Sosialisasi dan Implementasi Aplikasi Pemesanan Barang Berbasis Android di UMKM “Mulya PS”

UMKM Mulya PS Shop is a business that sells pet food. The problem faced by the Mulya PS Shop owner is that the shop still uses a sales and service system using manual methods, such as using notes. This problem results in an inaccurate number of orders and income results. As well as problems for consumers, where consumers have to come and order directly at the shop. This makes it difficult for consumers or customers who want to order remotely or outside the area. So based on the problems above, it is necessary to design an information system for making an Android-based goods ordering application and provide socialization of the Android-based goods ordering application to help Mulya PS Shop business owners have complete information and an easy and fast transaction system. By socializing the Android-based application information system, it can help accelerate technology transfer to Mulya PS stores. The application that has been created has fulfilled the purpose of service, namely helping MSME owners and customers, in the goods ordering system and transactions. And the socialization activities have been successfully carried out with good results and are very good at conveying the material and objectives. It is hoped that with this service activity, there will be integration between the Community Service Program and the final assignment courses.

The impact of cleaner energy sources, advanced technology firms, and economic expansion on ecological footprints is critical in sustainable development

The environmental degradation accompanying economic growth, despite the potential mitigating effects of technological advancements and cleaner energy sources. This study examines the critical impact of cleaner energy sources, advanced technology firms, and economic expansion on ecological footprints within the context of sustainable development, focusing on the period between 2010 and 2022. By comparing the E7 (emerging seven) and G7 (Group of Seven) economies, the research aims to delineate how these factors collectively influence environmental sustainability in both developing and developed nations. Utilizing a robust panel estimation technique, the study systematically explores the relationship between the adoption of renewable energy technologies, the growth of high-tech industries, and macroeconomic expansion, alongside their respective effects on the ecological footprint, a key indicator of environmental impact. Our statistical analysis reveals significant differences between the E7 and G7 countries. For the G7, investments in cleaner energy and technology sectors have shown a more pronounced effect in reducing ecological footprints, attributed to higher efficiency standards and greater public awareness. In contrast, the E7 countries exhibit a delayed response, owing to varying stages of economic development and technological adoption, although promising trends are emerging. Notably, the G7 demonstrates a more pronounced inclination towards financial imperialism (0.043), while the E7 is significantly influenced by green energy sources (0.258). Policy implications drawn from the findings suggest that targeted investments in green technologies and renewable energy sources, coupled with robust policies supporting economic expansion in a sustainable manner, are crucial for both groups of countries. For the E7, accelerating technology transfer and adopting stricter environmental regulations are key, while the G7 should focus on innovation and the continuous improvement of energy efficiency standards. This dual approach is essential for mitigating the environmental impacts of economic growth and steering the global economy towards a more sustainable trajectory.

Open hardware solutions in quantum technology

Quantum technologies, such as communication, computing, and sensing, offer vast opportunities for advanced research and development. While an open-source ethos currently exists within some quantum technologies, especially in quantum computer programming, we argue that there are additional advantages in developing open quantum hardware (OQH). Open quantum hardware encompasses open-source software for the control of quantum devices in labs, blueprints, and open-source toolkits for chip design and other hardware components, as well as openly accessible testbeds and facilities that allow cloud-access to a wider scientific community. We provide an overview of current projects in the OQH ecosystem, identify gaps, and make recommendations on how to close them at present. More open quantum hardware would accelerate technology transfer to and growth of the quantum industry and increase accessibility in science.

