The subject of the study is the evolution of the foreign trade of the Russian Federation in the context of changing foreign policy factors. The purpose is to analyze the key parameters of Russia’s foreign trade at the present stage and develop measures to accelerate development with updated trading partners. The article is based on structural parametric analysis and modeling of economic processes and systems. The methods of logical, graphoanalytic, statistical, correlation and comparative analysis are used. A statistical and correlation analysis of the foreign trade activity of the Russian Federation has been carried out. The main reasons for the slowdown and acceleration of the development of foreign trade have been identified. The main export and import goods on which the economic security of the state depends are identified. The measures for the development of the domestic market of the Russian Federation in the context of increasing the country’s export potential are proposed. New key trading partners of the Russian Federation have been identified, as well as measures to accelerate the development of trade with such states. Conclusions. In order to accelerate the development of foreign trade in the Russian Federation, it is necessary to improve the domestic market. The proposed measures will improve the economic situation within the state, which will increase the potential of foreign trade activities.

Структурно-гидрографический подход к определению областей формирования стока рек бассейна оз. Байкал в период максимальной и экстремальной водности

The research is carried out determining the role of each link of channel network in the flow formation process and the water regime features for the river systems in the Lake Baikal basin. The period of regular water flow observations is at least 30 years. The structural and hydrographic analysis of river systems made on the basis of comparison of the results of dynamic and static modeling. The dynamic model corresponds to extreme water content, the static model – on the long-time average annual flow. Provinces and intermountain zones were defining based on physical and geographical zoning. The river systems have specific characteristics of flow formation in these zones. The number of permanent, temporary and episodic river mouths flowing into the Baikal are estimated. The power (magnitude) of each elementary link of the river system is estimated. The regions of formation, transit, and accumulation of flow are defined based on the regularities of the structure of the water-erosion network. The map of the spatial and topological distribution of the river systems by flow regions is created based on the results of the research. This research is relevant for obtaining additional information in order to analyze the flow and calculate the maximum water-bearing capacity of river systems.

Photoelectron spectroscopy of CsK2Sb photocathode at Synchrotron Radiation Facility using vacuum transport system

As accelerators and electron microscopes become more advanced, high-performance photocathodes are required. In particular, Cesium potassium antimonide (CsK2Sb) photocathode is of interest because of its low emittance, excitability in visible light, and high quantum efficiency (QE). The challenge is its high susceptibility to environment that lead to low operating vacuum pressure and short lifetime/low extraction charge. To resolve these issues, it is necessary to understand the molecular structure of the cathode and its degradation mechanism. In this study, we transported CsK2Sb photocathode to a beamline of synchrotron radiation facility using a vacuum transport system for molecular structure analysis. Specifically, the cathode was deposited in an evaporation system at Nagoya University. We transported it to Aichi Synchrotron Radiation Center (Aichi SR) located 15 km away, and analyzed it in the depth direction by X-ray photoelectron spectroscopy (XPS) at BL7U. Based on the results, we quantitatively evaluated the composition ratios and stoichiometry of the cathode elements (Sb, K, Cs). A Cs ex-cess state of surface was observed at the surface, and it is consistent with previous studies. The intended atomic structure of CsK2Sb was formed only at a few nanometres of the surface on the Mo substrate. On the other hand, the CsK2Sb cathode structure on the graphene substrate was preserved further in the depth direction.

Enhancing Dexterous Grasping and Manipulation through Linkage-Driven Underactuated Five- Fingered Robotic Hand: A Computational Approach

This research aims to enhance dexterous grasping and manipulation capabilities through a computational approach involving a novel design of a linkage-driven, underactuated, five-fingered robotic hand. Leveraging underactuated mechanisms, the study addresses the complexity associated with individually actuated joints, offering a streamlined and efficient solution for replicating human-like hand movements. The proposed hand comprises 12 actuators and 21° of freedom, emphasizing the need for enhanced adaptability and reduced complexity in replicating human hand movements. Utilizing SolidWorks for mechanical design, Automated Dynamic Analysis of Mechanical Systems (ADAMS) is employed for dynamic simulations, enabling a comprehensive evaluation of the robotic hand’s performance in realistic scenarios. MATLAB is utilized for the required algorithm, and Analysis System (ANSYS) for structural analysis, ensuring the robustness and reliability of the robotic hand under different loading conditions. This approach integrates mechanical engineering principles with advanced simulation tools. The abstract concludes by presenting comprehensive research results, featuring general quantitative data from the entire research process, underscoring the efficacy and applicability of the computational approach in advancing robotic manipulation capabilities.

