Evaluation of the Application of Quality Management Systems in Projects Quality Management Guidelines According to the Specification ISO 10006:2017: A Case Study in the Department of Engineering Construction

The research aims, to identify the level of application of the quality management system in projects by ISO10006:2017, and to determine the size of the gap, between the actual reality and project operations within the seventh requirement of the specification, to achieve sustainable development. The case study method was adopted, and the reality of the application of the quality management system in projects was diagnosed. In the residential complex of Sumo Oil. The sample of the research. The data and information collection were mainly based on the checklist. Which included seven axes to evaluate the application of the quality management system in projects. A set of statistical methods were adopted, including (weighted arithmetic mean, percentage measurement, and gap size measurement). The research reached a set of important results, about the reality of the application of the system Quality management in projects. The most important of which was that the level of actual application of the seventh requirement of the specification in the surveyed department, was 94%, and the size of a gap of 6% was distributed among the procurement processes and operations related to risks and time, The value added value is to link the achievement of the seventh item requirements of the standard to achieve the dimensions of sustainable development.

Total quality management in Peruvian goods companies during the COVID-19 pandemic

PurposeThe aim of this research is to empirically assess the nine dimensions of the Total Quality Management (TQM) model, which have been categorized into four blocks: the top management block, the supplier block, the process management block and the customer block. The nine dimensions represent key strategic activities of company performance. A comparative analysis of companies with ISO 9001 certification and those without certification in a developing country during the COVID-19 pandemic is carried out.Design/methodology/approachA survey was administered to the management of 259 Peruvian goods companies (in the mining, repair and manufacturing sectors) during the COVID-19 pandemic. The survey consisted of 35 Likert-scale items, which were grouped into the following nine TQM dimensions: Top management (leadership), quality planning, quality audit and assessment, product design, suppliers' quality management, process control and improvement, education and training, quality circles and focus on customer satisfaction. Then, Cronbach's alpha, the Kolmogorov–Smirnov test, the Mann–Whitney U test and means were computed for each of the dimensions. This analysis made it possible to estimate significant differences between ISO 9001 certified and non-certified goods companies in terms of the dimensions.FindingsThe results showed that, for ISO 9001 certified companies, the averages for all of the dimensions were significantly different from those of non-certified companies, except for the education and training dimension. ISO 9001 certified companies scored higher than non-certified companies in the TQM dimensions. For both certified and non-certified companies, the leadership dimension had the highest average and the quality circles dimension had the lowest average.Originality/valueThis study addresses two main gaps highlighted in the research on quality management: the application of Quality Management Systems (QMS) in developing countries like Peru, and the impact of ISO 9001 on the performance of goods companies during the COVID-19 pandemic.

Evaluation of the reality of applying a number of Iraqi institutional accreditation standards/study in a number of Iraqi public and private universities

The study aims to find out the extent to which several Iraqi institutional accreditation standards (governance and administration, scientific research, curricula) are applied in two public universities (Baghdad and Middle Technical University) and two private universities (Uruk and Al-Mansour College) by diagnosing strengths and weaknesses and proposing a mechanism and procedures to help educational institution aims to reduce or eliminate the gap. The study stems from the extent of application of several Iraqi institutional accreditation standards represented as it was worked on through observation and field coexistence to reach scientific and practical facts. The method of case study and comparison between public and private universities was adopted by using the checklist as a tool to collect data and information to help in a comprehensive and realistic analysis. The study reached a set of results, the most prominent of which is the weak interest of the universities in the study sample in implementing the Iraqi institutional accreditation standards, which showed a gap between the actual performance of the universities and the indicators of the standards. This indicates that there are no specialized audit teams in the field of auditing quality management systems in higher education qualified according to the international standard (ISO 19001) to know the extent of conformity, as well as the absence of targeted plans to implement the indicators of those standards. Despite the existence of a Quality Assurance and Accreditation Council at the university that oversees the application of quality management systems in all university formations, it needs to intensify efforts to reach reliability in providing its services

