PRINCÍPIO DA EFICIÊNCIA NA ADMINISTRAÇÃO PÚBLICA: ANÁLISE CRÍTICA DO PRINCÍPIO DA EFICIÊNCIA NA GESTÃO PÚBLICA

The main objective of this work is to carry out a critical analysis of the implications and challenges related to the application of the principle of efficiency in Brazilian public management. The tensions between server administration, the search for results, transparency and resource management will be highlighted, using a theoretical approach and emphasizing the applicability of Law. Furthermore, the role of public servants will be highlighted as fundamental to achieving administrative efficiency. The training and engagement of these professionals are essential for public policies to be effective and meet the needs of society. The research will focus on reviewing the literature and analyzing relevant documents to investigate efficiency in public administration in Brazil, contributing to the formulation of more effective and equitable public policies. Adopting an exploratory and applied approach, the research will include bibliographic and documentary analyses, with the aim of clarifying the applicability of the principle of efficiency in public management and its impact on the various sectors of Public Administration, as provided for in the Federal Constitution.

INTERSECCIONALIDADE E ORGANIZAÇÕES: UMA ANÁLISE DAS PUBLICAÇÕES DOS ENCONTROS DA ASSOCIAÇÃO BRASILEIRA DE PÓS‐GRADUAÇÃO E PESQUISA EM ADMINISTRAÇÃO

AbstractThe aim of this research is to understand whether gender issues and their intersections have been incorporated into the production of knowledge coming from the meetings of the National Association of Graduate Studies and Research in Administration in Brazil (ANPAD) over the years. A literature review of papers published in the proceedings of ANPAD Meetings (EnANPAD) between 1997 and 2021 was conducted to identify the presence of the thematic axes: gender, sexuality, class, and race. Titles and abstracts of 21,057 papers were analyzed. Were classified 682 papers, in at least one of the axes. The analysis presents quantitative data that shows the volume of scientific work per thematic axis. In addition, the qualitative analysis of the texts identified as intersectional was carried out. The results showed that intersectionality is still not very present in the research presented at EnANPAD, evidencing a weak connection with the social and economic structural context of the country. However, a growing movement, albeit slow, was noted from 2005. The theoretical contribution of this study consists in highlighting an overview of intersectionality in the field of studies in Administration in Brazil. This study can guide future research agendas and Graduation Policies.

Federal Public Resources in Response to Natural Disasters in Rio Grande do Sul

Objective: The objective of this study is to analyze the sources and allocation of federal public resources applied to natural disasters in the Brazilian state of Rio Grande do Sul in 2024. Theoretical Framework: Based on Public Choice Theory, the study investigates how self-interests can influence the allocation of public resources, which is relevant in the context of Brazilian public administration. Method: Using a descriptive and documentary approach, this qualitative research collected data from provisional measures and the Transparency Portal, analyzing the sources and amounts of funds quantitatively and their allocations qualitatively through the lens of Public Choice Theory. Results and Discussion: Most of the funds come from Official Credit Operations (41.80%) and Federal Financial Charges (13.97%). The allocation covers a range of areas from climate change mitigation to support for microenterprises. The diversity of allocations suggests an effort to meet multiple emerging needs and maximize political benefits, reflecting the influence of self-interests in public management. Research Implications: The study emphasizes the importance of transparency and accountability in public management, especially in disaster situations. By revealing how resources are allocated and identifying potential influences of self-interests, the research contributes to the formulation of more efficient and equitable public policies. Detailed understanding of the allocations can improve accountability and integrity in resource allocation, promoting governance practices that increase public trust in government actions. Originality/Value: Applying Public Choice Theory, this study offers insights into the efficiency and equity of resource allocation for natural disasters in Rio Grande do Sul, contributing to the literature on disaster management and public administration in Brazil.

ABSTRACT My aim in this editorial is to reflect on the implications of colonization on Brazilian scientific journals in the field of administration. The contribution to the debate highlights how the adoption of publishing and evaluation standards from central countries in the Global North creates distortions in the Brazilian system, underestimating the potential of Brazilian administration journals and hindering the development of researchers in the country.

How Neo-Developmentalism Can Contribute to the Development of Developing Countries: An Example From the Economic Policies of President Lula's Administration in Brazil

Since many developing countries face poverty problems, economic imbalance, and a wide gap between rich and poor in society, implementing neoliberalism cannot meet the needs of their economic and social development. This paper examines the impact of neo-developmentalism on developing countries from the case of Brazil. The report analyzes the Zero Hunger Policy, the most important economic and social policy of neoliberalism during the Lula presidency in Brazil, and through the analysis of the program itself, analyzes its social and economic impacts on Brazil while also pointing out some of its limitations. Finally, this paper argues that neo-developmentalism can narrow the gap between the rich and the poor, improve the quality of life of the people in developing countries, and at the same time, it is also conducive to the strengthening of the role of the government in the market, and promote the economic development of developing countries.

