Abstract

Three experiments of local development in the Tarn (Midi- Pyrénées, South-West France). The idea that local development schemes could be substituted to previous larger models and frames designed for the regulation of economical and social trends came out when their progress was impeded by the crisis. It often was stated that such schemes definitely needed an active support from all actors of the local economy and society. When analyzing the action of three local communities improvement boards founded in the Tarn, the author enlightens the proceedings chosen to boost the development in distinct socio-economical rural environments. Clear it is that the local development take off depends upon definite situations and specific strategies endorsed by social groups. The influence and power of such groups is generally considered as legitimate in the case of dominant groups which already are in charge of the institutions ; but marginal groups are sometimes recognized as coherent alternatives when they affirmed themselves through their ideas and goals The local improvement boards reveal who are the local development actors, and the topic conflicts and challenges. They have a catalytic influence on the local social and economical processes, the trends and tensions of which may help and define adequate lines for development interventions.