Kajian Pelaksanaan Perbaikan Berkelanjutan Filosofi Kaizen pada Proyek Konstruksi di Indonesia

Kaizen as a quality management system offers a new approach to increase productivity by improving existing production processes without investing in new tools/procedures. This study aimed to determine the application of continuous improvement in construction projects according to kaizen philosophy. The research was conducted using descriptive analysis to describe the process of continuous improvement in a construction project. Data were collected using a questionnaire method on 24 building and road projects and interviews with two contractors. This study's results indicate that the application of the kaizen principle in construction projects is still limited. The research reveals that project planning has been carried out but not entirely following field conditions, standardization of work methods already exists but not detailed, all parties in the project have been involved in the construction process, but initiatives to make improvements have not been seen because it is still focused on corrective evaluation and work completion. The challenges in implementing continuous improvement are the lack of a quality management system, lack of working time, lack of consistency in the implementation of quality, and lack of worker’s skill in carrying out work. Some improvements required to support continuous improvement are to encourage top management's role in the application of quality management systems and internalization of the kaizen principle to all workers. The involvement of all production elements in maintaining product's quality in the internal system also needs to be improved.

ФУНКЦІОНАЛЬНІ ОСОБЛИВОСТІ СТАНДАРТИЗАЦІЇ І СЕРТИФІКАЦІЇ ЯК ЗАСОБИ БЕЗПЕКИ І ЯКОСТІ ТОВАРІВ, ОПЕРАЦІЙ ТА ПОСЛУГ

The article is devoted to the review of standardization and certification as a means of ensuring the safety and quality of goods, works and services. In modern conditions, the organization and implementation of the production process, trade, and the provision of various kinds of services is impossible without the state-level introduction of technical documents that control the appropriate level of quality of the provided products, services and utilized technologies, which ensure their development in the future. The purpose of this article is to systematize scientific information, highlight the functional features of standardization and certification as tools for quality management and ensuring consumers' rights to use high-quality and safe products as well as forming competitive advantages for domestic products. The advantages of standardization and certification that affect the quality and safety of goods have been identified. Their main function is to protect man, his property and the environment from the negative effects of modern scientific and technical developments, substandard manufacturers and sellers, as well as creating conditions for fair competition. The results of the presented research can be used to improve production quality management, in particular: the application of quality management systems, environmental management systems and other integrated systems. This will allow to increase production efficiency, improve product quality, improve the management of the national economy, and develop scientific and technical cooperation. Implementacija sistema upravljanja kvalitetom i nivo zrelosti preduzeća u industriji mleka u Republici Srbiji

The aim of this paper is to point out the existence of differences in the application of quality management systems as well as the level of maturity in the companies of the dairy industry in the Republic of Serbia. The initial assumption is based on the defined goal which states that the application of quality management systems and the level of maturity in these companies differ depending on their size. The research was conducted on the basis of QMMG - Quality Management Maturity Grid model of maturity. The initial assumption test was performed using the Kruskal-Wallis test as a nonparametric alternative to one-way analysis of variance of different groups. In addition to this method, the methods analysis, the synthesis method and descriptive statistics were also used. Using the mentioned statistical methods, six aspects of the quality management system were processed (Management understanding and attitude, Quality organisation status, Problem handling, Cost of quality as percent of sales, Quality improvement actions and Summary of company quality posture) as well as the entire quality management system in selected companies. Statistically significant deviations were found in five of the six aspects as well as in the overall quality management system. The contribution of this research is reflected in the diagnosis of the level of maturity in the companies covered by this research together with the possibility of improving certain aspects of the quality management system in order to develop the skills needed to increase the companies ' quality performance.

