CONCESSION POLICY IN THE TRANS-SFSR (1921-1930)

Today, Georgia strives to take a worthy place in the world, develop its economy, establish close business ties with some important countries and attract investments. In view of this, we consider it relevant to identify and analyze the archival materials relating to the experiences of our region in the field of business relations with other countries in the 20s of the twentieth century. The object of the study is the concession policy of Bolsheviks and how worked the concession institutions from a historical perspective. The purpose of this study to present the concession agreements as a mechanism for partnership between social, state and private elements, that ensured sustainable economic development of the TSFSR as a whole and of Georgia in particular. It is also important to research the emergence, development and abolition of concessions, as well as to bring to light the activities of central and local governments bodies. Economic review of concessions will make it possible to take into account the experience gained in the historical past when developing, adapting and introducing the modern forms of economic relations. The study of these experiences will inevitably be conducive to concessional ties with other countries at the current stage of economic development. Problem Identification. Studying the economic retrospective of concessions makes it possible to take into account previous experience when developing, adapting and implementing modern forms of economic cooperation. Studying this experience will facilitate the implementation of the concession cooperation plan at the current stage of economic development.

The era of the “golden workers” and the collective bargaining challenges for the age management in companies

The ageing of the population is a fact, and also a worldwide social concern. There are two underlying problems in the business world that must be connected: On one hand, the need for older people to remain in the labour market and, on the other hand, the prejudices that exist in the business world in relation to older people. The plans known as generational diversity plans are essential for keeping older people in the labour market but, taking into account previous experiences, these plans should be developed in the field of the collective bargaining, preferably in a mandatory manner, which is not currently the case.

Monitoring system for the construction of buildings in the area of mining exploitation impact

Observations of building structures in mining areas, reveal the occurrence of periodic and permanent excessive loading situations. These include ground deformations associated with the extraction of underground mineral deposits. In urban areas, these deformations significantly alter the operating conditions of building structures. For this reason, forecasts of ground transformation and analyses of possible changes in the technical condition of buildings on the ground surface are made in advance, even before mining is commenced. Taking into account previous in-house experience of the observed effects of mining impacts on building structures, an original method of monitoring changes in the condition of these structures has been developed. The aim of the monitoring is to record phenomena that change the operating conditions of the structures. In the developed method, measurements are made quasi-continuously using strain and deflection sensors mounted directly on structural elements. In the mining area affected by the mining operation being carried out in the years 2020 - 2022, and with a further one planned in the years 2023 - 2024, through the extraction of 14 coal parcels, three public utilities of special interest were monitored. The measurement results of deformation changes in the elements allow for an assessment of changes in the stress state of the structures, and the integration of sensors mounted on the structures into a wireless network fulfils the demands for maintaining public safety conditions in mining areas. It also contributes to the analysis of fatigue issues in masonry structures due to long-term multidirectional loads.

Deep refinement of tellurium: equipment and process improvement through process simulation

Simulation data have been presented on a process of deep refinement of tellurium based on Authors-developed refinement technique implemented through analysis of the process unit thermodynamical condition using Flow Simulation software, from SolidWorks software product. The technique put forward herein has been implemented in a plant comprising a vertical air-tight reaction chamber arranged inside a multi-zone thermal unit and executing a sequence of refinement stages which use different techniques and are integrated in a single process. The experimental data which have been the basis for calculations have allowed one to determine the boundary conditions of the mathematical model taking into account previous operation experience of the software product used. Temperature profile calculation has been carried out taking into account all the types of heat transfer in the system, the weight / dimensions parameters of system units and the physicochemical properties of refined tellurium, materials of equipment fittings and reactor media. The temperature modes of the process stages have been accepted as the boundary conditions for the thermal calculations, with temperatures being measured at equipment fitting locations at which temperature gages connected with a PID controller have been installed. The simulation of specific refinement process conditions allowed process modes and equipment fitting component design to be corrected. We have developed and produced test models of process and imitation equipment. Analysis of the thermal fields for the final model has shown good agreement with the mathematical model. Equipment upgrading and process parameter improvement on the basis of the simulation results have allowed T-u Grade tellurium (99.95 wt.%) refinement to a 99.99992 wt.% purity by 30 main impurities in the course of physical experiments, the product yield being at least 60%.