Implementasi Kebijakan Simantri dan Sipadu dalam Kajian Green Politics

The empowerment of the agricultural sector in accelerating technology transfer through the SIMANTRI program in Bali has been ongoing for over ten years and has been further developed into the SIPADU program, which has been fully handed over to the Gapoktan as the implementer. Field facts indicate that there are still challenges in optimizing the program, such as undernourished breeding cows, suboptimal processing of cattle waste into solid and liquid organic fertilizers, conflicts of interest among other agricultural institutions, and the failure of Gapoktan to maintain its existence. The research objective is to analyze the extent to which the implementation of Gapoktan 356 Sari Buana aligns with the SIMANTRI and SIPADU policies in the context of green politics, as well as the impact on the traditional subak organization. This research adopts a descriptive qualitative approach. The analysis process utilizes John Barry's Green Politics theory, focusing on aspects of distributive justice, democratization process, and ecological sustainability. The study is conducted in Antapan Village, Baturiti District, Bali. The research participants consist of 9 individuals selected through purposive sampling. Data collection techniques include interviews, observations, and documentation. The research analysis reveals that, theoretically, the SIMANTRI and SIPADU program policies have implemented the concepts of Green Politics, aiming towards sustainable agricultural development in Bali. However, in the program implementation phase, the analysis of Gapoktan 356 Sari Buana, in terms of distributive justice, democratization process, and ecological sustainability, cannot be deemed successful as it has not fulfilled the elements of sustainable societies and a symbiotic moral relationship with the environment. The presence of Gapoktan 356 Sari Buana has demonstrated a positive impact on the subak institution.

СТИМУЛЫ И ОГРАНИЧЕНИЯ ПРОЦЕССОВ ТРАНСФЕРА ТЕХНОЛОГИЙ: КЕЙС ПРОМЫШЛЕННЫХ ПРЕДПРИЯТИЙ ЧЕЛЯБИНСКОЙ ОБЛАСТИ

This article studies Russia’s transition to innovation-oriented economic growth through technology transfer. An important aspect of this is the development and analysis of a system for stimulating innovation in industrial enterprises at the state and regional levels. The study identifies factors inhibiting the innovative development of industry in Chelyabinsk Region and develops recommendations for overcoming them. The study investigates industrial enterprises that develop and implement innovations and industrial technology transfer. The key hypothesis is that the presence of universal and regional features of technology transfer must be taken into account for the development and improvement of the efficiency of innovation in the industrial sector. The article presents the results of an empirical analysis of the innovation of industrial enterprises in Chelyabinsk Region, studies the interaction between enterprises and external structures when carrying out R&D, and the use of measures to support innovation. The article identifies limitations and problems in the implementation of technology transfer and innovation, such as insufficient cooperation be-tween industrial enterprises and universities in the development of technologies, the disruption of informa-tion flows – including the lack of ongoing information exchange between industry and academia – and the low awareness of industrial enterprises about measures to support innovation and technology transfer. The key result of the study is the identification of limitations in the development of effective technology transfer mechanisms and the development of solutions to help overcome them: the methodological justification for the formation and development of a network of technology transfer centers, the need to develop a unified architecture for digital platforms, the integration of digital services, accumulating support measures, and ac-celerating technology transfer. The practical significance of the study lies in the possibility of using its re-sults at the level of universities, industrial enterprises, and the state in the implementation of innovation de-velopment programs.

Transitioning Electrochemical Technologies into Agriculture via the National Science Foundation Engineering Research Center Model

One of the most difficult challenges in translating electrochemical technologies into agriculture is the lag in education about the impact of electrochemical technologies in the field. Other challenges include lack of (1) investment and resources for translational research; (2) effective mechanisms to derisk investment; (3) a workforce prepared to translate and operate such technologies; (4) policy, legal infrastructure, and holistic business growth models; and (5) diverse and inclusive leadership “agents of change” to transition the technologies into the market. Opportunities to translate research into the market require strong partnerships with industry, universities, government, and stakeholders. An effective model is the National Science Foundation (NSF) Engineering Research Center (ERC) model. An NSF ERC Gen-4 launched in August 2022 is the Center for Advancing Sustainable and Distributed Fertilizer Production (CASFER). Industry and other practitioner organizations are actively involved at the very early stage (articulation of the vision) and during operation in activities such as: participation in strategic planning, joint research, providing input into workforce development programs, mentoring students, and engagement in proof-of-concept testbeds. All these activities and engagement are key to accelerating technology transfer and to transitioning technologies from the lab to the market, while training an effective workforce for industry.

