Reconstructing IP office governance dynamically: A literature study

Intellectual property (IP) is a crucial issue as it directly impacts economic growth. This research analyzed the dynamic governance reconstruction within Indonesia’s Ministry of Law and Human Rights aimed at transforming it into a world-class Intellectual Property Office (IPO). A systematic review of 20 articles was conducted. The results showed that the Directorate General of Intellectual Property (DGIP) under the Ministry has numerous opportunities to become a world-class IPO. Protecting intellectual works through IP rights enhances inclusiveness, such as ensuring operational freedoms. The Indonesian government is employing dynamic governance methods to contextualize and implement bureaucratic reforms. However, there is resistance to change as old habits conflict with the new order, posing a challenge to bureaucratic reform. Strategies to create a world-class IPO involve improving technology utilization and fostering innovation. The protection of IP rights has widened inclusivity by enabling operational freedoms. Under dynamic governance, the bureaucracy is being restructured to be more context-aware and agile in its execution. Yet, ingrained practices resist reform, creating friction with the new systems being instituted. Initiatives to elevate the DGIP include technological modernization and promoting a more innovative culture. By reviewing these aspects systematically, the research provides insights into the opportunities and challenges in transforming Indonesia’s IP office into a world-class institution capable of driving economic growth through robust IP governance.

Conducting research and publishing the results of the research and its analysis is one of the main criteria that must be fulfilled by lecturers in order to fulfill the responsibilities of lecturers as part of the Tridharma of Higher Education. The relevance of lecturers conducting investigations, research, and publishing scientific articles is raised substantially by the demands for publication by the higher education community. According to the Regulation of the Minister of Administrative Reform and Bureaucratic Reform (PAN RB) Number 17 of 2013 and the Regulation of the Minister of Education and Culture Number 92 of 2014 issued by the Minister of Education and Culture, academic promotion is recognized for publication in nationally accredited scientific journals as well as international reputable journals in their respective fields. This rule provides direction so that scientific publications and functional positions of lecturers in Indonesia continue to increase. The skills to write and publish scientific articles are very important for researchers, lecturers, and students in Indonesia. However, most of them still have difficulty writing down their findings in the form of scientific publications and publishing them in well-known international journals. Therefore, this activity which is part of community service is carried out to cultivate the ability to write and publish scientific publications for the benefit of students, lecturers and researchers in Indonesia. The Zoom Meeting digital platform is used for service-related operations. Researchers, lecturers, and students from various regions in Indonesia participated in this activity. Implementation of Regional Regulation Number 13 of 2002 Concerning the Prohibition of the Alcoholic Beverages Circulation in Malinau Regency

Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency is a guideline in the implementation of programs and policies to maintain and protect every citizen, especially the residents of Malinau Regency in order to avoid the use of alcoholic beverages and abuse in the social life of the community. The purpose of the research is to find out the Implementation of Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency, and to find out the obstacles and find solutions to overcome the obstacles faced by the Malinau Regency Regional Government in enforcing the regional regulations. This study uses qualitative descriptive research, to find out the population in this study is to use a sample to find out the extent of the implementation of the local regulation on the prohibition of alcoholic beverages in the community whether it has been fully implemented. This research instrument uses library study methods and field research which includes observation, interviews and documentation techniques. Method for Data Analysis in this study uses qualitative data analysis of an interactive model consisting of data collection, data reduction, data presentation, and conclusion drawn. The results of the study illustrate that the problems faced in the implementation of Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency such as the lack of socialization carried out by the Regional Government to the community, the absence of financial support for agencies or implementing agencies in the context of socialization and implementers that are very lacking compared to the area of the area which is not in accordance with the number of implementers or implementers that exist. In addition, it is necessary to improve bureaucratic reform so that the purpose and implementation of the prohibition regulation can be more optimal.

