This research aims to analyze the effectiveness and efficiency of using the BackOffice System (BOS) application in budget management at the Central Statistics Agency (BPS) of Palu City. The research method used is qualitative, with data collection through interviews, observation and documentation studies. The BOS application has been used at Palu City BPS since the beginning of 2023 to manage the budget. This research uses descriptive qualitative methods to analyze the effectiveness and efficiency of using the BackOffice System application in budget management at the Palu City Central Statistics Agency. Data was collected through observation, documentation, and direct interviews with key informants such as Budget User Officials, Commitment Making Officials, General Subdivisions, Treasurers, and BOS Operators. The Technology Acceptance Model (TAM) concept is used to explain the acceptance and use of technology. The research results show that the implementation of the BackOffice System (BOS) application at the Palu City Central Statistics Agency is effective in improving budget management to be more efficient. The BOS application makes access easier, makes financial management more transparent, and makes it easier to create assignment letters and complete payments. Even though there are still several shortcomings, the BOS application is considered successful in achieving its goals and has helped in budget management. Research shows that the implementation of the BackOffice System application at BPS Palu City has brought benefits in budget management, increasing the effectiveness of financial management efficiency. Nevertheless. There are still several technical obstacles that need to be overcome. The BOS application makes access easier, makes financial management more transparent, and makes it easier to create assignment letters and complete payments. Even though there are still shortcomings, the BOS application is considered successful in achieving its goals.

Digital Transformation in Back-Offices of German Insurance Companies

Digital transformation affects the back offices of incumbent insurance companies. Digital innovations are implemented to be able to offer customers new products and services. We conduct multiple case studies with four German insurance companies. We analyze the impact of digital transformations on company-internal stakeholders with the Technology-Organization-Environment (TOE) framework. We derive 12 influencing factors and corresponding practical implications. Back-office systems are updated using standard software, if available. The goal is to stay flexible for future developments, too. State-of-the-art technologies are tested and only carefully implemented. Necessary reorganizations have significant impacts and are accomplished best with a trusting company culture, good internal communication, and well-trained employees. Efficiency gains from automating routine functions can and are intended to counter labor shortages. After the implementations, skilled employees must handle more specialized and demanding tasks, which cannot be automated easily. Impulses for digital transformation mainly result from continuously changing customer requirements and respective competitive pressure, while regulatory requirements often complicate implementations.

The mediation model of learning organization, technology acceptance, and service innovation: accommodation purchase managers’ perceptions in Antalya, Turkey: Part II

PurposeThis study aims to analyze the theoretical complexity that underlies purchase managers’ perceptions of their ability to take part in the implementation of a new back-office service strategy.Design/methodology/approachA survey of purchasing department managers in the Antalya (Turkey) region was conducted. The purchasing managers of Antalya’s five-star accommodation businesses comprise the research sample.FindingsWithin the scope of the study, 205 questionnaires were gathered. Factor analysis, correlation and regression analysis were applied to the obtained data. The learning organization (LO) consists of three factors (organization, group/team and individual), service innovation (SI) consists of two factors (employee innovation behavior and new service development) and technology acceptance (TA) consists of four factors (perceived usefulness, perceived ease of use, facilitating situations and social factors), according to the findings of the factor analysis. According to correlation analysis, LO, SI and TA all have positive and significant relationships. The LO has been observed to play an intermediary function in the relationship between TA and SI as a consequence of the analysis that determines the mediation effect.Originality/valueThis study which dealt with the dimensions of SI, TA and LO showed a proposed model which gives a better understanding of how the development of back-office system strategies is affected by LOs.