Implementing a quality management system in the Croatian public administration

Purpose: On the example of a regional self-government unit, the paper aims to provide additional evidence to support the notion that the application of a quality management system (QMS) in public administration produces positive change in organizational culture, improves business processes as well as the quality and delivery of services, etc., and, as such, is a necessary precondition for modernization and improvement of its efficiency. Methodology: International scientific and professional research shows that the application of quality management systems in public administration is a prerequisite for modernization and improvement of overall system efficiency. The paper gives an overview of the QMS implementation in public administration in the Republic of Croatia and presents the effects of the application of the international standard ISO 9001 in Osijek-Baranya County. Results: The results indicate that the application of QMS in Osijek-Baranya County has had significant effects on the operation of public administration. The most significant among them are financial savings, increased transparency, acceleration of business processes, etc. Conclusion: The application of a quality management system in public administration has produced positive effects especially in terms of improving (streamlining and speeding up the processes as well as increasing transparency of work thus providing an avenue towards modernizing and improving the overall efficiency of public administration.

Impact of the application of ISO 9001 standards on the climate and satisfaction of the members of a school

PurposeRecently, the application of quality management systems (QMS) in educational institutions has become widespread, in an effort to improve diverse processes and results in schools. However, there are very few studies that enable us to confirm whether these QMS bring true changes that are sustainable over time and lead to improvements in these institutions.Design/methodology/approachThis study thus aims to assess the impact of the implementation of ISO:9001 standards on school climate and on the satisfaction of the members of the educational community at 80 Spanish preschools, primary and secondary schools in different autonomous communities.FindingsThe analyses performed show conclusive results regarding the impact of ISO:9001 standards on teachers' involvement in improving the school's climate, conflict resolution by the management team and in families' involvement and satisfaction with the school. However, no apparent evidence was found of the impact on relations among teachers, conflict resolution among staff members and the perception of satisfaction by the teachers themselves.Research limitations/implicationsWe must bear in mind that the results and conclusions obtained are based on the instrument developed for this study, where it has been the members of the schools themselves who have assessed the changes they have perceived or that have taken place. However, due to the limitation of the instrument, it could be complemented in future research with external evaluations that could complement the results obtained in the present study.Originality/valueFurthermore, greater impact of the ISO standards was identified in schools from certain regions (Valencia and Andalusia), in state-assisted private schools, in smaller schools and in institutions which have been implementing the QMS for longer periods of time. The management team also perceived a greater improvement in climate than did teachers.

Analysis of the application of quality management systems in the rubber industry based on ISO 9001:2015

Increasing competition in the global market and high consumer expectations for quality products, encourage companies to produce quality products of international standards. The rubber industry is part of an industry group that is prioritized in its development in Indonesia. Based on these conditions, companies are always required to develop quality management systems that exist in the production process. The purpose of this study is to analyze the application of the quality management system of the crumb rubber industry to the ISO 9001: 2015 certification standard. The analysis was carried out on case studies and discussions with leaders of crumb rubber companies in Padang City. The success of the implementation is affected by indicators that influencing in ISO 9001: 2015 certification standards. Based on the results of the case study it can be seen that PT B has implemented an integrated quality management system in the company’s business processes. On the other hand, PT A still needs much improvement in implementing an integrated quality management system and integrated with the company’s business processes. It can be concluded that a strong top management commitment is not supported by the application of a quality management system. The implementation of a quality management system has not been optimally demonstrated by the company’s quality control documentation system is still incomplete and the company has not involved all aspects of the company in the implementation of quality management systems.

Improving Competitiveness of Small and Medium-Sized Enterprises with the Application of Quality Management System