Exploring an Architectural Paradigm for the 15-minute city planning model: Towards reforming gaps of services in Nablus

The existing literature on the 15-minute city planning model mainly covers conceptual strategies, responsive urban transformations, and innovative urban development projects at the neighborhood level. However, little attention has been given to the actual architecture of the 15-minute city. This planning model emphasizes the relationship between time and space of services in neighborhoods, which can be used as a scientific method to fill the gaps in services in Nablus neighborhoods. Local feedback on the distribution of services, proximity, and mobility in Nablus neighborhoods has highlighted the need to reimagine the comprehensiveness, density, and accessibility of services. Additionally, the prioritization of services has changed during COVID-19, which emphasizes the importance of architecture that considers flexibility in services. To address these challenges, this paper proposes the use of prefabrication construction technology in the placement of urban service units as a sustainable architectural model to realize the 15-minute city planning model. The paper presents the integration of structural system analysis, environmental considerations, and sterilization criteria into the model and proposes guidelines for the feasibility of this model. The resulting urban service framework of the architectural paradigm responds to the pointed-out needs of the population, and the temporary introduction of the model makes the application of the model responsive to the local shortage of vacant lands.

ВЛИЯНИЕ НЭП НА КУЛЬТУРУ В СССР

The article focuses on the importance of the new economic policy in the development and change of the culture of the USSR in the 20s. The positive and negative factors of its impact on various spheres of cultural life of the USSR are determined. Each branch of culture of the USSR and their detailed characteristics are considered, taking into account this historical period. The objectives of the new economic policy in the specified period are described. The NEP was a period of dramatic change in the development of Soviet culture. After the devastating effects of the Civil War and war communism, the NEP allowed for a partial restoration of the economy and, as a result, cultural life. The purpose of studying this topic is the opportunity to take a new look at known facts, identify new sources and assess the impact of the policy on various spheres of cultural life, since there are many unexplored aspects of the influence of NEP on the culture of the USSR. The methodological basis of the research is the general scientific method of complex system-structural analysis, as well as private scientific methods: systemic, comparative legal, historical, formal logical, method of analysis of theoretical and normative legal material. As a result of the study, the role of NEP in the culture of the USSR at that time was revealed. By forming an understanding of the influence of NEP on Soviet culture, the most effective perception of historical processes in the USSR, from the "cultural revolution" to "stagnation", takes place. The experience of the NEP may be interesting for studying modern processes in the development of culture in different countries. The main conclusion of the article is that despite the fact that the NEP is an economic policy, it also had a huge impact on other spheres of public life of people of that time.

Мотивація персоналу міжнародних проєктів для забезпечення конкурентоспроможності підприємства з використанням статистичних та економетричних методів

The aim of the article is to identify the features of modern approaches to the motivation of personnel of international projects to ensure competitiveness and establish, using statistical and econometric methods, the quantitative influence of individual socioeconomic factors on the performance of these employees. The socioeconomic and political situation in Ukraine due to the full-scale military aggression on the part of the russian federation requires the top management of business entities to search for and successfully use statistical and econometric methods to determine and model dependencies between socioeconomic indicators, as well as to provide an opportunity to be involved in international projects in order to obtain additional competitive advantages. In the course of the study with the use of system-structural analysis and synthesis, the stages of personnel management of international projects are determined, as well as the characteristics and functions performed by individual subsystems of personnel management of international projects are identified. According to the results of the review of scientific literature, considerable attention of scientists to the problems of motivation of personnel of international projects to ensure the competitiveness of enterprise has been revealed. Approbation of theoretical studies was carried out based on the results of the activities of JSC «Interpipe NMPP», the main types of products of which are pipes of medium and small assortment. The analytical study revealed a decrease in sales, net profit and the number of employees, which is a consequence of the company’s work in an unstable external environment (COVID, military aggression of the russian federation against Ukraine). With the use of statistical and econometric methods, the degree of influence of individual factors on the efficiency of the personnel of the specified enterprise is determined; in particular, with the use of regression analysis, the author has built econometric models of the impact of personnel development in the form of professional training and advanced training and material incentives (remuneration) on the efficiency of the personnel of the specified enterprise and its involvement in participation in international projects. The author’s vision boils down to the fact that the use of such tools for motivating the personnel of international projects as wages, vocational training and advanced training provide an increase in labor productivity and, accordingly, the formation of competitive advantages of both employees and products, the enterprise, and the country as a whole. Prospect for further scientific research is the formation of a system of non-material factors for increasing labor productivity and personnel evaluation.

