The construction of New Liberal Arts aims to lead the new development of humanities and social sciences through the application of modern educational technology and interdisciplinary integration, so as to meet the needs of the times for interdisciplinary talents. The New Liberal Arts construction points out the development direction of specialization, humanization and interdisciplinization for foreign language majors. TPACK, as a teacher’s professional knowledge framework integrating technology, coordinates and highly integrates technology, content and pedagogy, providing a new cognitive framework for teachers’ knowledge construction, and also puts forward new requirements for the professional development of college foreign language teachers in the context of the New Liberal Arts. Under the background of New Liberal Arts, the professional development of college foreign language teachers can be accomplished in the following ways. Firstly, teachers need to cultivate themselves as foreign language interdisciplinary talents through lifelong learning, interdisciplinary integration, and knowledge expansion. Secondly, teachers should be inclusive, draw on the strengths of others, innovate teaching methods, and embrace the post-method era. Thirdly, teachers can break through the limitations of online and offline teaching through digital empowerment, intelligent assistance, and technological integration. Finally, teachers should precisely position themselves by transforming their traditional roles into more dynamic and multidimensional ones, and becoming the chief in equality. TPACK-based professional development enables foreign language teachers to find a new position in the construction of the New Literal Arts and seek new development in transformation and upgrading.
