The concept of drug companies paying user fees to the Food & Drug Administration to ensure faster FDA approval of new drugs is moving closer to reality. With newly won support from the pharmaceutical industry—a turnaround from previous stancesCongress is preparing legislation to institute the user fees. Testifying last week at a hearing by the House Subcommittee on Health & the Environment, FDA commissioner David A. Kessler said user fees are needed because traditional sources of funding are no longer enough to do with reasonable speed the job that needs to be done. This year, although FDA was one of only a few agencies to receive an increase over fiscal 1992 appropriations, our projected budget [as approved by Congress for fiscal 1993] is still $13 million under the President's budget request.