Сучасна парадигма безпеки управління розвитком складних ієрархічних систем

The restructuring of the national economy, the processes of transformation taking place in it, actualize the problems of controlled vector development of complex hierarchical systems in the economy. The purpose of this study is to analyze the theoretical and methodological aspects of the development of complex hierarchical systems (CIS) in the economy in the context of unpredictability and stochasticity of the external and internal environment, as well as the uneven development of socioeconomic processes that require controlled vector development. It is the controllability of the vector development of the CIS that makes it possible to ensure the security of the processes of non-linear development of the CIS. The object of the research is the processes of non-linear development of the CIS in the conditions of unpredictability, stochasticity of the external environment and uneven development of socioeconomic processes caused by globalization transformations of the world economy. The study used general and special methods to achieve the goal and solve the tasks. The general methods include the abstract and logical method, which was used to explain the theoretical foundations of the security of the development of complex hierarchical systems, and the methods of theoretical generalization, system and behavioral-economic analysis, which helped to formulate the qualitative goals and objectives of the CIS, identify the problems of managing controlled dynamic processes, conduct a critical analysis of development concepts and find out the genesis of approaches. Special research methods include system-structural analysis, which was used for the formation, selection and implementation of hypotheses, construction of forecasts, and the system approach and methods of analysis and synthesis, which helped to identify and aggregate the qualitative characteristics of the concept of management of secured development of CIS. As a result of the application of these methods, a synergistic approach to the management of CIS processes was achieved and the problems related to stochasticity and uncertainty of the external and internal environment, uneven development of socioeconomic processes and other factors affecting the security of the development of the intellectual economy are addressed. The influence of endogenous and exogenous factors on the development of CIS is substantiated. A methodology based on process-functional management has been proposed to analyze the level of development of the CIS, which can help to increase the efficiency of the use of production resources. The conception of modeling mechanisms for the development of information security systems (ISS) based on the transformation of management processes and investment processes has been developed.

THE CREATIVITY OF MYKHAILO MAKSYMOVYCH IN THE HISTORIOGRAPHIC RECEPTION OF MYKHAILO HRUSHEVSKY

The purpose of the article is the elucidation of the features of the historiographical discourse of Hrushevsky, who was the expert on M. Maksymovych’s studies. The methodological basis of the work is an interdisciplinary approach. At the same time, methods of philosophical, general-scientific and specific-historical character are applied as well. Particular emphasis is placed on the structural and functional system analysis of historiographical facts and the method of critical analysis of documentary material. The scientific novelty of the article consists of a special analysis of the historiographical studies of M. Hrushevsky, devoted to the intellectual biography of M. Maksymovych. Conclusions. Summarizing M. Hrushevsky’s reflection about M. Maksymovych, let’s first of all pay attention to its leading feature, which, in our opinion, is decisive for the spirit of the scientist’s entire historiographical legacy. This is the understanding of the priority of the interests of science, embodied in the well-known slogan of the most outstanding researcher – nemini credere, proclaimed by him at the dawn of his scientific career and consistently applied in practice. Thanks to such a critical attitude, the historiographical works of M. Hrushevsky, dedicated to his outstanding predecessor (“Maksymovich's "Little Russian Songs" and a century of Ukrainian scientific work”, “One hundred years of Ukrainian nationalism”, “Development of Ukrainian studies in the 19th century and their revelation of the main issues of Ukrainian studies”, etc.), fall back from the previous apologetic tradition in his perception and appear as attempts at intellectual biography, which inherent not so much admiration for the greatness of the researched figure, but an effort to show it in the context of the processes and events of the Ukrainian nineteenth century, to reveal and explain to the reader not only outstanding achievements but also often unfortunate miscalculations. This methodological approach of M. Hrushevsky turned out to be extremely fruitful and to a large extent explains the long-term popularity of his observations in regard to M. Maksymovych, which have not lost their influence even today.