The Influence of Organizational Climate and Motivation on Employee Performance at The District Health Office Garut

The purpose of this study was to determine and analyze (1) organizational climate; (2) work motivation; (3) employee performance; (4) the effect of organizational climate and motivation on employee performance at the Garut Regency Health Office, both simultaneously and partially. The method used in this research is in accordance with the expected objectives, namely descriptive and verification methods. The unit of analysis in this study was the employees of the Garut Regency Health Office, with a sample of 51 people and the analysis method used is frequency distribution and path analysis. Based on the results of the analysis, it is found that the Organizational climate at the Garut Regency Health Office is quite conducive; employees of the Garut Regency Health Office have a high level of motivation; employees of the Garut Regency Health Office have a high performance. Employees of the Garut Regency Health Office have a fairly high performance and organizational climate and motivation affect the performance of employees of the Garut Regency Health Office. However, when viewed partially, it turns out that organizational climate is more dominant in influencing employee performance than motivation. Organizational climate dominantly influences employee performance rather than motivation, therefore the Garut Regency Health Office is required to prioritize improvements in the organizational climate of employees by carrying out continuous bureaucratic reform.

The Analysis of Stunting Implementation Policy in Tegal Regency

Tegal is a regency with the highest stunting prevalence in toddlers in Central Java with a percentage of 22.3% in 2022. Currently, the regency has become the prioritized locus of stunting intervention in Indonesia. Tegal regency government issued the Regent Rule of Tegal Number 4 in the Year 2023 about the Communication Strategy of Behavioral Changes in Lowering Stunting Prevalence in 2023 - 2026 as the prevention and effort of decreasing the stunting rate. This research revealed the implementation of stunting prevention policy in Tegal by applying the exploratory implementation model of George Edward III, Marilee S. Grindle, and Mazmanian & Sabatier based on the triangular perspective of policy analysis. This descriptive qualitative research describes a variable orally from the respondents and the doers by observing them. The researchers collected the data by interviewing, documenting, and promoting the literature study. The researchers also interviewed the Health Agency of Tegal and Public Health Care of Kedungbanteng district. The results showed that the applied policy met the regulation in terms of local government and local apparatus organization, OPD, with collaboration and effort to realize inter-sectoral cooperation from regency to village levels. The concrete step in preventing stunting includes the provision of nutritionist teams at Kedungbanteg Public Health Care and the establishment of a police center to prevent stunting prevalence. The results were - gaining the top 99 awards of Public Service Innovation in 2023 by the Ministry of State Apparatus Utilization and Bureaucratic Reform. However, the researchers found hindrances in distributing stunting prevention at most pubic health care units in Tegal. They had not applied the concrete steps and had to improve the human resources by joining training for the cadres so they could use the measuring tool of stunting for toddlers.

Pengaruh Penganggaran Berbasis Kinerja Terhadap Kenaikan Tunjangan Kinerja Bawaslu Dalam Perspektif Hukum Keuangan Negara

This research explores the impact of performance-based budgeting on the increase in the performance allowance of Indonesia's Election Supervisory Agency (Bawaslu) from the perspective of state financial law. This research examines how performance-based budgeting, which emphasises efficiency, effectiveness, and accountability, affects financial management and justifies the increase in allowances. By analysing the legal framework, empirical data, and performance metrics, this study aims to provide a comprehensive understanding of the alignment between budget allocations and performance outcomes in Bawaslu. The method used is normative research with primary, secondary and tertiary legal materials. The data generated from legal materials are described to find objective results. The results of this study The use of a performance-based budgeting system (ABK) by Bawaslu has influenced the policy of increasing performance allowances. Bawaslu's performance measurement refers to the principles of state finance, including efficiency, economic effectiveness, accountability, responsibility, professionalism, proportionality, and openness. The increase in Bawaslu's performance allowance is in accordance with the performance improvement that has been evaluated by Menpan RB, which is the institution responsible for bureaucratic reform.