Customers’ preference towards e-pharmacies in Chennai City

In the COVID-19 pandemic era, the e-pharmacy sector has been a boon to the community at large and evolved as a revolution in the digital marketplace in India. Through e-CRM software and AI tools, the e-pharmacy web portal evolves as a blockchain technology by binding up customers’ service on one side and the admin back-office system on the other side. E-pharmacies fulfilled customers’ needs such as essentials and medicines at the customers’ doorstep. Its ease of access using a smartphone, contactless delivery at the pandemic made people purchase medicines and essentials via web platforms. The transformation to e-pharmacies over conventional pharmacies created competition in the pharma industry and brought up more startups into this field. Therefore, this paper aims to study the customers’ preference towards e-pharmacies in the pandemic era and to identify the factors influencing customers’ buying intention towards e-pharmacies for online medicine purchases in Chennai city. The primary data were collected from 100 respondents using the convenience sampling technique. The data collected through a questionnaire were analysed using Weighted average method, factor analysis and chi-square test. The findings showcase the e-pharmacy customers’ viewpoints towards the existing services and preference towards e-pharmacy health line.

I nternet is a primary need for all people. Many companies integrate Web sites with back-office systems such as databases. P roblem that occurs is that the utilization of the two internet lines is less than optimal and efficient. This happens because the two lines are not in the same network. Likewise at PT. ICC Export, it can be seen from two internet lines that are not managed and go directly to switch. so that there is often a buildup of internet traffic on one line, resulting in slow internet access. When one internet line is disconnected, internet connection will automatically be disconnected because modem is not managed by router, so it can't back up automatically. P urpose of making load balancing and failover at PT. ICC Export to try a solution if one of two internet lines is dead, other line is active and if both lines are active then it can run simultaneously. Per Connection Classifier Load Balancing and Failover MikroTik on Two Internet Lines managed to spread the connection load on ISP gateway used in a balanced way. S ize of the packets that are passed to each ISP is not balanced, because the PCC method only divides based on the connection, not the size of packets that pass through ISP. When one line is disconnected, internet connection will be automatically transferred to an active internet line.

Exploring levels of ICT adoption and sustainability - The case of local governments from Poland

Abstract This study is a part research on the contribution of information and communication technologies (ICT) adoption by local governments to sustainability [1-3]. Its main purpose is to assess the levels of ICT adoption and sustainability in the context of local governments. ICT adoption by local governments is shaped by ICT outlay, information culture, ICT management, and ICT quality, whereas sustainability in local governments is shaped by ecological, economic, sociocultural, and political sustainability. This study employs a quantitative approach and descriptive statistics to evaluate the levels of ICT adoption and sustainability. The survey questionnaire was used and data collected from 118 local government units were analyzed. The research findings revealed that the adoption of electronic delivery boxes and security of back-office systems were at the highest level in local governments, whereas the adoption of EDMS (electronic document management systems), BI (business intelligence) and ERP (enterprise resources planning) systems were at the lowest level. Furthermore, the highest level of ICT adoption was specific for the information and ICT security regulations, and the standard ICT solutions developed for local governments by national governments, whereas the lowest level was specific for the adoption of latest management concepts by local governments and the alignment between information society strategy and ICT adoption. Moreover, employees’ personal mastery, employees’ creativity, and incentives systems used to engage employees in adopting ICT and enhancing their competences were at the very low level.

Industrial Revolution 4.0 has changed human life. Humans become dependent on device connectivity, product digitisation and service and information access openness. This study discusses my Police application. National Police's first national online application. This application is the result of 26 online applications that were previously built separately by work units and territorial units within the National Police. My police are integrated to improve services for the people of Indonesia. This research is used to adapt and apply Information and Communication Technology to the Community in realizing digital-based community services. The method used is research, to get insights from the application, the way adaptation is done by POLRI personnel with the presence of the technology and how it is applied in implementing digital services to the community. The results obtained show that the Police of Baintelkam officers have not been able to adapt to the connectivity of SKCK services, data relating to blood and legality of the legality of community leaders. In addition, for Personnel Readiness, traffic, moderation facilities have not been evenly distributed, access to Online SIM access has not been established nationally. Meanwhile, only the Information Technology Division and Baharkam and Criminal Investigation Offices are ready with Police Post data and Emergency Call services, because of the back-office system from the center to the police station to assist with the operation and digitization of police services in my police.

Extending health insurance coverage to the informal sector: Lessons from a private micro health insurance scheme in Lagos, Nigeria.