The Information on Decision-making in Health: From Predictable to Unpredictable

This study’s aim is to identify the information needs, sources, seeking behaviour and uses of information by health managers involved with decision-making in public health. An exploratory, qualitative and comparative study was performed to analyse the municipal and state spheres of public health administration in Brazil and the Department of Informatics of the National Health System at the federal level. Nine health managers were interviewed at different hierarchy levels. It was verified that the decision is subsidised by technical, scientific information and appropriation of experiences from different sources. The flow of information is bottom-up, associated with the flow of documents that feed the health information systems. There is a need for predictable and unpredictable information, originating mainly from the press and the Public Ministry. The municipal sphere is better structured to handle information than the state sphere. Unpredictable information needs to interfere with the routine of health management work activities and impact health managers’ decision-making. Information is seldom used in this decision-making process, with the weakness of the health information systems being pointed out as the main cause. The production of information for decision-making needs to be systematised to support decisions, making a synthesis of the different sources of existing information systems.

Creating technical criteria for the hierarchization of public works: Case study in Paraná state, Brazil

Public works in general play an important role because of their expressive value and considerable social relevance. In this respect, it is necessary to establish criteria/indicators for defining the hierarchy of works that must be conducted by a public entity, mainly for works considered ordinary, that is, those that do not stand out from a set of alternatives by degree of emergency or importance. Specifically, the hierarchization of engineering works to be carried out by the Public Administration in Brazil usually adopts the political approach to decision making without the application of rational technical criteria. Therefore, the aim of this article is to present a methodology to define the hierarchy of engineering works with the judiciary branch of power through the creation of technical criteria/indicators, followed by the application of the Fuzzy-Delphi technique to define the indices/weights that comprise the indicators. The technical criteria were created based on Resolution 114 of the country's National Council of Justice (Conselho Nacional de Justiça; CNJ), whose weights were obtained through the aforementioned method, which was applied to a panel of experts, in two stages, with the adoption of triangular fuzzy numbers. The results, which were clear and objective, provide the General Hierarchization Index (GHI), with the ordering/ranking of the works included in the process. The methodology was validated in a case study applied to 162 alternatives (districts), containing 192 buildings of the Court of Justice of Paraná State (Tribunal de Justiça do Paraná; TJPR), proving to be an important tool to support decision making. The optimization of resources through the determination of priorities converges to the sustainable hiring applied to public contracts. Institutions of the other Powers of the Republic could and should also be encouraged by public authorities to conduct technical studies similar to the proposal presented here, always clarifying the need for a clear and objective definition of the criteria and weights to be applied in the development of solutions for multicriteria decision making.

Brazilian Nursing Team: Quality of Working Life and The Leadership Influence

Objective: Analyzing the relation between the nurses-in-chief managerial styles with the Quality of Working Life (QWL). The balance between quality of life and work brings some sub-dimensions between life outside the workplace and work itself. Most of the investigated studies address the impact of work on life and the impact of life on the job. This analysis is important, as it contributes to several aspects, such as, for example, to increase the level of activity or participation. Materials and methods: Cross-sectional, qualitative, explanatory, and descriptive study. The sample was 61 nursing professionals (RNs) who held board positions, heads of department, managers, unit areas coordinators or supervisors, executive boards and/or departments, and 134 Licensed Practical Nurses (LPN) at a hospital with a direct public administration in Brazil. The data collection was based on The Quality of Working Life Questionnaire (QWLQ-brief) and the Scale of Evaluation of the Managerial Style (SEMS) forwarded electronically. Results: The indices considered satisfactory begin from 55 points. The QWLQ-brief average was 46,39% (neutral position), and the physical/health aspects were considered unsatisfactory (mean 44,89%; 44, 13%).Conclusion: The conclusion showed relational possibilities between the Nurse-in-chief managerial style and the perception of the Quality of Working Life. The perception of the neutral life quality and some unsatisfactory sub-dimensions was related to the managerial style based on tasks.