Monetary Policy and Innovation During Recession in Indonesia

The COVID-19 pandemic affected global economic growth, including Indonesia's economic recession for four quarters from Q2 2020 to Q1 2021. This study uses Schumpeter's growth theory to analyze the interest rate policies and innovations that encourage economic growth in Indonesia in the long term. This study uses a quantitative approach with the Auto Regressive Distributed Lag (ARDL) model with the variables of GDP, BI interest rates, consumption, innovation, and investment credit. The study results show that Bank Indonesia's accommodative interest rate policy with low-interest rates during the recession due to the Covid-19 pandemic positively influences economic growth. However, in the long-term, interest rates must compete with interest rates from other countries to encourage investment capital flows to Indonesia. The findings show that innovation has not yet affected economic growth in Indonesia, but economic growth fosters innovation to accelerate technology transfer from developed countries through foreign investment. Therefore, the support of the Government and Bank of Indonesia to provide incentives through tax breaks and low-interest rates to business actors developing R&D and innovation will encourage accelerating technology and innovation growth in Indonesia.

Dynamics of Mother’s Psychological Condition As a Caregiver For Thalassemia Children

Globalization and the monetary crisis, apart from providing opportunities, also presented big challenges, because they could change the map of health services which could result in the development of service quality and accelerate technology transfer. Most of the female adolescents experience psychological disorders due to the complex attributes of adolescent women due to physiological changes in the body either expected or due to age, one of which is the biggest factor of psychological problems on the arrival of the menstrual period. This research is an exploratory case study with a cross sectional approach on psychological disorders of menstrual periods in teenage girls of SMAN 4 Baturaja. The research subjects are 383 students of grade X, XI and XII students. From the univariate results of menstrual period psychological disorders, mild, namely 223 respondents (58.2%) and heavy 160 respondents (41.8%). Age at first menstruation without risk was 369 respondents (96.3%) and at risk was 14 respondents (3.7%), weight without risk is 276 respondents (72.1%), and at risk is 107 respondents (27.9%). menstrual cycle, regular was 203 respondents (53%) and irregular were 180 respondents (47%). During menstruation, mild pain was 70.2% of respondents and severe pain was 114 respondents (29.8%). Based on the bivariate results of the first menstrual period, the p-value was 0.050, body weight obtained a p-value of 0.004, the menstrual cycle was obtained p-value of 0.002 , the menstrual period obtained a p-value of 0,000. There is a relationship between age at first menstruation, body weight, menstrual cycle and menstrual pain with psychological disorders in teenage students

The world has a unique opportunity: Accelerating technology transfer and vaccine production through partnerships

The global roll-out of vaccines is crucial to defeating the pandemic, but the lack of technical know-how and manufacturing infrastructure for production are constraining the speedy provision of vaccines globally. This will remain true even if the intellectual property rights of COVID-19 vaccines are waived temporarily. To accelerate technology transfer and global vaccine production, this article calls for the promotion of joint ventures between global COVID-19 vaccine manufacturers and local pharmaceutical companies so as to create regional manufacturing hubs. These joint ventures must be supported financially by global North countries, international organisations, and host-country governments. This approach will incentivize pharmaceutical companies to share not only their patents but also tacit production knowledge because the risk and cost of setting up new facilities will be shared. In this paper, we show how the joint venture approach will have benefits for all the actors involve and generate positive impact on Sub-Saharan Africa and other regions over the long run. Following these policy proposals will not only help protect the global community from COVID-19 but will also present a rare window of opportunity to stimulate the life science industry in the global South, supporting sustainable economic and technological development.