O Impacto da Pandemia Covid-19 na preferência dos Turistas Domésticos por Acomodações:

The tourism industry, which single-handedly accounts for a significant portion of the service export of Turkey, is regarded as being one of the industry that provide the most competitive advantages. However, as in other countries, the protectionist practices and travel restrictions brought on by the COVID-19 pandemic have had a significant impact on the tourism sector in Turkey, as well. This impact is not only related to a decline in tourism income, but also a process of sharp transformation that involving the travel behavior and accommodation choices of tourists. In this context, the aim of this study is to predict future accommodation preferences of domestic tourists by using markov chain analysis, taking into account previous experiences and Covid-19 processes. In line with the findings of the study, the necessity of accommodation businesses and investors to carry out strategic planning within this framework was expressed, based on the forecast that the accommodation choices of domestic tourists in Turkey would change in the long term.

Change of drivers’ functional condition during dangerous goods transportation

The study of the human factors in traffic safety is a relatively young scientific field that began to develop several decades before the mass car advent. The origins of transport psychology and psychophysiology were mostly aimed at creating more comfortable and safe driving conditions due to the design of highways. Over time, there was a need to take into account drivers working conditions, namely the ergonomics of vehicles. The latest works have already taken into account previous experience and considered the issues of freight and passenger transportation technological processes, including the human factor. Among the objects and subjects of research in previous works were considered the processes of driving vehicles with different ergonomic characteristics and buses of different capacities, which created a kind of case matrix for planning experiments. When it comes to trucks, the matrix of cases became much larger, as the set of ergonomic and dynamic features of vehicles adds a much wider set of specialization of cargo and truck types. In this case, the most important issue is to determine the road conditions impact the driver's functional condition, engaged in the transport of dangerous goods, which is the purpose of this article. The research used: methods of field survey to establish the values of traffic flow on highways; methods of in-house research to determine the value of road capacity; electrophysiological methods to determine changes in the driver's functional condition. The article describes the typing of road conditions according to their complexity, as well as the differentiation of drivers according to their psychological and professional qualities. Experimental studies of changes in driver's functional state of different age and socionic groups with different road conditions complexity, during dangerous goods transportation (second class of risk). The main results indicate that the analysis of traffic conditions' impact on the driver's functional state shows different dynamics of psycho-emotional stress change for people characterized by certain types of the nervous system and the ratio of their age to work experience.

THE INFLUENCE OF NLU AND GENERATIVE AI ON THE DEVELOPMENT OF CYBER DEFENSE SYSTEMS

The combination of cyber security systems and artificial intelligence is a logical step at this stage of information technology development. Today, many cybersecurity vendors are incorporating machine learning and artificial intelligence into their products or services. However, the effectiveness of investments in advanced machine learning and deep learning technologies in terms of generating meaningful measurable results from these products is a matter of debate. When designing such systems, there are problems with achieving accuracy and scaling. The article considers the classification of artificial intelligence systems, artificial intelligence models used by security products, their capabilities, recommendations that should be taken into account when using generative artificial intelligence technologies for cyber protection systems are given. ChatGPT's NLP capabilities can be used to simplify the configuration of policies in security products. An approach that considers both short-term and long-term metrics to measure progress, differentiation, and customer value through AI is appropriate. The issue of using generative AI based on platform solutions, which allows aggregating various user data, exchanging ideas and experience among a large community, and processing high-quality telemetry data, is also considered. Thanks to the network effect, there is an opportunity to retrain AI models and improve the effectiveness of cyber defense for all users. These benefits lead to a virtual cycle of increased user engagement and improved cyber security outcomes, making platform-based security solutions an attractive choice for businesses and individuals alike. When conducting a cyber security audit of any IT infrastructure using AI, the limits and depth of the audit are established taking into account previous experience.

