Abstract
The current state of managerial science is based on the wide application of the system approach in the management of an economic entity, which implies focusing on the internal interrelations between its elements in the formation of a development strategy and the need to diversify the system as a whole when changing the parameters characterizing the entrance to it. In this regard, the management of the development of city-forming organizations in order to ensure the financial stability of the mono-profile municipal entities on whose territory they function is an instrument for achieving the country’s socio-economic development plans as it covers approximately all branches of industrial production, affecting interests of over 10 % population of the country living in Russian single-industry towns. The aim of the research is to form theoretical views on the problem of managing the development of cityforming organizations based on the achievements of modern strategic management science and the specific features of the city-forming organizations operating in the municipal economy system. The article highlights the presence of two control systems: external and internal, inextricably linked with the program documents of the Government of the Russian Federation, aimed at overcoming the crisis phenomena in the country. In addition, possible options for the development prospects of the city-forming organizations are considered depending on their belonging to a particular category of single-industry towns and the investment attractiveness of the regions in which they operate. Taking into consideration the account modern trends in management, the article considers the possibility of using the «model of creating perceptions» when developing a strategy for the development of cityforming organizations. The authors recommend possible options of metallurgical enterprises strategies, allowing account both classical development models and specific features of economic entities operating in the territory of singleprofile municipal entities.