МОДЕЛИРОВАНИЕ СТРУКТУРЫ НАУЧНО-ПРОМЫШЛЕННОГО КОМПЛЕКСА В УСЛОВИЯХ ЦИФРОВОЙ ЭКОНОМИКИ

T he dynamic development of the digital economy creates new business conditions that catalyze crossindustry cooperation of enterprises and accelerate technology transfer between various market entities. This determines the need for the efficient integrated structures in the industrial sector of Russia with high scientific, innovative, digital, and production capacity. The purpose of the research is to develop and operationalize a competitive model of the scientific and industrial complex in the digital economy. The content of the scientific and industrial complex is determined, and the differences between the complex and the industrial cluster are identified. The competitive advantages of a scientific industrial complex in relation to autonomous enterprises are highlighted. The scientific novelty and practical significance of the study unfold in the development of theoretical provisions and structural and functional parameters of the model of the scientific and industrial complex in the digitalization of the social economic systems, as well as a cluster analysis based methodological approach to its operationalization. A methodological approach to the operationalization of the model of scientific and industrial complexes performing in the digital economy includes four stages: 1) identifying the prerequisites for the integration; 2) choosing the goals for establishing a complex; 3) enterprises clusterization and modeling of scenarios for establishing a complex; 4) development of a complex’s functioning and development mechanism. The basic, industrial and technological, innovative digital, institutional and managerial, structural, financial and market criteria for clustering enterprises and organizations to establish a complex have been worked out. The approach was tested and options for establishing scientific and industrial complexes were modeled from cluster analysis of 37 enterprises of the Central Chernozem region of Russia by the G-means method. With the results of the analysis in mind, the authors recommended to set up radio-electronic, electrical engineering complexes in Voronezh region and a machine-building complex in Lipetsk region. The article offers a list of members, goals, types of strategies, integration projects and expected results of the modeled complexes performance. The model of the scientific and industrial complex and the approach to its operationalization can become a methodological tool for the management of enterprises when some options for setting up, organization types and scenarios for the development of integrated structures in the industry of Russia are considered. Further research is seen to be in developing the models of strategic and sustainable development during digital transformation of scientific and industrial complexes, as well as in developing organizational and economic mechanisms for institutional transformations of industrial enterprises in the digital economy.

Research on the Impact of Standardization on Economic Growth

The relationship between standardization and economic growth has received increasing attention. This article first gives different classifications of standards, including classification based on economic purposes. The analysis shows that standards have economic effects in reducing information asymmetry, promoting economies of scale, expanding division of labor, and accelerating technology transfer and diffusion. The research literature of foreign standards on economic growth shows that standards are an important factor in promoting economic growth. Empirical results (mainly based on the Cobb-Douglas production function or VAR model) show that there is a significant positive correlation between standards and economic growth, and standards can effectively promote Economic growth. In addition, the Granger causality test between the standard and economic growth points out that economic growth is the Granger reason for the standard, indicating that the standard is not an exogenous variable independent of the economic system, and the standard level is affected by the economic level of a country. It is an endogenous variable determined by the economic system. At the end of the article, it also gives suggestions on possible future research directions, from the perspectives of the impact of splitting to standard sub-categories, management standards, economic growth quality, and institutional economics.

Upgrading Charcoal Briquettes of Coconut Shell for Export

The Global Value Chain is an easy way to apply to Small and Medium Enterprises (UKM: Usaha Kecil Menengah) so that they can immediately rise to a higher level. The success of the GVC method can be applied to export-oriented UKM. The goals to be achieved in the community service program Upgrading Export-Oriented Coconut Shell Charcoal Briquettes are as follows: spurring the growth of UKM product exports in Indonesia through competitive market growth, improving management quality of UKM to enter the global market through improving product quality and marketing, accelerating technology transfer and community management of universities to UKM communities, developing synergies between UKM, Universities, Local Governments and the community. The methodology used is upgrading the production process through coordination and scientific discussion, training and simulation, making tools with technology transfer for production efficiency, health checks, and providing tools and facilities to improve employee health. The results of this activity are: increasing the percentage of export volume by expanding production units and adding employees, achieving production efficiency through the technology of permanent conveyor belt machine transfer and oven, forming financial management with Zahir accounting software, training on the use of fire extinguisher and first aid to the employees who get burned, checking employee health, increasing marketing knowledge capacity with English language courses to improve the quality of presentations.

DESIGNING OF HIGHER EDUCATION DEVELOPMENT STRATEGY AS A MEANS OF MODERNIZATION OF THE EDUCATIONAL FIELD OF UKRAINE FOR 2021–2031

