Abstract
A flurry of activity from the United States, including the launch in July 2024 of the Icebreaker Collaboration Effort with Canada and Finland, suggests that Washington has been playing catch-up amid the changing environmental and security conditions in the region. While Joe Biden’s administration has set an overarching strategic direction of travel and many projects are likely to continue, Donald Trump will have the ability in his second term to shift US focus and budgetary priorities away from the Arctic, which happened on some Arctic issues during his first term.
