Abstract

In the current era of reform, it demands changes and improvements to better public services. Implementation of Government Administration as stipulated in Law Number 30 of 2014 seeks to improve good governance and prevent the practice of Corruption, Collusion and Nepotism (CCN) which until now often occurs in various elements of government in Indonesia. Kelurahan is one of the smallest institutions in government that needs to improve the public service system, especially in the transparency of public services which are still full of problems to this day. The purpose of this study is to describe transparency in public services in the Padang Bulan Selayang II Medan Village and to find out the obstacles in its implementation. The research method used in this study is descriptive qualitative which explains the phenomenon in depth through data collection. This study uses the theory presented by Kristianten (2006) with indicators of document availability and accessibility, clarity and completeness of information, process openness, and a regulatory framework that guarantees transparency. The results of the study show that Transparency in Public Services in the Padang Bulan Selayang II Medan Village is quite transparent, but of course transparency still needs to be increased.
