to investigate the cities’ producer and consumer behaviors by studying the resource flow connections and the interactions between the socio-economic sectors. Investigation on the urban flows network evaluates the ability of the system to utilize the resource imported through the effectiveness of utilization indicator and the ability to convert the resource imported to useful products through the effectiveness of conversion indicator. The effectiveness indicators, utilization and conversion, represent the consumption and production characteristics of the system respectively. This is tested through a case study conducted for Singapore city over the time period 2005–2014. The effectiveness results show that the city, on average, has utilized 45% of the maximum extractable usefulness from the resources imported throughout the years, with the lowest effectiveness, 39%, and the highest effectiveness, 50%, in the years 2007 and 2014 respectively. The trajectory of effectiveness results throughout the years suggests a trade-off relationship between the producers and consumers to balance the production and consumption of resources in the city.

Mapping Urban Population Behavior in Using Private Transportation at City Center of Semarang

This paper aims to describe the identification of urban society behavior based on gender in using private transportation modes in the City Center of Semarang. The city center is the center of economic growth so that it has a high level of mobility and accessibility, especially in the use of private vehicles. This study uses GIS for Mapping and a quantitative approach to find out the most influential factors. The instrument uses a questionnaire and uses quantitative descriptive analysis techniques. The sample distributed was 100 respondents with an analysis unit, namely land use in the City Center such as trade and service areas, office centers, and government centers. The results of this study indicate that out of 100 research respondents, 66% were female gender. In addition, of the 11 variables used, only 5 variables have relevance; there area age, income, mode of transportation, ownership of the driving license, and commuter costs. From these variables found, one variable that most influences, which is the respondent’s age, so it can be concluded that the dominant gender using private vehicles is women with productive age.

Spatial Dynamics Model of Land Availability and Mount Merapi Disaster-Prone Areas in Sleman Regency, Yogyakarta Special Region Province

The existence of Mount Merapi in Sleman Regency makes the agricultural land in the area fertile and that becomes the attraction for humans to occupy the region. A high population growth will lead to the residents demand of the availability built-up land higher, that makes the environmental carrying cappacity in Sleman Regency decrease. However, the volcanic activity of Mount Merapi becomes a threat to the people who live in the area of Disaster Prone Areas of Mount Merapi. Predictions on the availability of land as well as the relation to the disaster-prone areas, and the carrying capacity of the environment needs to be done. 2007 – 2017 population data and Landsat 7 ETM + 2007, 2012, and Landsat 8 OLI 2017 imagery will be used in this research as variable in the spatial dynamics model. Meanwhile, physical and accesibility data such as slope, distance from the river, distance from protected area, distance from road, and distance from the center of economic growth will be used as limiting factor of built-up land. Environmental carrying capacity can be observed through a dynamic system model of the relationship between population growth and land availability within the period of 2007 - 2100, then made into the spatial dynamics model to know it’s spatial stance. The results of this model show that built-up land increasing every year, packed areas that are suitable for built-up land first, then encroach on areas which not suitable for built-up land and Mount-Merapi Disaster-Prone Areas.

Identification of Potential Source Location of Sulfur at Urban Area Bandung using Conditional Probability Function (CPF)

Bandung area is known as the center of economic growth in West Java. Bandung is also surrounding by mountains, therefore the morphological form of its territory is like a giant bowl. The previous study showed that the concentration of Sulfur in air particulate matter from Bandung is high. The objective of this study is to examine the use of conditional probability function (CPF) to identify directions of Sulfur sources using data collected from Bandung. CPF method is an advanced tool that analyzes pollutant source contributions in relation to the winds at the site and has been applied to find source directions. Data collection were done by air particulate sampling using GENT Sampler for 24-hours, once a week in Bandung during 2012-2014. EDXRF technique was applied for Sulfur analysis. The CPF values for Sulfur presented in polar plots, for fine and coarse particles. From this polar plot, the contributions of Sulfur in fine particles were coming from all sectors in Bandung whereas, in coarse particles, Sulfur dominated from the northern sector of Bandung.