HRM AND PUBLIC SERVANT’S HEALTH: EPISTEMOLOGICAL AND METHODOLOGICAL POSSIBILITIES

The objective of this theoretical essay is to reflect and present epistemological and methodological possibilities about the processes of health, illness and normality in the human resource management practices adopted by the Public Administration in Brazil. The Circle of Epistemic Matrices was used, with its dimensions of technical, practical and emancipatory interest. The analytical approach adopted allowed the identification of alternatives for each of these dimensions, besides discussing the new arrangements of service delivery due to the Covid-19 pandemic, in face of the implementation of telework and the use of new technologies in people management.

Breves ajustes à contribuição da sociologia histórica ao constitucionalismo latino-americano

Abstract The main objective of the article is to present the historical sociology as a method capable of generating innovative approaches to the field of Latin American constitutional law. Considering the logic of long term (long durée), the article problematizes the need to overcome the constituent dynamics only as a construction of the future to reach a strategy of unveiling continuities. Based on elements of the Brazilian reality, the article presents two cases in which the potential for applying the method of historical sociology to constitutionalism in the region is indicated. First, the permanence of authoritarian legality through the performance of courts after the democratization of the region. Second, the normative constitutional and infra-constitutional formation of the public administration in Brazil. The methodology used is the analytical essay and its foundation, for indicating the concrete historical problems presented, is the opening of the method of historical sociology to the hybridization of disciplines.

Por uma orientação ao impacto societal da pós-graduação em administração no Brasil

Abstract This essay analyzes the challenges of graduate programs in administration in Brazil, considering mainly the challenges of the early 2020s, marked by changes in the assessments put forward by the Brazilian agency CAPES and the perspectives of a career in the field. Some of the most relevant facts that occurred from 2000 to 2020 were considered, indicating the need for changes in the education priorities, from a focus based on rigor in research to a focus on practical relevance. The reported situation and the intellectual debate on rigor and relevance led to two models: one oriented to scientific production and the other oriented to societal impact. When assuming the opportunity for a change toward the societal impact model, the study suggests updates in educational projects, research practices, knowledge dissemination channels, and research incentive policies.

Resumo Este ensaio analisa os desafios da pós-graduação stricto sensu em administração no Brasil, considerando principalmente os desafios do início da década de 2020, marcada por mudanças na avaliação da Coordenação de Avaliação Pessoal de Nível Superior (CAPES) e nas perspectivas de carreira dos egressos. Na construção do texto, foram revisados alguns fatos mais relevantes de 2000 a 2020, configurando a necessidade de alteração de prioridade formativa de um foco baseado em rigor na pesquisa para um foco maior na relevância prática. Com base na situação relatada e no debate intelectual sobre rigor e relevância, foram definidos 2 modelos: um orientado à produção científica (MOP) e outro orientado ao impacto societal (Mois). Assumindo a oportunidade de mudança na direção do Mois, são indicadas proposições referentes a mudanças nos projetos formativos, nas práticas de pesquisa, nos canais de difusão de conhecimento e nas políticas de incentivo à pesquisa.

Analysing the information sources Brazilian bureaucrats use as evidence in everyday policymaking

The evidence-based policy (EBP) movement argues for policy actors, especially public officials, to use scientific evidence on what works to improve public policies. Empirical research in Anglo-Saxon countries shows that public officials do not use scientific knowledge that widely, often preferring other sources of information, such as news media, public opinion and peers. What about countries with low influence of EBP, what informs policy here? Using data from a large-n survey with Brazilian federal bureaucrats we uncover associations between sources of information and factors shaping their preferences, such as policy work and policy capacities. We find that in a civil law system such as the Brazilian administration homemade sources rule: there is a prevalence of use of government sources, especially among bureaucrats performing analytical and oversight tasks, and those in higher positions. Academic sources are associated with higher analytical capacity (of the individual and organisation), but not with any particular policy sector. By investigating an important yet often neglected issue in EBP – the role of different types of information and how they inform policy – this article contributes to the literatures on policy work and policy capacity, especially given its empirical focus on Brazil.

Interações entre Tribunal de Contas, arbitragem e as autoridades administrativas nela envolvidas

It is in some way natural that, with the increasing use of arbitration by the Public Administration in Brazil, there will be instances where Court of Accounts and actors involved in arbitration proceedings will need to interact. Such actors include those in charge of inserting arbitration clauses in administrative agreements and those responsible for the appointment of arbitrators, as well as the parties, lawyers and arbitrators acting in the proceedings. The objective of this essay is to offer, from a theoretical and dogmatic perspective, a better understanding of the possible interferences that the Court of Accounts can promote in the arbitration sphere. Policy dismantling and democratic regression in Brazil under Bolsonaro: Coalition politics, ideas, and underlying discourses

AbstractDrawing on a cost–benefit approach, policy dismantling literature typically examines case studies following omitted and blame‐avoidance strategies, which contrasts with the highly visible dismantling fostered by Bolsonaro's far‐right administration in Brazil. This study examines the mechanisms leading to this active process and places it in the context of major policy changes in several fields (i.e., rural development, land titling, social protection, environment, and protection of indigenous peoples). It shows that dismantling decisions were made incrementally by conservative coalitions that seized upon the economic crisis to consolidate a neoliberal turn; however, this turn was radicalized with the expansion of the conservative alliance and tied together by populist rhetoric. This study sheds light on the politics of policy dismantling and addresses it as a process of democratic backsliding.