Digital Currencies of Central Banks (CBDC): Advantages and Disadvantages

During the Covid-19 pandemic, there has been a rapid shift from offline global transaction models to digital payment models, along with increased interest in the development of Central Bank Digital Currencies (CBDCs) in various countries. Currently, around 114 countries around the world are researching and developing CBDCs, and these countries account for 95% of global GDP. Some countries have already launched CBD’s and it is very likely that CBDCs will become a part of our lives in the near future. The study discusses the essence and features of the digital currency of the central bank, examines the prospects of its implementation in various socio-economic conditions, examines the advantages and disadvantages of using digital currencies. The authors also compared the digital currency of the central bank and decentralized cryptocurrencies. The authors analyzed the global experience of central banks that explored the possibility of issuing their own digital currencies. The authors of the article use a system-structural analysis to determine approaches to understanding the concept of “central bank digital currency”. The authors also identified the potential advantages of introducing digital currencies, which strengthen the transmission mechanism of monetary policy. Attention is focused on the opportunities provided by digital currencies as an innovative payment tool for financial integration in society. It is argued that the creation of retail central bank digital currencies may pose risks to financial stability that can be minimized through the architecture of a central currency system. The authors proved the importance of using CBDC using an econometric model using the Chinese digital yuan as an example.

Московское предпринимательское сообщество: ценностные ориентации и вехи социально-культурной эволюции (последняя треть XIX – начало XX веков)

Цель исследования состоит в выявлении основных вех социально-культурной эволюции представителей московского предпринимательского сообщества в последней трети XIX – начале ХХ вв. и определении ценностных характеристик, из которых складывался нравственный облик деловых москвичей в данный период. Использованы результаты научных изысканий российских исследователей, опубликованные преимущественно в последние годы. Рассмотрены обстоятельства и факторы, обусловившие особенности социально-культурной эволюции московского купечества последней трети XIX и начала XX вв. Подчеркивается влияние нравственных воззрений приверженцев старообрядчества на формирование менталитета московского купечества. Выявлены личностные качества, отражающие ценностные ориентации представителей московских деловых кругов; на основе анализа социально-экономических тенденций изучаемого периода определены последовательные стадии их социально-культурной эволюции. The study aims to establish the milestones in the socio-cultural evolution of Moscow entrepreneurs in the last third of the 19th – early 20th centuries, as well as to determine the value characteristics of representatives of the city’s business community during this period. The conclusions are based on an analysis of the results of scientific research undertaken by Russian historians and cultural scientists mainly in recent years; works of Russian portraiture of the late 19th – early 20th centuries were also studied. The nature of the problem under consideration, related to one of the aspects of the history of the Russian business community, determined the sociological approach as the methodological basis of the study. At the same time, the need to reconstruct past events led to the use of diachronic, system-historical and comparative-historical methods, and the methodology of system-structural analysis. During the research, the circumstances and factors that determined the socio-cultural evolution of the Moscow merchant class in the last third of the 19th – early 20th centuries were examined. Considerable attention was focused on the characteristics of Moscow entrepreneurs in terms of their value orientations, and an analogy was drawn between the socio-cultural guidelines of representatives of modern business circles and their predecessors, whose creative activities a century and a half ago formed the basis of economic life in the Russian Empire. The following value characteristics of representatives of the Moscow business community were identified: non-acquisitiveness, mutual assistance and cooperation within the religious community, lack of desire for profit as the only goal of entrepreneurship, sovereignty, religious tolerance and openness to new things, and a tendency to provide charitable assistance. The socio-cultural evolution of Moscow merchants and entrepreneurs at the turn of the 20th century went in several successive stages: (1) the formation of the Moscow merchant class, which took place, among other things, on the basis of peasants and adherents of the Old Believers; (2) the gradual increase in entrepreneurs’ education level, which created a new class of wealthy and culturally sophisticated business people; (3) the growth of entrepreneurial capital, which led to the development of philanthropy among business people; (4) the gradual inclusion of entrepreneurs-philanthropists in the political life of society against the background of transformation processes that took place in the Russian state at the beginning of the 20th century.