Analysis of the Implementation of the Merit System in the Mataram City Government from a Gender Perspective

Human resources (apparatus) are the basis of the bureaucratic reform movement. Human resources are one aspect of achieving the goals of government organizations, namely providing optimal public services. Therefore, it is necessary to implement a merit system to obtain human resources, in this case specifically the best State Civil Apparatus (ASN) who do not consider male or female gender, including in the process of filling pratama high leadership positions (JPT) in scope of the Mataram City Government. This research aims to describe the implementation of the merit system in the Mataram City government from a gender aspect. This research uses a qualitative approach with data collection methods consisting of in-depth interviews and document review. Data analysis uses qualitative data analysis techniques. The validity of the data was tested using triangulation techniques. Research provides an illustration that the Mataram City government has basically implemented a merit system in ASN management. When filling out the JPT, preparation, implementation and evaluation stages have been carried out in accordance with the provisions. Basically, the number of female ASNs in the city of Mataram is more than male. Likewise, the educational level of female ASN is better than that of men. However, if we look at it in terms of rank and class, the number of men is increasing, this will make the opportunity for men to occupy top positions in the bureaucracy greater. The Mataram city government consistently provides opportunities for women at the rate of 10 percent and hopes that in the future this will be further increased.

MENYINGKAP IMPLEMENTASI DAN DAMPAK MODEL NEO-WEBERIAN STATE DALAM REVOLUSI BIROKRASI INTERNATIONAL

This research uses a literature review (SLR) study to investigate the application of the Neo-Weberian State (NWS) model in global bureaucratic reform, with an emphasis on economic, social and health issues. This research aims to provide a comprehensive understanding of the implementation of NWS, critically evaluate its success and provide recommendations for developing government governance and community services. This research applies a five-stage approach by Transfield to review the literature on the implementation of the Neo-Weberian State (NWS) over the past few decades. This review combines results from qualitative and quantitative research that has been published between 2021-2024 in various European countries. The results show that the Neo Weberian State (NWS) can increase efficiency in public services and overcome global challenges, despite facing internal obstacles, limited resources, complex regulations, and shortcomings in accountability and transparency. This research emphasizes the importance of adaptation according to context, capacity building, simpler deregulation, and strict supervision to ensure the effectiveness of the Neo Weberian State (NWS). The participation of government, civil society and the private sector is considered very important in creating new and creative public service solutions. This research outlines how the Neo-Weberian State (NWS) model faces broad challenges in carrying out bureaucratic reform. The NWS improves the quality of public services, addresses internal constraints, and emphasizes contextual adaptation, capacity building, modest deregulation, and strict supervision, which are critical to governance and public services. Although it provides a solution for solving problems in the current era of revolution, additional research is still needed to fully understand its impact and design more effective implementation models.

Analisis Beban Kerja Dan Kebutuhan Pegawai pada Unit Kerja Kecamatan Rungkut Kota Surabaya

The existence of a country cannot be separated from the existence of it’s population. Population growth in Indonesia continues to increase from year to year in almost every region. The large population causes problems regarding the fulfillment of rights, needs, protection and public services. In the current era, public services have great demands from the public, the public sector is asked to provide excellent service by showing high professionalism. However, the demands and hopes of the community have not been fully realized. Based on data released by the Central Statistics Agency (2024), in 2015-2023 the number of civil servants in Indonesia continued to decline, this was also a factor causing the workload carried out by each employee to increase. Several factors that hinder public services are part of the Government's regulations regarding Bureaucratic Reform. Bureaucratic reform is a need that needs to be fulfilled in ensuring the creation of good governance. In the Rungkut Subdistrict Work Unit, there are complaints that there are not enough employees to carry out the large workload. With these complaints, the author feels it is necessary to carry out an analysis of the workload in the Rungkut District Work Unit by referring to PermenPANRB No. 1 of 2020 concerning Guidelines for Job Analysis and Workload Analysis, so that the results of the workload analysis are expected to provide information regarding the ideal number of employees according to the workload.

