Abstract

The World Tourism Organization (UNWTO) released a message on the World Tourism Day 2020 with the theme "Tourism and Rural Development". The rural tourism is playing an important role in the development of rural areas, helping rural people to integrate more into the world, and creating many valuable products associated with cultural identities and agricultural production of many localities, thereby increasing incomes for the community. In Vietnam, building a new rural area and developing rural tourism have a reciprocal and interconnected relationship in the process of rural economic development: (1) the results achieved through the process of building a new village are an important basis in preserving and promoting cultural values as well as developing typical agriculture and landscape infrastructure for tourism; and then (2) developing the rural tourism is the important task of the national target program on building new rural areas (NTM) in the 2021-2025 period in order to increase incomes and enhance pride in the homeland. The author has used expert methods in accompanying the Ministry of Agriculture and Rural Development to advise on rural tourism programs associated with new rural construction. In particular, the author uses the results from in-depth interviews with local leaders, tourism households and businesses in the Northwest region, Central Highlands, and Southwest region, from which the solutions to rural tourism development associated with the construction of new rural areas in Vietnam are proposed.