STATE REGULATION OF ANTI-CORRUPTION ACTIVITIES IN UKRAINE DURING MARTIAL LAW

Since the 1950s, corruption has been an important topic of academic investigation and continues to be relevant nowadays. Scholars, international organizations, ordinary citizens and other beneficiaries continue to pay attention to this issue, as well as to the social projects, political economics, and social implications of corruption’s expansion, economic resource allocation, the national regulator, and others. This analysis is particularly important in light of the current Russian-Ukrainian war, which has far-reaching implications, undermining national development, reducing public confidence and posing new threats to national security. Consequently, in developing effective strategies to repel the aggression of the Russian Federation, tackling corruption appears as an essential part of the multifaceted challenges. Therefore, the primary objective of this study is to elucidate the complexities of the country’s legal frameworks related to anti-corruption efforts in Ukraine in the post-war context and to provide recommendations on effective anti-corruption policies. For this purpose, the following methods were used: social statistical analysis, survey analysis, system-structure analysis, classification and categorizing operations, deductive reasoning, abstraction, dialectical inquiry, modelling, synthesis and analysis of relevant data.

THE EFFECT OF MARKET PRICING ON CONSUMER BEHAVIOR IN CONDITIONS OF UNCERTAINTY

Objective. Purpose of the article is to highlight and find ways to solve the problem of assessing the impact of marketing pricing on consumer behavior in conditions of uncertainty. Methods. he theoretical and methodological basis of the research is inductive and deductive research methods for the systematization of marketing pricing concepts; scientific works of domestic scientists regarding the impact of marketing pricing on consumer behavior in conditions of uncertainty. The research used methods that provide the method of scientific knowledge, the method of system-structural analysis. The results. The article examines the impact of marketing pricing on consumer behavior in conditions of uncertainty. It has been proven that the consumer is the main reference point of marketing pricing. Changes in consumer behavior require extensive research in Ukraine in conditions of uncertainty. Certain changes in consumer behavior, formed in conditions of uncertainty for the period 2022-2023, were studied, namely: active purchase of promotional goods, during discounts; reduction of purchase volumes of certain groups of goods; purchase of the company's own brand products; search for cheap substitute goods; purchase of products of Ukrainian trademarks of companies; purchase of goods in online stores. It was determined that it is relevant to take into account the needs and preferences of consumers according to psychological types, which will allow enterprises to implement an effective marketing price strategy and become more successful than their competitors on the market. It is proposed to use psychological methods in the formation of marketing pricing for products in conditions of uncertainty: seasonal, holiday discounts; "rule 100"; unrounded prices; decreasing the number on the left; "price environment". The use of discounts will improve the quality of development of the marketing price policy of enterprises, save business and meet the demands of the Ukrainian consumer in conditions of uncertainty.

PROBLEMS OF ADAPTATION OF KAZAKH FICTION (ON THE EXAMPLE OF DIRECT AND INDIRECT TRANSLATIONS OF A. NURPEISOV'S NOVEL "SONGY PARYZ")

The need for language mediators dates back to ancient times. It was caused by the lack of society to establish cultural, commercial, political, and other contacts between geographically and linguistically distant communities. Indirect translation served as a bridge between “small or regional” languages through a global language. In the modern world, indirect translation remains a pervasive form of interaction in a wide range of human spheres. Due to the globalization of international contacts, in the organization of international conferences and forums, communication is conducted through international languages. The article aims to consider ways of adaptation of Kazakh fiction through comparative analysis of direct translation into Russian and indirect translation into English of Nurpeisov’s novel “Songy Paryz”. Objectives 1) to generalize and substantiate the approaches of comparative analysis of the source text, the intermediary text, and the target text in modern translation studies; 2) to determine the causes, specificity, and role of indirect translations; 3) to carry out structural-system analysis aimed at identifying translation transformations and techniques as strategies used in two translations, to identify their appropriateness and significance and objective need for representation of the writer’s authorial style. The authors offer their translation of the excerpts under consideration to identify discrepancies between translations and the source text. The study results would be interesting for scholars in linguistics, translation studies, linguocultural studies, and literary criticism.