In a modern global economy, small and medium-sized enterprises (SMEs) have inviolable importance and inclusion in the overall social development and economic growth. Regarding the high share of SMEs in the total number of companies, given the number of employees and the share in export orientation, the question of SMEs existence, as well as their market share and competitiveness in the global environment, represents prime relevance to any national economy. Therefore, the issue of quality becomes a critical component of achieving competitiveness in delivering products and services to their consumers (customers.) Due to this extremely delicate issue, each company establishes and implements a systematic process relationship or a quality management system as a part of its general management mechanism. This is a reason for SMEs management to strategically decide on the challenges of introducing a quality management system; thus, to improve their competitiveness on the domestic and foreign markets, which is a very demanding, exhaustive and time absorbing process requiring detailed preparation and collective engagement. The basic reasons for applying a quality management system are apostrophised in any business objectives – improving business processes, product quality and services, increasing spending as a factor of developing higher market share, better reputation (image) and sustainable business results. Due to the measurable quantitative and qualitative attributes and features that can significantly enhance the introduction of quality management systems into practice of SMEs, numerous studies have been carried out, some of which are conducted within the last two decades. For the authors, this was an initiative to conduct a survey, within this paper, in the Primorsko-goranska county (Croatia) during the month of July 2018, in which a number of SMEs were analysed in the crucial areas of quality management systems. The authors’ objective was to assess the viability of SMEs regarding their application of a quality management system. The basic hypothesis was that introducing quality management systems into SMEs contributes to their foreign competitiveness i.e. strengthening their export activity in general. Beside positive outputs of applying quality management, the authors’ research presented in this paper also established some relatively high and negative quantifications in relation to the application of the quality management system. Such outcomes represent justified reasons for future scientific research in this area.

Kajian Tingkat Penerapan Manajemen Mutu pada UMKM Pengolah Ikan Pindang Tradisional dan Higienis di Kabupaten Bogor

Boiled fish is a processing of fishery products that have great potential because of high public demanding. UMKM Cindy Group is a small and medium enterprise in Bogor regency who wished that their product could be competitive, so that the application of quality management is required. The objectives of this research were: (1) to identify the level of quality management implementation at traditional and hygienic boiled fish SMEs as well as; (2) to analyze the relation of the level of quality application to the performance of traditional and hygienic boiled fish SMEs. The method used was descriptive analysis; trend analysis (financial performance: Net Profit Margin (NPM), Return on Investment (ROI), Return on Equity (ROE) and non-financial performance (number of training, production volume, number of customers); and discriminant analysis. Sampling technique for filling questionnaire was purposive sampling. The results of the study found that the level of application of quality management system at traditional boiled fish was at the level between Quality Control Operator (OQC) and Foreman Quality Control (FQC), while hygienic cleansing was at the level between Statistic Quality Control (SQC) and Total Quality Management (TQM). The result of discriminant analysis show that the level of SMM implementation has an effect on the company performance of UD Cindy Group that was seen from sig value <0.05. On hygienic displacement had an increasing trend of non-financial performance and higher on the average of the last three years compared with traditional boiled fish

Sosio-Technology analysis of SMEs readiness in quality management system implementation

Generic requirements of ISO 9001 make it applicable to all types of organizations including SMEs. However not a few of SMEs are not able to obtain recognition or certification from ISO 9001. Problems faced by SMEs are lack of capital and access, limited human resources, low knowledge and skills to weak business networks and market penetration ability is alleged to be the cause. This certainly does not mean that SMEs are not able to apply ISO 9001. In the initial survey research, researchers found some SMEs took the initiative to successfully obtain certification. This study aims to examine the level of readiness of SMEs in the application of quality management system in terms of socio-technology. The research method used is survey with descriptive quantitative approach. The results showed that overall the level of SME quality culture is still relatively low with an average score of 2.15. This means that the level of readiness of SMEs in the implementation of quality management system is also said to be low. Some principles of quality management have been done but still far from ideal conditions where quality aspects have not been a priority of SMEs.

Aplikasi Sistem Manajemen Mutu ISO 9001:2008 untuk Menganalisis Kinerja Pabrik Readymix Concrete

ISO 9001:2008 define the requirements and recommendation for design and valuation of the quality management system to ensure that the corporation provides the products (goods/services) that meet the needs and also to increase the productivity efficiently. This study aimed to analyse the corporation performance in quantitative and qualitative, to discover the impact and the application of quality management system based on ISO 9001:2008 in PT. Jaya Ready Mix. The method used in this research was descriptive method and data were collected by field observation, interview with staff in technical and quality department. The secondary data also obtained from the record of the corporation. The results show that qualitative and quantitative measurement presented improved performance. It means that both show the parallel trend. Thus it can be concluded that application of quality management system ISO-9001-2008 by PT Jaya Readymix are already in the right condition. The impact of this application was the increasing of quality continuously such as the procedure for saving records, work instruction and controlling in fabrication for ready-mix concrete and also the documents for quality manual, business practices, operating procedures, standards, descriptive information and quality record.