As a growing number of low- and middle-income countries commit to achieving universal health coverage, one key challenge is how to extend coverage to informal sector workers. Micro health insurance (MHI) provides a potential model to finance health services for this population. This study presents lessons from a pilot study of a mandatory MHI plan offered by a private insurance company and distributed through a microfinance bank to urban, informal sector workers in Lagos, Nigeria. Study methods included a survey of microfinance clients, key informant interviews, and a review of administrative records. Demographic, health care seeking, and willingness-to-pay data suggested that microfinance clients, particularly women, could benefit from a comprehensive MHI plan that improved access to health care and reduced out-of-pocket spending on health services. However, administrative data revealed declining enrollment, and key informant interviews further suggested low use of the health insurance plan. Key implementation challenges, including changes to mandatory enrollment requirements, insufficient client education and marketing, misaligned incentives, and weak back-office systems, undermined enrollment and use of the plan. Mandatory MHI plans, intended to mitigate adverse selection and facilitate private insurers' entry into new markets, present challenges for covering informal sector workers, including when distributed through agents such as a microfinance bank. Properly aligning the incentives of the insurer and the agent are critical to effectively distribute and service insurance. Further, an urban environment presents unique challenges for distributing MHI, addressing client perceptions of health insurance, and meeting their health care needs.

Model Integrasi Sistem dengan Pendekatan Metode Service Oriented Architecture dan Model View Controller pada Pusat Penelitian Perkembangan Iptek Lembaga Ilmu Pengetahuan Indonesia

The administration management as an activity and institute’s main task which is also called as Back Office System, supported by several information systems. The data need and information in one information system cannot be fulfilled only by one information source, but it needs a composition from a two or more sources in one institute/organization. To solve this problem, we need an architecture model which can solve integration system between different information systems. This Integrated Information System Design Research Method uses Service Oriented Architecture (SOA) approach as the architecture base, Model View Controller (MVC) method as the model in the programming (coding). The applied development method SOA utilizes Service Oriented Modelling and Architecture (SOMA) development system, it is a system design method which classifies business process in to a service group. The SOA application is because of its loosely coupled, highly interoperable, reusable and interoperability characteristics cause SOA reliable in information development and integration. While the integrated information system which is built using MVC method, easier to be maintained and developed. This research produce employment service, asset service, supplies service, financial service and also system prototype as a dashboard for employment service with SOA approach and MVC method which uses Representational State Transfer (REST) technology

Information System Success Disparity between Developer and Users

Background/Objectives: The purpose of this study is validating success factor perception disparity among system developer and two different system users by updated D&M (DeLone and McLean) IS (Information System) success model which has been widely studied and applied to business field by many researchers. Methods/Statistical Analysis: This research utilizes D&M model to developers who has at least one year work experience as system user, BOS (Back Office System) users and FOS (Front Office System) users to clarify disparity of IS success quality factors. For three different group analysis MSEM (Multi-group Structural Equation Model) is applied to this research to clarify quality perception disparity among groups. Findings: Since the result from MSEM analysis with 'A bank' data which has strict union regulations leading developers have at least one year user experience at front office or back office, the findings are comparable to other IS success research results especially meta-analysis. According to meta-analysis result, user satisfaction to intention to use is strong while result of this research is not significant which is supposed to be happened changing intention to use to perceived user usefulness because of mandatory system it is. Results of MSEM show perception disparities not only between developer and users but also between FOS user and BOS user. Improvements: This research proposes to development department should invest more resources not to internal service quality but information quality for FOS user, and BOS user decide the system's usefulness by information quality.

Cooperative Self-declaring of Weight for Trucks

This paper explains how a new concept with cooperative self-declaring of truck weight may reduce time lost for trucks at control stations as well as improve the traffic controls for public authority. The truck voluntarily shares its weight and identity with a roadside station that in turn shares the info with a dedicated back office system. The back office system controls the weight and checks the administrative registers for traffic remarks, insurance and public fees. The work is done in cooperation by NPRA and Volvo Trucks under the European project MOBiNET.MOBiNET is “the Internet of (Transport and) Mobility”. It is an Internet-based network linking travellers, transport users, transport system operators, service providers, content providers and transport infrastructure. It connects users (people, businesses, objects) with suppliers (operators, providers, systems), and brokers (or helps to broker their interactions). At its core is a “platform” providing tools and utilities to enable those interactions, with components both for users and for suppliers.