Jakarta Bay Reclamation: The Challenge Between Policy, Environmental and Social Impacts

Coastal areas have strategic value for the development of national economy and the improvement of people’s welfare and are at the same time very vulnerable to damage and destruction. Therefore, it is necessary to manage them wisely by placing economic interests in proportion with the environmental and social interests, both in the short and long term. A good policy should be in accordance with the needs of the community and its benefits to the community. Such as the policy regarding the Jakarta Bay reclamation, whether it benefits the interests of the public or those of the owners of capital. The Environmental Review of the Jakarta reclamation is considered unclear and transparent, including the Permits issued without regard to the Environmental Impact Assessment (EIA). Since 1995, the Jakarta Bay Reclamation, as part of coastal area management, has had advantage and disadvantages at the same time. The advantage is in order to create a new center of economic growth based on services and creative economy and suppress housing development in South Jakarta which should be used as a water catchment area. The disadvantages are that it causes environmental and ecosystem damage and damages the livelihoods of fishermen and communities on the North Coast of Jakarta. This paper describes the lack of conformity among environmental, social, and policy aspects in coastal area management to the Jakarta Bay reclamation. This research will present theories on environmental law compliance especially regarding licensing and spatial planning and discover the ideal rule of law model so that sustainable development can be achieved.

Eco-efficiency of the Western Taiwan Straits Economic Zone: An evaluation based on a novel eco-efficiency model and empirical analysis of influencing factors

Obtaining the most economic benefits while using the least resources and causing the least environmental damage is an urgent and key problem in achieving sustainable development. The concept of eco-efficiency provides a comprehensive perspective for observing and solving this problem. This paper proposes an extended data envelopment analysis model, named the WIN-US-SBM, as a comprehensive eco-efficiency evaluation method that can accommodate undesirable outputs, all the identification problems of decision-making units (DMUs), possible slacks of variables, and the problems of an insufficient number of available DMUs and intertemporal comparability. China's Western Taiwan Straits Economic Zone (WTS Economic Zone) is an important regional economic growth center. By applying WIN-US-SBM and ArcGIS software, we investigated data on the temporal and spatial evolution characteristics of eco-efficiency in the WTS Economic Zone for the years 2009–2016. Later, the global Malmquist–Luenberger index was used to decompose the sources of growth in eco-efficiency. Finally, the main driving factors of eco-efficiency were explored through a Tobit regression analysis. The empirical results show that: (1) The overall eco-efficiency of the WTS Economic Zone had greatly improved, increasing by 11.46% annually, and the cumulative growth rate of eco-efficiency was 110.84% from 2009 to 2016. (2) The eastern area had the highest average eco-efficiency, followed by the western area and the middle area in that order. Also, the growth rate of the middle area ranked first (16.68%), whereas the eastern area had the slowest growth in eco-efficiency (7.22%). (3) On the whole, the growth of eco-efficiency was driven mainly by technological progress and was restricted by the decrease in management level, which implies that policy makers should focus on improving management and technical levels. (4) High levels of economic development, population density, market openness, and industrial structure had positive effects on the eco-efficiency of the WTS Economic Zone, whereas energy intensity and expenditure on science and technology had negative impacts.

Advertisements in Russian provincial press at the beginning of the First World War

Purpose This paper aims to examine some common and specific features of advertisements published in Tsaritsyn’s (present-day Volgograd) daily newspapers at the beginning of the First Word War. The town of Tsaritsyn was a local centre of the rapid economic growth that the Russian Empire experienced in the early 1910s; it can be considered a model of Russian provincial advertising behaviours and the consumer culture of the time. Design/methodology/approach The main methods used in this paper are the local history approach and discourse and socio-political, content and gender analysis, as well as compositional interpretation. These methods have made the reconstruction of a historical portrait of Tsaritsyn possible at the beginning of the First Word War through an analysis of advertisements published in its periodicals. The sources of this paper include selections from the newspaper Tsaritsynsky Vestnik from June 1914 to February 1915, the newspaper Volgo-Donskoy Krai from September 1911 to February 1915 and the calendar-handbook Ves Tsaritsyn of 1911. Findings Advertising is a highly adaptive phenomenon of socio-economic activity. However, it is both conservative in form and content. It is simultaneously constant and changing, and so it can reveal some transformations in the provincial town’s daily life. Research limitations/implications Local history methods, including the ideographic, are designed to better explore unique historical events. Research based on these methods becomes more valuable in larger quantity, allowing the implementation of nomothetic methods that elucidate historical regularities and general trends. Practical implications This paper’s findings can be used in further research on global and local aspects of marketing history and development of consumer society, as well as in university courses concerning the disciplines mentioned above. Originality/value This paper studies newspaper advertisements published at the beginning of the First Word War in a Russian provincial town. It reveals some transformations in their content and form which occurred after the outbreak of the war. While the subjects of the advertisements remained relatively unchanged, a number of promotions decreased, social and entertainments advertising became starker and more harshly patriotic and long-used promotional methods became sarcastic during time of war.