The goals of this study is centered to present a suggested picture on how to enforce a department of quality system (ISO), and how much it was accepted by employees to administer it in the department. The researcher used analytical descriptive curriculum for her study. The study society and sample consists of female employees in the Department of Student's Activities. A survey was also used as a tool for their opinion to implement the importance quality management system to ease administrative work. The study came to a conclusion that most of the staff give the administration moderate rating. It is important, in their opinion, to upgrade the administration process and apply quality management system. The certificate isn’t as important to them as it proves the absence of resistance to apply the system; even if they don’t receive the certificate because it’s expensive. The study did not find statistically significant differences (α≤0.05) between the responses of employees on the application of quality management system in the management of student activity due to the personal and functional variables (scientific qualification_ job). The researcher made recommendations to the administration one of which training the staff, turning to an electronical system. And, adopt the stages of the suggested picture to implement the quality management system and obtain a certificate of conformity.

The impact of ISO quality management systems on primary and secondary schools in Spain

PurposeThe purpose of this study is to evaluate the application of quality management systems (QMS) based on international standards of quality in education (ISO 9001:2008) and ascertain the influence of this quality model on primary and secondary schools in Spain.Design/methodology/approachThe study was conducted in 26 publicly funded, private schools in Spain. The research design was a three-phase, mixed-methods evaluation. In all, 809 teachers answered the main survey questionnaire in Phase 3, which was validated through expert reviews and exploratory factor analysis against two theoretically derived dimensions of quality. The total scores of the two dimensions demonstrated Cronbach’s alpha reliability estimate > 0.95. A discriminant function analysis was applied next to compare three groups of schools based on teachers’ QMS ratings, using students’ achievement and other school quality indicators as predictors.FindingsThe QMS model was perceived to have contributed to improvements in documentation and management through evaluation, continuous improvement processes, the schools’ external image, management of resources and user satisfaction levels. Some of the improvements lasted over time. The schools rated as “high” by teachers on QMS implementation levels had better educational outcomes, as well as user perception and satisfaction levels, as compared to schools rated as “low”. Drawbacks of the QMS model were perceived as high bureaucratic workloads and a top–down management culture.Practical implicationsThe findings suggest that ISO standards of QMS can be adopted in primary and secondary education institutions successfully, and that they are suitable for improving schools and educational systems overall.Originality/valueThe study’s originality lies in the demonstrated outcomes of the QMS approach, originally created for industrial environments, in a large Spanish primary and secondary education institution using a three-phase, mixed-methods design.

Research on effectiveness evaluation method and application of quality management system of manufacturing enterprise based on interval-valued hesitation fuzzy set

Based on acquaintance of effectiveness of quality management system of manufacturing enterprise, the evaluation index system is structured by confirmation of production conditions and other seven respects which include effectiveness of validation, effectiveness of document management, effectiveness of production management, effectiveness of quality assurance and quality control, effectiveness of commissioned production and inspection, effectiveness of Issue and recall of products and effectiveness of self-checking; the assessment model of effectiveness of quality management system of manufacturing enterprise based on interval-valued hesitation fuzzy set is structured and the feasibility of theoretical research was validated by concrete cases.

