Abstract
This article examines the issues the difficulties of forming a united territorial community in the process of decentralization in Ukraine, the effectiveness of creating opportunities for united territorial communities in creating a system of providing them with a variety of public services by such communities, reveals existing legal uncertainties in the regulation of public relations in the united territorial communities, appropriate proposals have been made to address existing issues in the exercise of the powers of the United Territorial Communities.