USER ACCEPTANCE OF DATA INFORMED DECISION MAKING PORTALS: APPLICATION OF THE UTAUT MODEL AND LEADERSHIP STYLES

In general, to make decisions in the discipline of information systems are divided into two, namely Decision Support System (DSS) and Data Informed Decision Making (DIDM). DIDM is a data-driven decision-making process taking into account previous experience, user research, and other important information. Many applications are categorized as data-informed for universities, one of which is a portal that contains data or information about various aspects of a university. There are not many known factors that influence leaders to use informed data as a tool for making decisions. This study applies the UTAUT (Unified Theory of Acceptance and Use of Technology) model by adding a leadership style variable as a moderating variable. Hypothesis testing using the bootstrapping technique in this study involved a number of samples (N) of 300, testing for the two-tailed hypothesis, using a significance level of 5%. Based on the test results revealed only facilitating conditions that affect use behavior. Meanwhile, the variables of performance expectancy, effort expectancy, and social influence have no effect on behavioral intention to use the application. In addition, it was also found that the moderator variable of leadership style did not affect the relationship between performance expectancy, effort expectancy, social influence, and facilitating conditions with the intention and actual use of leaders in data informed applications to make decisions.

Role and Applicability of the Constructs “Readiness for Change” and “Capacity for Change”

Readiness for change is amongst the major factors influencing the success of change initiatives in organizations. The construct is multifaceted and usually refers to the commitment (of employees) and belief (shared by the group, organization) in their collective capability to implement a specific change initiative. Applying the dynamic capabilities and organizational ambidexterity lens, some researchers suggest a different construct – organizational capacity for change. The capacity for change refers to the successful implementation of multiple, often overlapping change initiatives, and thus allows organizations to simultaneously achieve short-term, operational tasks and long-term, strategic goals. The capacity for change describes the appropriate organizational context, leadership, organizational learning and takes into account previous experience with changes and the extent to which these are considered fair and personally beneficial by employees. Readiness and capacity for change are not always clearly distinguishable and, in some cases, appear as interchangeable terms denoting similar phenomena. This conceptual article explores the two constructs based on a theoretical study of conceptual and empirical studies. The research conclusions support the proposition that the two constructs share similarities but also differences, which justify their distinct roles in deepening our understanding of change in organizations and how to manage and successfully implement it.

FUNDRAISING STRATEGIES OF TOURIST ACTIVITY

In modern economic conditions, the formation of regional tourist systems is a priority for the development of the tourism industry and, as a consequence, a factor in accelerating socio-economic processes in the region. Evolutionary world processes contribute to constant changes in tourism. The current crisis in the economy of Ukraine, reducing the solvency of citizens, in particular due to the pandemic, requires the creation of conditions for travel, taking into account the human need to expand worldviews, foster tolerance for other cultures, improve education, etc. The development of such a segment of tourism as social one is a modern topical area of development of the tourism industry. Basically, tourism activities are considered as economic and political, i.e. meeting the needs of the person who travels and making a profit by companies that organize such trips. But not all categories of potential target audiences of tourist campaigns have the opportunity to pay for travel, they may be young, elderly, poor, with special needs, IDPs. The study considers fundraising as a way to attract different types of resources in tourism, the best ways and the best methods. The concept of “fundraising”, stages of fundraising activities, methods of achieving efficiency and effectiveness of fundraising implementation (SMART, MoSCoW, ‘Tree of Problems’ and others) and strategy building are also considered in general. The role of socially responsible business and its participation in the tourism sector is highlighted. The success of fundraising activities depends on a realistic assessment of the tourism organization's capabilities, available resources, target audiences and the specific situation of the region, taking into account previous experience, the level of fundraising opportunities and professional mobility of the tourism organization, staff of the tourist organization. To do this, the tourist organization, as a method of preparation for fundraising, needs to develop SWOT-, PEST-analyzes systematically in order to identify their strengths and weaknesses, potential opportunities and threats, be prepared for possible risks for organizations. Also, a good way to determine your strengths and analyze progress or regress is to use the benchmarking method. Benchmarking provides an opportunity to assess objectively the competitive position of organizations through best practices, apply new mechanisms or tools to improve. Розумова працездатність у різні вікові періоди залежно від режиму рухової активності