ANALYSIS OF REGIONAL ECONOMIC POTENTIALS IN DEVELOPMENT OF SUPERIOR COMMODITIES: A STUDY OF BONDOWOSO DISTRICT

Purpose of Study: One important aspect in regional development planning is to grow regional economies. It is expected to be a leverage and and attract other sectors to move and grow well. To develop the local economy, there are several things to be used as basis for regional development. The present aims to analyze the regional economic potentials in the development of superior markets of a nation.
 Methodology: Exploratory research method is used in the present study to obtain more in-depth results that can be developed according to the outcomes of the analysis. It has been carried out by determining the selection of one of the district's superior products. By using the endogenous development strategy paradigm and integrating endowment factors with human resources capabilities, the development and growth of Bondowoso Regency will be more directed, clear, measurable and targeted. In an effort to realize the development of new economic growth centers in undeveloped areas, determining superior products is very important. Furthermore, by encouraging the development of the specific potential of underdeveloped regions, it is expected to be able to encourage and accelerate economic growth and improve community welfare. so that this builds a new center for economic growth. In general, the flagship program of each district is used as leverage in stimulating regions for development. Notably, there are six parameters left behind. These include the community economy, human resources, infrastructure (infrastructure), local financial capacity (fiscal gap), accessibility, and regional characteristics. It is expected that poverty alleviation and unemployment reduction can be achieved through an increase in the local financial capacity through optimization of the potential of local products. The development of district superior product programs in growth node will be beneficial in encouraging the economic growth of the community.
 Main Findings: The results of this study shortlisted some superior agricultural products in the regency with a corn LQ value of 3.86, 4.28 rice; chili 2.37; and cassava 3.92. The coconut plantation 1.89; betel 1.59 and sugar cane 3.31. For the livestock sector, the LQ of Cattle was 3.91; Goat 3.02 and free-range chicken 2.98. From the results of the discussion and in-depth analysis, the flagship products of Bondowoso district were rice, sugar cane, cattle and corn.
 Implications/Applications: The present research is expected to establish local products that represent regional superior commodities and can be produced to improve the economy of the community. Such development will also provide job opportunities for the local communities and reduce the rate of poverty. Furthermore, it provides avenues for channeling government funding in terms of aid to provide an impetus for stimulating growth and jobs.

Sustainable urbanization in Southeast Asia and beyond: Challenges of population growth, land use change, and environmental health

AbstractAs economic growth centres, the Southeast Asian cities feature high population pressure, unsustainable land use, environmental degradation, and large ecological footprints. It is difficult to manage environmental health and basic services for urban dwellers, and ensure optimum flow of ecosystem services in the context of rapid, unplanned, and haphazard urbanization. These challenges are particularly multifaceted in the developing countries of Southeast Asian region. This study, based on secondary sources, adopted multidisciplinary lenses, such as geographical information systems, socio‐economic perspective, and sustainability science to examine the population situation, land use change pattern, and drivers of environmental degradation in the Southeast Asian cities as well as the Dhaka megacity, and brought forth a fresh perspective to look into contemporary urban ecosystems, population dynamics, environmental health, and sustainability. It also focused on identifying the commonalities among the cities under study to create a common understanding towards promoting collaborative urban development. This study shows that the urbanization process in the Southeast Asia region is taking place mostly in an unplanned and haphazard manner. With little concern for nature, life‐supporting ecological systems, and the environment, urban spatial growth continues unabated. The data surveyed and discussed in this paper shows that the current style of urbanization in Southeast Asia can best be called unsustainable. The findings also suggest that the general wellbeing and welfare of the current and future generations in Southeast Asian cities as well as in Dhaka is at risk. The paper recommends concerted efforts towards making the urbanization process sustainable, including better urban planning, policymaking, and international and regional cooperation.

Using RISKPLAN for Earthquake Risk Assessment in Sichuan Province, China

Sichuan Province of China is a prominent population and economic growth center as well as an earthquake-stricken region. A sound understanding of the seismic risk that Sichuan Province is facing is useful to raise risk awareness, achieve disaster risk reduction (DRR), and guarantee sustainable socio-economic development. Earthquake risk assessment is the first step in these efforts. This study strives to demonstrate the feasibility of applying an integrated earthquake risk assessment in Sichuan Province of China using RISKPLAN, a risk evaluation tool of natural hazards developed by the Swiss Federal Office for the Environment (FOEN). The time and location of seismic events in Sichuan were incorporated into three scenarios and calculated with respect to expected losses under different assumed conditions of earthquake occurrence, such as the recurrence interval and magnitude. Furthermore, cost-effectiveness calculations were made regarding the various possible scenarios to assess the ratio of expected losses and the required financial means for prevention and mitigation measures against the effects of seismic activities in Sichuan. Our results show that when the magnitude of the seismic event is greater than expected, reduction and mitigation investments for a possible earthquake risk will be all the more rewarding.