The article is devoted to study of urgency of creating the Development strategy of higher education in Ukraine for 2021–2031, due to the need for updating the state educational policy in connection with the global crisis, transformation processes in modern society, radical changes in global education. The purpose of the article is substantiation the need to develop the Development strategy of higher education in Ukraine for 2021–2031. Particular attention is devoted to the following tasks: to analyze the current state of higher education in Ukraine; to highlight the problems of higher school development; to define strategic goals and directions of updating the state policy in the field of higher education; to formulate the principles of modernization of higher educational institutions in the context of European integration; to propose mechanisms for universities acquiring of financial and organizational self-government. Theoretical methods of scientific research are used: analysis of the state educational policy and the current state of higher educational institutions; designing a new development strategy for the universities. The article content analyzes the identified problems and contradictions between the conservative provisions of public policy and modern requirements for the development of higher education. The development strategic goals of the national system of higher education are presented: the transition from the paradigm of “management” to the paradigm of “governance”; introduction of the innovation ecosystem; creation of scientific and educational conglomerates; accelerating technology transfer; updating the material and technical base; intensification of activity of university campuses; implementation of the positive impact of scientific, technical and educational achievements of universities on the economic growth of the state; spreading of specialists academic mobility; interaction of European and national qualification systems. The ways of realization of the updated strategy are determined according to the economic model from the standpoint of modern scientific approaches - innovative, integrated, personality-oriented, competence, practice-oriented, technological, axiological. Sources of university funding are described: public funding, grants, purchase of educational services, training contracts, endowment funds, services for local governments and communities, contracts for research for commercial structures, royalties, property lease, income from the ownership share in companies based on the territory of the university. Reduction to practice the provisions of the Development strategy of higher education through updating the legal framework of Ukraine should ensure the modernization of domestic universities in the direction of development of modern European universities and allow Ukrainian universities to compete in the international market of educational services.

A review on snake robot testbeds in granular and restricted maneuverability spaces

This article reviews the state of the art in evaluating snake robots for small spaces such as a collapsed building where the snake is either locomoting in restricted maneuverability spaces, such as narrow pipes or tunnels, or pushing through granular regions, such as dirt and rubble. It makes recommendations on designing a testbed that can enable a comprehensive evaluation of a snake robot’s overall capability and an objective comparison of different snakes. A survey of 31 papers reveals that 20 testbeds were used to test snake robots in restricted maneuverability environments. All of those were built specifically to test a particular snake robot rather than for comparison with other snake robots, but each offers insights into designing comprehensive, comparative testbeds. The article analyzed these 20 testbeds in terms of how well they addressed the previously established disaster robotics metrics of scale (a dimensionless number) and four traversability elements, i.e. verticality, tortuosity, accessibility elements, and surface properties. This review suggests that two kinds of general testbeds are in need for the snake robot community: (1) a testbed with high physical fidelity for measuring suitability for a target application, and (2) a testbed which provides a dimensionless comparison of different snake robots. The review is expected to benefit the community in several ways. It can help form a consensus on a suite of metrics and test methods to incorporate into a testbed for evaluating and comparing different types of snake robots and capturing the performance of snake robots in more realistic work envelopes. The metrics and test methods can also pro-actively inform snake robot design as they offer more formally quantified work envelopes, thus accelerating technology transfer. The use of scale and traversability is expected to be applicable to robots in general.

Development of Beef Cattle Innovation through “Field Laboratory” Approach

Economic growth in rural areas can be achieved by increasing the productivity of agricultural businesses. Beef cattle breeding farm is managed by small holder farmers with limited ownership integrated with other agricultural activities. This paper aims to provide information on developing beef cattle innovation at farm level through field laboratory (FL) approach or demonstration plot and direct participation with farmers. The development of cattle farming innovation at farm level is limited, hence it is needed to improve the competitiveness of agricultural businesses. Field laboratory is a model for accelerating technology transfer to farmers. The introduction of innovation in beef cattle through LL can be adopted by farmers resulted in increasing the productivity of beef cattle and added value of livestock businesses. For sustainability of technological application it is required supporting facilities and infrastructure such as institutional that provide production and marketing facilities.

Embodied technology transfer and learning by exporting in the Ethiopian manufacturing sector

ABSTRACTThis paper examined the role of imported inputs, new capital goods and exporting on firm performance using micro data collected over 2000–2011 from manufacturing firms with 10 and above permanent employees in Ethiopia. Performance was measured in terms of labour productivity, total factor productivity (TFP) and TFP catch-up. In this paper, we argue that technologies embodied in imported inputs and new capital goods and export orientation are the crucial sources of learning and innovation, which enhance performance of firms in less-developed countries. The hypotheses developed along this argument were econometrically tested by applying a dynamic panel data technique. Results indicate that exporting, greater use of imported inputs and new capital goods significantly improved the productivity and TFP catch-up of firms. The positive productivity effects of imported inputs and new capital goods appeared to be higher for exporters than non-exporters. New capital goods were seen to play a greater role in embodied technology transfer than imported inputs. The findings generally suggest that improving access to imported inputs, encouraging investment in new capital goods and strengthening export orientation among manufacturing firms can help accelerate technology transfer and build local innovation capabilities towards Ethiopia’s desired structural transformation.

