Działalność posłów wybranych w 44. okręgu wyborczym (Tarnobrzeg, Kolbuszowa, Mielec i Nisko) na forum Sejmu Ustawodawczego RP w latach 1919–1922

The article presents the activities of deputies from the 44th electoral district, which includes: Tarnobrzeg, Kolbuszowa, Mielec, Nisko, in the Legislative Sejm. Taking up the presented local problem is justified by the fact that Polish historians have little interest in the activities of deputies in the life of the Second Polish Republic. In previous publications of the historical center, the parliamentary activity of deputies from the 44th electoral district is in the background. Therefore, the main purpose of the article is to outline the problem raised by these deputies in the parliament. The research has shown that parliamentarians not only addressed current state problems, but also took a number of initiatives relating to local issues, often mundane, nut important for their constituents.

Image of deputies of regional parliaments in popular social networks: equality in the era of digitalization

The article examines popular social networks from the standpoint of the gender specificity of the authors and the age profile of users with the aim of further qualitative consideration of the accounts of deputies the analysis of the accounts of the deputies of regional parliaments from a visual and linguistic discursive point of view in the era of the global trend for digitalization is carried out. In the course of the study, the main and gender features of the effective filling of accounts of social networks VKontakte, Instagram, Twitter, Facebook, YouTube, TikTok and Telegram are identified. The empirical basis for the study of the network image was the text and visual content of accounts, as well as threads of comments and user discussions in the accounts of the following regional deputies for the period September 2020 - February 2021. The analysis focuses on the gender specificity of the content of the studied accounts and the reaction of subscribers of both genders to various popular topics in the posts of MPs. For each of the selected social networks, the formed network image of the deputies is analyzed. Also, the article analyzes the gender specificity in the legislative bodies of power among the deputies of regional parliaments, fixes the tendencies of an increase in the number of women in power structures at the regional level. On the basis of the study, conclusions are drawn about the unequal ratio of the representation of women and men in legislative bodies, in contrast to foreign power structures. Gender specificity in the filling of accounts is noted: creation of the image of a “strong woman-deputy”; adherence to personal "family values" in the posts of male deputies. At the end of the article, the main conclusion is given about the low level of efficiency of communications of deputies in the Internet space on the most popular social platforms; recommendations are proposed for changing the indicators of the activity of deputies in social networks at the level of government and each individual deputy.

On the 115th anniversary of the elections to the State Duma of the 1st convocation in Kostroma Province (based on the materials of Kostroma newspapers)

The article is devoted to the little-studied problem of elections to the First State Duma of the Russian Empire in Kostroma Province, as well as the attitude of different strata, classes and estates to the elections and activities of deputies. As sources, the documents of the funds of the State Archive of Kostroma Region (GAKO), in particular, the materials of the local newspapers “Kostroma Speechˮ and “Herald of Povolzhyeˮ are used. An attempt is made to reveal to what extent the institution of Russian parliamentarism was rooted in the Province, to what extent the elected deputies expressed the interests of voters of different classes. The extensive factual material covers the organisation of elections, the course of elections in different counties, as well as conflicts and violations during the conduct of elections. Rich material is also provided by memoirs, business correspondence of officials and other documents. The authors come to the conclusion that Kostroma newspapers of that time covered the above issues in great detail and meaningfully, that in the conditions of the emerging multiparty system, the political and legal culture of the Province grew, as well as the interest of representatives of different classes in solving the most important problems of the then Russian reality.

Issues of Primary and Secondary Education in the Activities of the State Duma of the Russian Empire (1906—1917)

The role of the first Russian parliament in the formation and development of the education system in the country is considered. The activity of deputies on the solution of the most pressing issues in the period from 1906 to 1917 is analyzed. The scientific novelty of the research lies in the consideration of the State Duma as the most important legislative body in the creation of the educational system in Russia. The discrepancy between the interests of the authorities and society, their different understanding of the goals and objectives of objectively overdue transformations, which is reflected in the legislative activity of the State Duma is revealed. It is indicated that a significant place in the national policy of the state was occupied by issues of education and the status of national languages. It is shown that as a result of active legislative initiative and the position of deputies in the development of bills “On the introduction of universal education”, “On the reform of secondary schools”, government spending on secondary and primary education increased several times. It is noted that as a result of the activities of the deputies of the State Duma of the III convocation, significant amendments and additions were made to the bill “On higher primary schools”, which was adopted in 1912.

