Abstract
The general education and vocational school reform aims to elevate the work of the school "to a new qualitative level which matches the conditions and the requirements of developed socialist society." It was noted at the June 1983 Plenum of the CPSU Central Committee that the Party is working toward a situation in which a person in this country is nurtured not simply as the vehicle of a finite body of knowledge, but, above all, as a citizen of socialist society, an active builder of communism, with distinctive objectives, ethics, and interests—a person who is highly cultured in his labor and his conduct.