Local governance for ecosystem recovery of an urban tidal flat in Masan Bay, Korea

ABSTRACTSince 1970, the Masan Bay and its vicinity have long been the center of national economic growth for Korea. However, the bay and its estuary got drastically polluted due to rapid industrialization and urbanization. The Bongam tidal flat, as a brackish estuary of Masan Bay, is located in the center of Changwon city, and situated near the Changwon industrial complex zone. The Community Advisory Council (CAC) for Masan Bay established since 2005 as a legal organization of local governance for ecosystem recovery. The loading of COD to the tidal flat of Bay mouth through streams gradually was reduced from 2,090 kg/d in 2006 to 432 kg/d in 2016 by the holistic efforts of local governance. The experience of local governance shows the procedure of how they recovered an urban tidal flat, as well as Masan Bay, and how stakeholders participated and worked together. The lessons learned include the relevance and impacts of coordination mechanisms in conflict resolution even though there was rivalry, competition, and different constituency expectations among stakeholders. In this case study, we also illustrate how the CAC could facilitate stronger cooperation and coordination with relevant agencies at the national and local levels.

Study of the technical guidance application on the specific allocation fund (DAK) for road infrastructure (2017): Case study in the Public Works Office of West Sumatra

The specific allocation fund (DAK) is one of the central government programs used to provide the road infrastructure in regions of Indonesia. DAK 2017 used the technical guidelines for the implementation of the specific allocation fund in the infrastructure sector. The technical guidelines are a very important guideline in the implementation of DAK since the guidelines are composed according to the aim of ensuring the implementation or management of DAK for road infrastructure in accordance with the provisions, which should be orderly in their implementation and on target. A number of problems have been identified during the implementation: for instance, a low absorption of funds due to delays in the procurement process as well as changes in the organisational structure of DAK. Therefore, this research aimed to fill in the gaps in the issues in order to solve the problems encountered in the implementation of DAK for road infrastructure. This research was focused on the implementation of DAK in Payakumbuh, Bukittinggi, and Solok City, which are known as centres of economic growth in West Sumatra. They also support Padang city, the capital of the West Sumatra province. The study was mainly centred on the application of the technical guidance and any problems encountered. It was a qualitative research study and it applied the triangulation method as the validated approach. The results show that both Payakumbuh and Solok City have fulfilled the ten indicators of DAK implementation, on the other hand, Bukittinggi city can only fulfil nine indicators. In relation to the indicators of the handling program’s determination, the three other study sites did not apply what was instructed in the technical guideline in terms of conducting a survey to determine the road condition. In addition, these sites also did not send quarterly reports to the inspectors.

Problem aspects of forming and development of united territorial communities in Carpathian region

The paper provides the analytic research of forming of united territorial communities (UTCs) in the regions of Carpathian region (Transcarpathian, Ivano-Frankivsk, Lviv and Chernivtsi regions). The author reveals the peculiarity of united communities in the region – the composition of UTCs includes the settlements that the Law of Ukraine “On the status of mountain settlements in Ukraine” regards as the mountain ones and border communities. Correspondence of the formed UTCs of the region to the criteria of capable territorial communities (number of population, share of basic subsidy, expenditures on managerial aparatus) defined by the Ministry of Regional Development, housing and construction of Ukraine are analyzed and compared to average rates in Ukrainian UTCs. The relevant conclusions are made. Special attention is paid to the impact of the region’s socio-economic development on the peculiarities of forming of UTCs’ internal capacity. The author finds the dependence of the revenues to UTCs’ budgets on the level of their economic development and availability of entrepreneurship structures on their territories. The absence of dependence between personal income per capita in an UTC and its population number is explained based on conducted ranging. The level of socio-economic development of urban and rural united communities is examined. The research proves the presence of substantially lower rates of rural communities’ budget profitability per capita than in urban UTCs due to comparatively high level of cities’ development and their positioning as economic growth centers. Based on the revealed differences in the levels of financial capacity of UTCs that comprise mountain settlements and other united communities in the region and Ukraine in general as well as urban and rural UTCs the author conducts the analysis of the structure of own revenues across the defined groups. The first case reveals the higher share of individual tax and single tax in own budget revenues and insignificant share of revenues from excise and land taxes. The result can be explained by the specifics of territorial location and geographic peculiarities of such communities. Analysis of the features of forming and development of UTCs in Carpathian region contributed to revealing the smaller average area of an UTC in the region compared to the average rate in Ukraine, lack of UTCs’ correlative land resource that is one of the major community assets and the lower rate of individual tax revenues than average in Ukraine testifying to the low level of communities’ economy development.
