Abstract In this article, with a focus on improving the framework of seismic hazard assessment (SHA), we propose a link-up procedure between the neodeterministic seismic hazard assessment (NDSHA) and the widely adopted probabilistic seismic hazard assessment (PSHA). We discussed why NDSHA should be linked with PSHA if the former is to play a role in the framework of the existing multilevel fortification strategy against earthquake disasters. The link-up procedure was illustrated by a case study in which scenario earthquake (SE) was the bridge between the two SHAs. Some potential issues related to the proposed procedure, such as the determination of SE, modeling of finite-fault source, and synthesis method of broadband ground motion, were further discussed. The final result is a set of hazard maps with multiple parameters and multiple fortification levels, which is appropriate for application to the seismic design of engineering structures. The improved hazard map highlights the hazards from future large earthquakes near big cities.