Much attention is paid to the problem of mental retardation during aging, as well as under the influence of factors that determine this aging. As for the study of age patterns of changes in mental and physical performance, such studies are isolated and do not take into account previous motor experience. The importance of addressing this issue is beyond doubt because only the maintenance of a high level of mental and physical performance is a necessary condition for active and creative longevity. The aim of the study. Study of age dynamics of mental working capacity at different modes of daily motor activity. Research methods. A survey of 128 healthy men aged 40-79 years with different usual modes of daily physical activity, who have different motor experience – from a master of sports to people who have never been engaged in physical culture. Subjects were divided into 4 groups, each of which was ranked by age at ten-year intervals. Mental performance was assessed by the indicators of the proofreading test. Results of the research. Analysis of the dynamics of information processing speed in adulthood and old age showed that individuals with a high level of daily physical activity until late periods of ontogenesis had a probable advantage in mental performance compared to their peers who lead a sedentary lifestyle. In this case, a significant impact on the dynamics of mental performance was shown by the previous sports activities of the individual. Conclusions. Individuals with a high level of daily physical activity have an advantage in the values of attention, intensity and speed of information processing compared to their peers who lead a sedentary lifestyle. Athletes who have maintained a high mode of physical activity have a likely advantage in mental capacity up to 70 years of age.

СУЧАСНІ ТЕНДЕНЦІЇ РОЗВИТКУ ТЕОРІЇ ТА ПРАКТИКИ СОЦІАЛЬНОГО ВИХОВАННЯ

The formation of the foundations of moral, social formation and development of personality is an extremely important area of social pedagogy. Social education plays an important role in the process of socialization of the individual, the development of norms and habits of behavior, the formation of socially significant personality traits. The current state of development of the theory and practice of social education is characterized by increased attention to self-realization of the individual, ensuring the spiritual unity of generations, the education of patriotic feelings. In the process of development of the younger generation, it is important to prepare young people for the process of adaptation in society, to strengthen the mental and spiritual health of children. The article considers modern views on the understanding of the concept of social education, trends in this category in scientific and legal positions. Attention is paid to the current aspects of the process of social education and its role in the socialization of the individual. The tasks performed by social education in the formation of a spiritual, creative personality are outlined. Separate normative-legal documents that influence the content of social education in modern conditions are noted. It is emphasized that social education has a purposeful nature, affects the development of civil society, the formation of Ukrainian national identity. The formation of the current foundations of the theory and practice of social education can not take place without taking into account previous experience and taking into account the historically formed vision of the process of social education in the context of the formation of a harmonious personality. The development of the theory of social pedagogy and the solution of socio-pedagogical problems is directly connected with the possibility of social education to develop the necessary intellectual, moral and spiritual qualities of the individual in the educational environment. Effective social education enriches and develops key social institutions, allows to grow a conscious generation of young people, to form a civil society on the basis of morality, honesty, responsibility and mutual respect. It should be noted that social pedagogy plays an important role in educating social and cultural values that shape the personality. The educational center purposefully provides the necessary guidelines, in the process of studying which forms the worldview, beliefs, views and life priorities of the younger generation.

Optimization of the cutting planning process in cardboard and paper production

Improving the production efficiency is one of the main management tasks for the pulp and paper industry.
 This can be achieved through the use of automated planning systems, designed to take into account the features and limitations of particular production. Such systems allow, on the basis of orders received from consumers, a voluminous production schedule to be made to take into account the needs for raw materials, the productivity of paper or cardboard machines, and the optimal cutting of the canvas on longitudinal cutting machines.
 Linear programming method for solving optimization problems. Computer simulation using optimized packages to compare the results with the options used in production.
 Cutting planning processes were optimized on the basis of standard orders for rolled products of an enterprise in the Kyiv region. The problem of optimizing the cutting planning process and criteria for increasing the production efficiency is formalized. The target function is to increase the profit of production by minimizing material losses in planning the cutting of the master rill and minimizing the storage of related products in production warehouses. To solve the optimization problem, it is proposed to use our own method of calculating the optimal cutting patterns for the manufacture of finished products on a longitudinal cutting machine.
 The MS Office SOLVER package was used for the calculations.
 Different cutting options were compared via the target function. Important criteria for this inspection are the fulfillment of the entire order, the availability and storage of related products outside the order, and the minimization of time for the reconfiguration of machines. Longitudinal cutting machines of this production can be adjusted only manually, and it takes a long time. Also, technological restrictions on the allowable width of the edge are an important requirement for cutting patterns. All patterns that do not meet these restrictions cannot be compared.
 There are three options for comparison. An option is made according to the proposed method and with an optimization package using the Simplex method and a number of technological limitations inherent in this production. An option is selected by the production planner manually taking into account previous experience. And the variant of cutting orders is made by the production management system, which accompanies the process of planning and transfer of tasks for longitudinal cutting machines. The function takes the maximum value in the option offered by the production scheduler. But this option is not optimal, because a person adds rolls to the satellite to improve the cutting map to fulfill all orders. This in turn leads to overfulfillment of orders and production of additional products in a warehouse where they can be stored for years until the expiration date. The option offered by the automotive system does not require the use of accompanying rolls but unfortunately does not meet the requirements for optimal cutting of the material. Automatic cutting leaves a large edge that is already within the maximum allowable limitations of the machines and, moreover, does not lead to the execution of the entire order. This violates the basic requirement for production such as full execution of the order. Therefore, this option cannot be used either. The optimal cut for profit maximization is the option obtained using the roll planning technique. This technique allows the average weight of the roll to be obtained through the use of production history. The estimated weight is used to convert the order from tons to the number of pieces. Cutting patterns for the production of the order in this way are presented and, taking into account the technological limitations of production, can be calculated on the basis of the Simplex method in optimization packages. Such cutting patterns have no satellites and allow the fulfilment of all orders.
 The roll planning technique reduces the number of clippings and avoids overproduction. The analysed cutting plans show that the use of satellites reduces the profitability of the enterprise and does not always minimize material costs.

