Abstract

Hardly anyone is likely to dispute the proposition that the character and individuality of a school, its success in shaping the students' personality, depend to a great extent on the school principal, his competence, political maturity, and ability to unite the collective. The requirements on a school principal were formulated in the decisions of the February 1988 Plenum of the CPSU Central Committee, the Nineteenth All-Union Party Conference, and the All-Union Congress of Workers in Public Education.