Indonesia's Policies, Measures, and Mechanisms to Strengthen Innovation and Technology Transfer

An improved innovation capacity of this sector will significantly contribute to the economy growth and accelerate poverty alleviation. Indonesian government has introduced various policies, program and schemes to strengthen its national innovation capacity. On transfer of technology initiatives, there is an increasing trend in many R&D institution and higher education institutions to systematically develop their capacity to be better service providers to industry. A growing numbers of Technology Business Incubators (TBIs) amongst other is aimed at promoting the development of newly technology-based firms/SMEs. Currently there are around 50 technology and business incubators in Indonesia. Likewise, there is an increasing number of developments of Science and Technology Park. In these two types of intermediaries, TBIs and Science and Technology Parks most of them are still in its infancy stages. However, it is interesting to note that there is an encouraging trend in the development of these TBIs and STPs, i.e., an increasing number of TBIs and STPs are initiated by private sectors. TBIs, can become an effective technology transfer mechanism for R&D institution and higher education institutions to further develop the growth of newly technology-based SMEs. Yet, some challenges on this transfer of technology remain. These, among other, include: a need for a sustainable supports to intermediaries until they have minimum capacity to stand on its own, human resources capacity building, and more importantly creation of a conducive ecosystem to new entrepreneurs to access and adopt technology innovation. On national innovation system (NIS/SINAS) strengthening, Indonesia has taken a systematical approach by introducing and implementing various policies and programs. Policies include, for example, inclusion of NIS as a development priority in the mid-term national development plan (RPJM) and institutionalization of policy making body through the establishment of National Committee for Innovation (KIN) who directly responsible to the President of the Republic of Indonesia. Further, a number of initiatives and programs on strengthening of regional innovation system (SIDA) have also been introduced. This includes strengthening capacity of local governments in the development of SIDA in selected regions. In 2011 the government has launched a new initiative, i.e. Master Plan of Acceleration and Expansion of Indonesia Economic Development (MP3EI) 2011-2025 where strengthening national human resources capability and science & technology is one of the three strategies. Implementation of this MP3EI is formulated in the so-called 1 747 innovation initiatives proposed by National Innovation Committee. Finally, this paper proposes two proposals on Study and Workshop on Effective Financing Strategy to Accelerate Technology Transfer to Tec-Based SMEs and Conference and Forum of Asia Pacific Science and Technology Park.

The Cost of Accelerating Technology Transfer: An Empirical Analysis of Time Compression Diseconomies

We empirically investigate acceleration costs in technology transfer via a replication of Teece’s (1977) early work on time-cost elasticities. Our dataset on the development of oil production facilities worldwide between 1997 and 2010 is similar to Teece (1977), but over 20 times larger. Our results contrast with previous studies. On average, the cost of accelerating technology transfer is negative: firms could have cut $7.2 million in costs by developing projects one month faster. For 87% of our projects, time compression diseconomies are not binding. Industry-average technology transfer inefficiencies are significant: over 36% of project time and costs are unnecessary delays and overspending. Finally, we estimate the determinants of time-cost elasticities. Our findings reassess firms’ capital allocation decisions and the role of time in Strategy theories.

Using Idea 2 Product Labs® as a strategy for accelerating technology transfer

Technology transfer poses particular problems to developing countries whose governments cannot always afford to fund expensive high-tech solutions. This article reports on the Idea 2 Product Labs® concept that was developed in South Africa to offer a low-cost open-source alternative. The motivation behind the work was to put innovative new technologies into the hands of more people within a shorter timeframe than would otherwise be possible. The background, planning, objectives, outcomes and impact of the project are reported together with some conclusions on how this model could be adopted across a wider domain.
