“Unipolarity” and “Multipolarity” of the World: Narratives of V. Putin’s Public Manipulations (2000-2008)

The article highlights the chronology of the use and the dynamics of the semantic loads of the narratives "unipolarity" and "multipolarity" in the rhetoric and speeches of V. Putin from the time he assumed the post of president of the Russian Federation in 2000 until the end of two presidential terms in 2008. The combination of the definitions of "bipolarity", "unipolarity" and "multipolarity" of the world in the ideology of the new architecture of global security, which was used by V. Putin to promote the geostrategic goals of the Russian Federation and start its confrontation with the so-called Collective West. The meanings and goals of V. Putin’s foreign policy rhetoric regarding the architecture of world security in the context of the geopolitical tactics of the Russian Federation regarding the implementation of its strategy of changing the levers of influence in the world and expansion on the international arena have been traced and analyzed. V. Putin’s efforts to purposefully discredit the place and role of the democratic world in the security system of the planet in the context of the reproduction of the neo-empire of the USSR in the post-Soviet space and efforts to establish a new configuration of the world order have been identified and established. It is noted that in those days the main goal of promoting the "multipolarity" narrative was the domestic Russian audience and the countries of the Global South. It is summarized that V. Putin’s speech at the security conference in Munich in 2007 became the announcement of a new Cold War for the West (the EU and NATO) and initiated a new stage of global reality in the far-sighted strategy of the Russian Federation to change the levers of geopolitical influence in the Eurasian space and destroy the established world security system. Deliberate manipulative and disinformation tools have been proven in the speeches of the President of the Russian Federation in an effort to discredit NATO member states, in particular the USA, in its strategy of forming an anti-Western front with the aim of transforming the existing system of influences and balances on the world stage.
