Peluang pertumbuhan ekonomi di Kabupaten Majene Provinsi Sulawesi Barat

Background: The high production of capture fisheries in Majene Regency is not balanced by a marketing system and infrastructure in the form of adequate fishing ports and fish processing units. Findings: It is recorded that currently Majene Regency only has 2 (two) fishing port units, namely PPI Palipi and PPP Banggae with a total of 30,887 fishermen, the largest in West Sulawesi out of a total of 57,318 people. With these conditions, the catch of Majene Regency fishermen is mostly sold in the middle of the sea. Methods: This paper uses a literature review method sourced from literature, such as scientific articles, books, journals, and online media. Conclusion: The number of fishing port infrastructure in Majene Regency is still relatively low when viewed from the amount of production in other regencies/cities in West Sulawesi Province. So a government policy step is needed as a form of support for economic growth that is in accordance with the potential in Majene Regency, one of which is fisheries. Thus, it is hoped that fishery products which are superior commodities can be distributed to areas that do not have the potential for capture fisheries resources or the exchange of commodities through a buying and selling system.

Sustainable Development Perspective: Analysis of Capture Fisheries in Muncar District Banyuwangi

Capture fisheries resources in Muncar Regency have enormous potential to support the lives of the community, especially fishermen. However, in these conditions, the volume of capture fisheries production in Muncar Regency has decreased. This research aims to direct sustainable development efforts in the capture fisheries subsector so that it can improve the welfare of fishermen. This is done by optimizing the use of fishery resources without ignoring economic, ecological (environmental), and social aspects. This research uses descriptive analysis methods. The results of measuring the level of sustainability of capture fisheries resources in Muncar District show that the average value is still low. From each dimension (economic, social, and environmental) several criteria have medium (M) and high (H) scores. This means that each dimension requires alternative recommendations to support sustainable capture fisheries development. It takes synergy from all levels of society to maintain the balance of the marine ecosystem. Increasing awareness of coastal communities is needed to maintain the balance of the capture fisheries resource ecosystem. Apart from that improving the quality of human resources in fishing communities is an important thing that the government can do to support the sustainable development of capture fisheries resources. Optimization Model of Fishery Products Supply Chain Using Mixed Integer Linear Programming Method

North Aceh is one of the districts in Aceh province that has great potential in the marine and fisheries sector. Many capture fisheries resources have become superior commodities, because some parts of North Aceh are suppliers of capture fisheries products. As for the problem in this study, there are several sub-districts in North Aceh district experiencing a shortage of fishery products supply due to their location far from the coastline, causing high logistics costs for the supply chain of fishery products. Therefore, an optimization model for planning the supply chain of fishery products is needed. The purpose of this study is to create a supply chain optimization model for capture fisheries using the mixed integer linear programming method. The steps involved in this research are compiling research instruments and literature review, collecting and analyzing data, determining parameters and decision variables, formulating objective functions and model constraint functions, designing optimization models, testing and modeling simulations. This model can minimize the operational costs of the fishery product supply chain from suppliers to consumers. Testing and simulating this model using the lindo program, with the result that the maximum value of the objective function is 36 in the 15th iteration.

Patrol Ship Design to Guard the Natuna Seas

Natuna is one of the regencies in the Riau Archipelago Province, the area of Natuna Regency is 224,684.59 km 2 with a land area of 2,000.85 km 2 and an ocean area of 222,683.74 km 2 . According to the Ministry of Maritime Affairs and Fisheries, Natuna occupies the first position for the purpose of exporting fishery products from the SKPT location (Integrated Marine and Fishery Centers in Small Islands and Border Areas), namely marine fisheries resources reaching more than 1 million tons per year. The extent of Natuna waters and the large potential of existing capture fisheries resources cause the Natuna waters to be included in the Fisheries Management Area (WPP 711) which is prone to illegal fishing activities. It has been proven recently that in the waters of North Natuna there are coast guard ships from foreign countries escorting fishing vessels belonging to their countries that are carrying out illegal, unreported, and unregulated fishing activities. The purpose of this research is to design a patrol ship to carry out security missions around the Natuna waters. The method used in this design is the Parent Design Approach method. This method is known in designing ships, namely by taking a comparison ship that has the same characteristics as the ship to be designed. The main dimensions of the ship obtained in this final project are Lwl = 50.2 m, B = 9.32 m, H = 4.45 m, T = 3.5 m, Vs (max) = 25 Knots, Crew = 40 Indonesian navy. Armaments used on this ship are Oto-Melara 76/62SR 76 mm, Oerlikon Millennium 35 mm, RWS Machine Gun, and SS1-V1 Kal hand rifle. 5.56 mm.