In the first part of the review, based on the analysis of world experience in conducting climate tests, the main development trends related to the development of new materials are identified, and it is Shown that in parallel with the development of new materials, appropriate methods of climate testing should be developed taking into account previous experience. It is shown that to assess and predict changes in properties of materials over a long operating life tests of materials are required to conduct accelerated methods of building mathematical models of processes of degradation of their properties under the given climatic and operating factors.

SOCIO-DEMOGRAPHIC PROBLEMS OF ADULT EDUCATION IN THE «SILVER ECONOMY»

In the article the authors consider the problems of aging of the population of Europe, analyze the "silver economy" in European countries and the possibility of its implementation in Ukraine. Forms and ways of formation of education of elderly people in Europe are considered. The current state and development of non-formal education of the elderly in Ukraine are studied. Problems and prospects of functioning of third age universities for the national economy of Ukraine are determined. In Ukraine, it is important to realize the potential of education of people of respectable age for the socio-economic development of the state, to preserve its human capital. To create an optimal model of educational environment for the elderly, it is important to provide conditions for maximum satisfaction of educational and communicative needs of this cohort of people, taking into account previous experience, knowledge, skills and abilities, as well as individual characteristics of the elderly.

ЕMAIL-МАРКЕТИНГ ЯК ОСНОВНИЙ КАНАЛ ПЕРСОНАЛІЗОВАНОЇ КОМУНІКАЦІЇ ЗІ СПОЖИВАЧЕМ

This article illustrates the importance and effectiveness of the use of Еmail-marketing with the advantages and disadvantages of using in modern Ukrainian companies. The main questions that an Еmail Marketer should answer before planning an advertising mailing are highlighted. The characteristics that distinguish advertising mail from spam are highlighted. A comparison was made between e-mail and other popular channels of communication with the consumer. The current research of the Ukrainian market by the marketing research agency DigData on communication channels and consumer attitudes to advertising mailings is described. Also, such a feature of using e-mail on the Gmail service as filtering еmails by category, in particular in the "Advertising" tab, is described, and a study is considered where the ability of users to use these category tabs is analyzed. The possibilities of Еmail-marketing are considered, in particular through the prism of the main advantage - personalization of the letter in accordance with the interests of the consumer and with the possibility of taking into account previous consumer experience. The comparison of prices for the main methods of distribution (such as SMS and Viber) is given. An experiment was conducted in the service for еmail mailings MailChimp e-mail service to determine the difference in the effectiveness of the e-mails to inform about the upcoming campaign, taking into account the model of customer behavior with previous correspondence. A special role in the experiment presented in the study is devoted to the question of the convenience of receiving letters, namely the day when the client receives the mailing. The main conclusions of the study are indicated, which indicate that by adjusting the mailing to the client, you can get 10.3% better performance. Examples for further research are given and the still unresolved components of the problem of using Еmail-marketing among the mix of other marketing communication channels are highlighted.

