Robert Bacon and the Early Dominican School at Oxford

ROBERT BACON is the first Dominican master at Oxford about whom anything certain is known. Prof. J. C. Russell has collected those details about his life which can be found in chronicle and record sources. To summarize:—Bacon was already a master in 1219, when he was presented to a living at a church in Oxfordshire. He resigned in 1227, probably in order to become a Dominican; he is said to have received the habit from Jordan of Saxony, who was in Oxford in 1229/30. Bacon continued his teaching until his death in 1248. He was a friend of Grosseteste and a friend and schoolfellow of St. Edmund Rich, and he seems to have shared their views on politics. Matthew Paris tells us that Bacon preached an outspoken sermon before the king and certain bishops in 1233, when the barons had refused to meet Henry at Oxford. The king would never have peace, Bacon said, until he removed the bishop of Winchester and Peter des Rievaux from his counsels. Paris couples Bacon with another English Dominican, Richard Fishacre, who died in the same year, in a glowing tribute to the two friars. Both had a great reputation for scholarship, ‘in theologia et in aliis scientiis’, and for preaching: ‘populis gloriose praedicaverunt verbum Domini’. Bacon served on a number of commissions and was active in connexion with the Oxford Jewry. Professor Russell concludes that ‘these tasks show him a man of business ability often entrusted with responsibility’.

The Tablet-woven Braids from the Vestments of St. Cuthbert at Durham

The braids which form the subject of this study were found with a stole and maniple on the body of St. Cuthbert when the tomb was opened in 1827. The vestments are embroidered in coloured silks and gold thread: the stole with figures of prophets, and the maniple with those of saints. Both have an inscription embroidered on the ends, with the names of the donor, Ælflæda, and the ‘pious Bishop Fridestan’ for whom they were worked. Fridestan became the Bishop of Winchester in A.D. 905 and Ælflæda, second wife of Edward the Elder, son of Alfred the Great, died in A.D. 916, so that the gift must have been made between these dates. It is further probable that this stole and maniple are identical with those recorded as having been presented to the shrine of St. Cuthbert (then at Chester-le-Street) by King Athelstan, stepson of Queen Ælflæda, in A.D. 934. Fridestan had died in 931, and this circumstance, together with the close connexion of the king's family with Winchester, supports the story.

Housing and Overcrowding

THE Ministry of Health has recently issued several circulars dealing with the subjects of housing and overcrowding, all published by H.M. Stationery Office. “Housing” (2d. net) summarises the principal provisions of the Housing and Public Health Acts in relation to maintenance of dwellings in a reasonably fit condition. “Housing, England” (Statutory Rules and Orders 1935 No. 1115. Id. net) relates to the appointment of a committee, to be called the Central Housing Advisory Committee, for the purpose of advising the Minister on questions relating to overcrowding. “Circular 1507” deals with Section 1, Housing Act, 1935, and fixes dates for (1) the completion of inspection April 1, 1936, (2) submission of report June 1, 1936, and (3) submission of proposals August 1, 1936. “Statutory Rules and Orders 1935 No. 1086” (3d. net) makes regulations applying to polls of local government electors in connexion with the promotion of bills by councils other than councils of metropolitan boroughs. The Central Housing Advisory Committee appointed by Sir Kingsley Wood includes among other prominent members the names of Lord Balfour of Burleigh, the Earl of Crawford and Balcarres and the Earl of Dudley, the Bishop of Winchester, Miss Megan Lloyd George, Sir Francis Fremantle, Dr. Greenwood Wilson and Mr. Silkin.

NOTE ON THE STATUTES OF LABOURERS

JN I9I7 Miss Bertha Putnam sent a note to The Athenurnml pointing out that there was evidence elsewhere of some convictions under the Statutes of Labourers among the tenants of the Bishop of Winchester, although I had failed to discover any such evidence in the Winchester Pipe Roll.2 In I9I7, however, there were problems in Europe even more urgent than historical research, and Miss Putnam's criticism remained unanswered. Many years after, the " Pipe Rolls " have yielded more information as to offences under the Statutes than seemed at all likely. The relevant entries are easily overlooked, as they appear under the heading of Virida Cera,3 on certain manors which possessed the right to the profits of royal justice, and hence received the fines imposed by the Justices of Labourers. These entries appear at Esher (Surrey), West Wycombe (Bucks), Downton (Wilts), Witney (Oxon), Wargrave (Berks), Brightwell (Berks), Ivinghoe (Bucks), in the years I356-57 and I36o-6i,4 and possibly in other rolls. There are none, apparently, in Hampshire. The number of offences varies sharply. Thus Esher and West Wycombe have only one case apiece; Downton has 27, Witney 54, Wargrave about 26, Brightwell has 8, and Ivinghoe 57. The fines imposed seem to have been somewhat stereotyped; they range from 2d., 4d., up to 6s. 8d., never more: the majority are under is. If they represent, as is generally stated, the difference between the statutory wage and the actual wage, it is difficult to understand the relation between the fine and the time for which excess wages were paid. It is unlikely that most cases were stopped after one or two days. At Witney or Downton a large proportion of the population was involved, and the men who appear as pledges for an offender often figure a little lower on the list as offenders themselves. Unfortunately the entries are not made on a uniform plan;5 sometimes the occupation of the offender is given, sometimes not. Thus at 1 The A thencsum, July, I9I7, P. 348. Cf. VI.—Fromond's Chantry at Winchester College