Length-weight relationship, growth pattern and condition factor of four indigenous cypriniform Schizothorax species from Vishav Stream of Kashmir Himalaya, India

The indigenous Schizothorax spp. in the valley of Kashmir are facing constant threats and decline in their overall population. The current aim was to analyse the comparative length-weight relationship (LWRs) and condition factor (K) of 350 specimens belonging to four Schizothorax spp. (S. plagiostomus, S. esocinus, S. labiatus and S. curvifrons) from the Vishav Stream of Kashmir Himalaya, India. The fish specimens were sampled for a period of one year from April 2018 to March 2019. The results revealed that the growth coefficient ‘b’ in all the four Schizothorax spp. was found very close to 3, indicating an isometric growth pattern. No significant difference in the ‘b’ values of four Schizothorax spp. was found when compared with the isometric value (t-test: p > 0.05). The mean value of the ‘K’ for S. plagiostomus, S. esocinus, S. curvifrons and for S. labiatus were 0.81 ± 0.07, 0.80 ± 0.08, 0.85 ± 0.08 and 0.88 ± 0.12 respectively. The mean condition factor did not vary across four species (ANOVA: p > 0.05). The present findings could serve as baseline information for the management, stock assessment and future studies of indigenous capture fishery resources of the Vishav Stream and other similar habitats.

Pengembangan Perikanan Tangkap dan Hasil Olahannya di Pesisir Kabupaten Bone Bolango Gorontalo

The purpose of this research is, how to develop capture fisheries and their processed products on the coast of Bone Bolango, Gorontalo Province. The analytical methode used in this research is SWOT analysis. The SWOT analysis methode is used to analysis capture fisheries development strategies in Bone Bolango Gorontalo Province. The results showed that from the results of the SWOT analysis, a capture fisheries development strategy and its processed products in increasing Regional Original Income were described in several aspects, a) Improving facilities and infrastructure for coastal area development, b) Disseminating information about coastal and marine resources through local media an national, c) Developing appropriate models and technologies and environmentally friendly use of marine resources, d) Supporting groups of fishermen the production of processed capture fishery products, f) Incresing the capacity of fishing communities regarding the utilization and management of capture fisheries resources,

Capture Fishery Resources of Citanduy River, West Java

Citanduy river is one of the priority watersheds in West Java. Information on capture fisheries resources in Citanduy, however, river is limited. The aim of this study was to assess the information of capture fisheries resources in that river. The method used in this study was a survey method, by collecting data in the field, and then analyzed it in the laboratory. This research was conducted in 2018. Samples of fish were collected through the active participation of fishers with various types of fishing gear. The identification of fish and fishing gear used some references. Some fish caught were preserved in formalin solution and identified. The dominant catch in Citanduy River is Mystacoleucus marginatus and Cyprinus carpio. Other economic fishes catch in Citanduy river are Oreochromis niloticus, Osteochilus vittatus, O. mossambicus, Trichogaster trichopterus, Hemibragus nemurus, Hampala macrolepidota, Channa striata, Moolgarda seheli, and Glossogobius giurus. The fishing gears used by fishers are hooks and lines, cast nets, scope nets, traps, and gill nets. The inland capture fishery in Citanduy river is still a secondary sector for the interests of local government.The current condition of capture fisheries in Citanduy is not the main livelihood for fishers. The inland capture fisheries in Citanduy is still using a simple fishing gear and do not have more complex tools. Citanduy river has potential source of economic and protein food, particularly for local community. Regarding in these potential, management of environment could be the major domains in fisheries management. The policy of local government in handling non-selective fishing gear and restocking activity could be maintain the sustainable fish resources in Citanduy river.

