Abstract

The article examines the issues of public services in Saint Petersburg in the se cond half of the 19th century and early 20th century in winter. Special attention is paid to the practical side of snow removal and disposal by the owners of urban real estate. Legislative and clerical documents are analysed, and the application of these norms by the owners of apartment houses is also considered.
