Abstract

After increasing program levels anywhere from 4% to 112% above those specified in the Reagan Administration's budget request, the U.S. House of Representatives recently passed its version of the National Oceanic and Atmospheric Administration (NOAA) budget for fiscal year (FY) 1986. The bill would effectively restore most of the cuts in Operations, Research, and Facilities (ORF, NOAA's research core) that were specified in the President's budget (see Table 1).