Analysis of leading commodities from capture fisheries resources at Bitung Oceanic Fishing Port, North Sulawesi

Bitung City is one of the centers of fishery production in Indonesia. Analysis of capture fisheries resources, especially at the Bitung Oceanic Fishing Port (BOFP) as a fish landing center in Bitung city, needs to be done scientifically in order to find out the need for sustainable capture fisheries. The purpose of this research is to analyze the potential of the types of superior commodities that have the opportunity to be developed. Data was collected using survey methods and in-depth interviews with fishermen and local stakeholders. Analysis of the potential of fish resources was carried out using the surplus production method. From the results of the study, it is found that there are 8 (eight) types of leading commodities in BOFP which can be developed with different potentials. They are: 1) Marlin with a sustainable potential of 159 tons, utilization rate of 44%; 2) Tongkol with sustainable potential of 10.485 tons, utilization rate is 58%; 3) Kembung with a sustainable potential of 183 tons utilization rate of 61%; 4) Big-eye tuna with sustainable potential of 111 tons utilization rate of 69%; 5) Selar with sustainable potential of 450 tons utilization rate of 85%; 6) Yellow Fin Tuna with a sustainable potential of 15.251 tons utilization rate of 86%; 7) Layang with sustainable potential of 7.152 tons utilization rate of 95%, and 8) Cakalang.Indonesian title: Analisis komoditas unggulan dari sumber daya perikanan tangkap di Pelabuhan Perikanan Samudera Bitung, Sulawesi Utara

VALUASI EKONOMI SUMBERDAYA PERIKANAN TANGKAP DI PERAIRAN NEGERI WAAI KECAMATAN SALAHUTU MALUKU

The potency of capture fishery resources at Waters of Waai allows the fishermen to utilize it in order to support the community economy. However, if it is not carried out following the principles of sustainable fisheries, it can cause problems such as overfishing, overcapacity and resource degradation. The study aims to estimate the economic value of capture fishery resources at Waters of Waai as one of the basic to determine the sustainable fisheries management. Primary data collection was carried out on 7 purse seine business owners and analyzed using the effect on production (EOP) approach. The result found that the demand functions of capture fishery resources at Waters of Waai were influenced by price (X1), income (X2), age (X3), business experience (X4) and number of dependants (X5). Amount of consumer surplus is Rp 642.113.972 per fisherman per year and the economic value of capture fishery resources at Waters of Waai is Rp 55.256.403 per hectare per year.

Identifying predictors of international fisheries conflict

AbstractMarine capture fishery resources are declining, and demand for them is rising. These trends are suspected to incite conflict, but their effects have not been quantitatively examined. We applied a multi‐model ensemble approach to a global database of international fishery conflicts between 1974 and 2016 to test the supply‐induced scarcity hypothesis (diminishing supplies of fishery resources increase fisheries conflict), the demand‐induced scarcity hypothesis (rising demand for fishery resources increases fisheries conflict), and three alternative political and economic hypotheses. While no single indicator was able to fully explain international conflict over fishery resources, we found a positive relationship between increased conflict over fishery resources and higher levels of per capita GDP for the period 1975–1996. For the period 1997–2016, we found evidence supporting the demand‐induced scarcity hypothesis, and the notion that an increase in supply of fishery resources is linked to an increase in conflict occurrence. By identifying significant predictors of international fisheries conflict, our analysis provides useful information for policy approaches for conflict anticipation and management.

Management Strategy of Purse Seine Net Fisheries in Pati Regency

The matter of fishery resources is one of the important problems in the capture fishery development because the condition of most capture fisheries is over exploitation. The research objectives were (1) to analyze the utilization level of fishery resources with Purse Seine nets, and (2) determine the strategy for managing fishery resources with purse seine nets in Pati Regency. The sampling method used simple random sampling with 56 Purse Seine fishermen as a sample size. The research locations consist of Bajomulyo Village and Bendar one in Juwana Subdistrict, Pati Regency. Data analysis used (a) Total Allowable Catch (TAC) calculation, (b) AHP to determine strategy priorities. Research results: the utilization rate is 102.48%, meanwhile management strategies based on the aspect priority order of management for capture fishery resources are human resources, fish resources, infrastructure and institutions, while the priority order based on alternative criteria are the improvement of human resources expertise of ship masters, protection of the stability of fishery commodity prices, improvement of fishing gear operating skills for the boat crews and making adequate boat moorings around the fish auction.