John Fromond's chantry chapel stands in the garth of the cloisters at Winchester College, and is now commonly known to the inmates of the college by the brief name of ‘Chantry’ (pl. XXI, fig. 1).The college was founded by William of Wykeham, bishop of Winchester, in 1382: its buildings were first occupied by the warden and scholars in March 1394; and on St. Kenelm's day (17 July) 1395, the college chapel, and the cloisters which lie on its south side, were consecrated by Wykeham's suffragan. Simon, bishop of the Irish see of Achonry. The cloister garth, which was included in this consecration, was intended to be the college cemetery. John Fromond, who died on 20 November 1420, and his widow Maud, who died in or before April 1422, were buried, as he had desired, in one grave in the middle of the garth, and the chantry was afterwards built over their grave by his executors.

The Ethics of Birth-Control

THIS is a curious publication. The spirit in which the Committee approached its task may be judged from the introductory remarks of the chairman, the Bishop of Winchester. In these he says that many people regret the public discussion now given to such topics as birth-control, and that “in large measure the Committee share that regret.” The Ethics of Birth-Control. XX.—The Episcopal Ornaments of William of Wykeham and William of Waynfleet, sometime Bishops of Winchester, and of certain Bishops of St. Davids

In July of last year, on the kind invitation of Mr. J. B. Carrington, I was able, through the courtesy of the authorities of New College, Oxford, to examine at leisure the splendid crosier of their Founder, Bishop William of Wykeham, which Mr. Carrington had offered to cleanse from an accumulation of dust and dirt. One of the things at once apparent on examining the staff was its somewhat rickety condition, and in view of the fact that any mishap might be productive of deplorable injury, at the request of the College I drew up a report on the crosier and the steps that should be taken to make its several parts secure. As a consequence of this report the staff has been entrusted, on my recommendation, to Mr. C. Krall, who has carried out with his usual skill only such repairs as were absolutely necessary; it being the special instruction of the College that nothing further should be attempted. The wisdom of this course can not be too highly commended.

<b>"Clinical and Therapeutical Researches on Epilepsy, Hysteria, Idiocy and Hydrocephalus."</b>The report of the service at the Bicêtre during the year 1893, byBourneville, etc. The Bicêtre Alms-house (<i>hospice</i>) has long been considered one of the most interesting of its class in the world. It is situated on an elevation about two miles from the Barrière de Fontainebleau, and is said originally to have been a castle built by the Bishop of Winchester in 1204, (Stewart). The Bicêtre during the Revolution was used as a prison, and some fifty years ago was used as a temporary detention prison for convicts. The old well at Bicêtre was said to be more than two hundred feet deep and had a diameter of twenty feet. Fifty years ago its surgeon was Malgaigne and its physicians Voisin, Rochoux, Leuret, Horteloup, Moreau and Archambault. The Bicêtre of to-day has much enlarged scope. The department for

James Montagu (or Mountagu, as he wrote it himself), fifth son of Sir Edward Montagu, of Boughton, in the county of Northampton (who was the eldest son of Sir Edward Montagu, Lord Chief Justice of the Common Pleas, and the founder of the ducal house of Montagu), was born at Boughton in the year 1568, and educated in Christ Church College, Cambridge, and became eventually Master of Sidney College, “where,” as Anthony Wood observes “he was noted for his piety, virtue, and learning.” “When the University went to meet James I. on his coming from Scotland, his Majesty first took notice of him at Hinchinbrooke (the seat of the loyal Sir Oliver Cromwell, uncle to the Protector), and made him Dean of the Royal Chapel, and in 1604 (December 17) Dean of Worcester. On the 17th of April, 1608, he was consecrated Bishop of Bath and Wells, and eight years afterwards, viz., in 1616, translated to the see of Winchester. “For his faithfulness, dexterity, and prudence,” adds Wood, “in weighty affairs, the king chose him to be one of his Privy Council.” (Oct. 11, 1617).
