Abstract

The Inter‐American Democratic Charter (IADC) is a milestone in the development of the three dimensions of Latin American democracy: competitive origin, constitutional exercise, and inclusive results. Despite the resiliency of the constraints that can still be seen, from a historical perspective it is important to acknowledge that the Latin American region has been making progress in this field. Such progress mirrors complementary good practices regarding the aforementioned dimensions that are consistent with the Democratic Charter. In turn the IADC could be the basis for more effective action, particularly by strengthening capacities in the areas of prevention and response to adverse situations, by fostering greater collective involvement in the Organization of American States, and by supporting the dynamics proposed by other forums and instruments of regional integration. The emphasis currently being placed on regional integration and social inclusion policies is, in accordance with the spirit and terms of the IADC, a positive sign that the consolidation of democracy is understood as a historical value and a functional reality for Latin American societies.