Common pool resource dependency and its impact on current income and its equity among fisher households in selected districts of Tripura State, North-east India

The study has assessed the common pool resource dependency and income distribution pattern across households involved in fisheries in the North-east Indian state of Tripura. The study was carried out based on the responses of 230 sample households involved in common pool resource collection. The findings of the study revealed income quartile-wise households dependency on different common pool resources to total current income. The dependence on common pool resources does not decline with total current income, instead there was evidence of a decline first and then increase in dependence on common pool resources. The contribution of income from capture fisheries was 18.84, 14.32, 6.70 and 3.6% to the total income of lowest quartile, 25-50%income quartile, 50-75 income quartile and top 25% income quartile respectively. Considering the importance of income generated from capture fisheries resources, the study attempted to find out Gini concentration and Lorenze curve for 90 households involved in capture fisheries. The Gini concentration ratio of 0.207 revealed almost equitable distribution of income across the households involved in capture fisheries. Considering these facts, the study suggested policy measures for sustainable management of open water bodies in the state which will lead to bring in more income to the fishers which would also help to bring equity among households income.

Distribution Pattern of Capture Fisheries Industry in Southern of East Java Analysed from Operational Aspect and Interconnection Between Ports

East Java is one of the provinces that has the largest capture fisheries resources in Indonesia. It is recorded that the sustainable potential of East Java fisheries is more than 500.000 tons / year [1]. Capture fisheries production in the southern part of East Java Province is dominated by 3 Regencies, there are Trenggalek Regency, Pacitan Regency and Banyuwangi Regency [2]. As one of the Provinces that greatly contributed to the National income, East Java province is very potential if the government wants to make strategic plans related to the capture fisheries industry in East Java province. This strategic plan will determine a suitable development area for the capture fisheries industry on the southern part of East Java by considering operational aspects and interconnection between ports. By considering these two factors, it is hoped that the center for the development of the capture fisheries industry in southern of East Java will become more structured so can supports the government program, National Fisheries Logistics System (SLIN).

Enviromental Socio-Economic Value for Capture Fisheries Resources at Jatigede Reservoir, Sumedang, West Java Province

Sumedang District is one of the areas where Jatigede Reservoir is built, which is primarily for hydroelectric power generation and other derivative functions such as drinking water supply, irrigation, flood control, tourism, and capture fisheries. Research aims to examine how the potential of capture fisheries resources and socio-economic values for local communities. This method used quantitative description of the performance of costs and benefits. The data used in this reserach are primary data and secondary. Primary data with judgment sampling as many as 30 respondents. Based on the research gap analysis for the social aspects of the local communities affected by the construction of reservoirs Jatigede contradiction between the expectations of the people to utilize the reservoir Jatigede based derivative function with local government regulations, so there is still social conflicts in society.Results of Analytic Network Process levels of jatigede reservoir function based on economic value the main function of hydroelectric power plants is socio-economic value for residents affected by the construction of Jatigede reservoir, one of which is capture fisheries, which should be given by the local government regulations regarding catchment zones, types of fishing gear are allowed and security protection for fishing in reservoirs Jatigede, institutional strengthening Jatigede fishing in reservoirs.Environmental aspects by taking into account the aquatic habitat in the Jatigede reservoir,which can be used for fisheries with due respect to the conservation of fishery resources, especially for endemic fish by periodically restocking, so that socio-economic and environmental values can be synergistic in utilizing the Jatigede reservoir.

Excellent Commodity of Capture Fisheries and Preservation of Fish Resources in Pekalongan City

Pekalongan City is a coastal area on the north coast of Central Java Province, which has a fairly large fishing port, namely Pekalongan Archipelago Fishery Port.. This research objective to determine the exellent commodities of capture fisheries and efforts to preserve capture fisheries resources. Descriptive research methods have been used in this research. The data taken is secondary data from literature studies and related institutions, because the time of the research was still in the Covit 19 pandemic. Analysis of the data used is quantitative descriptive analysis. The research results showed that the dominant fishing gear was Purse seine and Gillnet. Purse seine vessels used are mini purse seine (<30GT) and pursein (> 30GT). Exellent commodity include Layang (Decapterus sp), Tonngkol (Thunnus tonggol) and Tembang (Sardinella fimbriata). Efforts to preserve fish resources in the City of Pekalongan are done by regulating the number of fishing gear and limiting the number of production and the number of fishing trips. The government policies in the effort to maintain the sustainability of fish resources include: banning the use of trawl and seine net, determination of Fisheries Management Areas (WPP) and limitation on the amount of catches allowed (JTB), as well as establishing fishing lanes.

