Abstract

The paper discusses criteria for the definition of what can be discussed by the public based on journalistic production of high visibility: newspapers first page. The object used to discuss this issue is the regional political leadership of the Parana State (Jaime Lerner) at two different periods: from 1971 to 1975 and from 1988 to 1992. The comparative analysis aims to identify whether there are differences in the treatment given to him in these two moments: the first constrained by formal censorship that affected content published in newspapers, and the second during a period of full democracy. The newspaper analyzed is Gazeta do Povo , a major newspaper in Curitiba. Because it is the same governor, public office, and newspaper, the assumptions is that if there is a difference in treatment to Lerner, it is related to the restrictions imposed by the military regime to the press, that is, the restriction was determined by external political institutions.
