Abstract

The treaty-making is one of the most important foreign affairs of sovereign states. The power of foreign affairs laid down in US Constitution is relatively blurring and the Congress’s ratification processes are complicated and inefficient. As a result, the President has to find other methods, such as concluding executive agreements with foreign countries, so as to improve the efficiency of treaty-making. However, the Congress may boycott these executive agreements. The Trade Promotion Authority has empowered the President more discretions and also promoted good cooperation between the President and the Congress. Through a detailed study and analysis of Trade Promotion Authority, this paper tries to make some valuable suggestions to the development trend of treaty-making in China, taking its current circumstances into consideration.