In fish stock assessment, two approaches have been used to collect data: Fisheries independent survey and fisheries survey. Fisheries independent survey provides scientific information on species composition, catch rate, density, distribution, standing stock biomass and biological information of certain species while fisheries survey supplies primary data for a wide variety of statistical analysis of fisheries performance. In Vietnam, fisheries survey was first developed by project “Assessment of the Living Marine Resources in Vietnam” with the support of DANIA since 1998 as the pilot study in 11 coastal provinces with the purpose of establishing the fisheries statistical system in Vietnam. After the pilot stage, it has been extended to all of 28 coastal provinces and worked effectively since 2000. In 2006, when the project ended, the fisheries statistical system collapsed due to no finance support to continue. Since July 2014, the fisheries data collection network has been recovered with the collaboration of Directorate of Fisheries, Research Institute for Marine Fisheries and Provincial Departments of Capture Fisheries and Marine Resources Protection. The survey design was the logbook base with applying the sampling in space and in time method. This is an overview of the capture fisheries survey in Vietnam with its limitations and challenges.

Socioeconomic status of riverine fisher communities in India

The inland traditional fishers, such as those from riverine, estuarine, reservoirs, and wetlands of India, are primarily dependent on natural waters for their livelihoods. Governments at various levels have made several efforts, including decentralization of management rights, promotion of cooperatives and formation of self-help groups, to develop the fisheries. Despite these efforts, production from most of the culture-based inland fishery waters (particularly adopting fish stock enhancements) is below potential, as a vast gap is observed between the potential and existing fish production. There is immense potential for increasing the fishing effort, production and income. Capture fishery resources, particularly in the riverine fisheries, are declining due to resource degradation and excessive exploitation. The impact of fisheries developmental programmes instituted by government agencies like the National Fisheries Development Board are hardly recognised on fisheries communities due to the multiple-use common pool resource nature of the fishing resource. Comprehensive investigations on the socioeconomic status of riverine fisher communities are rare. The present investigation studies the socioeconomic conditions of riverine fisher communities in different regions of India. The study covered six states of five regions in India: Uttar Pradesh in the North; Tamil Nadu and Kerala in the South; Orissa and West Bengal in the East; Gujarat in the West; Assam in the northeastern region. The overall socioeconomic index results concluded that almost all the regions have achieved only 46% to 52% of the socioeconomic criteria studied. Institutional financial support for alternate income generation activities; organisation under self-help groups, and vocational training for fisherwomen to undertake alternate income-generating activities during the closed/off season are some of the suggestions resulting from the investigation.

Capital Theory and the Economics of Fisheries: Implications for Policy

AbstractThis article reviews the authors’ earlier attempts to incorporate the theories of capital and investment into fisheries economics and argues that such dynamic analysis is now of immediate policy relevance. It also discusses some limitations to the earlier analysis and means of addressing them. It then goes on to point to two areas of potential future research, with the first of these being an expansion of work initiated by the Organisation for Economic Co-operation and Development (OECD) and others on the economics of the required massive investment in hitherto overexploited capture fishery resources, giving particular emphasis to the consequences of non-malleable human capital. The second concerns intra-EEZ management of fishery resources and the growing need for greater application of game theory to the management of such resources.

Pemberdayaan Masyarakat Nelayan melalui Pengembangan Perikanan Tangkap di Desa Majakerta, Indramayu, Jawa Barat

Majakerta is one of the village in Indramayu which has high potential of capture fishery resources. Community empowerment through capture fishery had been done for two years and two months, since 2011-2013. The activity focused on two groups consisting of big group of fishermen (boat size more than 5 GT, 19 people) and small group one (boat size 2-5 GT, 58 people). Objective of the activity was to increase skill and knowledge of the fishermen, as a base to improve their income. From the result of activity, it was known that fishermen could increase their knowledge, skill, and income. Nevertheless, they still need assistance more intensively.
