Abstract
This paper presents the theoretical relationship between the conditions before and after the modernization of the railway infrastructure and the resulting changes in the traffic flows within the network. The proposed cost-benefit analysis is adjusted to such a relation; it is based on information of the broadest scope in order to provide an evaluation of the improvements in the infrastructure and its justifiability. In other words, theo etieal interpretation should make it possible to evaluate future traffic flows by justifying the investment of modernizing the infrastructure.