Analysis and Experimental Investigation of Steering Kinematics of Driven Steering Crawler Harvester Chassis

In the context of automatic driving, the analysis of the steering motion characteristics is critical for enhancing the efficiency of crawler harvesters. To address issues such as the low transmission efficiency and the large steering radius encountered by traditional crawler harvesters featuring hydrostatic drives, a driven steering crawler harvester chassis was designed. This involved analysis of the chassis transmission system structure and its steering characteristics under several conditions, including differential steering, differential direction reversal, and unilateral braking steering. The steering parameters were determined based on real-time kinematic positioning–global navigation satellite system (RTK-GNSS) measurements, and they were compared with theoretical predictions based on the crawler harvester steering kinematics. The slip rates and modified models of the crawler chassis for various steering modes were then obtained. The results indicated that the increase in the ratio between the running input and steering input speeds led to larger track steering radii and smaller average rotational angular velocities. Remarkably, the slopes of the linear fits of the tracked chassis steering parameters varied significantly under differential direction reversal and differential steering modes. Compared with the actual results, the correlation coefficient of the tracked chassis steering parameters fitting model is close to 1. The steering parameter model was deemed suitable for actual operational requirements. The results provide a valuable reference for designing navigation and steering models of crawler harvesters operating on different road surfaces.

On the issue of procedural legal advocation of a civil plaintiff in criminal proceedings: doctrine and practical problems, ways to overcome them

The issue of the procedural status of a civil plaintiff in criminal proceedings and the issue of a person’s right to compensation for damage caused by a criminal offense has always been in the center of attention of lawyers - academics and practicing practitioners. The relevance of the chosen topic and the purpose of the research is due to certain doctrinal and practical gaps in the criminal procedural legislation of Ukraine, as well as contradictions between the norms of criminal procedural law, civil procedural law, and the provisions of inheritance law, which arise in the conditions of criminal proceedings, and are caused by death (or the condition, which makes it impossible to participate) of the injured person, who is a civil plaintiff in a civil claim for damages, at the stage of pre-trial and judicial criminal proceedings. Taking into account the set goal of criminal proceedings, which consists, among other things, in compensating the injured person for the moral and (or) property damage caused to him by a criminal offense, in this article the author not only analyzes individual scientific views and examines the relevant legal norms regulating procedural procedure of criminal legal succession, however, attention is emphasized and own proposals are made to improve the legal mechanism of legal succession of a participant in criminal proceedings, such as a civil plaintiff in a civil claim for damages presented in criminal proceedings. In conducting scientific research, the author used the formal-logical (dogmatic) method in interpreting the normative content of laws and formulating the definitions of individual legal concepts of the research issues, as well as the method of systemic-structural analysis, which contributed to the study of types of legal conflicts and gaps. Based on the results of the scientific research, the author outlined separate doctrinal and practical problems of the studied issue, and outlined the conclusions regarding the need to improve the current version of the Criminal Procedure Code of Ukraine and clarify the procedural rights of the civil plaintiff during procedural succession in criminal proceedings, by adding a new article to the Criminal Procedure Law, and made suggestions to the specified edition.