Penerapan Permen PANRB 29/2022 dalam Penilaian Kinerja Pelayanan Publik di Kecamatan Rungkut Kota Surabaya

Rungkut District is one of the public service units with the lowest community satisfaction index in Surabaya City District in 2023. So monitoring and evaluation needs to be carried out in order to get recommendations and improvements. The aim of this research is to assess the performance of public services based on the regulations of the Minister for Administrative Reform and Bureaucratic Reform (PermenPAN RB) Number 29 of 2022. The research method used is descriptive qualitative research with a content analysis approach. Data collection techniques through observation, documentation and assessment follow the format of PermenPAN RB 29/2022 with form-02 calculations as the evaluator. The results of the research show that the performance of public services in Rungkut District is good but with caveats. Because it can be seen from the service policy aspect that the availability of standard information and service announcements is an obligation of service providers; aspects of HR professionalism, namely service implementers who are responsive and implement a culture of service implementers; aspects of facilities and infrastructure, namely the availability of facilities and infrastructure supporting services; aspects of public service information systems to inform and support service operations so that they become known to the public; the complaint consultation aspect, namely the availability of a special place for consultation and complaints to provide information and complaints to the public; The existence of public service innovation makes it easier to provide online licensing services. Suggestions from researchers need to increase the media for publishing service information and providing infrastructure for disability groups.

Agile Bureaucracy in the Digital Age

In providing public services, the bureaucracy faces challenges of disruption, rapid technological developments, and demands for fast, efficient, and flexible services while it struggles with procedural problems and hierarchy. After bureaucratic reform efforts in Indonesia have been conducted for many years, the apparatus readiness in the local government context to provide fast and responsive services in the digitalisation era and unpredictable situations like pandemics is unexamined. While researchers focus on the use of agile government concept in local government, the assessment of adaptive governance and its implications, and the use of information technology communication in the public sector, in this paper, the authors assess agile bureaucracy in service delivery through digital public services. The results show the software maturity in local bureaus, characterised by their ability to understand user needs for digitalised service and qualified infrastructure tools to support governance. However, agencies face the challenge of weak collaboration with minimal coordination among departments and weak responsibility and adaptability to hinder digital service delivery processes. This article highlights that in adopting the agile concept, bureaucracy requires technological support and the leaders' strong commitment. Moreover, the bureaucracy needs to build a broad and coordinated partnership ecosystem, and the main points are adapting quickly and responsively to problems.

Bureaucratic Law Transformation and Trade Union Fragmentation in Thailand and Japan in the Context of Free Trade

To achieve economic development, a country must cooperate with other nations. This often involves a partnership where one country provides workers, while foreign investors contribute significant capital. To sustain such trade relationships, bureaucratic reform is sometimes necessary. These reforms aim to enhance administrative efficiency and economic competitiveness but can also lead to the fragmentation of trade unions, which impacts workers' protection and rights. This research explores the transformation of bureaucratic law and trade union fragmentation in Thailand and Japan within the context of free trade. A qualitative comparative study method was employed to analyze the effects of these reforms in both countries. In Thailand, reforms aimed at simplifying the licensing process and reducing regulations have been successful in attracting foreign investment and accelerating economic growth. However, they have also increased job uncertainty and weakened social protection. In Japan, while traditional labor unions persist, the increasing fragmentation has resulted in uneven worker protection. This analysis reveals that the social and economic effects of these changes are complex and require careful policy consideration to balance economic growth with worker protection. The study recommends comprehensive labor law reforms, increased social dialogue, and stronger support for new trade unions to ensure fair and sustainable worker protections in both countries.

ASSESSING THE READINESS OF FLEXIBLE WORKING SYSTEMS AND EMPLOYEE ENGAGEMENT : THE SIGNIFICANCE OF TRANSFORMATIONAL LEADERSHIP IN MILLENNIAL AND GENERATION Z AT THE DJKN SECRETARIAT

The need for bureaucratic reform, digital transformation, and the COVID-19 pandemic encourage the Ministry of Finance to implement a flexible working system in accordance with Minister of Finance Regulation (KMK) No. 416 of 2023. This study focuses on employees in the Secretariat of DJKN, particularly Millennials and Generation Z. This research employs mixed method that involves quantitative and qualitative aspects. The quantitative component used structured questionnaires to collect numerical data on the flexible working system, transformational leadership, and their impact on employee engagement. The qualitative component involved in-depth interviews with key organizational figures. Quantitative data analysis employed moderation regression analysis (MRA) to examine the relationship between the flexible working system and employee engagement, as well as how transformational leadership moderates this relationship. The research findings indicate that the flexible working system has a significantly positive impact on employee engagement, especially among Millennials and Generation Z. Additionally, transformational leadership significantly enhances the effectiveness of the flexible working system. Leaders who inspire and motivate their team members can amplify the positive effects of flexible work arrangements on employee engagement.

