Abstract
Non-Seveso establishments – plants posing a risk of a major industrial accident Various definitions and approaches used by organizations and control and supervisory institutions are reflected in the list of establishments posing a risk of a major industrial accident, which are not upper- and lower-tier establishments. The article proposes a definition that includes both sub-threshold establishments with smaller quantities of non-hazardous substances than qualify an establishment as a lower tier establishment and establishments containing other chemical substances that could be the source of a major accident. The results of analyses of databases of chemical substances present in non-Seveso establishments, the correlation of the definition of a major accident and chemical substances, and the failure rate for non-Seveso establishments are presented.
