Abstract

The article is devoted to study of urgency of creating the Development strategy of higher education in Ukraine for 2021–2031, due to the need for updating the state educational policy in connection with the global crisis, transformation processes in modern society, radical changes in global education. The purpose of the article is substantiation the need to develop the Development strategy of higher education in Ukraine for 2021–2031. Particular attention is devoted to the following tasks: to analyze the current state of higher education in Ukraine; to highlight the problems of higher school development; to define strategic goals and directions of updating the state policy in the field of higher education; to formulate the principles of modernization of higher educational institutions in the context of European integration; to propose mechanisms for universities acquiring of financial and organizational self-government. Theoretical methods of scientific research are used: analysis of the state educational policy and the current state of higher educational institutions; designing a new development strategy for the universities. The article content analyzes the identified problems and contradictions between the conservative provisions of public policy and modern requirements for the development of higher education. The development strategic goals of the national system of higher education are presented: the transition from the paradigm of “management” to the paradigm of “governance”; introduction of the innovation ecosystem; creation of scientific and educational conglomerates; accelerating technology transfer; updating the material and technical base; intensification of activity of university campuses; implementation of the positive impact of scientific, technical and educational achievements of universities on the economic growth of the state; spreading of specialists academic mobility; interaction of European and national qualification systems. The ways of realization of the updated strategy are determined according to the economic model from the standpoint of modern scientific approaches - innovative, integrated, personality-oriented, competence, practice-oriented, technological, axiological. Sources of university funding are described: public funding, grants, purchase of educational services, training contracts, endowment funds, services for local governments and communities, contracts for research for commercial structures, royalties, property lease, income from the ownership share in companies based on the territory of the university. Reduction to practice the provisions of the Development strategy of higher education through updating the legal framework of Ukraine should ensure the modernization of domestic universities in the direction of development of modern European universities and allow Ukrainian universities to compete in the international market of educational services.