Analysis of State Civil Response to Thematic Bureaucratic Reform Implementation and Perception

Thematic bureaucratic reforms allow the government to focus more on addressing challenges in specific sectors so that the results can be felt directly by the public. This study aims to explore deeper responses, views, and perceptions of a small number of State Civil Apparatus (ASN) to the Thematic Bureaucratic Reform Reaction. The method used in this study is a qualitative study with an exploratory approach using an open questionnaire that allows respondents to provide narrative responses regarding their views, reactions, and perceptions of the reform program. The study was conducted in the Organization Section of Lampung Province as one of the OPD (Regional Apparatus Organization) that has implemented thematic bureaucratic reforms. The result obtained in this research is the lack of understanding of the State Civil Apparatus (ASN) regarding preparing the Thematic Bureaucratic Reform roadmap. However, civil servants have tried to compile the roadmap as a reference for preparing government programs. The involvement of civil servants in the preparation of the thematic bureaucratic reform roadmap has also been. What can be developed next is the existence of research or socialization related to how to technically prepare a thematic bureaucratic reform roadmap according to procedures so that it can be implemented properly.

Ambidextrous Leadership in Bureaucratic Reform: A Case Study at Immigration Office Class I Special TPI Surabaya

Surabaya Class I Special TPI Immigration Office won the title of Integrity Zone (ZI) in 2018, Corruption Free Zone (WBK) in 2019, and Clean and Serving Bureaucratic Area (WBBM) in 2020. This WBBM predicate has also been maintained twice. Problems arise with persistently maintaining the title amid current technological developments that require leaders to be creative and innovative while maintaining existing policies. For this reason, an alternative solution is to implement ambidextrous leadership. This research aims to identify the implementation of ambidextrous leadership in a case study at the Surabaya TPI Special Class I Immigration Office. The research method used is qualitative. Data was collected by semi-structured interviews with 50 respondents at the executive level in the general, analyst, and examiner sections. Data analysis used thematic techniques, such as classifying data into several sections and then generalizing to get a comprehensive picture. The results showed that ambidextrous leadership was identified in three areas of bureaucratic reform, namely (1) the management area, (2) the HR management system, and (3) the area of improving the quality of public services.

Implementation and Effectiveness of Equalizing Echelon IV Structural Positions into Functional Positions at the Blitar Regency Culture and Tourism Service

The Blitar Regency Personnel and Human Resources Development Agency has made a new innovation, namely by creating a system of adjustment/Inpassing procedures, carrying out competency tests and determining requirements for Adjustment/Inpassing which are further regulated by the Head of the Functional Position Development Agency. The aim of this research is to determine the implementation and effectiveness of equalizing echelon IV structural positions into functional positions at the Blitar Regency Culture and Tourism Service. This research method is qualitative research. The research location was carried out at the Blitar Regency Culture and Tourism Service in carrying out the functions and duties of the Blitar Regency Culture and Tourism Office. Research data is in the form of secondary and primary data. Primary data was obtained from components related to the implementation of the equalization of echelon IV positions into functional positions. Secondary data is data obtained from various sources within the Blitar Regency Culture and Tourism Service in the form of documents, journals, archival book records, the presence of Blitar Regency Culture and Tourism Service employees, this is adjusted to research needs. Data collection methods used in research are interviews, observation, documentation. This research's analytical method uses qualitative analysis. The results of this research are that equalizing structural positions to functional positions is like a tsunami storm that hits the ranks of Structural Administrator Officials. When the Minister of Administrative and Bureaucratic Reform Regulation Number 28 of 2019 concerning the Equalization of Administrative Positions into Functional Positions was implemented, it gave the impression that the Regional Government was just watching and waiting to take action. So after the deadline appeared on December 1 2021, with limited time, the Regional Government of Blitar Regency inevitably immediately processed the equalization of positions.

