Abstract

Informational support for the activity of local soviets is a common method used to organize the work of organs of state authority and administration at the local level. It involves the collection, processing, use, and storage of information reflecting actual events, phenomena, and facts in society and in the system of state agencies. This information is necessary for implementation of the goals, tasks, and competence of the soviets. The significance of informational support consists in the fact that all plans pertaining to the work of soviets and their organs must be compiled on the basis of information on forecasts, on public opinion, and on problems arising in the process of preparing these documents. It is also impossible to carry out decisions without data on the course of their execution; in addition, coordination and monitoring require the "feeding" of information. Informational support is also necessary in preparing and conducting sessions [of the soviets], in the work of standing commissions, and in the activity of deputies in electoral districts and of labor collectives.