The article testifies to the degree of bias of the rating regional Internet media of the Volyn region such as «VolynPost» and «Volynski Novyny» in terms of coverage of events in the political life of the Ukrainian and international levels: the activities of deputies, the war in Donbass, international terrorism, The Second Karabakh War, the explosion in Beirut, The War in Afghanistan and the like. It was found that national events are covered through the prism of the ideology by the political party of the owner of the media, with elements of using black PR technologies about the activities of opposition communities. International information, as a rule, is reprinted from other media with reference to highquality and balanced expertise. Despite the official ranking data, «Volynski Novyny» agency publishes political information better.

The article is devoted to the problem of developing in the Russian Empire State Duma of the 3 rd convocation (1907-1912) a set of anti-alcohol measures, which mainly concerned the peasant population of the country. Special attention is paid to the activities of deputies from the peasants in this direction. Their approaches to the problem of spread of sobriety in the Russian village are analyzed. The various stages of the special Duma “Commission on measures of fight against alcoholism” is discussed, among the members of which Samara deputy, Octobrist, a native of the peasants, M. D. Chelyshov stood out. On the other hand, the reaction of the Russian peasantry to the development of the anti-alcohol bill in the Duma is analyzed. To this end, the article involves various peasant letters and petitions sent to the people’s representation or published in the periodical press. On the basis of historical sources it is concluded that the rural inhabitants in the period under review as the most effective measure to combat alcoholism saw the elimination of drinking trade. Largely for this reason, the government in 1914 established “dry law” in the country. The novelty of the study is to attract diverse sources - previously unpublished archival data, verbatim records of Duma meetings, press materials.

Does holding a local mandate alter the activities of deputies? Evidence from the French Assemblée Nationale

We analyze the relation between the holding of a local mandate and parliamentary activities. Multi-mandate holding can hamper parliamentary work by reducing the time devoted to this latter activity. But it can also favor parliamentary work if activities associated with local offices allow information that is of use for parliamentary activities to be collected. We first propose a theory about this relation before testing hypotheses about parliamentary activities of French deputies during the 12th legislature from 2002 to 2007. We consider three indicators of parliamentary work: the number of notes, the number of laws and the number of questions asked to the government. We perform ordinal polynomial probit regressions of these indicators on a large set of variables including multi-mandate holding measures and the characteristics of deputies. Our main conclusion is that multi-mandate holding has a differentiated impact on the activities of deputies. Namely, holding a local mandate favors the number of questions. However, it diminishes the production of notes by deputies. Finally, we do not find clear results between holding a local mandate and the production of laws. As a result, the complementarity and the substitution effects differ between the activities of deputies.

Informational Support for the Work of Local Soviets

Informational support for the activity of local soviets is a common method used to organize the work of organs of state authority and administration at the local level. It involves the collection, processing, use, and storage of information reflecting actual events, phenomena, and facts in society and in the system of state agencies. This information is necessary for implementation of the goals, tasks, and competence of the soviets. The significance of informational support consists in the fact that all plans pertaining to the work of soviets and their organs must be compiled on the basis of information on forecasts, on public opinion, and on problems arising in the process of preparing these documents. It is also impossible to carry out decisions without data on the course of their execution; in addition, coordination and monitoring require the "feeding" of information. Informational support is also necessary in preparing and conducting sessions [of the soviets], in the work of standing commissions, and in the activity of deputies in electoral districts and of labor collectives.

Sociological Aspects of the Activities of Deputies

The soviets of working people's deputies play the decisive role in the system of organization of power and administration. They are the foundation of the socialist state and the most complete embodiment of its democratic nature. More than 2 million deputies direct the affairs of the state of the entire people.