Digital Public Services in Indonesia Show High Satisfaction and Adaptation Challenges Remain

General background: Public service is an essential function of government, aimed at fulfilling citizen needs through the provision of goods, services, and administrative support in accordance with regulations. Effective public service requires continuous bureaucratic reforms. Specific background: Lemujut Village, in collaboration with the Population and Civil Registration Service of Sidoarjo Regency, introduced the Online Service (Plavon) application to improve population administration and civil registration services. However, the effectiveness of the Plavon application remains underexplored. Knowledge gap: There is limited research on the effectiveness of digital public service platforms like Plavon in rural Indonesian settings, particularly in terms of productivity, efficiency, satisfaction, and adaptability. Aims: This study aims to evaluate the effectiveness of the Plavon application in improving public service quality in Lemujut Village by analyzing five key elements: productivity, efficiency, satisfaction, adaptation, and development. Results: Findings indicate that productivity is high, with Plavon operators following procedures and maintaining public trust. However, efficiency is lacking, as some administrative processes fail to meet service time standards. Community satisfaction is notably high at 98.98%, but adaptation to digital services remains suboptimal due to inadequate socialization. Development efforts, such as coordinating via WhatsApp and establishing a call center, show significant progress. Novelty: This study provides a detailed evaluation of the Plavon application’s impact on village-level public services, highlighting the role of digitalization in improving service delivery while identifying challenges in community adaptation and efficiency. Implications: The findings suggest the need for enhanced socialization of digital services and continued development of digital infrastructure to ensure equitable access and efficiency in rural public services. Highlights: High public satisfaction, but service delays persist. Digital adaptation slow due to lack of community awareness. Effective coordination boosts service improvement efforts. METI and Japanese scramble: re-definition of Japan’s African policy under the second Abe administration and future of African summit diplomacy

During the Second Abe Administration (2012-2020), Japan intensified its efforts to strengthen economic ties with Africa. This paper explores the reasons behind this shift and its implications for Japan’s African policy. Challenging the prevailing ‘Reactive State’ model of Japanese African policy, the study argues that the shift resulted from political and bureaucratic reforms that centralized power in the Prime Minister’s office (Kantei) and Abe’s favoritism toward the Ministry of Economy, Trade and Industry (METI). As a result, METI gained greater influence over African policy. Unlike the Ministry of Foreign Affairs, METI views Africa as a promising market with a limited Japanese presence and advocates for a more business-oriented approach. The paper concludes that Japan’s new policy provides a convincing reason why Japan must engage with Africa. However, Japanese companies do not always follow as the Government intended. Despite government efforts, the Japanese private sector remains hesitant to expand investment in Africa due to challenging business environments and the absence of legal frameworks between Japan and African countries.

PENERAPAN SISTEM MERIT DALAM MANAJEMEN APARATUR SIPIL NEGARA DI LINGKUNGAN PEMERINTAH KOTA MAGELANG

The merit system is an important factor in bureaucratic reform which aims to create ASN who are professional and have integrity to create government administration that is effective, efficient, transparent and free from political intervention. Independent assessment of the implementation of the merit system is a measuring tool to ensure the merit system is carried out in accordance with applicable regulations. BKPSDM Magelang Municipality has started implementing a merit system in personnel management since 2021, and continues to improve every year. This research aims to determine the extent to which the merit system is implemented by BKPSDM Magelang Municipality in personnel management. This research uses descriptive qualitative methods. Data/information collection techniques are carried out through interviews and document studies. Data analysis by means of data reduction, presentation and drawing conclusions. The research results show that BKPSDM Magelang Municipality has succeeded in achieving increased implementation of the merit system due to strong support and commitment from the leadership. However, BKPSDM Magelang Municipality needs to make improvements in budget allocation, commitment from agency leaders, and increase awareness and understanding of civil servants as well as synergy with stakeholders in order to implement a merit system in personnel management.