Integrated Solution of a Back Office System for Serious Games Targeted at Physiotherapy

Serious games targeted at physiotherapy can be a solution to help the physical therapy professionals. However, the entire game management, in its various aspects, is under the professional’s responsibility. One way to reduce the professional management work will be to integrate a Back Office system in the game. Following this trend, the purpose of this paper is to present a modular Back Office system for centralized management of one or more games targeted at physical therapy.

The privilege and burden of peer review.

Peer review is a core value and method of quality control in psychological research, academic psychology, and other disciplines, but little is known about the peer-reviewing behavior of ethnic minority reviewers in particular. The purpose of this study was to examine the self-identified ethnicity of those invited to peer review articles for 76 journals that utilized the American Psychological Association's Journals Back Office (JBO) system from 2003 to 2012. It was hypothesized that a modest increase in the ratio of requests for reviews from self-identified ethnic minority reviewers would be observed over time, that self-identified ethnic minority reviewers would be less likely to refuse a review request than those who do not self-identify as an ethnic minority, and finally that increases in reviewer burden would be evident in significant increases in declines to requests by all reviewers. Reviewer requests and responses were examined among the 76 journals that used the JBO system over a 10-year period. Using hierarchical linear models, the percentage of review invitations extended to ethnic minorities was found to significantly increase over time: Initially, an estimated 8.34% of review requests were made to ethnic minority reviewers, and that percentage increased an average of 0.41% per year. Ethnic minority reviewers were significantly less likely to refuse a review request than ethnic majority reviewers. Results are discussed in terms of perceived pressure to demonstrate scholastic impact and the disproportionate service burden often borne by ethnic minority psychologists.

Web Platform for Serious Games’ Management

An expected increase in the number of older people with mobility problems will bring more concerns to the health professionals. One way to help both, professionals and patients, can be found in the development of serious games oriented to motor rehabilitation in physical therapy sessions. Optimization of game management, collection and processing of information, which are the health professional responsibility, can be achieved with the integration of a Back Office system in the game. Therefore, this article aims to present a modular system of Back Office, for centralized management of one or more games targeted for physical therapy.

Advanced Metering Infrastructure and its Back Software Architecture for Future Power System

Governments have become increasingly concerned about the development of the smart grid, and a series of smart grid demonstration projects have been started. Multi-levels common and integrated infrastructure architecture for smart grid demonstration project was proposed in the paper. The implementation and operation of its back office systems were presented, which include the design, development and deployment of network management system, meter data management system, load control systems, community level and home energy management system, and web portal. The integration between different parts and their managements were also were proposed.

Understanding Municipal Service Integration: An Exploratory Study of 311 Contact Centers

We consider 311 non-emergency contact centers as city-level service integration initiatives. By using a cross-case study of 311 centers at New York and Philadelphia, we found critical success factors and challenges of service integration. This paper suggests multidimensional (technological, organizational, and cross-organizational) implications. Stable operation of 311 centers requires timely investment in having a technological system best fitting for service integration, but city governments with limited resources should instead consider adaptive strategies for overcoming under-equipped situations. While the lack of interoperability remains as a critical barrier to system-level integration, customer service agents play a pivotal role in connecting non-interoperable systems to front office systems and back office systems. Thus training for qualified customer service professionals is key to the seamless operation of 311 contact centers. Turf guarding often raises cross-organizational concerns, but the top management's administrative and political support helps resolve inter-organizational conflicts. Based on these findings from the exploratory study, this article proposes significant ideas for further research on municipal service integration through 311 contact centers.

E-Government: Back-Office Systems Development – Critical Issues for the Greek Case

One of the major components of the electronic state is the e-administration, which must be supported by strong back office systems in order to increase efficiency and effectiveness of the administration. In this paper we examine the case of Greek Public Administration by researching the development of a back office system in terms of personalized service for government officials. We also present the basic desired characteristics of such a system which currently is under design.