STRATEGI SEKOLAH DALAM MENERAPKAN SISTEM MANAJEMEN MUTU (SMM) BERBASIS ISO 9001:2015

This study aims to describe the application of Quality Management System (SMM) based on ISO 9001: 2015 in SMAK St. Albertus Malang. This research method using descriptive qualitative approach with research location at SMAK St. Albertus Malang. SMAK St. Albertus Malang has implemented the SMM ISO 9001: 2015 mainly on management responsibilities consisting of management commitment, customer focus, quality policy, management planning, responsibility, authority and communication and management review well. However, the implementation has not been maximized and has not referred to IWA-2 as a reference for the implementation of SMM ISO 9001: 2015 in educational institutions for more effective implementation and can meet the needs and expectations of stakeholders. Evaluation on the Application of Quality Management System in Tanzania Building Construction Projects

In today’s construction projects, client satisfaction demand require the building team in construction industry to achieve high quality during construction process. This excellence can be achieved with a new style of management of a system that guides the interaction of people, processes and documentation which is referred to as Quality Management System (QMS). The study has evaluated the application of Project Quality Plan (PQP) as one of the implementation strategies of QMS in construction projects. The data was collected by use of questionnaire; interview and document review. Primary data from 32 medium and large scale high rise building construction projects located in Dar es Salaam city were sampled through non-probability sampling. The findings have established that PQP preparation and application in construction building project is done at low key. PQP application only limited to inspection and test plans. Amongst the contributing factors to the low level of PQP application are: frequent revision and change order by the owner, design changes by supervising consultants and lack of knowledge on QMS as a strategic weapon to achieve quality in construction industry. It is therefore recommended that the Tanzania government through construction governing bodies has to play an important and positive role to train on the application of PQP through workshops and seminars to members of the construction building team. It is further recommended that to enhance the application of QMS and facilitate quality services in construction projects, a provisional clause be introduced in conditions of contract.

Pengaruh Penerapan Sistem Manajemen Mutu terhadap Kualitas Pelaksanaan Kegiatan Operasi dan Pemeliharaan (Studi Kasus: Tugas Pembantuan Operasi dan Pemeliharaan Daerah Irigasi Kedung Asem dan Daerah Irigasi Bodri Provinsi Jawa Tengah)

A decrease in irrigation network performance system operation and maintenance are the impact of the operation management system and irrigation maintenance which does not suitable with the technical demands of the irrigation network design. The purpose of this study is to determine the effect of the application of quality management system in ministry of public works to the quality of the operations and maintenance on the Tasks Operation and Maintenance. The object of the research was in Kedung Asem and Bodri Irrigation Area, it was seen from three variables, namely: (1) the management of resources, (2) the implementation of the activities, (3) measurement, analysis and improvement. Data were obtained from observation andquestionnaire, and then were processed by using descriptive method and linear regression method. The results says that the quality management system in resource management is perceived as good enough category; the implementation activities, measurement, analysis and improvement were perceived good by the respondents. Identification of the quality of the operations and maintenance were also perceived good; further, performance index ratings of irrigation systems are performing well. The results of multiple linear regression equation is Y =12.883+1,181X1+0,449X2 +1,210X3, the conclusions hypothesis testing shows that the implication of quality management system give positive and significant effect on improving the quality of operations and maintenance work on the Tasks Operation and Maintenance of (DI) Kedung Asem and (DI) Bodri Irrigation Area.

Application of Quality Management System in Tourism Sector in Kosovo

Tourism is one of the most complex activities of today’s modern society. In developed countries and in some other countries in transition, it presents a significant product of export and employment generator. The increase of the quality of service and application of the quality management system in tourism industry is undoubtedly a challenge that we are all interested to deal with. Quality Management of Services is directly connected with training and qualification of human resources involved in this sector. Tourism sector in recent years, although, it was a priority for each government, we can freely say, it has increased in spontaneous way. More tourists don’t mean more progress in development, or generating of incomes for Kosovars. The type of tourism that one country is commited to develop is mainly determined from the contribution for enriching of its inhabitants. Emphasizing of natural and cultural tourism in Kosovo is mainly focused on benefiting from local communities, which, unfortunately, are currently facing the limited economic situation. Positive benefiting from a successful tourism sector strategy directly contributes to increase of employment, additional benefitting for economy, improved infrastructure and increase of tax revenue which directly has an impact in improvement toward health care, education, and other social development.