METHODOLOGICAL ASPECTS OF COMPILATION OF LAND MANAGEMENT DOCUMENTATION FOR LAND ALLOCATION

The purpose of the article is to study the existing approaches to the development of land management documentation and the development of methodological aspects of compiling land management documentation for land allocation. The paper analyzes modern approaches to the preparation of land management documentation for land allocation in Ukraine. The directions and schemes of formation of land management documentation on land allocation taking into account previous experience are determined. The presented differences in the methods of developing such projects complicate the implementation of the tasks. The difficulty arises due to the lack of a procedure for the development of land management projects for the allocation of land, the obsolescence of norms, standards and rules, the contradiction between some regulations. The current regulations on land allocation and the formation of land management schemes are analyzed. Methodical recommendations for compiling land management documentation for land allocation, taking into account modern standards and requirements, regulatory and technical regulations, etc. have been developed. The project of establishment (change) of borders of administrative-territorial formations is developed in cases of creation of new, association, distribution, accession, increase or decrease in the area of existing administrative-territorial formations. Currently, the process of creating new, unifying, distributing administrative-territorial entities takes place mainly at the level or within the administrative districts, within which the boundaries of village (settlement) councils and settlements are created or changed. The territory of each administrative-territorial entity has its own boundaries - conditional lines that separate it from other territories. They are established and changed on the basis of land management projects developed by state and other land management organizations in accordance with the feasibility studies of their development, master plans of settlements. The provisions developed in the article will increase the efficiency of land use through the proposed more effective scheme for the formation of accounting and reporting digital documentation.

Promising and potential drugs for the treatment of COVID-19

Coronavirus disease 2019 (COVID-19) is characterized by respiratory alterations with varied symptoms ranging from mild manifestations to more severe conditions that can cause death. The objective of this narrative review of the literature is to synthesize in a concrete way the information available on potential drugs for the treatment of patients with COVID-19 and to serve as a support guide for health professionals. Taking into account previous experiences for the management of SARS-CoV and MERS-CoV in the past, some of these drugs have been used as a starting point to seek the elimination of SARS-CoV-2. This review presents the current state of research on promising drugs as potential treatments for COVID-19 worldwide and is developed in the text on four types of anti-SARS-Cov-2 agents: regulators of the immune response, intracellular medium modifiers, viral RNA polymerase inhibitors and protease inhibitors. To date all the drugs described in this review need clinical studies to validate their use. However, until the results of these trials are available, the best available evidence should be used for the prevention and treatment of COVID-19.

ПРИМЕНЕНИЕ НАКАЗАНИЯ В ВИДЕ ПРИНУДИТЕЛЬНЫХ РАБОТ НА СОВРЕМЕННОМ ЭТАПЕ

In this article, through an analysis of scientific literature over the past three years, attention is drawn to the most discussed problematic aspects of the designation and execution of sentences in the form of forced labor at the present stage, which determined the relevance of the chosen topic. It is substantiated that the possibility of a court appointing forced labor as an independent form of punishment is fixed at the legislative level. It has been rightly noted that endowing persons convicted of forced labor with signs of a person who is competitive in the labor market will increase the chances of his positive employment. Thus, the effective serving of forced labor by convicts will ensure the realization of the right of victims to compensation for harm caused by a crime to them. The article clearly formulated proposals aimed at improving the institution of forced labor as a form of criminal punishment. The mechanisms that can be implemented as part of the execution of this type of criminal punishment are justified. The conclusion is drawn about the need for a criminal and criminal executive policy to improve remedies and the procedure for their practical application, taking into account previous domestic experience in the execution of other types of punishment.

МЕТОДИЧНІ ЗАСАДИ ПРОВЕДЕННЯ ДЕГУСТАЦІЙНИХ ЗАХОДІВ ЯК ЕЛЕМЕНТУ ІНТЕГРОВАНИХ МАРКЕТИНГОВИХ КОМУНІКАЦІЙ

The essence and significance of tasting events as an element of integration marketing communications are revealed. The approaches, statements and opinions of modern scientists are analyzed. Integrated marketing communications include the development and use of a variety of communication measures (active use of ATL / IBTL technologies) to introduce and market various TM food manufacturers based on brand-oriented technologies.