DIRECTIONS OF DESIGNING EDUCATIONAL SYSTEMS IN THE CONDITIONS OF THE NEW UKRAINIAN SCHOOL

The design of educational systems in the conditions of the New Ukrainian School requires a complex and multifaceted approach, which includes organizational design, design of the educational process, internal system of ensuring the quality of education, educational environment, pedagogical action, the system of stimulating pedagogical workers and students, designing management decisions of the head of the educational institution, etc. In order to ensure high-quality educational activities and implement effective training of the young generation in accordance with modern challenges, the design of educational systems requires the joint efforts of all interested parties – students, parents, teachers, management, the government and the public. The purpose of the article is to carry out a systematic analysis of the directions of the process of designing educational systems in the conditions of the New Ukrainian School. Research methods: system-structural analysis, synthesis, abstraction, classification, generalization. The methodological basis of the research is the theory of systems and the doctrine of systematization in scientific pedagogical theory and educational practice. The article specifies the essence of educational systems in the broad and narrow senses. The affiliation of the institution of general secondary education to the educational system is substantiated. The directions of designing educational systems in Ukraine have been determined: organizational design, design of the educational process, design of the internal system for ensuring the quality of education, design of the educational environment, design of pedagogical action, design of the system of stimulation of pedagogical workers, students, design of management decisions of the head of the educational institution. The directions of designing educational systems are characterized, and their possibilities in the conditions of the New Ukrainian School are critically evaluated.

Access to medicines is intrinsically linked to fundamental human rights to health and life. The need to make medicines more accessible is articulated in strategic planning documents, including the Strategy for the Development of the Arctic Zone of the Russian Federation and National Security until 2035. Enacted in 2023, the law "On the Deliveries of Goods to the Northern Territories" aims to address the situation regarding access to medicines in the Russian Arctic. This study aims to provide a rationale for a set of government regulation mechanisms aimed at improving access to medicines in the region. Guided by axiological principles, the study employs analysis and synthesis, systems analysis, structural analysis, mathematical tools, and statistical analysis. The study utilizes data from official statistics reports, the National Register of Medicines, archives run by the Ministry of Health of the Sakha Republic (Yakutia), and local pharmacies. This research contributes to the scientific discourse on social policy issues in Arctic regions, focusing on the unique binary status of pharmaceutical companies caused by the ambiguous roles played by healthcare and federal authorities. Using Yakutia as a case study, the article sheds light on the current situation with access to medicines in regions traditionally populated by indigenous peoples. The analysis of the pharmaceutical market in Yakutia and its Arctic districts from 2009 to 2023 reveals both general positive trends in healthcare and the low effectiveness of existing measures, necessitating a clearer definition of government participation forms. The study gives additional proposals in this domain. Due to the ultidimensionality of interdependent yet separate public (healthcare) and private (pharmacies) sectors, further research can be done into ways to improve the quality of life of the local population in the context of economic and social inequality.

Design and Implementation of a Software Result Processing and Transcript Generation

Result processing can be seen as a continuous process of converting data (scores, grade points, credit units etc.) into a definite and meaningful information (statement of result, transcripts etc.). These results are used to check the performance of each student in various courses. These results when processed manually leads to many problems such as error during computation, insecurity of results, untidy results after changes must have been affected and work load on the exam officer(s) etc. However, designing and implementing, as well as the computerization of result processing and transcript generation system will reduce these problems to the barest minimum. Providing password can do this, which grants access to only authorized user(s). Corrections or changes are affected without making the work untidy. Also stress on exam officer(s) is or are reduced. The design and implementation will be developed using the structured system analysis and design methodology (SSADM). The new system was designed using Visual Basic and MS Access. This language was chosen because of its easy syntax and features for developing web applications.

Analysis of the marketing impact on the market and the end user of vegetable production

The object of the research is the marketing impact on the market and end consumer of vegetable products. In the research process, a number of general scientific and special methods were used, in particular: system-structural analysis and synthesis as the main methodological tool, monographic and extrapolation. The marketing influence on the market and the final consumer of vegetable growing products is disclosed. A marketing research of the vegetable market on the domestic and foreign markets was conducted, which is a necessary condition for the formation of an effective strategy and tactics for the development of marketing in this area. After all, the ratio of supply and demand in the vegetable market determines the movement of capital and the transfer of resources between industries and regions, affects the level and dynamics of prices and, therefore, is a key factor in the formation of producers' income. The development of new management methods and approaches convincingly demonstrates the need to implement marketing as one of the market tools capable of meeting the needs of the market and combining the interests of business entities. An important role is given to the factor of time and information. It has been proven that the quality and efficiency of the marketing system of the vegetable growing industry is ensured by the scientific methodical development, the objectivity of quantitative and qualitative assessments, the creation and implementation of a rational system of evaluation and management of this system, as well as the level of the marketing organization. The practical significance lies in the methodological substantiation and conceptualization of the role of marketing influence on the market and consumer of vegetable production.