Possibilidades Epistemológicas das Teorias da Administração Pública: de Paradigmas a Matrizes Epistêmicas

Abstract This study aims to contribute to the literature on public administration by conducting epistemological research on the main trends in the field, updating them with the Circle of Epistemic Matrices proposed by Paes de Paula (2016). For this, (a) it starts from the essay written by Andion (2012), which carried out a critical study on the trajectory of the field of public administration in Brazil and the different theoretical lines that compose it, based on the paradigms model built by Burrell and Morgan (1979); and (b) it analyzes the main lines that compose the field of public administration, called State-centric, Pluralist, New Public Administration, New Public Service, and Digital Era Governance, in light of the Circle of Epistemic Matrices proposed by Paes de Paula. As results, it confirms that functionalist sociological approaches have a strong influence on the field of public administration. Greater dialogue is suggested between the lines that compose the field and the development of new matrix propositions – giving special attention to the digital transformation driven by Digital Era Governance and by the new coronavirus (SARS-CoV-2) health crisis – taking into account that the instrumental rational logic is insufficient to explain the phenomena of the reality, even if it is needed for streamlining public goods and interests. Finally, reflections are presented along with an agenda for future research.

Multidomain judging and administration of justice: evidence from a major emerging-market jurisdiction

Inefficacious courts and limited judicial resources are a ubiquitous problem in many jurisdictions worldwide. To facilitate administration of justice, court administrators must therefore resort to unconventional practices. In Brazilian state and federal courts, judges normally assigned to the disposition of cases in a single domain are often directed to dispose cases in an additional domain, thus engaging in multidomain judging. Using a comprehensive court-level panel dataset, we investigate the consequences of multidomain judging for the efficacy of Brazilian administration of justice. In contrast to conventional wisdom, we find no evidence that multidomain judging reduces court efficacy in resolution of special-procedure cases and appeals to special-procedure cases. Multidomain judging evidently reduces court efficacy exclusively in the resolution of ordinary-procedure cases, and even then only when judges assigned to the disposition of those cases are instructed to additionally resolve special-procedure cases. We discuss plausible explanations for this and the policy implications of our findings. Points for practitioners Multidomain judging in Brazil is best viewed as a pragmatic policy response to binding resource constraints in justice administration. Our analysis reveals in what contexts multidomain judging does not appear to harm court efficacy and when, in contrast, a reduction in the extent of multidomain judging would improve court efficacy. Our article offers the first evidence-based insight into the efficacy repercussions of a pervasive yet understudied administrative practice in Brazilian courts. Because related administrative practices are known to exist in other jurisdictions, our findings have implications beyond Brazilian borders.

Integrated contract in Law 14.133/2021: new law, same problems? A study of comparative law

The purpose of this article is to analyze whether expansion allowed cases for design-build biddings might improve positive impacts on the efficiency of public procedures. Hence, both Brazilian and international experiences will be studied with attention to design-build and turnkey contracts. In integrated contracting procurements, basic and executive projects must be done by the same company that shall execute the project and its further execution. Consequently, public Administration must only provide a draft. Resolutely, the hypothesis is that these amplification allowances increase the risks of other contract failures. The methodology used was a dialectical-inductive method comparing both Brazilian and international cases of integrated contracts. Firstly, it is demonstrated when Design-Build procurements were first allowed in Brazil and how and why their uses have been amplified. Additionally, the international scenario shall be examined to determine if restrictions imposed by most countries have accompanied the use of integrated contracts for public Administration in Brazil. Subsequently, a comparative examination of several hiring public models will be examined to answer whether integrated contracts biddings might benefit public sectors. The conclusion is that significant expansion of possibilities of using the integrated contracting, forecasted in Law 14.133/2021, poses risks of reducing the efficiency of public administration unless several measures are to be adopted in the planning phase with particular attention to those related to the draft selecting requirements, just like most developed countries have already done.
